There'll be 16 new members of Jersey States after yesterday's

:01:16.:01:21.

combined elections, with some big winners and losers. For those with

:01:21.:01:24.

an island-wide mandate, senators, there were two big exits, Foreign

:01:24.:01:27.

Affairs Minister, Freddie Cohen, lost his seat and Senator Terry Le

:01:27.:01:32.

Main is also out after failing to be re-elected as a deputy. But the

:01:32.:01:35.

big story is the island's former Bailiff Sir Philip Bailache, who

:01:35.:01:40.

topped the polls with a record number of votes. Eight out of ten

:01:40.:01:50.

electors voted for him. The results in the order they appear are, Sir

:01:50.:02:00.
:02:00.:02:01.

Philip Bailache, 2320.... For many, the end of weeks of work

:02:01.:02:04.

and months of campaigning. And the man who topped the polls, Sir

:02:04.:02:08.

Philip Bailache, will soon be heading back into the chamber.

:02:08.:02:12.

not think I get nervous but there is a thrill every time the result

:02:12.:02:22.
:02:22.:02:22.

comes out. Good morning... And this morning, with victory still fresh,

:02:22.:02:27.

the senator elect faced the media. I am very honoured to have been

:02:27.:02:33.

elected by so many members of the public, and I want to use that

:02:33.:02:38.

mandate I have been given to try to bring about some of the changes for

:02:38.:02:43.

which I stood for election. One of those, obviously, is to bring about

:02:44.:02:52.

some changes to the constitution of the States. It was a night of

:02:52.:02:59.

returns. One former deputy will return as a senator after 11,095

:02:59.:03:03.

votes, coming 4th. A number of people who have supported me

:03:03.:03:06.

politically suggested I should stand for deputy. It would be an

:03:07.:03:11.

easy entry to the States, but I did not want that. I served as deputy

:03:11.:03:15.

for two terms and I said when I stepped down that if I came back I

:03:15.:03:21.

would seek an island-wide mandate. Ian Gourst moves to the senatorial

:03:21.:03:26.

benches after finishing second. am pleased with the result, as it

:03:26.:03:31.

stands. I hope I have put my record before the electorate. That record

:03:31.:03:36.

shows that I am a person who makes balanced judgments, uses common

:03:36.:03:40.

sense, tries to involve as many people as possible in Decisions,

:03:40.:03:44.

and I believe that is probably why I have got the result that I have

:03:44.:03:51.

so far. And there is a return to the States

:03:51.:03:57.

for another sitting senator. It has been a fantastic night. I hoped to

:03:57.:04:01.

be third. That was my ambition. The electorate have achieved that for

:04:01.:04:08.

me and I was delighted that I actually came in that place, so

:04:08.:04:12.

fantastic. The big news, the ousting of Freddie Cohen, finishing

:04:12.:04:21.

six and losing his senatorial seat. This is the end. I have served for

:04:21.:04:24.

six years and the Ireland took the view that they do not want me to

:04:24.:04:28.

continue. That is the nature of democracy, the beauty of democracy,

:04:28.:04:31.

and I will not be coming back and having another go at politics. I

:04:31.:04:36.

will go off and do something else. These are the chosen four. The test

:04:36.:04:40.

for them now will be to live up to their election promises.

:04:40.:04:44.

Amy Harris has been out and about meeting some of the new incumbents

:04:44.:04:51.

and caught up with Sir Philip a short while ago.

:04:51.:04:55.

For all those elected this will be their new office for the next three

:04:55.:04:59.

years. The first decision they'll have to make after they're sworn in

:04:59.:05:02.

on the 14th November is choosing a Chief Minister. Several politicians

:05:02.:05:05.

have said they're considering it, Senator Alan Breckon, Deputy Ian

:05:05.:05:11.

Gorst and Senator Philip Ozouf the treasury minister. But the big

:05:11.:05:15.

question, of course, is will the poll topper Sir Philip Bailache go

:05:15.:05:25.
:05:25.:05:26.

for it? So, Sir Philip, will you? The honest answer to that at the

:05:26.:05:30.

moment is that I do not know. I did not stand for politics in order to

:05:30.:05:34.

become Chief Minister. I stood because I wanted to see reforms in

:05:34.:05:38.

the constitution of the States and changes to the way in which the

:05:38.:05:43.

States operate, to make it more efficient and effective. They are a

:05:43.:05:48.

number of ways in which that can be achieved. -- there are a number of

:05:48.:05:53.

ways. I am talking to people at the moment and examining the options.

:05:53.:05:57.

If you stand and you are successful, who would you bring into the

:05:57.:06:02.

Council of Ministers? That is a little hypothetical at the moment.

:06:02.:06:06.

I will say that I think the way in which the Council of Ministers

:06:07.:06:11.

itself operates has to change, too. There has to be much greater co-

:06:11.:06:15.

operation between ministers. There has to be a sense of collective

:06:15.:06:20.

responsibility, because without that the Council of Ministers

:06:20.:06:25.

appears at discordant and unable, really, to govern. We will wait to

:06:25.:06:29.

see what happens there. And a little bit later in the programme I

:06:29.:06:33.

will be quizzing another politician who has also said he will be

:06:34.:06:38.

standing for Chief Minister. Stay tuned for that.

:06:38.:06:41.

St Helier was the only parish which didn't see Sir Philip top the

:06:41.:06:45.

Senatorial voting, and it also had its fair share of surprises in the

:06:45.:06:49.

deputy elections, with some new faces. It certainly wasn't a fresh

:06:49.:06:52.

broom throughout though, with some old hands receiving another vote of

:06:52.:07:02.
:07:02.:07:05.

confidence from the electors. you for voting.

:07:05.:07:09.

Canvassing for votes right up to the very last minute. The 23

:07:09.:07:12.

candidates going for 10 seats in St Helier, the biggest parish, had a

:07:12.:07:16.

lot at stake and did their best to smile through the nerves. Shortly

:07:16.:07:21.

after 8pm the doors closed and the counting began. And it wasn't long

:07:21.:07:24.

before the first shock was felt across the parish, as Paul Le

:07:24.:07:34.

Claire lost his seat in St Helier One. Unfortunately, the reality is

:07:34.:07:37.

there is a covert group of politicians working together to get

:07:37.:07:42.

politicians into the States, which you can understand. They have their

:07:42.:07:45.

vested interests. I do not think that is healthy.

:07:45.:07:49.

For the victors it was their chance to bask in the limelight, none more

:07:49.:07:56.

than newcomer James Baker who topped the poll. I have been

:07:56.:08:01.

elected and my mandate is to represent them adequately. I stood

:08:01.:08:05.

on reform, having a more unified house and creating cohesion. That

:08:05.:08:09.

is my background and that is what I hope to be able to do.

:08:09.:08:13.

There was also to be a big surprise at St Helier 2, as Debbie De Souza

:08:13.:08:22.

lost her seat along with Senator Terry Le Main. I am disappointed,

:08:22.:08:26.

but I will be 72 soon and I have lots of things I have not been able

:08:26.:08:30.

to do over the years. I will enjoy my retirement and take a keen

:08:30.:08:35.

interest in what is going on politically.

:08:35.:08:44.

The party was in full swing as another newcomer topped the poll.

:08:44.:08:47.

want to roll up my sleeves and get stuck in, do the things I have been

:08:47.:08:51.

dreaming of for the last three years. This is an opportunity for

:08:51.:08:54.

change in Jersey. And at St Helier 3, Richard Rondel

:08:54.:09:03.

took his first seat in the states. It is now for me to try to deliver

:09:03.:09:08.

what I said in my manifesto, particularly GS tea on food, which

:09:08.:09:12.

people are not happy with. So to recap the deputies for St

:09:12.:09:15.

Helier are James Baker, Trevor Pitman and Judy Martin. Rod Bryans,

:09:15.:09:18.

Shona Pitman and Geoff Southern. Jackie Hilton, Andrew Green,

:09:18.:09:26.

Richard Rondel, and Mike Higgins. The first constable to hold a

:09:26.:09:30.

ministerial post lost his job last night. St Brelade voters decided

:09:30.:09:33.

that Constable Mike Jackson wasn't looking after their parish in the

:09:33.:09:37.

way that they wanted and chose newcomer Stephen Pallett instead.

:09:37.:09:47.
:09:47.:09:47.

Roisin Gauson reports. Reassurance for some at the tail

:09:47.:09:51.

end of polling. Candidates had spent 12 hours greeting voters,

:09:51.:09:56.

their fate to be decided by the contents of these ballot slips,

:09:56.:10:05.

soon to be countered by the waiting team. The results are,...

:10:05.:10:09.

It was a close call, but the sitting deputies held on, despite a

:10:09.:10:16.

strong challenge. It shows that it is difficult to displace a sitting

:10:16.:10:20.

deputy, without doubt. We had a fair fight but it was not to be

:10:20.:10:26.

tonight. Elsewhere, the first upset of the evening. John Young took the

:10:26.:10:33.

deputy's seat. Do you know what it says? Eight missed calls. Hello,

:10:33.:10:39.

sweetheart. I know! I am pleased the result is close,

:10:39.:10:43.

because everybody has come out of this with great credit. I am

:10:43.:10:48.

delighted, obviously, to have one. Unexpected, but I promise I will

:10:48.:10:53.

deliver. As the shape of Jersey's new government became clear,

:10:53.:10:58.

celebrations began, and then the biggest scalp of the evening. Mike

:10:58.:11:03.

Jackson lost his post. That is politics, and if you get involved

:11:03.:11:07.

in politics, you have to accept that as one of the risks. Yes, it

:11:07.:11:13.

is a disappointment but life goes on. It is an enormous result.

:11:13.:11:17.

Something I was not expecting. It is a change and I will have to get

:11:17.:11:21.

my head round it. But I am up for it. I have always said it is the

:11:21.:11:25.

right time for me. Tonight, the people have made a clear vote for

:11:25.:11:32.

change. The victors vowed to support each other as they

:11:32.:11:36.

canvassed for votes. Their party continues in a nearby bar, and they

:11:36.:11:39.

have told me there will be big changes ahead in the way the parish

:11:39.:11:47.

is run. The elections in Jersey have been

:11:47.:11:51.

historic in many ways but history was certain made in the parish of

:11:51.:11:55.

St Ouen last night. It was the first election of a constable there

:11:55.:11:59.

for more than 100 years. Meanwhile, the embattled Education Minister

:11:59.:12:05.

retained his seat. A last - to make their voice heard

:12:05.:12:11.

in an historic election for Jersey. And for St Ouen. It is important.

:12:11.:12:17.

If not everyone comes out to vote, we will not have what we want.

:12:17.:12:21.

think we ought to. We will hopefully make sure we put the

:12:21.:12:26.

right people in. Soon, the voting was over. I declare that the

:12:26.:12:33.

polling at St Ouen's is closed. the action moved upstairs to the

:12:33.:12:37.

counting room. They are hard at work here, counting the Constable

:12:37.:12:41.

votes, which is a historic moment because it is the first time in 108

:12:41.:12:45.

years there has been an election for a constable in St Ouen. Waiting

:12:45.:12:52.

nervously downstairs, the men vying for the post. Friends, neighbours,

:12:52.:13:02.
:13:02.:13:02.

but tonight up against each other. All that they could do was to hope.

:13:02.:13:12.
:13:12.:13:15.

Joy, and a place in the history books for Michael Patrick, who beat

:13:15.:13:22.

his competitor by over 500 votes. It is fantastic to have support

:13:22.:13:27.

from the parishioners behind me. I am elated. I did not expect that

:13:27.:13:33.

sort of amount that I have come in by. Also a triumph for St Ouen

:13:33.:13:39.

deputy and Education Minister, James Reed, retaining his seat.

:13:39.:13:43.

think I have been fairly honoured by the result I have achieved

:13:43.:13:46.

tonight and look forward to continuing to serve the parish over

:13:46.:13:51.

the next three years. Celebrations in St Ouen for deputy James Reed,

:13:51.:13:57.

and these scenes are sure to have been replicated in the other camp,

:13:57.:14:00.

as a historic success was celebrated and in good

:14:00.:14:08.

sportsmanship, friends were retained.

:14:08.:14:11.

Our political analyst spent the night watching the results as they

:14:11.:14:16.

came in. He joined me and I asked if Jersey had seen a good turnout.

:14:17.:14:20.

Yes, one of the highest turnouts for some considerable time. What

:14:21.:14:25.

has happened with both elections for senators and deputies, and for

:14:25.:14:29.

Constable's, on the same day, is that it has lifted the turnout for

:14:29.:14:32.

the deputy's up to the level that we have habitually had for

:14:32.:14:37.

senatorial elections in Jersey. we are still down on other

:14:37.:14:41.

jurisdictions. Yes, it has lifted jersey off the bottom but it is

:14:41.:14:45.

nowhere near the 61.9% turnout in the Isle of Man a few weeks ago in

:14:45.:14:52.

their general election. There were some records broken looking at the

:14:52.:14:55.

senatorial candidates. In terms of the senatorial candidates, Sir

:14:55.:14:59.

Philip Bailache of the highest number of votes ever recorded for

:14:59.:15:05.

the senatorial candidate since 1948. Putting that another way, 80% of

:15:05.:15:14.

the people who cast a vote, cast a vote for Sir Philip Bailache.

:15:14.:15:18.

strange thing with the system is that the States are still sitting

:15:18.:15:21.

so you effectively have deputies and senators who are no longer in

:15:21.:15:26.

power, effectively, but they are in power. The States are never

:15:26.:15:30.

actually dissolved. We were have to wait until 2014 for the whole

:15:30.:15:36.

States to go and be up for election in one go. The result is that the

:15:36.:15:40.

States still being in session, people who are leaving the States,

:15:40.:15:44.

or who have been rejected by the electorate, will be making some

:15:44.:15:51.

quite major decisions. For example, the Budget, still going through.

:15:51.:15:54.

The question of the assistant ministers, the proposition to

:15:54.:15:57.

extend the number of assistant ministers and move part way back

:15:57.:16:00.

towards a committee system, in effect, the machinery of government.

:16:00.:16:07.

And thirdly, the method by which the new States will, by open ballot,

:16:07.:16:11.

elect the next Chief Minister. So this is slightly odd. It will be

:16:11.:16:16.

interesting to see what happens. Thank you.

:16:16.:16:24.

You are watching the BBC and Channel Islands. Later:

:16:24.:16:30.

We meet the newly elected singing Constable.

:16:30.:16:33.

First in other news - A woman in Guernsey has been released on

:16:33.:16:36.

police bail without charge following an incident at the Genats

:16:36.:16:41.

estate on Tuesday. Armed police sealed off the area for six hours.

:16:41.:16:45.

At the time they said they had fears over the safety of both the

:16:45.:16:55.
:16:55.:16:55.

woman and a baby. Guernsey's tax strategy was back on

:16:55.:16:59.

the agenda for EU officials today. The meeting focused on the progress

:17:00.:17:04.

made to reform the system used to tax business. Guernsey's finance

:17:04.:17:08.

industry is watching closely after proposals to alter the regime in

:17:08.:17:14.

Jersey were approved last month. The amount paid into the Jersey's

:17:14.:17:17.

social-security fund by the States had to go up last year because

:17:17.:17:21.

contributions from employees and employers fell. The economic

:17:21.:17:25.

downturn is being blamed, as 1000 fewer people were working in the

:17:25.:17:30.

Ireland than in 2009. And a delegation from HM Revenue

:17:30.:17:33.

and Customs has visited Jersey to discuss the future of the internet

:17:33.:17:36.

retail industry. There are fears the VAT-free threshold on low-value

:17:36.:17:42.

goods could be abolished by the UK Government. More than 1700 people

:17:42.:17:45.

work for online retailers in the Channel Islands, and changes to the

:17:45.:17:49.

threshold would threaten those jobs. Ministers say nothing you came from

:17:49.:17:52.

the meeting but the industry which sells CDs, health supplements and

:17:52.:17:58.

other products is being kept informed.

:17:58.:18:02.

The keys to a new hospice in Guernsey were handed over today. A

:18:02.:18:04.

multi-million pound facility is nearly finished, with work now

:18:04.:18:09.

taking place inside to kit it out. It will provide rooms for seven

:18:09.:18:13.

patients with terminal illnesses. An additional 1.5 million needs to

:18:13.:18:16.

be raised to pay for the project, but the charity is confident it

:18:16.:18:24.

will make a huge difference to patients. Individually, they will

:18:24.:18:27.

feel comfortable. In a difficult circumstance, they will feel

:18:28.:18:32.

relaxed, because the design of the building is primarily to give

:18:32.:18:37.

comfort and, if you like, a pleasant environment for that

:18:37.:18:43.

individual to stay in. So I think they will really love it.

:18:43.:18:47.

Before a round-up of the rest of Jersey's election results, we cross

:18:47.:18:54.

live to Amy Harris, who was with another Chief Minister hopeful.

:18:54.:18:58.

Earlier here in the Royal Square I was joined by Sir Philip Bailache,

:18:58.:19:01.

who is considering standing for Chief Minister. He is one of a

:19:01.:19:04.

number of politicians who have said they will consider doing just that.

:19:05.:19:08.

But there is only one politician who has definitely said he will

:19:08.:19:14.

throw his hat into the ring. I am joined by the Home Affairs Minister.

:19:14.:19:19.

Why have you decided to stand as Chief Minister? Firstly, my hat has

:19:19.:19:24.

been in the ring now for quite a long time. I think I have a very

:19:24.:19:27.

good chance of being elected for this post and I think I am the best

:19:27.:19:31.

person of the current crop of politicians to take on this post.

:19:31.:19:35.

Do you think you will be successful. You mention you are popular, but

:19:35.:19:41.

what chance do you think you have? A good chance. Why? Based upon the

:19:42.:19:45.

number of people I know who will support me, who have declared their

:19:45.:19:50.

support already, and based on the balance of the people in the States,

:19:50.:19:53.

and based upon the expectation of the order in which other candidates

:19:53.:19:58.

might be eliminated. The last two chief ministers left office before

:19:58.:20:02.

another election, so the electorate could not judge them. Will you stay

:20:02.:20:07.

on? They left because they had come to the end of their career. Thus

:20:07.:20:10.

far, people have become Chief Minister at the end of their career.

:20:10.:20:15.

My intention, if elected to the post, would be only to do it for

:20:15.:20:19.

three years. I think it is asking a great deal of anybody to do it for

:20:19.:20:23.

seven years. But I do not discount the possibility that I might offer

:20:23.:20:27.

myself back to the electorate as a senator, to play a more subsidiary

:20:27.:20:33.

role. Thank you very much. We will wait to see who else will stand

:20:33.:20:39.

alongside him for the position of Chief Minister. And we still have

:20:39.:20:42.

to wait, the old States will still be sitting at the beginning of

:20:42.:20:47.

November twice to decide things like the budget next year. So the

:20:47.:20:51.

new States will next sit on 14th November, which will be for members

:20:51.:20:56.

to be sworn in, and for them to choose their all-important Chief

:20:56.:21:00.

Minister. So although the elections may be over, the politics is only

:21:00.:21:07.

just beginning. Well, we have brought you the

:21:07.:21:11.

results from three of Jersey's biggest parishes. Here is Betty

:21:11.:21:14.

Williams with a round-up from the remaining nine, and watch out for

:21:14.:21:24.
:21:24.:21:37.

The first to be just -- voted in I was a deputy for 10 years

:21:37.:21:40.

previously and was noted for getting on with the job, doing my

:21:40.:21:43.

homework and are not taking no for an answer. I think that went a long

:21:43.:21:53.
:21:53.:22:05.

way towards people voting for me It turned out it was not to be so.

:22:05.:22:10.

Very relieved it is over. I feel good. I have put in a lot of hard

:22:10.:22:20.

work, lots of canvassing. # There is a spot that I love, that

:22:20.:22:24.

I cannot forget. # and Jersey is now looking more

:22:24.:22:30.

beautiful than ever, as she becomes the new Constable of St Saviour.

:22:30.:22:36.

The dairy farmer known for singing Beautiful Jersey on Liberation Day

:22:36.:22:42.

One by around 200 votes. It feels wonderful. It has been nerve-
