Good to see you, chaps. Thank you for having it. Always best to start

with a handshake, isn't it? Welcome Portsmouth announced their

intention to go into administration. A special report.

lottery windfall saved Torquay. Which is what Portsmouth need in

their sorry plight. And it's why Carl Faulds is here in the studio.

Carl's a bankruptcy expert who has followed the Portsmouth saga

throughout. He will tell us exactly what it means with the news this

evening that Portsmouth are applying to go into administration.

$$NEWLINE, First I've been looking at how Pompey have got in to this

position again. In 20th October 10, Chainrai became

a confessed owner of Portsmouth. He had loaned the club �70 million a

year before and he had taken Fratton Park as security on the

loan. Protecting the investment was his

priority, but I asked him at the time if he was the right owner.

Have the right man? No, no, no. I'm just the man running the club right

now. We're going to find the right man. The club is back on its feet.

Icy light and I see a lot of hope. -- I see light.

Chainrai found new owners. The company agreed to buy the club in

the summer of 2011. Pompey was their first for a into football

ownership. They were backed by a Russian who passed the Football

League's owners and directors test, but his business had been subject

to scrutiny by the Financial Services Authority. He had also

been accused of money laundering. He has always denied the

allegations. In the only television interview he conducted as chairman,

I asked him about these matters and he mounted a stern defence of his

activities. With the passing of the tests, we

then had difficulties. We had a dialogue with the authorities. I

have never seemed a more restrictive -- never seen a more

restrictive regulator. But just weeks after this interview,

the bank was placed into administration. He was accused of

asset stripping. He was arrested and remains on bail pending

extradition hearings. But he protests his innocence.

Portsmouth's ultimate owner was soon placed in administration. It

also at -- emerged that Chainrai still had security on Fratton Park.

He was still owed his �17 million. Anybody wanting to buy the club

would have to address his debt and indeed deal with former owner

Gaydamak, who owns the land around the ground. With wages unpaid and's

in crisis so soon after their 2010 administration, even the Prime

Minister was asked to comment. Will the Prime Minister and his

voice to mind in calling for HM RC to meet with the club so it could

the taxes it is owed, that our clubs advise and that the fans have

the chance to become its owners? I will certainly do that and she is

right to raise the issue. Knowing one or two Pompey fans, I can

understand that the possibility of them supporting Southampton his

incredible. Once again, matters were brought to

a head by a winding-up petition. The perennial crisis club is back

on familiar ground. Let's get Carl's thoughts. Nearer

to safety or nearer to going bust? My personal view is nearer to

safety, mainly because the administrators' parity is going to

be to sell the club and keep it as a going concern. I think the

administration has got to be the right thing.

You are on the creditors committee. You are representing people like

forests, taxi-drivers, people running small sons. Also, there's

large creditors. What does it mean for the likes of Chainrai?

Chainrai has got security over the clubs are he will be paid first.

The other creditors are unsecured. They will be at the back of the

pile. It does not come down to who is going to pay enough money to

clear not just Mr Chainrai... There's going to be a lot of money

lost the second time around. There's a feeling that it is down

to Mr Chainrai. Is he still in the box?

Yes, he has priority. He gets paid first. If there's no buyer, he may

have to take a shortfall. Let's take the role of a -- and

administrator. Who are they working for? The people who are owed money?

Or are they just recouping money for the taxman? The administrator's

job is to get the best value for the business. In that case it is

going to be Mr Chainrai first, but then the other creditors come into

the frame. He has got to get the best price.

A last point - we have not seen a club of Portsmouth's size go bust.

Board would be the ramifications? It would be a shock wave.

Portsmouth is the biggest club in this situation for some time. It

depends on whether there's another buyout of there. It is all about

the big money now in football. Thank you for talking to us and

since mid-January. A very accomplished finish. We have

Before we go, it is that took Torquay where a new stand is going

up at a rapid rate and we have a question for you. But Portsmouth

teetering on the brink, how much money would you give to save your

happened. Now a stand is being erected in honour of the club's
