showbizness - Jersey's bid for Investment in health is one of next

year's biggest spending priorities for Jersey. �4.5 million of funding

has been proposed for improving health care and new nurses under

the annual business plan which was unveiled today. The plan also

confirms �23 million worth of spending cuts.

It is the department deemed in most need of investment. That is why

health is getting a cash injection. �4.5 million extra Government cash

will be invested in 2012. A million of that is to retain and recruit

doctors and nurses. A health is this subject of ongoing discussion.

I answered my playing -- signalling a more money in terms of health in

terms of ensuring we have the right health care system in dealing with

the ageing society. Also catching up with vital investment in areas

such as St Saviour's Hospital. For if the cash will come from

central savings like revising pay grades in each jobs. -- the cash

will come. It is not just help getting a pot of cash. Housing,

planning and economic development will also get some.

If we are to fund it in some areas, we have to cut back, others. This

plan shows well we have cut back and we have maintained expenditure

in other areas. What else is in the plan? Ministers want to invest �60

million in capital projects like improving St Martin's School and

social housing. They want to use �500,000 to continue training

initiatives like Advance to Work and make �23 million in savings

across all departments. The cuts include using 18 full-time state

posts and reducing grants to clubs and reducing policing as special

events. Today's draft business plan is part

of a three-part plan set in the 2011 budget to save �65 million by

2013. States members discuss it in September.

An independent panel which monitors Jersey's finance has saved the

economy is getting better bet isn't out of the woods yet. The Fiscal

Policy Panel analyses Government spending and suggests areas for

improvement. The stabilisation fund should be repelled to guard against

future downturn. There has been a slippage compared with November

when we were last here at the time of the budget on some of the

spending numbers. They are proposals in the plan that increase

spending against the previous plans. We would caution against that in

the medium term. A missing French sailor presumed dead after his boat

was found abandoned near Guernsey's coast has been named. 62-year-old

Alain Gouard was from the Saint Germainn area of France. He had

been intending to sell to Spain. An investigation was launched

yesterday. -- he was intending to sail to Spain. The boat left on

Saturday morning and we did not find it until lunchtime on Sunday.

It was going out on a voyage of over 100 miles. It could have been

Trust and provides information about the landscape, history and
