says Guernsey needs a sex offenders' register. The island's | :01:22. | :01:25. | |
govern ment is to debate the new sexual offences law later this year | :01:25. | :01:30. | |
which could bring in greater monitoring of sex offenders. | :01:30. | :01:35. | |
This woman's 11-year-old daughter was sexually abused by a man living | :01:35. | :01:40. | |
nearby. He already had a conviction for sexually assaulting the child | :01:40. | :01:44. | |
and a string of allegations against him which she knew nothing about. | :01:44. | :01:48. | |
Despite this, he was still allowed to live near children and monitored. | :01:48. | :01:52. | |
She told me the abuse has devastated their lives. She was | :01:52. | :01:57. | |
really sad. She was crying. She would sleep in a ball all curled up. | :01:58. | :02:02. | |
The court case brought it all back again. The criminal who has | :02:02. | :02:07. | |
committed the crime, in a couple of years, they are out. It is done. | :02:07. | :02:12. | |
4th them, things carry on. A sex offenders' register would mean the | :02:12. | :02:19. | |
man was monitored by the police and may not commit the crime. He was | :02:19. | :02:22. | |
sentenced to four years but with time off for good behaviour and | :02:22. | :02:27. | |
parole, he could end up serving only a third of his actual sentence. | :02:27. | :02:31. | |
Guernsey police told me they do effectively monitor known sex | :02:31. | :02:34. | |
offenders but without a register it is much easier for them to slip | :02:34. | :02:39. | |
through the net. At the moment, there is no compulsion on people to | :02:39. | :02:44. | |
let us know what they do and where they are going. So that is where | :02:44. | :02:48. | |
the problem lies. The mother I spoke to is pleased there are plans | :02:48. | :02:52. | |
to introduce a sex offenders' register but she says her daughter | :02:52. | :02:56. | |
is living a life sentence. She says she hopes other parents do not have | :02:56. | :03:03. | |
to go through the same thing. A 23-year-old labourer has appeared | :03:03. | :03:10. | |

Jersey States is reviewing a report which criticises the way the abuse | :04:51. | :04:56. | |
inquiry was managed. One politician is concerned about its fairness. | :04:56. | :05:01. | |
Now, a scrutiny panel has been set up to investigate. | :05:01. | :05:06. | |
Operation rectangle was the police investigation into allegations of | :05:06. | :05:11. | |
abuse at Haut de la Garenne. It cost half a million pounds, | :05:11. | :05:16. | |
thousands of pounds over budget. A local accounts company, BDO Alto, | :05:16. | :05:21. | |
produced a report. But now Trevor Pitman has introduced a scrutiny | :05:21. | :05:26. | |
panel to look at if the report was fair and accurate. What I would | :05:26. | :05:30. | |
like to do is to put this to bed. We can see if everything was done | :05:30. | :05:34. | |
above board, fairly and transparency and both sides of the | :05:34. | :05:38. | |
story were heard so hopefully we can move on. A man who was heavily | :05:38. | :05:42. | |
criticised in the report was Lenny Harper, the senior investigating | :05:42. | :05:48. | |
officer. When I read through the BDO Alto report I was absolutely | :05:48. | :05:53. | |
shocked at the number of mistaken assumptions and wrongful | :05:53. | :05:56. | |
assumptions and downright factual inaccuracies which were in the | :05:56. | :06:01. | |
report. I'm hoping it will clear those up as well. The Minister for | :06:01. | :06:05. | |
Home Affairs says the BDO Alto report, combined with reports from | :06:05. | :06:09. | |
Wiltshire Police into the handling of the abuse inquiry was sufficient. | :06:09. | :06:15. | |
I am surprised they are doing this. It is a matter of public importance | :06:15. | :06:19. | |
two years after the reports came out. There were two reports. The | :06:19. | :06:26. | |
first report was Wiltshire report and I view the BDO Alto report as | :06:26. | :06:31. | |
merely providing more detail. Alto did not want to comment on the | :06:31. | :06:35. | |

out of the race. She has damaged her for it and she has been taken | :13:33. | :13:38. | |
off to hospital to find out what is wrong with it but she is very | :13:38. | :13:43. | |
disappointed. She has been planning and training for this all year so | :13:43. | :13:47. | |
she has had to pull out and she is devastated. While Katie and her | :13:47. | :13:52. | |
family made their way to hospital, Guernsey favourite Lee Merrien | :13:52. | :13:57. | |
scored gold in the half marathon. The first one for the island. | :13:57. | :14:04. | |
worked hard, it was a tough course. It was a good workout and I am | :14:04. | :14:08. | |
pleased with the run. Guernsey were also awarded team gold but they | :14:08. | :14:12. | |
were not the only Channel Islanders standing on the podium. Katie | :14:12. | :14:20. | |
hobbled her way back to receive team silver. They said where is | :14:20. | :14:25. | |
your third member and they said she was not able to complete the whole | :14:25. | :14:29. | |
thing because of her injury and they said we have three medals and | :14:29. | :14:34. | |
we think she deserves it to come up which was very nice of them! It has | :14:34. | :14:38. | |
been a day of high is and lows for this athlete but it has ended with | :14:38. | :14:46. | |
a medal and a smile. Unfortunately, Katie's injury was | :14:46. | :14:52. | |
not the only one on day one of the Games. The cycling race claimed | :14:52. | :14:56. | |
eight cyclist before the race even began. Dozens of cyclists in | :14:56. | :15:00. | |
blistering heat tearing down narrow roads, you could say it was an | :15:00. | :15:04. | |
accident waiting to happen. Underneath the baking sun and | :15:04. | :15:09. | |
beneath these sunglasses are cool characters with legs and nerves of | :15:09. | :15:16. | |
steel. Cycling at this level is tough. It is fast, aggressive and | :15:16. | :15:20. | |
dangerous. And Jersey's Chris Spence was dealt a cruel blow when | :15:20. | :15:24. | |
he was involved sodium five bike smash. Chris broke his collarbone | :15:24. | :15:29. | |
and had to go to accident and emergency with two other riders. | :15:29. | :15:35. | |
One who escaped serious injury was the Jersey rider Greg Mansell. | :15:35. | :15:39. | |
