Coming up on Sunday Politics in the North: Landlord's own Chancellor to

:01:25.:01:35.
:01:35.:01:35.

Apology for the loss of subtitles for 2135 seconds

:01:35.:37:10.

halt the right in the attacks at to Hello, you are watching the

:37:11.:37:14.

programme for Yorkshire and Lincolnshire. Coming up today, with

:37:14.:37:19.

18 pubs a week closing down, pressure is growing on the

:37:19.:37:26.

Chancellor to halt the rise on via. That is one of our talking points

:37:26.:37:33.

today to be discussed by our guests, Greg Mulholland and Julian Sturdy.

:37:33.:37:38.

In Hull we have Karl Turner, the Labour MP for Hull East. At busy

:37:38.:37:43.

week in the world of politics, what has caught your eye? The Leveson

:37:43.:37:48.

Inquiry is the main thing. The Prime Minister said that unless the

:37:48.:37:53.

proposals made by Lord Justice Leveson were bonkers it would be

:37:53.:37:56.

implemented. I am now told that the Prime Minister has made his

:37:56.:38:00.

statement saying he will not do that and saying it puts the divide

:38:00.:38:04.

between Nick Clegg and David Cameron and to be honest it is a

:38:04.:38:09.

massive mistake for the Prime Minister. 70% of the electorate of

:38:09.:38:12.

saying they want to see some statutory underpinning of the press

:38:12.:38:17.

so I think it is a mistake and he needs to think about the decision.

:38:17.:38:21.

Julian Sturdy, has David Cameron misjudged the public mood?

:38:21.:38:24.

Certainly we must have action on this. We have to remember the

:38:24.:38:29.

victims in the process. The Leveson report was a pretty good report

:38:29.:38:34.

from what I have read of it so far. Ultimately whether Prime Minister

:38:34.:38:37.

is absolutely right is that we must get all the parties around the

:38:37.:38:41.

table. This is not about politics, it is about getting a political

:38:41.:38:46.

agreement across all parties that we can work with and take forward.

:38:46.:38:51.

We know that Nick Clegg and David Cameron disagreed so will we we see

:38:51.:38:55.

Rawling in public more often? did not see any rowing in public. I

:38:55.:39:00.

was delighted that Nick Clegg came out firmly and said he backed the

:39:00.:39:04.

Leveson recommendations which is very much my position. I think we

:39:04.:39:07.

should work together but I think we should follow that path. It is not

:39:07.:39:12.

talking about state regulation, it is talking about self-regulation

:39:12.:39:16.

but clearly underpinned by passing legislation which I think has to

:39:16.:39:21.

happen. It is about conduct not content. The content is entirely up

:39:21.:39:24.

to editors but we have seen content that is unacceptable and people

:39:24.:39:28.

want to have the confidence it will not happen again. In another big

:39:28.:39:31.

political story of the week Thursday's Rotherham by-election

:39:31.:39:35.

saw Labour hold onto the seat they hated by the former Europe minister

:39:35.:39:40.

Denis MacShane. Much attention has been focused on the runners up.

:39:40.:39:45.

Nigel Farage says his outfit are now the party -- the second party

:39:45.:39:49.

in the north following their best ever result in a Westminster

:39:49.:39:53.

election. Our cameras filmed behind the scenes with the UKIP campaign

:39:53.:40:03.
:40:03.:40:11.

in Rotherham. At UKIP HQ battle plans are being

:40:11.:40:18.

drawn for the last run bit poor polling day. The light yellow is

:40:18.:40:21.

where we first started the flitting. The dark green is where we have

:40:21.:40:26.

been door knocking and canvassing. It was last weekend that Nigel

:40:26.:40:31.

Farage came to Rotherham to campaign. He was there to talk

:40:31.:40:36.

about just one issue that UKIP itself had leaked to the national

:40:36.:40:40.

newspapers 24 hours before, the allegation that Rotherham foster-

:40:40.:40:45.

parents who were also UKIP members had children removed from them by

:40:45.:40:49.

the council because of their party's properties on

:40:49.:40:53.

multiculturalism. For the party's candidate, was this an early

:40:53.:40:57.

festive grip? I do not think Christmas has come early. I feel

:40:57.:41:01.

very sorry for the children and very sorry for the foster parents

:41:01.:41:05.

because Christmases ruined for those children. By election is far

:41:05.:41:11.

more it -- far less important than this fostering case. He is

:41:11.:41:14.

certainly created an opportunity to talk about its manifesto priorities,

:41:14.:41:18.

Euro-scepticism, control of immigration, protecting the economy

:41:18.:41:23.

and cutting a political correctness. On the doorstep those issues hardly

:41:23.:41:28.

took centre-stage. There are a few things with the cancer with the

:41:28.:41:32.

Foster case and the grooming and Denis MacShane himself. You have

:41:32.:41:40.

got my vote already, sweet hard. Thank you very much. This is the

:41:40.:41:44.

UKIP. Noah thank you. A I have never voted for Labour. They are

:41:44.:41:52.

just as bad as the Conservatives. They are all in with each other.

:41:52.:41:58.

Sarah Champion is duly elected to serve as the Member of Parliament

:41:58.:42:02.

for the Rotherham constituency. was no major surprise to see Labour

:42:02.:42:07.

winning on Thursday and while Nigel Farage could have gone to any of

:42:07.:42:12.

the two other by-election counts, he came to South Yorkshire. His

:42:12.:42:16.

party came second but to him that was a major victory. I think it

:42:16.:42:20.

helped because what it did was it put the focus on UKIP and the other

:42:20.:42:26.

policies we stand for as well. That definitely helped us. UKIP put you

:42:26.:42:30.

very hard. At one stage the issue they pushed very hard was the issue

:42:30.:42:33.

of fostering. You did not speak about that at all. You never said a

:42:33.:42:37.

single word. You were being sheltered. Was it a wobbly moment

:42:38.:42:41.

for you? It was not that we were being sheltered but I genuinely

:42:41.:42:44.

think the most important thing is taking care of children and not

:42:44.:42:50.

using them as a political for more. As UKIP gained Labour-held their

:42:50.:42:55.

share of the boats and the other parties were squashed flat. Liberal

:42:55.:42:59.

Democrats had a fraction of the share of the that they had in 2010.

:42:59.:43:03.

With BNP coming third Rotherham will provide food for thought for

:43:03.:43:07.

all party policy makers. How worried are many Tories about

:43:07.:43:13.

the rise of UKIP? We cannot gloss over this. This was a disappointing

:43:13.:43:17.

result for the Conservatives. Nobody expected us to win this.

:43:17.:43:21.

Everyone thought that Labour would hold up because they have not lost

:43:21.:43:25.

the seat since 1930. That was no surprise. We cannot hide that this

:43:25.:43:30.

was a disappointing result for us and we must learn the lessons.

:43:30.:43:34.

only just held your deposit and you were beaten by the BNP. That is

:43:35.:43:38.

worrying. We cannot hide from this. There was a very disappointing

:43:38.:43:42.

result for us on Thursday. I think as a party we have got to learn

:43:42.:43:47.

some lessons from it. There is no doubt. A pretty dismal result for

:43:47.:43:52.

Liberal Democrats, your candidate finished in 8th place and lost his

:43:52.:43:57.

deposit. Can UKIP now claim to be the third party of politics?

:43:57.:44:01.

they cannot. It is ridiculous. What you saw in Rotherham and in other

:44:01.:44:05.

seats as well was a very strong protest vote and we all have to

:44:05.:44:11.

take that seriously. Actually it was a protest not only against the

:44:11.:44:13.

Establishment and clearly the Liberal Democrats are now in

:44:13.:44:19.

government, it was also a protest against the Labour Party as well.

:44:19.:44:22.

They are the party that has had this seat under that electoral

:44:22.:44:27.

system for many years. People were turning their backs on Labour. That

:44:27.:44:33.

is something they also need to take seriously. How damaging was the

:44:33.:44:37.

foster care row involving the UKIP supporting parents? I do not think

:44:37.:44:43.

it was damaging at all. I want to pick up on what Greg Mulholland

:44:43.:44:47.

suggested. It was a great result, we shared our increase of --

:44:47.:44:53.

percentage of the vote. This was disastrous for the Lib Dems, coming

:44:53.:44:57.

in 8th place. A shocking result for the Tories. What people were saying

:44:57.:45:01.

to me, I spent Wednesday there, people were telling me it is about

:45:01.:45:05.

the economy and we needed jobs and growth. The Prime Minister and Nick

:45:05.:45:09.

Clegg have turned their back on the north so they will be going out and

:45:09.:45:14.

voting Labour the next day on the day of the election. We did very

:45:14.:45:19.

well. Greg is quite wrong. Arkwright wrong, according to Karl

:45:19.:45:29.
:45:29.:45:31.

Turner? He quite often says that. That suggests I am halfway right.

:45:31.:45:39.

We increase our share of the vote! Let me finish. Let him have his say.

:45:39.:45:42.

If you are not going to take seriously the fact that the BNP

:45:42.:45:47.

picked up a lot of boats, the Labour -- from Labour voters and

:45:47.:45:51.

that UKIP did the same, I think that is complacent. I was on the

:45:51.:45:54.

streets of Middlesbrough yesterday and there are a lot of people feel

:45:54.:45:57.

that Labour have let them down and they have done nothing in towns

:45:57.:46:01.

like Middlesbrough and Rotherham because they take them for granted.

:46:01.:46:05.

We have increased our share of the vote! We have to accept that people

:46:05.:46:09.

are turning their back on mainstream politics. It is silly to

:46:09.:46:16.

suggest that. On a vastly returned -- on a vastly reduced turnout.

:46:16.:46:21.

accept that. Your boat went down as well, that is the reality. There is

:46:21.:46:26.

a massive problem here for the coalition parties in government.

:46:26.:46:29.

Genuinely people on the doorstep was saying to me that they do not

:46:29.:46:34.

understand us, they have no idea about what is going on in our lives

:46:34.:46:40.

and they have turned their back on the north. I think it was a...

:46:41.:46:45.

is rubbish. I think this is opposition to the coalition parties

:46:45.:46:49.

in government. This is from the Labour Party who focused all of

:46:49.:46:53.

their attentions on the south-east and the banking sector, that is the

:46:53.:46:57.

reality of New Labour's view of the economy. The coalition government

:46:57.:47:01.

have not turn their back, north. A disappointing night for both of the

:47:01.:47:06.

coalition parties and we must hold up our hands on that but we have to

:47:06.:47:10.

make sure the Government puts it more effort akin to the north. We

:47:10.:47:14.

are trying to do that and bridge the North-South divide and that La

:47:14.:47:20.

-- that widened under the last Labour government. UKIP could still

:47:20.:47:26.

cause you a lot of damage. We heard that Tory MPs are thinking of

:47:26.:47:30.

defecting to the party, do you believe that? No, I do not believe

:47:30.:47:38.

it at all. We must be honest, this is a mid-term by-election. You

:47:38.:47:41.

would expect that the sitting government would take a bit of a

:47:41.:47:45.

battering and it did. We have to be quite honest about that. We have to

:47:45.:47:49.

be open and honest within our party about the reasons for that but I do

:47:49.:47:59.
:47:59.:48:00.

not believe that this is the rise of UK battle. I want to talk about

:48:00.:48:09.

BNL. -- beer now. Pressure is growing on the Chancellor to halt

:48:09.:48:13.

the rise in tax on a pint of beer, which has risen by more than 40%

:48:13.:48:16.

over the past four years. Landlords across Yorkshire and Lincolnshire

:48:16.:48:19.

say unless they get a helping hand from the government, yet more pubs

:48:19.:48:22.

will close their doors for good. Across the country the local pub is

:48:22.:48:24.

becoming an endangered species. This East Yorkshire village has

:48:24.:48:27.

recently seen the closure of one of its watering holes. That leaves

:48:27.:48:34.

just one pub here, Bear Inn. I asked the landlord about the grisly

:48:34.:48:38.

outlook for the trade. What has gone wrong? It is the government

:48:38.:48:45.

who has not supported through really. They do not help local pub

:48:45.:48:49.

businesses. It is the VAT and if they would reduce the VAT it would

:48:49.:48:53.

help the pub industry enormously. But they would freeze it for a few

:48:53.:48:57.

months it would give the pubs are charms. Up to one-third of a cost

:48:57.:49:03.

of a pit -- typical Pipe is taking in VAT and excise duty. Many have

:49:03.:49:08.

called for the abolition of the beer duty escalator which sees tax

:49:08.:49:12.

increase by 2% above inflation every year, as a result the tax on

:49:12.:49:20.

beer has gone up by 40% since 2008. It means that pubs like the Myrtle

:49:20.:49:25.

Tavern in Leeds are struggling to break even. The money that you are

:49:25.:49:28.

making, people assume it is pure profit but your overheads are so

:49:28.:49:33.

high and they are becoming higher every year, especially when nearly

:49:33.:49:36.

one-third of the price of a pint goes straight to the Government.

:49:36.:49:40.

Your break-even levels, you need to take quite a lot of money just to

:49:40.:49:45.

keep the building operating and pay your staff. Latest figures reveal

:49:45.:49:51.

that on average 18 pubs a week are closing and the Chancellor is being

:49:51.:49:57.

urged to use his Autumn Statement to give the industry a lifeline.

:49:57.:50:02.

are asking George Osborne to look at rebating pups. The alcohol

:50:02.:50:06.

retail in here comes with are the benefits of it being a wider part

:50:06.:50:11.

of society, such as local groups, individuals have meetings here,

:50:11.:50:17.

have parties here, it is the safest place in the country to have a beer.

:50:17.:50:21.

We do not feel as an industry that it is be recognised at the moment.

:50:21.:50:27.

The Government has just proposed a minimum alcohol price of 45p a unit.

:50:27.:50:30.

Ministers hope it will cut down on cases of problem drinking caused by

:50:30.:50:35.

discount booze. It would mean a bottle of strong cider would go up

:50:36.:50:45.

from one pound 89 to 3.78. An own- brand bottle of vodka or would rise

:50:45.:50:49.

to 11.81. These Hull University students say they often start

:50:49.:50:54.

drinking before they head out to the pubs. It is so expensive in the

:50:54.:50:59.

pubs. Before we go a bigger at the supermarket and buy cider or wine

:50:59.:51:05.

to make it cheaper. What is your message to the Chancellor?

:51:05.:51:09.

should give us a chance and give us a cut in tax so we can invest in

:51:09.:51:16.

our pubs. With some tough economic decisions facing the Government,

:51:16.:51:20.

few in the pub trade are expecting an early Christmas present from the

:51:20.:51:26.

Chancellor on Wednesday. Let us go to Greg Mulholland who

:51:26.:51:30.

chairs the all-party Parliamentary save the pub group. Do you think we

:51:30.:51:33.

will get George Osborne freezing the duty or even reducing it on

:51:33.:51:37.

Wednesday? I certainly hope that we get some good news for pubs and

:51:37.:51:41.

that is something that the all- party Save the pub group have been

:51:41.:51:45.

campaigning for and I will continue to do that. It is unlikely we will

:51:45.:51:48.

get a change in beer duty but we are campaigning for an announcement

:51:48.:51:53.

for the Budget next year. I do hope ministers are looking seriously in

:51:53.:51:58.

ways they can help the pub. Another suggestion is to allow rate relief

:51:58.:52:01.

on community pubs and that is something I think should be taken

:52:01.:52:05.

very seriously. The Chancellor needs to accept that the levels of

:52:05.:52:10.

taxation on BR not helpful. Minimum pricing will help but they need to

:52:10.:52:14.

be an acknowledgement, as we said in the peas, that pubs are reported

:52:14.:52:17.

for communities, they are a place to socially and sensibly drink and

:52:18.:52:22.

a must be recognised in the tax system in some way. The beer duty

:52:23.:52:25.

escalator was introduced by Alastair Darling in 2008 and the

:52:25.:52:30.

tax on the has gone up by 40%, do you accept it was a mistake? I am

:52:30.:52:34.

not prepared to say it was a huge mistake but I would say that we

:52:34.:52:38.

want to be honest. We have got to look at this. There are pubs going

:52:38.:52:41.

bankrupt every day of the week. Greg Mulholland is more of an

:52:41.:52:46.

expert on PUP than I am and I often see him in Strangers bar with a

:52:46.:52:50.

pint of real ale in his hands so I know he is a connoisseur on the

:52:50.:52:55.

subject. On a serious note, the Government definitely need to deal

:52:55.:53:01.

with it. Minimum pricing will help to a degree because it stops people

:53:01.:53:05.

dying -- buying up cheap booze before they go out but there is a

:53:05.:53:09.

fine balance, you have to be careful not to price people out of

:53:09.:53:13.

enjoying a bottle of wine with a meal but the government have to the

:53:13.:53:18.

chemist. What colour was saying is that he is a lager man! Julian

:53:18.:53:24.

Sturdy, this minimum pricing proposals announced earlier in the

:53:24.:53:28.

week, why should the vast majority of responsible drinkers be

:53:28.:53:33.

penalised for the actions of a minority? We have got to do

:53:33.:53:36.

something. When we look at the problems that alcohol is causing

:53:37.:53:40.

within younger society, the government has to take action.

:53:40.:53:44.

Going back to the pubs, I agree with great entirely that we must do

:53:44.:53:49.

something on rate relief within the pubs and I think there is scope to

:53:49.:53:54.

do that. Minimum pricing will help pubs in the longer run. Ultimately

:53:54.:53:57.

what we are going to see in the Autumn Statement, this is a very

:53:57.:54:00.

crucial time I think within the life of this Parliament and the

:54:00.:54:04.

economic cycle we are in at the moment, the Autumn Statement and

:54:04.:54:07.

Budget next year are absolutely crucial and I really want to see

:54:07.:54:11.

the Chancellor put in more money back into people's pockets in the

:54:11.:54:14.

Autumn Statement and the budget and if we get more money back into

:54:14.:54:19.

people's pockets, I want his see him talking about transferable tax

:54:19.:54:22.

allowances and I want to see a freeze in fuel duty bad if we can

:54:22.:54:26.

get more money back into people's pockets, disposable income again,

:54:26.:54:30.

that will help. The minimum alcohol press will penalise the working man

:54:30.:54:35.

who buys a few cans to watch in front of the telly. He will pay a

:54:35.:54:38.

lot more for his bruise where as your millionaires on the dot are

:54:38.:54:43.

not bothered with a grin and John - - gin and tonics. We have to be

:54:44.:54:47.

careful. We have to recognise the damage that alcohol can do in the

:54:47.:54:51.

society if drinking is unchecked. There is no doubt that there is a

:54:51.:54:54.

rising problem within the health industry on the problems that

:54:54.:54:59.

alcohol is causing. Something has to be done but ultimately we

:54:59.:55:02.

started the piece by talking about the pub industry and they are a

:55:02.:55:06.

valuable part of our community and we have to get some support for

:55:06.:55:10.

them. A wish-list for the Chancellor? To find a way in the

:55:10.:55:14.

tax system to recognise pubs. Let us be clear it is not the only

:55:14.:55:18.

problem. We also need reform of the pub companies who are abusing and

:55:18.:55:22.

taking too much out of pubs and we need planning reform to stop

:55:22.:55:25.

supermarkets taking over pubs which is another issue that is related

:55:25.:55:28.

and we will carry on campaigning on that but we hope we will get some

:55:28.:55:33.

good news from the Chancellor on Thursday and in the Budget next

:55:33.:55:36.

year. Let's take a look at some more of

:55:36.:55:39.

the week's political news in our part of the world now. Sean Stowell

:55:39.:55:48.

has our round-up in 60 seconds. More floods. Still no agreement

:55:48.:55:52.

between insurers and government to try and provide affordable cover.

:55:53.:55:57.

Chief Secretary to the chair zero, Danny Alexander came to Yorkshire

:55:57.:56:00.

this week to announce another 120 million for the country's flood

:56:00.:56:04.

defence is. Flood defences are something that is not only

:56:04.:56:08.

important to protect homeowners and businesses from the devastating

:56:08.:56:11.

consequences of floods but can also help to enable economic growth and

:56:11.:56:15.

economic development. Planning minister Nick bowls has criticised

:56:15.:56:19.

conservation groups for holding up development on countryside in East

:56:19.:56:23.

Yorkshire and Lincolnshire. He says developing some sides has to be

:56:23.:56:27.

viewed as inevitable. They have got to accept that we have got to build

:56:27.:56:32.

more on some open land. Wind turbine manufacturers say the

:56:32.:56:36.

energy bill has finally cleared up doubts about government intentions.

:56:36.:56:40.

They had delayed development proposals in the Humber. A company

spokesman has said that plans for investing in Hull are back on track.

:56:48.:56:52.

Karl Turner, we will see huge subsidies going to the green energy

:56:52.:56:55.

companies. Are you happy that the Government is on the right track

:56:55.:56:58.

with its energy policy? I am very pleased that the publication of the

:56:58.:57:05.

energy bill has provided some comfort. We massively need at the

:57:05.:57:12.

investment in my city. It really is the only game in town. We have lost

:57:12.:57:18.

1009 a private sector jobs in the last few weeks. We are desperate

:57:18.:57:23.

for jobs and growth in my area of the world. I think it provides some

:57:23.:57:26.

comfort. I am a little bit disappointed that the Government

:57:26.:57:31.

did not refer the with the decolonisation targets for 2030. I

:57:31.:57:36.

think if they had done it would provide a lot more comfort to the

:57:36.:57:41.

investors. I will ask the MPs in the studio. Our people happy to pay

:57:41.:57:44.

up to 100 each year extra to fund wind farms and offshore wind

:57:44.:57:51.

projects? Let us be clear, that is not the case. I commend a day the's

:57:51.:57:54.

leadership as Secretary and state - - sector of State for Energy in

:57:54.:57:57.

climate change but a whole point is that the Government is bringing

:57:57.:58:02.

energy bills down at the same time as accepting that we do have to

:58:02.:58:05.

look at funding those new forms of energy in the future which is

:58:05.:58:11.

absolutely right. Gas, coal, will only last for a certain amount of

:58:11.:58:14.

time and we need to be looking forward and this is a sensible

:58:14.:58:18.

package which Overtown will build - - bring bills down. I am delighted,

:58:18.:58:23.

it is great for Hull. It is the great for the whole reason -- is

:58:23.:58:26.

great for the whole region that Humberside should be a real centre

:58:26.:58:32.

for this. When you are talking about renewable energy we need to

:58:32.:58:35.

make sure that the money is going to the right renewable energy. I am

:58:35.:58:39.

delighted about the offshore wind news 4 I'll and that is great news

:58:39.:58:43.

for our regional economy. We also have to look at idle and wave

:58:43.:58:47.

energy and that is something that we can really push for in our

:58:47.:58:52.

region. I am a sceptic of onshore wind, if I am honest. I don't think

:58:52.:58:55.

the money there is used properly and there is far too much subsidy

:58:55.:59:00.

that goes to it so we have to be careful we live -- we have to be

:59:00.:59:04.

careful with it. Is there too much subsidy going to onshore wind?

:59:04.:59:09.

worry I have had in recent messaged -- the issue why have in recent

:59:09.:59:13.

months is the mixed message from government messages. I am very

:59:13.:59:16.

relieved to have a consistent policy from the Government now

:59:16.:59:26.
:59:26.:59:28.

where the Chancellor is in a - well - and we now have -- I am very

:59:28.:59:32.

relieved. Where does government policy go from here? It has been

:59:32.:59:35.

clearly laid out. I shared the frustration and at the recent

:59:35.:59:39.

confusion but that his coalition government. There is now a clear

:59:39.:59:42.

position that has been agreed and I am delighted that a day the is

:59:42.:59:45.

leading on this. I am delighted this government can fulfil his

:59:45.:59:48.

promise to be the greenest government ever and it is investing

:59:48.:59:52.

in the right kind of energy including here in our region.

:59:52.:59:55.
