sales sense records began in Guernsey. | :00:26. | :00:29.
And animal welfare campaigners welcome update to laws to help | :00:29. | :00:34.
those that can fight back. Encouraging the young to make their | :00:34. | :00:44.

voices heard as the campaign hots There's been a slump in high street | :00:50. | :00:53.
sales in Jersey. Latest government figures show the number of items | :00:53. | :00:56.
bought by islanders in the latest quarter was 5% down on last year, | :00:56. | :01:04.
the biggest fall since before the financial crisis. | :01:04. | :01:07.
It may look a busy lunchtime on the high street, but shoppers aren't | :01:07. | :01:11.
spending as much as they have done. In fact, sales are down 5% on last | :01:12. | :01:20.
year - that's the biggest slump since records began back in 2005. | :01:20. | :01:24.
A few years ago, you would not think about taking out your | :01:24. | :01:31.
Wollerton paying 10 or 20 for a deft, but now, you think, what will | :01:31. | :01:35.
happen in the future? It is more difficult. Everyone has to be more | :01:35. | :01:45.
| :01:45. | :01:46. | ||
careful than they were before but I do not seem to be! So many shops, | :01:46. | :01:51.
especially here, you have to shop around. But for shopkeepers who | :01:51. | :01:54.
need to make a living, it's not good news. The Chamber of Commerce | :01:54. | :01:59.
believe there's a number of reasons for fewer sales. | :01:59. | :02:04.
One reason is the internet, and we are looking at 1,500 people | :02:04. | :02:09.
unemployed so the overall spending power of his declining. These are | :02:09. | :02:14.
contributing factors. People are nervous about their jobs. I am | :02:14. | :02:18.
guessing they are holding on to their hard-earned cash ahead of the | :02:18. | :02:21.
Christmas rush. And shopkeepers here at Liberty | :02:21. | :02:24.
Wharf are particularly concerned. It's only been open a year and they | :02:24. | :02:27.
say not enough people are coming through the door. That's why | :02:27. | :02:33.
they're putting efforts into enticing people down here. It has | :02:33. | :02:36.
been quiet this year banned retailers suffering so we have been | :02:37. | :02:42.
trying to use the vacant spaces, that we have, to encourage school | :02:42. | :02:48.
choirs, community groups and charities to hold events down there, | :02:48. | :02:51.
especially in the run-up to Christmas. And on the high street | :02:51. | :02:54.
too they're trying to attract business. The hope among traders is | :02:54. | :02:56.
that people are saving for Christmas now and will splash out | :02:56. | :03:01.
in the new year. Economic development told us | :03:01. | :03:03.
although the figures are disappointing, they're not | :03:03. | :03:05.
unexpected and they will continue their work to support local | :03:05. | :03:08.
businesses in particular working to improve competitiveness in the | :03:08. | :03:15.
current climate. The identity of a man found dead on | :03:15. | :03:20.
a Jersey beach nearly four years ago remains a mystery. Police | :03:21. | :03:23.
couldn't identify him despite help from experts who made this | :03:23. | :03:28.
electronic version of how he might have looked. His remains were found | :03:28. | :03:34.
in the sea at Havre des Pas in St Helier in February 2008. An inquest | :03:34. | :03:38.
held this week could not find who the man was or how, when or where | :03:38. | :03:42.
he died. The man will be buried in Surville Cemetery in St Helier. | :03:42. | :03:45.
Jersey's government has voted against plans to halt the | :03:45. | :03:49.
development of finance offices on the Esplanade car park in St Helier. | :03:49. | :03:51.
The States-owned Jersey Development Company wants to build four office | :03:51. | :03:56.
blocks in the first phase for the area. Parish Constable Simon | :03:56. | :03:58.
Crowcroft asked the States to wait until 2012 so the newly-elected | :03:58. | :04:03.
House could have a say on it. Members voted against but did agree | :04:03. | :04:07.
to postpone development to the area around La Folie Inn and the site | :04:07. | :04:13.
used by the Jersey Rowing Club. Unemployment in Guernsey rose over | :04:13. | :04:16.
the last month. Latest government figures show 333 people were | :04:16. | :04:20.
unemployed at the end of last month, compared with 299 at the end of | :04:20. | :04:25.
October - that's a 9% increase month on month. Year on year, the | :04:25. | :04:32.
Animal rights campaigners have welcomed a decision to update | :04:32. | :04:37.
Guernsey's animal welfare laws. As Mike Wilkins reports, the States | :04:37. | :04:41.
agreed that new legislation will be implemented in the new year. I | :04:41. | :04:44.
should warn you that Mike's report contains images some viewers may | :04:44. | :04:50.
find distressing. If these sad, scared eyes are the | :04:50. | :04:53.
windows into their souls then these poor animals are hurting as much on | :04:53. | :04:58.
the inside as their wounds on the outside. Guernsey couldn't do much | :04:58. | :05:02.
to help them, but this woman spent a decade lobbying the States to try | :05:02. | :05:06.
and make a difference. The government unanimously agreed and | :05:06. | :05:08.
from next year, updated animal welfare laws will be introduced to | :05:08. | :05:12.
the island, but it doesn't stop there. As well as updating the | :05:12. | :05:15.
rules on animal fights and licensing there'll also be | :05:15. | :05:23.
increased penalties for cruelty offences. We are looking up order | :05:23. | :05:25.
new Policies within state housing, which will make a big difference to | :05:25. | :05:31.
us because 80% of our work comes from state housing. I am not | :05:31. | :05:35.
condemning state tenants, but a lot of our work comes from there. If | :05:35. | :05:39.
their new policies are what we asked for, it will make a big | :05:39. | :05:43.
difference. As well as updated the rules on | :05:43. | :05:48.
animal fights and licensing, there will be increased penalties for | :05:48. | :05:52.
cruelty offences. In the past, people could only be prosecuted | :05:52. | :05:56.
after the cruelty had occurred but now more will be able to be done to | :05:56. | :06:01.
prevent cruelty in the first place. It is like Christmas come early and | :06:01. | :06:05.
the legislation has gone through for the Animal Welfare Act so we | :06:05. | :06:14.
are very pleased and excited for next year when it is implemented. | :06:14. | :06:17.
For animal lovers and anyone who appreciates animal rights this is a | :06:17. | :06:20.
good news story, but for some campaigners, while it's progress, | :06:20. | :06:29.
there's still some way to go to prevent cruelty in the island. Up | :06:29. | :06:34.
to 30 new nurses could be hired thanks to a new campaign. | :06:34. | :06:38.
Recruiting and keeping nurses has long been an issue for the health | :06:38. | :06:42.
department but in the past year, that has been changing. A | :06:42. | :06:46.
retraining programme for nurses who have not practised recently is | :06:46. | :06:53.
proving popular. Jersey and Guernsey have appointed a joint | :06:53. | :06:59.
regulator to regulate the airports. The job will be taken up in | :06:59. | :07:03.
February. It is hoped that the Government will be held to greater | :07:03. | :07:09.
account and that the aviation it -- aviation industry is compatible | :07:09. | :07:13.
with UK and EU guidelines. Work is underway to try to place | :07:13. | :07:15.
Guernsey at the heart of the renewable energy industry. Commerce | :07:15. | :07:18.
and Employment is liaising with three UK universities to commission | :07:18. | :07:21.
research into wind, wave and tidal energy. Currently the technology | :07:21. | :07:23.
isn't advanced enough, or sufficiently proven, to commission | :07:23. | :07:25.
actual projects. Commerce and Employment say the research will | :07:25. | :07:35.
cost Guernsey very little. Make the most of your right to vote, that is | :07:35. | :07:45.
| :07:45. | :07:48. | ||
the message to teenagers in Guernsey. A campaign has now | :07:48. | :07:53.
started to make sure as many people as possible take advantage. | :07:53. | :07:57.
Hundreds of teenagers and hundreds of potential voters. This Assembly | :07:57. | :08:02.
was an opportunity to convince more of them to have their say in | :08:02. | :08:07.
Guernsey's election next April. It is a message that will be taken to | :08:07. | :08:11.
schools throughout the island in the coming months. | :08:11. | :08:14.
Everybody has a right to vote. The other thing is that whenever you | :08:14. | :08:19.
are doing any issue, you get a very different perspective and I think | :08:19. | :08:23.
it is exciting, refreshing and thoughtful and it has got everyone | :08:23. | :08:28.
involved. It has been not be long since 17 and 18-year-old had been | :08:28. | :08:32.
able to get involved. Will this campaign make a difference? | :08:32. | :08:37.
I am not on the role yet but since the Assembly it has helped me | :08:37. | :08:40.
realise I can get on the electoral roll and so I will. | :08:40. | :08:45.
I have been looking forward to it because there are many points that | :08:45. | :08:48.
I want to air and the best way to do that is to choose the people I | :08:48. | :08:51.
want to go through and make important decisions. | :08:51. | :08:56.
It is nice to have our own say and it is exciting for what could come | :08:56. | :09:00.
in the future. It is our first opportunity to have | :09:00. | :09:05.
a proper say in the politics of the island and better. A cross and say | :09:05. | :09:08.
what we want to say, it is unbelievable. | :09:09. | :09:13.
Already working hard for their own futures it is now up to the | :09:13. | :09:16.
students to decide if they want to have a say in the future of the | :09:16. | :09:21.
island as well. At Jersey hotel can now boast being | :09:21. | :09:25.
the first and the Channel I want to receive a gold award from the green | :09:25. | :09:35.
| :09:35. | :09:37. | ||
tourism business scheme. It's one of Jersey's newest hotels and | :09:37. | :09:40.
promises guests great accommodation and spectacular views. And now it | :09:40. | :09:43.
can boast an award as well. The Radisson Blu has just claimed a | :09:43. | :09:51.
Green Tourism Business Gold Award. Staff are thrilled. It is not easy | :09:51. | :09:56.
to get gold status, so we chose an effort that the whole team has made | :09:56. | :09:59.
to get the award and we are very proud and very pleased for of the | :09:59. | :10:04.
work we have done. This is the award, but what exactly | :10:04. | :10:10.
did this hotel do to win it? Partly for work done in this room. | :10:10. | :10:16.
The riders in introduced measures for energy, water and waste | :10:16. | :10:21.
management. It has been at combination of a lot | :10:21. | :10:25.
of work over the past year or so since the hotel opened saw lot | :10:25. | :10:30.
towards carbon emissions, and the technical side, and a lot towards | :10:30. | :10:33.
the community and dedication and working locally within the | :10:33. | :10:38.
community as well. The hotel has a far as the | :10:38. | :10:40.
Netherlands to receive this gold award. | :10:40. | :10:45.
They hope it will set them on the way to becoming the industry leader | :10:45. | :10:55.
| :10:55. | :10:55. | ||
in environmental management within the Channel Islands. | :10:55. | :11:04.
Colder there will arrive at the end of the week and into the weekend so | :11:04. | :11:08.
prepare for it often the temperatures. Not tonight and | :11:08. | :11:12.
tomorrow however. For one day it will become mild tomorrow with | :11:12. | :11:16.
temperatures up to 13 degrees but windy as well with gale-force | :11:17. | :11:21.
south-westerly winds at times. We have an area of low pressure -- | :11:21. | :11:25.
high pressure to the South and a couple of weather systems | :11:25. | :11:30.
straddling us at the moment. By midday tomorrow, a strong to gale | :11:30. | :11:34.
force south-west wind and mild there, ahead of this cold weather | :11:34. | :11:40.
system. Once that moves through, Thursday night into Friday, a run | :11:40. | :11:43.
of Northaw north-westerly winds into the weekend. That is a much | :11:43. | :11:48.
colder direction and there will be frost. Over the mainland parts of | :11:48. | :11:54.
south-west England, the risk of one or two wintry showers for the moors. | :11:54. | :11:58.
Over the Channel Islands, the showers will tend to fade away for | :11:58. | :12:04.
a time. The breezes from the West of the South West and an early dip | :12:04. | :12:10.
to six degrees, but temperatures by the end of the night up to 89. We | :12:10. | :12:13.
will have lightened Pat to rain by the morning becoming mainly dry by | :12:13. | :12:17.
the end of the day, and the wind will steadily increase and reach | :12:17. | :12:21.
gale force by the end of the afternoon. And the end of some rain | :12:21. | :12:26.
arriving from the North as we arrive into the evening. Rough seas, | :12:26. | :12:31.
and the coastal waters forecast will be south-westerly 6, | :12:31. | :12:41.
increasing seven to gale force eight. Times of high water now. | :12:41. | :12:46.
