Welcome to the BBC in the Channel Islands. Senator numbers slashed,

:00:09.:00:12.

but will fewer island-wide politicians damage democracy?

:00:12.:00:19.

Also tonight: Muddying the waters. Calls for Guernsey States to come

:00:19.:00:25.

clean about fishing compensation claims.

:00:25.:00:28.

And fantastic gymnastic. Find out which island is the king of the

:00:28.:00:38.
:00:38.:00:44.

The number of senators in Jersey's States will go down as planned,

:00:44.:00:48.

despite an 11th hour attempt to have the decision reversed.

:00:48.:00:51.

Politicians spent all day debating whether to ask the Privy Council in

:00:51.:00:58.

the UK not to approve a law, which they'd already passed in January.

:00:58.:01:01.

The law will cut the number of senators by four. The move is

:01:01.:01:04.

designed to save money by reducing the overall number of States

:01:04.:01:07.

members. It's part of a reform that would make all Senators, elected on

:01:07.:01:10.

an island wide mandate, serve four- year terms, all elected on the same

:01:10.:01:16.

day. A petition signed by at least 2,000 islanders had been handed to

:01:16.:01:25.

the privy council. It claimed the right of islanders to elect their

:01:25.:01:29.

politicians has been reduced by a third. One of those against the cut

:01:29.:01:38.

is Deputy Carolyn Labey. Christie Tucker spoke to her earlier.

:01:38.:01:41.

The sale last ditch effort to change the decision made by the

:01:41.:01:46.

state before it gets approval from the Privy Council. This debate has

:01:46.:01:50.

been had a number of times before. Why did you want to bring his fog

:01:50.:01:55.

again? This is the second time I have brought it forward. I think it

:01:55.:02:01.

is fundamentally important to hour constitution and to intellectual

:02:01.:02:11.
:02:11.:02:11.

rights. People have trust with the senatorial seats. To seek their

:02:11.:02:16.

mandated diminished and eroded in the way we have done -- to seek the

:02:16.:02:20.

mandate diminished and eroded in the way we have done is a backward

:02:20.:02:23.

step for democracy. The States of Guernsey is being

:02:23.:02:26.

strongly criticised by the island's fishing community over what it

:02:26.:02:32.

claims is an "appalling lack of transparency". The States recently

:02:32.:02:35.

struck a deal with UK fishermen but has refused to release details of

:02:35.:02:38.

the settlement. Mike Wilkins reports.

:02:38.:02:41.

Protecting the likes of him and also ensuring there's plenty of

:02:41.:02:44.

them. Those were the good intentions of 2003 when the States

:02:45.:02:47.

wanted to introduce licences for non-local fishing boats as a way of

:02:48.:02:54.

managing fish stocks. But over the years the States has been hit with

:02:54.:03:00.

compensation claims by foreign fishermen. The Privvy Council also

:03:00.:03:03.

ruled that the States hadn't implemented the law correctly.

:03:03.:03:06.

We've been told a deal has been struck with some of the UK

:03:06.:03:12.

fishermen. But when it comes to open government Guernsey isn't

:03:12.:03:14.

playing ball. The States is refusing to reveal the details of

:03:15.:03:22.

the settlement and for the people on the frontline it's unacceptable.

:03:22.:03:31.

I am appalled at the lack of transparency since the settlement.

:03:31.:03:36.

The tax payer and the fishermen of the silent deserve to know the fact.

:03:36.:03:39.

I contacted several government departments as well as the law firm

:03:39.:03:42.

representing the States but none would give me any information. So

:03:42.:03:50.

for now some feel it's up to the public to put the pressure on.

:03:50.:03:54.

sincerely hope the public shout for more answers, to know where their

:03:54.:04:02.

taxes and going, now and for the future. They deserve their

:04:02.:04:06.

accountability and justification of where their hard-earned tax money

:04:06.:04:10.

is being spent. I would like to tell you the outcome of this, but

:04:10.:04:14.

after eight years and a long and costly dispute, this is all that

:04:14.:04:19.

you and I have got. A statement from a policy council, saying the

:04:19.:04:24.

state is satisfied with the outcome, and there is no further comment.

:04:24.:04:26.

Wards at Guernsey's Princess Elizabeth Hospital are to undergo a

:04:26.:04:30.

radical overhaul. The Health and Social Services Department made the

:04:30.:04:33.

decision after looking at the costs of clearing asbestos from Ozanne

:04:33.:04:39.

Ward. Several wards will now undergo what the Department is

:04:39.:04:41.

calling a re-profiling which entails reviewing the configuration

:04:41.:04:44.

and quality of the facilities to better meet patients' needs.

:04:44.:04:46.

The Jersey government's funding a new post to help voluntary

:04:46.:04:50.

organisations in Jersey. The States is giving 120,000 over two years

:04:50.:04:52.

for a professional coordinator for the Third Sector Forum. It'll help

:04:53.:04:54.

local charities and non-profit- making community organisations

:04:54.:04:58.

promote the work of volunteers in the island.

:04:58.:05:01.

The owner of Jersey Gas has been fined 89,000 by the island's

:05:01.:05:05.

competition regulator. Brookfield Asset Management failed to notify

:05:05.:05:10.

the JCRA of its intention to buy Jersey Gas and Kosangas last year.

:05:10.:05:14.

It's the biggest fine issued by the competition body in six years and

:05:14.:05:22.

they've got a warning for other companies. One of the things we

:05:22.:05:27.

want to do on the back of this is in early autumn use the opportunity

:05:27.:05:33.

to remind businesses of the fact that if mergers at been completed

:05:33.:05:38.

in Jersey involving companies with an interest in Jersey, they do need

:05:38.:05:44.

to keep their mind on competition. You're watching the BBC in the

:05:44.:05:47.

Channel Islands. Later in Spotlight with Justin and Natalie: David

:05:47.:05:50.

Braine escapes the studio for the harbour, as 70 boats go head to

:05:50.:05:58.

head in a race. Guernsey's emergency services have

:05:58.:06:00.

been taking part in a training exercise today learning to deal

:06:01.:06:03.

with fires at sea. The Fire and Rescue Service, paramedics and a

:06:04.:06:05.

Portland Coastguard Helicopter were involved in winching volunteers

:06:06.:06:08.

from the sea. The training takes place every two years for

:06:08.:06:14.

volunteers from the Maritime Incident Response Group. There has

:06:14.:06:18.

only been one men occasion when I have been flown out by helicopters

:06:18.:06:22.

to see. We are on the ship for a number of days. It is not very

:06:22.:06:29.

often, but we need to keep up the training to be ready at all times.

:06:29.:06:32.

Parents in Guernsey are being given a helping hand to ensure they keep

:06:32.:06:35.

their children safe online. A magazine called Digital Parenting

:06:35.:06:38.

is being sent to the homes of every year six pupil in States schools.

:06:38.:06:41.

It highlights the positives and negatives about what young people

:06:41.:06:44.

might be able to do with modern technology. And it's hoped it'll

:06:44.:06:50.

help mums and dads keep track of what their children are up to.

:06:50.:06:54.

grown-up, you were concerned whether children no more than you

:06:54.:06:58.

do. It is a case of keeping on top of things. They use these things

:06:58.:07:02.

all the time and then you have to use them better than we do.

:07:02.:07:05.

It was the only major sport not to feature in the Island Games last

:07:05.:07:08.

week. But that didn't stop more than 80 competitors from islands as

:07:08.:07:11.

far as Bermuda taking part in the inter-island Gymnastics final today.

:07:11.:07:13.

The competition was tough, the athletes focussed, and Jersey's

:07:13.:07:18.

facilities shone despite the cloudy weather. Anisha Shah was there.

:07:18.:07:21.

Before 12 deliberating judges, searching for the height of talent,

:07:21.:07:24.

anxious gymnasts from eight islands all over the world waited their

:07:24.:07:34.
:07:34.:07:34.

turn to swing into action, hoping to score top marks. Fort Regent was

:07:34.:07:37.

filled onlookers of parents, friends and fellow competitors who

:07:37.:07:45.

didn't dare miss a monet of the action. - a moment of the action.

:07:45.:07:52.

Competition was fierce but there was plenty of cameraderie. I am

:07:52.:07:57.

really impressed with the performance of the boys. It is a

:07:57.:08:02.

great opportunity for them to express themselves in gymnastics.

:08:02.:08:08.

Gymnastics was not on the Island Games just gone. As he netted a

:08:08.:08:14.

tragedy and a travesty. -- I think that is a tragedy and a travesty.

:08:14.:08:16.

Although gymnastics didn't feature as a runner-up in the island games

:08:16.:08:20.

last week, it's leapt in to form a permananet fixture in the next

:08:20.:08:22.

games in Bermuda, much to the delight of Team Jersey. One Jersey

:08:23.:08:29.

boy is tipped for the top in those and told me he'd be honoured.

:08:29.:08:34.

would mean the world to me. I would be proud to represent Jersey.

:08:34.:08:41.

will be old enough next time, so he will be in the team. Do you expect

:08:41.:08:45.

to get any medals? A have not seen any scores yet. I hope we will get

:08:45.:08:48.

a few. Get a few they certainly did, as

:08:48.:08:51.

Jersey's juniours were awarded with the highest rankings. The boys won

:08:51.:09:01.
:09:01.:09:11.

Now the weather. A few more showers yet before the end of the week.

:09:11.:09:14.

The weather it does look like it should be settling down across the

:09:14.:09:24.
:09:24.:09:24.

weekend. It is still no pressure in charge of the weather system. Some

:09:24.:09:28.

more weather fronts are swimming away overnight, so further showers

:09:28.:09:35.

to come. By Saturday, the pressure does move away to the north-east.

:09:35.:09:40.

This evening, some dry and clear skies around, but a few showers

:09:40.:09:48.

overnight. Still quite breezy with these south-westerly winds. Things

:09:48.:09:54.

are mild overnight. Temperatures no lower than 13 or 14. To start the

:09:54.:10:02.

day, some sunshine around at times, but these showers could be fairly

:10:02.:10:08.

heavy for the time. Temperatures no higher than 19. The Marine forecast

:10:08.:10:17.

for tomorrow. Some showers out at sea and quite breezy. Moderate or

:10:17.:10:27.
:10:27.:10:30.

good visibility. High-tide at St Helier will be at 12:19pm. For the

:10:30.:10:37.

surface, it will be quite choppy. Some more showers to come

:10:37.:10:45.

throughout the day. As we get the weekend, it settles down. Also some

:10:45.:10:51.

sunshine. Temperatures should start to pick up by the end of the

:10:51.:10:57.

weekend. By Monday, we will see more cloud and a risk of a shower.

:10:57.:11:05.

It should feel warmer by the start Now tomorrow BBC Guernsey and BBC

:11:05.:11:08.

Radio Jersey are coming together for a phone-in special with the

:11:08.:11:13.

managing director of Aurigny Air Services. Malcolm Hart, who's in

:11:13.:11:16.
