memorial garden for the victims of the St Helier stabbings.

Pioneering for pilots and the people of Alderney - a European

first in aviation. And how attractive is your house to

a burglar? Find out how buildings It was a dark day for St Helier

when, last August, six people were stabbed to death in Victoria

Crescent. Five months on, there are plans to remember the victims -

three adults and three children - with a memorial garden.

Parishioners in St Helier will be asked to fund the project if it

gets the go ahead. Rachel Royce reports.

It's a small patch of land on the sea front in Havre des Pas that has

seen better days, but St Helier constable Simon Crowcraft has a

vision to make a lovely garden here, a place to remember the six people

who died last August. The victims of the tragedy were all from the

Polish community and included three children - two 5-year-old girls,

Julia de la Haye and Kinga Rzeszowska, and her 2-year-old

brother Kacper. It was an enormous shock to the community. It happened

in the middle of the summer during a Polish Festival. The Polish

community was obviously devastated by it. The Jersey community reacted

with a great deal of sympathy. We opened a book of condolence. A fund

was raised to pay for the repatriation of the bodies and to

support the victims. There is some money left in that fund which will

be used towards this garden. Damian Rzeszowska is charged with

six counts of murder on August 14 and is currently in custody in the

UK undergoing medical tests. It'll cost �20,000 to buy and build a

garden with granite paving, trees and memorial benches.

It's hoped cash incentives will entice people in Guernsey to fill

in their tax returns online. The system has been in place for

several years but only 5% of tax payers have taken up the option.

Tax officials say filling it online is not only quicker, but this year

there will also cash prizes. And in the long term the paper forms could

be phased out. We prefer to get people to use the online filing

system voluntarily because they want to, and because they find it

more convenient. That is why we decided to introduce the prize draw

which has three prizes - �2,500, �1,500 and �1,000.

Alderney Airport could soon become a plane-spotter's paradise as

pilots line up to try out the island's new GPS-based Precision

Approach Procedure. It's the only place in Europe to use the European

Geostationary Navigation Overlay Service - or EGNOS - for commercial

flights. And that's also good news for the people of Alderney, as

David Earl reports. A few days ago, the pilot of this

Bombardier Global Express aircraft called up see if he could shoot a

couple of approaches into Alderney Airport, despite the aircraft being

way too large to land here. Happy to pay the �600 charge, he simply

wanted to try out the airport's new approach procedure. EGNOS allows

suitably equipped aircraft to make precision approaches into airports

such as Alderney that don't have a conventional instrument landing

Funded as part of a European air traffic control project, Alderney

is the first airport in Europe to benefit from the new EGNOS service

as far as scheduled passenger flights are concerned. They were

tasked to produce a beneficial system, not just a demonstration.

Alderney house bad weather conditions, limited infrastructure

on the airfield. We had a single operator who was prepared to equip

it with the technology. With the new approach procedure at Alderney

Airport now fully operational, Aurigny has already begun training

its Trislander pilots to use the new procedure. As an airline, it is

far more accurate which is important to us. This ability that

we need to make the approach in the first place is much less than

previously. Operationally, that means more flights will be able to

operate in poor weather conditions. Over the years, Aurigny pilots have

done a remarkable job of getting people on and off the island. The

new LPV procedure has just made life a little easier.

How to beat the burglars and the joyriders? That's what Jersey

States wants house-builders to consider in future. They want

designers and builders to take measures that make it harder for

criminals to break the law in new residential areas. And now the

police are getting involved too. Edward Sault explains.

What do some housing estates in Manchester and this housing estate

in Jersey have in common? The answer is crime, not how it is

committed, but how it's prevented. This housing estate was built with

crime in mind. Police in Jersey are so impressed, they want every

future development to take a leaf out of their notebook. And that's

because architects and builders went to great lengths to make sure

there were no alley ways or secluded areas, no through roads or

rat runs and no reason at all for those that don't live here to walk

through the estate. The way that this estate is laid out means that

it is a safer place in the community. There are extremely good

lines of side down the road. Jeremy House says it's a great

example. He's been given a new role to work with designers of housing

developments to help reduce crime. If there building a new development,

they will have to consider crime, consider mitigation points and make

sure that area is save her. If there is a criteria that the new

development would fit, they would have to take note. If there are any

problems, people will be able to look met it in the bad. The Crime

Impact Survey, to give it its proper name, is part of the wider

States plan on future building. And it seems that these homes in one

part of St Saviour may have set the building blue print for the future

and brought with it an important safety message.

A former army officer is urging Guernsey States to follow Jersey

and change the residency rules for service children. Lieutenant

Colonel John Silvester's children were all born while he was serving

abroad so didn't get automatic residency when the family returned.

He told me earlier how that affected his family, and why he

thinks change is vital. I spent 34 years in the army.

I left Guernsey as a young man. I met a woman, got married, had

children and one of my children was born in Berlin. When I finished my

service and returned to Guernsey, I was entitled to come back and live

in Guernsey. But my wife and two children had to qualify in their

own right for 10 years. My concern is that, if I had not come back, if

I had been lost in action, would they then have been entitled to

live in my house in Guernsey? Probably not. They qualified

because of my residency qualifications, not in their own

right. You want this to change. It goes

before the States soon. What can you say to convince deputies to

change the system? I'm very pleased that the recommendation is to get

away from this. To get this anomaly away. I would encourage deputies to

consider it very carefully For future servicemen be joining the

army are they are first. It might be a barrier to Channel Islanders

are joining the services. Parts of Jersey's Val de la Mare

reservoir will reopen to walkers tomorrow after it was closed for
