Plus, spending on sewage, but does Guernsey's budget go far enough to | :00:16. | :00:26.
:00:26. | :00:31. | ||
And after a winter night last night, tonight even India with potential | :00:31. | :00:41.
:00:41. | :00:46. | ||
gusts of 70 miles an hour. A full More Jersey-born people left the | :00:46. | :00:48.
island than returned over the past decade, that's according to latest | :00:48. | :00:52.
census figures. More information has been released from the 2011 | :00:52. | :00:55.
census. It shows only half of islanders who responded were born | :00:55. | :01:02.
in Jersey. Edward Sault reports. Islanders shopping and battling the | :01:02. | :01:07.
cold weather in St Helier today. And now we are getting a clearer | :01:07. | :01:12.
picture of the people that live here and where they are from. Let's | :01:12. | :01:18.
look at some of those figures. Nearly 49,000 people said in the | :01:18. | :01:22.
censors they were from Jersey. Just over 30,000 said they were from | :01:22. | :01:27.
elsewhere in the British Isles. 7,000 people registered as | :01:27. | :01:32.
Portuguese or Madeira and 3,000 as Polish. This was the press | :01:33. | :01:37.
conference where the latest census figures were released. But what is | :01:37. | :01:40.
worrying senior politicians is the number of Jersey-born people who | :01:40. | :01:44.
are actually leaving the island. would be concerned that these | :01:44. | :01:49.
numbers showed that too many people do not feel they have a future here | :01:49. | :01:51.
in Jersey and it is government's responsibility to make sure | :01:51. | :01:56.
everyone feels they do have a future here. Toby has lived and | :01:56. | :02:00.
worked in Jersey for two-and-a-half years but now he is packing up and | :02:01. | :02:05.
moving to the UK to pursue his career. There are only so many | :02:05. | :02:08.
opportunities professionally and personally that you can get in | :02:08. | :02:12.
Jersey, I find, so I feel I need to move back to the mainland. Michael | :02:12. | :02:15.
Vautier is a Jerseyman through and through. He s also a genealogist, | :02:15. | :02:21.
researching and tracking down people's family trees. Jersey | :02:21. | :02:25.
people have left the island and settled all over the world. Would | :02:25. | :02:31.
you like to see more stay here? Well, there is not opportunities | :02:31. | :02:35.
for everybody, and I think Jersey folk are enterprising and will go | :02:35. | :02:40.
and seek their fortune elsewhere if they need to. People have left our | :02:40. | :02:43.
shores and the past and will no doubt live again in the future but | :02:43. | :02:46.
the mission now will be to make sure Jersey men and women feel they | :02:47. | :02:53.
have a reason to stay on the island where they were born. | :02:53. | :02:56.
Our islands are bracing themselves for gale-force winds which could | :02:56. | :02:59.
reach 70 miles per hour tonight. Jersey Fire Service have warned | :02:59. | :03:02.
homeowners to secure bins and outdoor furniture, and are | :03:02. | :03:05.
suggesting people stay indoors. Guernsey Police are also warning | :03:05. | :03:09.
motorists to take care as there is likely to be debris on the roads. | :03:09. | :03:12.
There will be a full weather report with David Braine later in the | :03:12. | :03:16.
programme. A Guernsey man convicted of rape | :03:16. | :03:21.
has had his three life sentences reduced. Filipe Burton was | :03:21. | :03:23.
sentenced in May to three concurrent life sentences for one | :03:23. | :03:26.
rape and two attempted rapes. Today, Guernsey's Court of Appeal reduced | :03:26. | :03:29.
that to 12 years in prison, followed by an extended six-year | :03:29. | :03:35.
licence. Reasons for the decision are expected to be given at a later | :03:35. | :03:38.
date. Jersey Electricity has recorded a | :03:38. | :03:43.
turnover of 100 million for the first time in the company's history. | :03:43. | :03:47.
That is despite a price freeze this winter. Overall profits, however, | :03:47. | :03:53.
fell from 14.6 million last year to 11.1 million. The States own | :03:53. | :03:58.
the majority of Jersey Electricity. Guernsey's States met for the final | :03:59. | :04:02.
time this year and approved the island's budget. Mike Wilkins was | :04:02. | :04:05.
following proceedings and has this report. | :04:05. | :04:08.
It seems quite appropriate that, on a day when the island is bracing | :04:08. | :04:11.
itself for stormy weather, the States voted to improve the failing | :04:11. | :04:16.
storm water filters at the Belle Greve waste water treatment plant. | :04:16. | :04:20.
But treating waste water is an expensive business. Just this part | :04:20. | :04:28.
of the upgrade alone will cost 11 million. This will make the great | :04:28. | :04:33.
difference to the volumes of water we see in Belgrave. This is a storm | :04:33. | :04:37.
water protection for flooding in the future. We are hopeful that as | :04:37. | :04:42.
the States have agreed with us that we will go starting on this very | :04:42. | :04:46.
shortly, in January, and within 18 months we will see the benefits of | :04:46. | :04:49.
this to management. As the States rounds off the year, Deputy | :04:49. | :04:51.
Parkinson wished everyone a prosperous new year as his last | :04:51. | :04:54.
budget as Treasury and Resources Minister was passed. So it means | :04:54. | :04:57.
the cost of cigarettes, alcohol, fuel and property tax will be going | :04:57. | :05:01.
up. But to bring some festive cheer, personal tax allowances will also | :05:01. | :05:05.
be rising by approximately 150 per person. However, there are some in | :05:05. | :05:08.
the Chamber who feel there should be a clampdown on personal tax | :05:08. | :05:14.
allowances. It is not so much wrapping, it is rebalancing the | :05:15. | :05:20.
personal tax allowances because they are definitely out of six -- | :05:20. | :05:26.
out of sync with the situation in the island at the moment. They may | :05:26. | :05:30.
have an adverse effect on pensioners but no affect on the low | :05:30. | :05:33.
income groups. So the debating is over for another year, but there is | :05:33. | :05:37.
still plenty to come at the start of next, such as what do with | :05:37. | :05:40.
Guernsey's waste, what to do with its population and how to deal with | :05:40. | :05:50.
:05:50. | :05:51. | ||
its benefits system. Now, as you may have seen in the | :05:51. | :05:54.
national news, shoppers have been spending less this year. The Office | :05:54. | :05:56.
for National Statistics said that retail sales fell by 0.4%. Those | :05:56. | :06:00.
figures do not apply to the Channel Islands but here, too, we have had | :06:00. | :06:02.
evidence of difficult times. In Jersey, Government figures show the | :06:02. | :06:06.
number of items bought by islanders in the latest quarter was 5% down | :06:06. | :06:10.
on last year. That is the biggest slump since records began in 2005. | :06:10. | :06:13.
In Guernsey, they do not publish figures but retail bosses say times | :06:13. | :06:23.
:06:23. | :06:25. | ||
are challenging. They say they are losing customers to be internet. | :06:25. | :06:28.
Amy Harris has been looking at how shops in Jersey are adapting to | :06:28. | :06:30.
changing spending habits. Offers galore to catch thrifty eyes. | :06:30. | :06:33.
Welcome to the world of budget food shopping. This Iceland store opened | :06:33. | :06:37.
in Jersey three years ago and it has been so popular, there are now | :06:37. | :06:40.
five across the islands. And with an increase in sales of over 40% | :06:40. | :06:43.
over the last year, no surprise that franchise owners Sandpiper | :06:43. | :06:52.
have plans for more. We have expanded because of demand, | :06:52. | :06:56.
essentially. We identified a few years ago there was a lack of food | :06:56. | :07:00.
offering in the island. Everybody in the middle market or premium end | :07:01. | :07:04.
of the market, and working with Iceland, known in the UK for the | :07:04. | :07:08.
value of their product, we have gone from no stores three years ago | :07:08. | :07:12.
to five now. But it is not just stores like this that are cashing | :07:12. | :07:15.
in on our need to be prudent during the recession. Bob Bridgen and his | :07:15. | :07:22.
wife Andrene have just opened this, their second 99p store. I think the | :07:22. | :07:26.
prices in Jersey have always been high and now, in a time of | :07:26. | :07:30.
recession, people do not have the money to spend and they are looking | :07:30. | :07:33.
for lower-priced discount stores. As customers feel the pinch and | :07:33. | :07:36.
hunt the bargains, it has led to opportunities for some retailers to | :07:36. | :07:38.
cash in. Although the recession has hit some traders hard, these | :07:38. | :07:48.
shopkeepers have found a silver lining in the current storm clouds. | :07:48. | :07:51.
And in Guernsey there is concern over the future of the high street | :07:51. | :07:54.
because of the competition of the internet. It comes as national | :07:54. | :07:57.
figures show a record number of sales online, despite overall sales | :07:57. | :08:00.
falling. Some retailers in Guernsey also feel they are losing out. But | :08:00. | :08:03.
not all shoppers have abandoned the local stores, as Penny Elderfield | :08:03. | :08:06.
found out. Whether it be to pick up a few last | :08:06. | :08:09.
minute bits, or to start their Christmas shopping in town from | :08:09. | :08:12.
scratch, there was a steady stream of shoppers in town today. But | :08:12. | :08:15.
where have people been doing the majority of their buying - on the | :08:15. | :08:21.
high street, or online? I've been doing most of it in town because I | :08:21. | :08:25.
think it is good to support local shop. Mostly online, it is cheaper | :08:25. | :08:31.
and there is more to his. In St Peter Port because I find the shops | :08:31. | :08:38.
are convenient -- there is more trees. I do it on the internet, it | :08:38. | :08:41.
is easiest. The majority of shoppers I stopped and asked said | :08:41. | :08:44.
they would be supporting local shops this Christmas. But the | :08:44. | :08:47.
problem is not all of the shops here feel the public are supporting | :08:47. | :08:50.
then enough. Like this electronics store, which, although it has loyal | :08:50. | :08:52.
customers, has felt the impact of internet shopping. Rising costs | :08:52. | :09:00.
mean it can be difficult to compete. You have got a lot higher costs to | :09:00. | :09:08.
run a shop. If the people out there to shop locally, I want to thank | :09:08. | :09:14.
them for the support, but the ones that treat you as a viewing place, | :09:15. | :09:18.
they are not going to have a viewing place eventually because we | :09:18. | :09:22.
need the turnover as much as anybody else. For some shoppers, | :09:22. | :09:25.
the decision of where to buy something will always come down to | :09:25. | :09:28.
cost. But if that ends up being online, what price will Guernsey's | :09:28. | :09:38.
:09:38. | :09:41. | ||
As storm-force winds are heading our way, here is David Brain with a | :09:41. | :09:44.
deep house. Some more wind is going to be a | :09:44. | :09:48.
problem over the Channel Islands. Last night we had gusts of 60 miles | :09:48. | :09:52.
an hour, tonight we could have duster 70 miles an hour overnight. | :09:52. | :09:57.
The wind direction, south-westerly, changing to west, then north- | :09:57. | :10:01.
westerly. Overnight, so big gale force winds across the island. You | :10:01. | :10:06.
can keep in touch with the details on the BBC local radio has. The | :10:06. | :10:08.
area of low pressure that is generating the wind is moving | :10:08. | :10:11.
through the English Channel overnight tonight, tracking pretty | :10:11. | :10:15.
much along the south coast of England before it disappears to the | :10:15. | :10:22.
east. Behind it, NW winds introducing cold air, so the risk, | :10:22. | :10:25.
again, of seeing wintry showers through to the morning on Friday. | :10:25. | :10:30.
As we move into the weekend for a Friday and Saturday, north-west of | :10:30. | :10:34.
winds continue to bring showers, but perhaps not as windy as it has | :10:34. | :10:38.
been in the last few days. Heavy rain coming in with the low | :10:38. | :10:41.
pressure, that continues to be a problem for a while overnight | :10:41. | :10:47.
before it clears out of the wake, the wind swinging round to West and | :10:47. | :10:52.
then north-westerly. Tomorrow, a blustery day with North West winds, | :10:52. | :10:57.
some sunny spells but also frequent showers. Some of those will be hail | :10:57. | :11:01.
showers with thunder, a top temperature of seven or eight | :11:01. | :11:11.
:11:11. | :11:31. | ||
Thank fully into the weekend it gets quieter. After frequent | :11:31. | :11:35.
showers on Saturday, bright on Sunday and calming down but cloudy | :11:35. | :11:45.
:11:45. | :11:47. | ||
And remember you can keep up to date with the effects of tonight's | :11:47. | :11:50.
predicted storm in our local radio bulletins from six am on BBC Radio | :11:50. | :11:58.
Someone in the Channel Islands is three quarters of a million pounds | :11:58. | :12:01.
richer this evening. The Christmas Lottery was drawn earlier, and the | :12:01. | :12:11.
