Good evening. The headlines. Jailed for Will | :00:14. | :00:19.
Genia is - the drugs careers built using a child to smuggle heroin | :00:19. | :00:26.
into Guernsey. And the Green team, signing up to investigate the | :00:26. | :00:32.
future of tidal power. And this man was paralysed, now he | :00:32. | :00:42.
:00:42. | :00:43. | ||
hopes to inspire others right here in the Channel Islands. | :00:43. | :00:46.
Children are increasingly being used to try and smuggle drugs into | :00:46. | :00:51.
Guernsey. That's the warning from the island's customs service. Two | :00:51. | :00:53.
people from Weymouth have just been sent to prison for importing heroin | :00:54. | :00:58.
worth up to 20,000 into the island. 31-year-old David Shields was | :00:58. | :01:01.
sentenced to eight and a half years, and 24-year-old Emma Pring to six | :01:01. | :01:07.
years. They were travelling with a three year-old. Mike Wilkins | :01:07. | :01:11.
reports. The look of a man who knows the | :01:11. | :01:14.
game's up. David Shields comes from Weymouth, but he's been to Guernsey | :01:14. | :01:18.
before. He visited five years ago, but was convicted of importing | :01:18. | :01:24.
crack cocaine and ecstasy. And in the summer he tried to smuggle in | :01:24. | :01:28.
drugs again. In July he took the ferry with Emma Pring and when they | :01:28. | :01:32.
got here, disembarked separately. It was then that Guernsey Border | :01:32. | :01:36.
Agency officers swooped. Shields was detained and taken to | :01:36. | :01:38.
the Princess Elizabeth Hospital where he was found to have | :01:38. | :01:47.
internally concealed heroin and diazepam. Pring was travelling with | :01:47. | :01:50.
a three year-old child and removed a package of heroin from her jeans | :01:50. | :01:56.
after becoming concerned about the child's welfare. | :01:56. | :02:01.
We have had a few instances in the past year has sold would couriers | :02:01. | :02:07.
using the cover of a young child which is disturbing. It shows the | :02:07. | :02:15.
lengths that people will go to. That coupled with internal | :02:15. | :02:18.
concealment show her devious people can be but it shows that the | :02:18. | :02:23.
officers of the 18 seats are up to these kind of methods. -- the | :02:23. | :02:29.
agency. We don't know much about their | :02:29. | :02:31.
backgrounds. But for Shields, his attempt to import drugs a second | :02:31. | :02:35.
time has put him behind bars for the best part of a decade. | :02:35. | :02:37.
Could a new pan-island deal help speed up the development of tidal | :02:38. | :02:40.
power in the Channel Islands? Guernsey, Jersey and Sark have | :02:40. | :02:43.
signed up to a new deal to work more closely together. But the | :02:43. | :02:45.
formal agreement was a step too far for Alderney. Penny Elderfield | :02:45. | :02:51.
reports. It's a powerful resource. And one | :02:51. | :02:57.
that isn't in short supply. But whilst the authorities here in | :02:57. | :03:00.
Guernsey want to make the most of the seas around us, we're not the | :03:00. | :03:04.
only Channel Island looking to do it. Which is why Jersey, Guernsey | :03:04. | :03:06.
and Sark's government have joined forces to explore the options for | :03:06. | :03:16.
:03:16. | :03:20. | ||
tidal power. There has been a number of individual approaches but | :03:20. | :03:24.
the question keeps being trotted out, why aren't you not working | :03:24. | :03:27.
together? And that's what will now happen. To | :03:27. | :03:30.
look at the various technologies out there. But also to get on with | :03:30. | :03:38.
all the ground work that needs doing. We need to meet regularly to | :03:38. | :03:43.
get up to date with what is happening with the resignation -- | :03:43. | :03:50.
with legislation and developments. I think the experience we will gain | :03:50. | :03:56.
from sharing the information with each jurisdiction means that we can | :03:56. | :04:04.
well forward with a bit more speed than each acting in its own way. | :04:04. | :04:06.
But there's an island missing from the mix - Alderney. And although | :04:06. | :04:08.
they will be included in the ongoing talks, the government | :04:08. | :04:16.
doesn't want to sign up formally. We are all at different stages of | :04:16. | :04:24.
development and the product that will eventually arrive in each | :04:24. | :04:27.
jurisdiction will probably be different. | :04:27. | :04:30.
There's still years to go before the Islands will even come close to | :04:30. | :04:33.
seeing tidal power generated. But it's hoped by joining forces it | :04:33. | :04:39.
will not only save time, but money. The boss of bus operator, Connex, | :04:39. | :04:42.
has spoken out about the decision to give a rival operator the | :04:42. | :04:47.
opportunity to run Jersey's bus services. Connex has been running | :04:47. | :04:50.
the buses on the island for ten years, but the states have now said | :04:50. | :04:52.
UK bus operator, CT Plus, is the preferred choice when the contract | :04:52. | :04:57.
finishes at the end of the year. Connex say they were surprised to | :04:58. | :05:06.
be excluded this early in the process. | :05:06. | :05:14.
And we worked in the process but what is surprising is at that stage | :05:14. | :05:20.
of the competition, they have not kept more than one contender. We | :05:20. | :05:27.
were expecting to were three containers to reach the final stage. | :05:27. | :05:30.
-- contenders. Jersey's Fish Festival has been | :05:30. | :05:33.
cancelled this year. It's a celebration of the island's fishing | :05:33. | :05:36.
industry and local seafood, with food stalls, live music and a "man- | :05:36. | :05:37.
powered flight" competition. The event at Victoria Pier attracted | :05:37. | :05:47.
:05:47. | :05:49. | ||
about 13,000 people in 2011. Plans to build a new cinema complex | :05:49. | :05:51.
in Guernsey must take into account the traffic problems already in the | :05:52. | :05:54.
area. The proposals for Admiral Park, which also include flats and | :05:54. | :05:55.
offices, are currently being considered by the Environment | :05:55. | :05:59.
Department. One long term critic of traffic management in the area says | :05:59. | :06:01.
whilst he's supportive of more development, the issue does need to | :06:01. | :06:10.
be addressed. We are looking to add hundreds of new people working in | :06:10. | :06:20.
the area, they will all have a traffic impact. We need to consider | :06:20. | :06:26.
that as part of the overall picture. You tend to do tings in isolation | :06:26. | :06:36.
:06:36. | :06:36. | ||
and then you end up with a road traffic system that does not work. | :06:36. | :06:42.
Coming up, we have the South Devon man battered and bruised after | :06:42. | :06:47.
wrestling a monster fish. A former serviceman who was told he | :06:48. | :06:49.
was unlikely to walk again is bringing his inspirational | :06:49. | :06:54.
challenge to the Channel Islands this weekend. Phil Packer suffered | :06:54. | :06:59.
severe spinal damage four years ago but has slowly learnt to walk again. | :06:59. | :07:06.
Now he's set off on a mission to walk 2,012 by the end of 2012. Some | :07:06. | :07:08.
of those miles will be walked in our islands - and Jersey's | :07:08. | :07:11.
Lieutenant Governor will be joining him. He started his challenge in | :07:11. | :07:19.
the UK last month, as Beckie Williams reports. | :07:19. | :07:23.
Phil Packer smiled through the drizzle as he started to walk. He | :07:23. | :07:27.
uses a stick as his injuries haven't properly healed. Phil's | :07:27. | :07:29.
doing this to raise money for a centre in West Sussex that will | :07:29. | :07:32.
help children who have to overcome adversity, something Phil had to do | :07:32. | :07:40.
when he was told he might not walk again. | :07:40. | :07:45.
I lost my self-belief and my self- esteem overnight and it took me a | :07:45. | :07:50.
long time to get that back. When I did it was being inspired by other | :07:50. | :07:54.
people, because they believed in me. Phil Packer is used to challenging | :07:54. | :07:57.
himself. He climbed El Capitan, a mountain peak in California, for | :07:57. | :08:00.
charity and completed the London marathon on crutches. Over the next | :08:00. | :08:09.
300 days, famous faces will be joining him on the walk. | :08:09. | :08:19.
He is an enormous inspiration to everybody so it is fantastic that | :08:19. | :08:23.
this centre of excellence can be achieved. His aim is to raise a lot | :08:23. | :08:31.
of money this year. He is going to walk 2012 miles which is a long way, | :08:31. | :08:35.
I hold him in such high regard. Phil's walking in Alderney tomorrow, | :08:35. | :08:41.
Guernsey on Saturday and Jersey on Sunday. It is a wonderful thing to | :08:41. | :08:47.
do to try to give disadvantaged young people an opportunity and I | :08:47. | :08:57.
:08:57. | :08:57. | ||
encouraged the community to get behind him. I will be with him. I | :08:57. | :09:01.
encourage everyone just to go with him for a short distance to show | :09:01. | :09:08.
support for a stock -- show support. So get your walking boots at the | :09:08. | :09:11.
ready, because anyone's welcome to join in. And to find out more about | :09:11. | :09:13.
where and when Phil's walking, tune into BBC Radio Jersey tomorrow | :09:13. | :09:18.
morning. Phil's speaking to Chris morning. Phil's speaking to Chris | :09:18. | :09:25.
Stone live at about ten to eight. The cloudy and quiet weather | :09:25. | :09:29.
continues overnight. There is a change on the way but it is quite | :09:29. | :09:37.
slow. There is a weather front slowly making its way down the UK | :09:38. | :09:43.
but still far enough not to close too much concern. And by Saturday | :09:43. | :09:52.
morning, still at looking OK but rain coming later in the day. For | :09:52. | :09:55.
tonight there is still a lot of cloud around keeping things quite | :09:55. | :10:02.
mild overnight. Temperatures are no lower than six or seven degrees | :10:02. | :10:09.
overnight. So of cloudy start once again tomorrow. The chance of a | :10:09. | :10:16.
shower throughout the day but still a good deal of dry weather. | :10:16. | :10:23.
Temperatures around nine degrees at their highest tomorrow afternoon. | :10:23. | :10:31.
The inshore waters forecast, the risk of a shower out at sea. And | :10:31. | :10:41.
:10:41. | :10:58. | ||
For the rest of the week, another a cloudy day tomorrow. Saturday | :10:58. | :11:03.
afternoon sees that rain approaching common turning quite | :11:03. | :11:10.
wet and windy for a time. On Sunday the winter becomes more clearly so | :11:10. | :11:14.
it actually will feel cooler by the it actually will feel cooler by the | :11:14. | :11:22.
A Jersey drummer has been selected from thousands to perform in the | :11:22. | :11:24.
London Olympics opening ceremony, but his usual style isn't actually | :11:25. | :11:34.
:11:35. | :11:36. | ||
what you'd expect for the event. Tom Ashcroft Nowicki plays in | :11:36. | :11:41.
Jersey band, Salem's Lot. Here they are in action. He responded to an | :11:42. | :11:45.
advert for performers posted on the notice board at his music college. | :11:45. | :11:48.
He said he was "dumbfounded" when he found out he'd got the gig. But | :11:48. | :11:55.
he's not allowed to tell us much about it. | :11:55. | :12:05.
