Welcome to BBC Channel Islands. Making the headlines here this | :00:04. | :00:08.
Monday evening: The beginning of the end? More | :00:08. | :00:13.
online shopping workers are told they will lose their jobs. | :00:13. | :00:15.
Elsewhere tonight, we're asking if community work for offenders really | :00:15. | :00:22.
And top of the table. With both our rugby teams leading national | :00:22. | :00:32.
:00:32. | :00:39. | ||
leagues, we'll bring you the best Another company has announced | :00:39. | :00:41.
possible redundancies, because of the plans to change the rules on | :00:41. | :00:47.
selling goods VAT-free from the Channel Islands. Healthspan, which | :00:47. | :00:49.
is based in Guernsey, plans to close its distribution warehouse in | :00:50. | :00:55.
the Island at the end of April. Penny Elderfield has been following | :00:55. | :01:04.
this story. Penny, how unexpected is this? Well, it's not completely | :01:04. | :01:08.
out of the blue. The owner of the company has been open about the | :01:08. | :01:14.
fact a changes would be likely because of the UK government's plan | :01:15. | :01:24.
:01:25. | :01:26. | ||
to scrap low-value consignment relief. In fact earlier this month | :01:26. | :01:28.
the issue of whether the distribution side of the business | :01:28. | :01:32.
would move came up at a business awards ceremony. I believe that | :01:33. | :01:35.
eventually it will happen because ultimately, as postage increases, I | :01:35. | :01:40.
believe the cards are stacked against us in the long term. In the | :01:40. | :01:48.
long term, it's likely that postage is removed. What we now know though | :01:48. | :01:52.
is the timing of that move and how many staff are potentially affected. | :01:52. | :01:56.
I should say though, this is all pending the outcome of the legal | :01:56. | :01:58.
challenge which is currently ongoing to try and overturn the | :01:58. | :02:03.
plans to scrap LVCR. So when is it likely to happen? It's the | :02:03. | :02:06.
warehouse on Pitronnerie Road that could be closing at the end of | :02:06. | :02:10.
April. It puts the jobs of 26 people at risk. 19 full time and | :02:10. | :02:14.
seven part time. There is the chance some may find work elsewhere | :02:14. | :02:18.
in the company. And talks are already under way to look at that. | :02:18. | :02:21.
No one was available for an interview but the CEO of the | :02:21. | :02:24.
company did say that it regrets the decision to make staff redundant | :02:24. | :02:27.
but that it had no choice but to look at alternative locations for | :02:27. | :02:36.
the warehousing and shipment of goods to remain competitive. | :02:36. | :02:39.
Penny, uncertainty for the staff, but also another big blow for the | :02:39. | :02:43.
fufillment industry in Guernsey? Yes, and the concern is whether | :02:43. | :02:48.
this is a sign of things to come. Last week another big player in the | :02:48. | :02:51.
industry in Jersey, Indigo Starfish, warned its staff they could be made | :02:51. | :02:54.
redundant if the legal challenge isn't successful. That's a | :02:54. | :02:57.
challenge that will be heard next month. But until the outcome of | :02:57. | :03:01.
that is known it will no doubt be an uncertain, and worrying time for | :03:01. | :03:08.
those in the industry. Penny, thank you. Moving on to some other news | :03:08. | :03:10.
now. Flights to and from Jersey are | :03:10. | :03:13.
being delayed or diverted this evening after problems with the | :03:13. | :03:15.
radar system at Jersey Airport. The disruption started late this | :03:15. | :03:18.
afternoon. Airport bosses say contingency plans are in place to | :03:18. | :03:28.
:03:28. | :03:31. | ||
allow some flights to operate, but with a reduced schedule. | :03:31. | :03:34.
interruption to radar services which has been reported, has | :03:34. | :03:36.
resulted in delays to flights around Jersey and Guernsey air | :03:36. | :03:39.
space. We have set up a contingency facility on and off the island | :03:39. | :03:42.
which will allow some flights to operate. Some flights are | :03:42. | :03:44.
continuing to operate. Services are unlikely to operate normally until | :03:44. | :03:47.
late this evening. But in the meantime, our advice to passengers | :03:47. | :03:53.
is, anybody due to travel today should check-in as usual. | :03:53. | :03:59.
We'll bring you more on this throughout the evening. | :03:59. | :04:02.
Jersey offenders carried out 40,000 hours of community service in the | :04:02. | :04:05.
past two years. A record high. The number of orders given out last | :04:05. | :04:08.
year was 160. The probation service says the high figures don't | :04:08. | :04:11.
necessarily reflect an increase in crime but a different way of | :04:11. | :04:14.
sentencing. Community service in Jersey is used as is a direct | :04:14. | :04:17.
alternative to prison. Rachel Royce reports. | :04:17. | :04:21.
Planting trees is usually quite back breaking work. But today much | :04:21. | :04:27.
of the hard labour has been taken out of the job for Conrad Evans. | :04:27. | :04:31.
He's placing sapling in holes already dug by offenders. This is | :04:31. | :04:37.
all part of our Jersey hedgerow campaign. We are planting trees and | :04:37. | :04:44.
hedging plants to restore our existing hedgerows. And, in this | :04:44. | :04:46.
instance, the probation after-care service have kindly provided us | :04:46. | :04:52.
with community service work parties. They come in and dig and prepare | :04:52. | :05:02.
:05:02. | :05:03. | ||
the holes. And then we plant the trees and hedging plants. How much | :05:03. | :05:09.
work does that say you? An awful lot of work. Of the 4,500 we were | :05:09. | :05:15.
going to plant in this area, they had done over 1,500 holes for us. | :05:15. | :05:21.
In Jersey, uniquely, it's a direct alternative to a prison sentence | :05:21. | :05:24.
but the hours has risen dramatically over the last few | :05:24. | :05:31.
years. In a 2007, there were 12,000 hours being served every year, but | :05:31. | :05:35.
now it is 20,000. The probation service has worked with the | :05:35. | :05:42.
Jersey's conservation charities for 10 years. Durrells is one of the | :05:42. | :05:44.
beneficiaries of the extra hours being worked. Recently, offenders | :05:44. | :05:47.
helped on a project for the zoo's gorillas and another for its bats. | :05:47. | :05:50.
By keeping offenders out of prison, we know they are less likely to | :05:50. | :05:53.
offend. We are also aware offenders had told us they have gone to parts | :05:53. | :05:58.
of the island they have not been to before and gained an appreciation | :05:58. | :06:01.
of the environment in which they live in, and they feel good about | :06:01. | :06:06.
giving something back, which is very worthwhile. It may be hard | :06:06. | :06:09.
work but few offenders turn down service or risk not followng the | :06:09. | :06:13.
order. They may lose free time but at least they are not losing their | :06:13. | :06:18.
freedom. The Guernsey Rugby Club are now top | :06:18. | :06:21.
of the London One South Division after winning their 12th match in a | :06:21. | :06:25.
row. The home side smashed opponents Portsmouth at Footes Lane | :06:25. | :06:30.
on Saturday 53-0. Mike Wilkins was there. | :06:30. | :06:33.
The visitors Portsmouth were the only team that Guernsey hadn't | :06:33. | :06:38.
beaten this season. But within minutes, it was the hosts who were | :06:38. | :06:41.
on the up with player coach Jordan Reynolds evading three tacklers to | :06:41. | :06:51.
:06:51. | :06:51. | ||
Portsmouth didn't really have much to respond with and the crowd | :06:51. | :06:55.
didn't have to wait long to see the Green and Whites score again, This | :06:55. | :07:03.
time courtesy of Luke Sayer who It wasn't game over at half time. | :07:04. | :07:09.
But the second half signalled the beginning of the end for Portsmouth. | :07:09. | :07:12.
Guernsey dominated most of the play, frequently stealing the ball | :07:12. | :07:16.
enabling their backs to capitalise. Winger David Davison sprinted up | :07:17. | :07:20.
the left wing to touch down in his first ever match for the Green and | :07:20. | :07:26.
Whites. But the big lads weren't going to let the backs have all the | :07:26. | :07:29.
fun. The pack overpowered the visitors on many occasions. Nick | :07:29. | :07:35.
Barton crossing the line after this lengthy maul. Guernsey didn't let | :07:35. | :07:38.
up and held firm in defence despite some provocation from the | :07:38. | :07:48.
:07:48. | :07:49. | ||
As the light faded, so did Portsmouth's hopes as they failed | :07:49. | :07:53.
to contain the Guernsey attacks and nimble handling in wet conditions. | :07:53. | :08:03.
:08:03. | :08:07. | ||
Jordan Reynolds bagging his second Portsmouth had been talking about | :08:07. | :08:12.
this game for long time. We pushed as hard as they possibly could. The | :08:12. | :08:17.
weather did not help but we managed to do well. The biggest thing today | :08:17. | :08:22.
is we had done to zero. That is a massive feat, in any league. It's | :08:22. | :08:25.
great for us and something we can take away. Guernsey's nearest | :08:25. | :08:28.
rivals Chichester lost on Saturday, elevating Guernsey to top of the | :08:28. | :08:31.
table. With six games to go, the Green and Whites are looking on | :08:31. | :08:37.
target for promotion. And Jersey Rugby Club have moved 13 | :08:37. | :08:41.
points clear at the top of their National League One table after a | :08:41. | :08:46.
narrow 13-11 win at Sedgley Park. Donovan Sanders scored Jersey's | :08:46. | :08:50.
only try of the afternoon as they fought back from behind at half- | :08:50. | :08:54.
time to claim a 17th win in a row. Football and Guernsey FC are | :08:54. | :08:57.
sitting at the top of Combined Counties league table 13 points | :08:57. | :09:00.
ahead of second placed Bedfont Sports after a 5-1 win at the | :09:00. | :09:04.
weekend. The Green Lions beat Farleigh Rovers. It was their last | :09:04. | :09:09.
away game of the season. Guernsey's cricketers lost their | :09:09. | :09:11.
second match in the ICC World Cricket League Five tournament in | :09:11. | :09:15.
Singapore this weekend. On Saturday, the team beat Bahrain by nine | :09:15. | :09:18.
wickets, but lost to the hosts by 78 runs on Sunday at the Indian | :09:18. | :09:23.
Association Ground. Coach Andy Cornford says there are positives | :09:23. | :09:31.
to take from the game. It was a tough game. With a them are being | :09:31. | :09:36.
hosts, we knew they would be tough to beat. I was pleased with the way | :09:36. | :09:40.
we played. I thought they would score a bigger score than they | :09:40. | :09:44.
would achieve it. David Hooper scored really well for us. Today we | :09:44. | :09:48.
haven't made a good account of ourselves and have not batted well | :09:48. | :09:53.
enough, which obviously is no good. That's why we fell short. | :09:53. | :10:02.
Hello, cloudy skies for much of this week. It will be increasingly | :10:02. | :10:06.
mild as the week progresses so after a cold night last night, we | :10:06. | :10:10.
won't see any more frost in the next week or so, but we have an | :10:10. | :10:14.
area of high pressure dominating the weather close by. Little | :10:14. | :10:19.
changed by lunchtime tomorrow. If we look at Wednesday, we are | :10:19. | :10:23.
starting to see some weather fronts edging towards us from the north. | :10:23. | :10:28.
Increasing cloud of. A risk of brain and squeezing isobars. A | :10:28. | :10:32.
strengthening breeze through the middle part of the week as well. | :10:32. | :10:36.
Tonight, generally rather cloudy. A predominantly dry for most of us, | :10:36. | :10:43.
but it will be a slightly milder night. Temperatures, 5-6 Celsius. | :10:43. | :10:47.
Tomorrow, a cloudy start to the day. I generally dry day with a chance | :10:48. | :10:53.
of a few brighter spells developing tomorrow afternoon. 10-11 Celsius. | :10:53. | :10:58.
A gentle to moderate south-westerly wind. Chair is the forecast for the | :10:58. | :11:08.

days. Wednesday, the most unsettled. A lot of cloud. Outbreaks of rain | :11:30. | :11:36.
at times. 11 Celsius. A strengthening south-westerly wind. | :11:36. | :11:41.
Thursday, largely cloudy but generally drive. 11 Celsius, and a | :11:41. | :11:46.
gentle moderate westerly wind. Towards the end of the week, | :11:46. | :11:51.
largely cloudy but still mainly drive. Here is the summary. -- | :11:51. | :12:00.
A quick look at what's happening on the radio in the morning. We will | :12:00. | :12:08.
find out why a more islanders are getting their hands dirty. And we | :12:08. | :12:12. |
