daughter at this property in Jersey in August of this year. Today, | :01:19. | :01:25. | |
Damian Rzeszowski appeared in court. In front of the bailiff and the | :01:25. | :01:33. | |
media, he appeared via video link from the UK. The case has been | :01:33. | :01:38. | |
adjourned until March next year for further medical assessment. And | :01:38. | :01:41. | |
also to give more time to the prosecution and defence to examine | :01:41. | :01:47. | |
evidence. Former residents of a Jersey's children home have begun | :01:47. | :01:50. | |
proceedings against the States in the High Court in London. They want | :01:50. | :01:53. | |
compensation for the abuse they say they suffered while in the care of | :01:53. | :01:56. | |
the government at Haut de la Garenne from the 1950s to the early | :01:56. | :01:59. | |
1980s. They say they've become increasingly frustrated at the slow | :01:59. | :02:02. | |
progress of the States compensation scheme and a promised committee of | :02:02. | :02:08. | |
inquiry. Well a little earlier I spoke with Alan Collins, the | :02:08. | :02:10. | |
solicitor who represents 38 people, and he explained just what they | :02:10. | :02:19. | |
were after. My clients want redress. And the | :02:19. | :02:24. | |
only way they will get that is by seeking compensation for the harm | :02:24. | :02:30. | |
they suffered as a result of the abuse they say they suffered. | :02:30. | :02:34. | |
right in thinking we do not yet know if the high court has | :02:34. | :02:40. | |
jurisdiction for this case, isn't it a tactical wave you to hurry up | :02:40. | :02:44. | |
the States to start a run compensation claims? Not at all. | :02:44. | :02:48. | |
Many of the people I represent do not live in Jersey any more. They | :02:48. | :02:53. | |
live in England. The English High Court in my opinion does have | :02:53. | :02:58. | |
jurisdiction because of the type of case we are dealing with. There is | :02:58. | :03:02. | |
no reason whatsoever why the English High Court cannot deal with | :03:02. | :03:09. | |
these cases. They have been extremely patient, they have been | :03:09. | :03:14. | |
waiting for many months and years now for the States of Jersey to do | :03:14. | :03:19. | |
the right thing by them. Victims want justice and they want justice | :03:19. | :03:26. | |
to be seen to be done. The states have said the terms of reference | :03:26. | :03:30. | |
for a committee of inquiry will be presented to the state next month | :03:30. | :03:34. | |
and the final hurdle in setting up a compensation scheme in Jersey has | :03:34. | :03:43. | |
been resolved. They have not told me that. I represent 38 victims, at | :03:43. | :03:48. | |
no time so far have the States of Jersey said to me we will resolve | :03:48. | :03:52. | |
the cases. That is where my clients have had enough. They are fed up | :03:52. | :03:59. | |
with the waiting and seeing, they have put up with the meaningless | :03:59. | :04:04. | |
warm words as they see it. If the States of Jersey say lets us of the | :04:05. | :04:08. | |
cases, great. If they have nothing to say, we have no choice but to | :04:08. | :04:13. | |
crack on with court proceedings. For now, thank you. As I mentioned | :04:13. | :04:16. | |
to Mr Collins, Jersey's chief minister has issued a statement | :04:16. | :04:19. | |
saying that the states "has set up a system for receiving and dealing | :04:19. | :04:22. | |
with all the claims and that process is ongoing" He also said | :04:22. | :04:25. | |
that the terms of reference for a committee of inquiry would be | :04:25. | :04:30. | |
presented to the states next month. Lawyers for the states say the | :04:30. | :04:32. | |
final hurdle in setting up the compensation scheme have been | :04:32. | :04:40. | |
One of Guernsey's most popular beaches has seen a big improvement | :04:40. | :04:44. | |
in bathing water quality. Cobo Bay was rated excellent this year, its | :04:44. | :04:49. | |
best water quality in more than a decade. It was one of thirteen | :04:49. | :04:54. | |

we have had problems which have blighted the classification for the | :05:31. | :05:38. | |
whole year. Finally, I am so pleased. We have two beaches which | :05:38. | :05:43. | |
have a slight problem but we will sort those as well. It is the first | :05:43. | :05:50. | |
time it has achieved such a high rating since 1998. So it's good | :05:50. | :05:53. | |
news for regular beach users but also for the businesses near by | :05:53. | :05:56. | |
because customers, such as those at the nearby tea room, tend to notice | :05:56. | :06:00. | |
headlines about their favourite bays failing water quality tests. | :06:00. | :06:07. | |
It had a bad reputation, E coli, damaging the beaches reputation. | :06:07. | :06:10. | |
For it to come back is excellent, it is brilliant. There's no | :06:10. | :06:13. | |
disputing the natural beauty of Guernsey's bays and the hope is the | :06:13. | :06:16. | |
latest test results will mean in future there will be no disputing | :06:16. | :06:23. | |
