mandate I have been given to try to bring about some of the changes for | :02:38. | :02:43. | |
which I stood for election. One of those, obviously, is to bring about | :02:44. | :02:52. | |
some changes to the constitution of the States. It was a night of | :02:52. | :02:59. | |
returns. One former deputy will return as a senator after 11,095 | :02:59. | :03:03. | |
votes, coming 4th. A number of people who have supported me | :03:03. | :03:06. | |
politically suggested I should stand for deputy. It would be an | :03:07. | :03:11. | |
easy entry to the States, but I did not want that. I served as deputy | :03:11. | :03:15. | |
for two terms and I said when I stepped down that if I came back I | :03:15. | :03:21. | |
would seek an island-wide mandate. Ian Gourst moves to the senatorial | :03:21. | :03:26. | |
benches after finishing second. am pleased with the result, as it | :03:26. | :03:31. | |
stands. I hope I have put my record before the electorate. That record | :03:31. | :03:36. | |
shows that I am a person who makes balanced judgments, uses common | :03:36. | :03:40. | |
sense, tries to involve as many people as possible in Decisions, | :03:40. | :03:44. | |
and I believe that is probably why I have got the result that I have | :03:44. | :03:51. | |
so far. And there is a return to the States | :03:51. | :03:57. | |
for another sitting senator. It has been a fantastic night. I hoped to | :03:57. | :04:01. | |
be third. That was my ambition. The electorate have achieved that for | :04:01. | :04:08. | |
me and I was delighted that I actually came in that place, so | :04:08. | :04:12. | |
fantastic. The big news, the ousting of Freddie Cohen, finishing | :04:12. | :04:21. | |
six and losing his senatorial seat. This is the end. I have served for | :04:21. | :04:24. | |
six years and the Ireland took the view that they do not want me to | :04:24. | :04:28. | |
continue. That is the nature of democracy, the beauty of democracy, | :04:28. | :04:31. | |
and I will not be coming back and having another go at politics. I | :04:31. | :04:36. | |
will go off and do something else. These are the chosen four. The test | :04:36. | :04:40. | |
for them now will be to live up to their election promises. | :04:40. | :04:44. | |

For all those elected this will be their new office for the next three | :04:55. | :04:59. | |
years. The first decision they'll have to make after they're sworn in | :04:59. | :05:02. | |
on the 14th November is choosing a Chief Minister. Several politicians | :05:02. | :05:05. | |
have said they're considering it, Senator Alan Breckon, Deputy Ian | :05:05. | :05:11. | |
Gorst and Senator Philip Ozouf the treasury minister. But the big | :05:11. | :05:15. | |
question, of course, is will the poll topper Sir Philip Bailache go | :05:15. | :05:25. | |

for it? So, Sir Philip, will you? The honest answer to that at the | :05:26. | :05:30. | |
moment is that I do not know. I did not stand for politics in order to | :05:30. | :05:34. | |
become Chief Minister. I stood because I wanted to see reforms in | :05:34. | :05:38. | |
the constitution of the States and changes to the way in which the | :05:38. | :05:43. | |
States operate, to make it more efficient and effective. They are a | :05:43. | :05:48. | |
number of ways in which that can be achieved. -- there are a number of | :05:48. | :05:53. | |
ways. I am talking to people at the moment and examining the options. | :05:53. | :05:57. | |
If you stand and you are successful, who would you bring into the | :05:57. | :06:02. | |
Council of Ministers? That is a little hypothetical at the moment. | :06:02. | :06:06. | |
I will say that I think the way in which the Council of Ministers | :06:07. | :06:11. | |
itself operates has to change, too. There has to be much greater co- | :06:11. | :06:15. | |
operation between ministers. There has to be a sense of collective | :06:15. | :06:20. | |
responsibility, because without that the Council of Ministers | :06:20. | :06:25. | |
appears at discordant and unable, really, to govern. We will wait to | :06:25. | :06:29. | |
see what happens there. And a little bit later in the programme I | :06:29. | :06:33. | |
will be quizzing another politician who has also said he will be | :06:34. | :06:38. | |
standing for Chief Minister. Stay tuned for that. | :06:38. | :06:41. | |
St Helier was the only parish which didn't see Sir Philip top the | :06:41. | :06:45. | |
Senatorial voting, and it also had its fair share of surprises in the | :06:45. | :06:49. | |
deputy elections, with some new faces. It certainly wasn't a fresh | :06:49. | :06:52. | |
broom throughout though, with some old hands receiving another vote of | :06:52. | :07:02. | |

Canvassing for votes right up to the very last minute. The 23 | :07:09. | :07:12. | |
candidates going for 10 seats in St Helier, the biggest parish, had a | :07:12. | :07:16. | |
lot at stake and did their best to smile through the nerves. Shortly | :07:16. | :07:21. | |
after 8pm the doors closed and the counting began. And it wasn't long | :07:21. | :07:24. | |
before the first shock was felt across the parish, as Paul Le | :07:24. | :07:34. | |
Claire lost his seat in St Helier One. Unfortunately, the reality is | :07:34. | :07:37. | |
there is a covert group of politicians working together to get | :07:37. | :07:42. | |
politicians into the States, which you can understand. They have their | :07:42. | :07:45. | |
vested interests. I do not think that is healthy. | :07:45. | :07:49. | |
For the victors it was their chance to bask in the limelight, none more | :07:49. | :07:56. | |
than newcomer James Baker who topped the poll. I have been | :07:56. | :08:01. | |
elected and my mandate is to represent them adequately. I stood | :08:01. | :08:05. | |
on reform, having a more unified house and creating cohesion. That | :08:05. | :08:09. | |
is my background and that is what I hope to be able to do. | :08:09. | :08:13. | |
There was also to be a big surprise at St Helier 2, as Debbie De Souza | :08:13. | :08:22. | |
lost her seat along with Senator Terry Le Main. I am disappointed, | :08:22. | :08:26. | |
but I will be 72 soon and I have lots of things I have not been able | :08:26. | :08:30. | |
to do over the years. I will enjoy my retirement and take a keen | :08:30. | :08:35. | |
interest in what is going on politically. | :08:35. | :08:44. | |
The party was in full swing as another newcomer topped the poll. | :08:44. | :08:47. | |
want to roll up my sleeves and get stuck in, do the things I have been | :08:47. | :08:51. | |

for more than 100 years. Meanwhile, the embattled Education Minister | :11:59. | :12:05. | |
retained his seat. A last - to make their voice heard | :12:05. | :12:11. | |
in an historic election for Jersey. And for St Ouen. It is important. | :12:11. | :12:17. | |

Our political analyst spent the night watching the results as they | :14:11. | :14:16. | |
came in. He joined me and I asked if Jersey had seen a good turnout. | :14:17. | :14:20. | |
Yes, one of the highest turnouts for some considerable time. What | :14:21. | :14:25. | |
has happened with both elections for senators and deputies, and for | :14:25. | :14:29. | |
Constable's, on the same day, is that it has lifted the turnout for | :14:29. | :14:32. | |
the deputy's up to the level that we have habitually had for | :14:32. | :14:37. | |
senatorial elections in Jersey. we are still down on other | :14:37. | :14:41. | |
jurisdictions. Yes, it has lifted jersey off the bottom but it is | :14:41. | :14:45. | |
nowhere near the 61.9% turnout in the Isle of Man a few weeks ago in | :14:45. | :14:52. | |
their general election. There were some records broken looking at the | :14:52. | :14:55. | |
senatorial candidates. In terms of the senatorial candidates, Sir | :14:55. | :14:59. | |
Philip Bailache of the highest number of votes ever recorded for | :14:59. | :15:05. | |
the senatorial candidate since 1948. Putting that another way, 80% of | :15:05. | :15:14. | |
the people who cast a vote, cast a vote for Sir Philip Bailache. | :15:14. | :15:18. | |
strange thing with the system is that the States are still sitting | :15:18. | :15:21. | |
so you effectively have deputies and senators who are no longer in | :15:21. | :15:26. | |
power, effectively, but they are in power. The States are never | :15:26. | :15:30. | |
actually dissolved. We were have to wait until 2014 for the whole | :15:30. | :15:36. | |
States to go and be up for election in one go. The result is that the | :15:36. | :15:40. | |
States still being in session, people who are leaving the States, | :15:40. | :15:44. | |
or who have been rejected by the electorate, will be making some | :15:44. | :15:51. | |
quite major decisions. For example, the Budget, still going through. | :15:51. | :15:54. | |
The question of the assistant ministers, the proposition to | :15:54. | :15:57. | |
extend the number of assistant ministers and move part way back | :15:57. | :16:00. | |
towards a committee system, in effect, the machinery of government. | :16:00. | :16:07. | |
And thirdly, the method by which the new States will, by open ballot, | :16:07. | :16:11. | |
elect the next Chief Minister. So this is slightly odd. It will be | :16:11. | :16:16. | |

been in the ring now for quite a long time. I think I have a very | :19:24. | :19:27. | |
good chance of being elected for this post and I think I am the best | :19:27. | :19:31. | |
person of the current crop of politicians to take on this post. | :19:31. | :19:35. | |
Do you think you will be successful. You mention you are popular, but | :19:35. | :19:41. | |
what chance do you think you have? A good chance. Why? Based upon the | :19:42. | :19:45. | |
number of people I know who will support me, who have declared their | :19:45. | :19:50. | |
support already, and based on the balance of the people in the States, | :19:50. | :19:53. | |
and based upon the expectation of the order in which other candidates | :19:53. | :19:58. | |
might be eliminated. The last two chief ministers left office before | :19:58. | :20:02. | |
another election, so the electorate could not judge them. Will you stay | :20:02. | :20:07. | |
on? They left because they had come to the end of their career. Thus | :20:07. | :20:10. | |
far, people have become Chief Minister at the end of their career. | :20:10. | :20:15. | |
My intention, if elected to the post, would be only to do it for | :20:15. | :20:19. | |
three years. I think it is asking a great deal of anybody to do it for | :20:19. | :20:23. | |
seven years. But I do not discount the possibility that I might offer | :20:23. | :20:27. | |
myself back to the electorate as a senator, to play a more subsidiary | :20:27. | :20:33. | |

with me. It is lovely. But the disappointment from a rival's camp | :22:55. | :23:01. | |
was clear. It is a disappointment, but that is democracy. They have | :23:01. | :23:11. | |

voted and I am quite happy to accept the decision they have made. | :23:14. | :23:20. | |
