Good evening and welcome to BBC Channel Islands. Our top stories

:00:08.:00:13.

tonight: Tracking Jersey's population. Why it every islander

:00:13.:00:17.

will have to carry a registration card.

:00:17.:00:21.

Plus Keatley ring the air. What compulsory emissions targets would

:00:21.:00:26.

mean for motorists and businesses. -- plus clearing the air.

:00:26.:00:31.

And tackling mobile safety. How to beat the hackers and the phone-

:00:31.:00:41.
:00:41.:00:46.

Everyone in the Jersey will soon have to hold a registration card.

:00:46.:00:52.

The move was passed by the island's Government today as part of plans

:00:52.:00:55.

to control Jersey's immigration. Supporters say it will not be like

:00:55.:01:01.

an ID card but it has provided -- but it has proved equally divisive.

:01:01.:01:07.

One of the hottest political issues, had to control the population are

:01:07.:01:15.

of the island. The senator bringing it the proposals forward at the

:01:15.:01:20.

moment is here. How will this help control the population. We will

:01:20.:01:24.

have more information about people. When people come to the island they

:01:24.:01:28.

will have to have a registration card. It will allow them to gain

:01:28.:01:33.

access to housing and to work. There have been concerns today that

:01:33.:01:39.

the registration card resembles the controversial Bude -- ID card in

:01:39.:01:45.

the UK that was thrown away. recognised we did not want to go to

:01:45.:01:52.

the identity card. Senator Ferguson has been looking into these. Do you

:01:52.:02:00.

think it will work? It is a long- term policy. Immigration is a

:02:00.:02:04.

problem for most countries now. Under this there will be a degree

:02:04.:02:10.

of control over whether you can actually get a job. We have two

:02:10.:02:17.

types of immigration where we are having problems. The category of

:02:17.:02:22.

people that is reasonably well- controlled and at the moment it is

:02:22.:02:25.

open house for everybody else so we have a lot of people coming over on

:02:25.:02:30.

the boat. Some may have come last week and does a job. Those will not

:02:30.:02:33.

come into the registration card system until they actually changed

:02:33.:02:39.

jobs. These are the people who in five years' time will want access

:02:39.:02:43.

to income support and in ten years' time access to affordable for

:02:43.:02:49.

social rented housing. It is a terrific problem and there is a

:02:49.:02:52.

great deal of work to be done. lot of changes including

:02:52.:02:57.

registration cards and an island- wide registration system. We will

:02:57.:03:01.

not be seen any of these changes for about a year.

:03:01.:03:04.

Elsewhere in Jersey States, the Home Affairs Minister has declined

:03:04.:03:07.

to give more information on the reasons a senior police officer

:03:07.:03:15.

resigned from his post after just two months. Superintendent orange

:03:15.:03:20.

gravity -- Superintendent Bernard gravity was said to have left

:03:20.:03:27.

Jersey for personal reasons. When questioned, 70 Ian Le Marquand said

:03:27.:03:30.

personal reasons should not be made public.

:03:30.:03:35.

Smoking will be banned in bars, pubs and restaurants in Sark. The

:03:35.:03:40.

new legislation was voted in by 16 votes to six with one at sedation

:03:40.:03:45.

and Chief Pleas today. The two will be still legal to light up in shops,

:03:45.:03:50.

offices and places of worship. You know you are in the Channel

:03:50.:03:55.

Islands when you can breathe in the fresh sea breeze. But some parts of

:03:55.:04:00.

Guernsey are struggling to meet UK standards for air quality. We

:04:00.:04:04.

report on the three hotspots which have been identified, and the

:04:04.:04:06.

proposals to introduce local standards.

:04:06.:04:10.

Many of us use cars to get around the island but vehicle emissions

:04:10.:04:16.

are the biggest source of air pollution in Guernsey. We are

:04:16.:04:21.

measuring to particular concentrations and we are measuring

:04:21.:04:27.

30 minutes and one hour. Down here we are measuring nitrogen dioxide

:04:27.:04:33.

and nitrogen oxide. On this machine we are measuring saw the dioxide.

:04:33.:04:38.

This bit of kit is run by Guernsey's Environmental Health

:04:38.:04:43.

unit, which has been monitoring air quality for the last 20 years.

:04:43.:04:49.

week can tell that probably 75 %, may be as high as 80% is from

:04:49.:04:53.

traffic fumes. The rest is probably from domestic coal burning and so

:04:53.:04:59.

on and a small amount of industrial process. Three hotspots have been

:04:59.:05:02.

identified where the air quality is worst and a There are fears any

:05:02.:05:08.

future developments in the area can tip the balance. This is one here

:05:08.:05:12.

at the bottom of Fountain Street where lots of vehicles travel every

:05:12.:05:16.

day. Environmental Health wants to ensure that the air quality here

:05:16.:05:21.

does not get any worse. We do not have any local standards against

:05:21.:05:24.

which to measure air pollution. So what we will be proposing later

:05:24.:05:30.

this year is that we introduce local air quality standards.

:05:30.:05:33.

Introducing local standards could mean any new industrial class would

:05:33.:05:38.

need licences to ensure emissions are monitored. But for now, this

:05:38.:05:45.

little bit of kit is the best that can see has got.

:05:45.:05:49.

It has emerged that Guernsey Police deal with an average one missing

:05:49.:05:53.

person every day. The majority involved children who are found

:05:53.:05:57.

within 24 hours, sometimes in a family home. Around half those

:05:57.:06:02.

reported missing are children in care. Guernsey Police says it has a

:06:02.:06:06.

significant effect on police resources. The social workers have

:06:06.:06:12.

the same powers as a parent would so there is nothing stopping any

:06:12.:06:15.

child leaving their house. There was nothing stopping these children

:06:16.:06:20.

climbing out of a window, opening a door and running through it so yes,

:06:20.:06:25.

that is a problem. Air South West is suspending all

:06:25.:06:28.

flights from Plymouth Airport later this month. The airline currently

:06:28.:06:31.

serves Plymouth and Newquay from Jersey and Guernsey. Passengers

:06:32.:06:37.

will be diverted to Newquay and thus to Plymouth instead. The

:06:37.:06:41.

company says it is because vital military radar will not be

:06:41.:06:46.

available over the city from Friday 29th July to Monday 29th August.

:06:46.:06:52.

Later tonight, meet the adventurer who made it all away to the Arctic

:06:53.:07:02.
:07:03.:07:03.

Circle in just a work. As the UK reels at claims of mobile

:07:03.:07:06.

phone hacking by journalists, Jersey Police are advising

:07:06.:07:10.

islanders to keep their phones safe. There has been a drop in the number

:07:10.:07:15.

of phones lost or stolen so far this year compared to 2010 on the

:07:15.:07:20.

island. How can you keep your mobile phone

:07:20.:07:24.

safe and the personal details secure? They have become an

:07:24.:07:29.

everyday essential. Most people use them, store information on them and

:07:29.:07:33.

simply cannot afford to lose them. So how can you save your friend

:07:33.:07:38.

from nifty fingers? Jersey Police want me to sign up your friend to a

:07:38.:07:43.

national website. It encourages members of the public to register

:07:43.:07:49.

their phone for free to the website. All that is required is that they

:07:49.:07:54.

insert a number on to the website. This word -- for this number is a

:07:54.:07:58.

code unique to your friend that police can stand if they find

:07:58.:08:03.

you're missing phone. This is a box of mobile phones that have been

:08:03.:08:10.

lost by people in Jersey. It is hoped initiatives such as this will

:08:10.:08:15.

result in fewer medals in here and more being returned to their owners.

:08:15.:08:20.

How much do you consider your friend's security? Not very much.

:08:20.:08:27.

Everything is pretty open. haven't got a password or anything.

:08:27.:08:30.

It is quite worrying what is happening at the moment but I do

:08:30.:08:35.

not think that would happen to us. I have had a couple of friends

:08:35.:08:39.

Staller in the past such I keep track of where it is their lot.

:08:39.:08:46.

With the her profile UK hacking story at the forefront of people's

:08:46.:08:51.

minds, here are some ways to keep your friends say. Making sure it is

:08:51.:09:00.

not so when people find it when it is lost they cannot use it. We can

:09:00.:09:04.

store more private and sensitive information on offence now than

:09:04.:09:11.

ever before. So the message is bold. Secured more will mobile. --

Some showers today and more tonight. More persistent rain if anything.

:09:22.:09:28.

It stays unsettled but towards the weekend it will brighten up. And it

will stay warm. An area of cloud sweeping across the South West at
