Good evening and welcome to the BBC in the Channel Islands. Here are

:00:08.:00:13.

tonight's top stories. The half million pound golden handshake to a

:00:13.:00:19.

former civil servant has prompted States guidelines. Plus fear as

:00:19.:00:24.

virus which causes birth defects in sheep could be in the islands.

:00:24.:00:28.

And as diabetes is on the rise, are sufferers losing out from a lack of

:00:29.:00:38.
:00:39.:00:41.

Jersey's Chief Minister has revealed the former top civil

:00:41.:00:44.

servant, Bill Ogley, left his job last May with a payment of more

:00:44.:00:54.
:00:54.:00:57.

than 500,000. That's around double his annual salary. Bill Ogley

:00:57.:01:03.

speaking to the BBC in 2006. He was a States chief executive and he

:01:03.:01:08.

earned around 250 ,000 a year. But when Mr Ogley stepped down last May

:01:08.:01:14.

he was give an payout of just over 500,000. That was funded by the

:01:14.:01:21.

taxpayer. I wanted the figures to be revealed but equally importantly

:01:21.:01:25.

I wanted it to be brought out how these decisions had been arrived at

:01:25.:01:29.

and who had taken these decisions. I don't mean who had taken the last

:01:29.:01:35.

step. I mean what was the whole process? Why had we reached this

:01:35.:01:39.

point where we were almost compelled to pay very large sums to

:01:39.:01:43.

people? Terry Le Sueur was chief Minister

:01:43.:01:53.
:01:53.:02:02.

when Ogley oog received his pay-off. Beckie joins me now. Why has all of

:02:02.:02:08.

this come to light now? This happened under the former chief

:02:08.:02:12.

Minister Terry Le Sueur. When he took over he wrote to the likes of

:02:12.:02:22.
:02:22.:02:22.

Bill Ogley and other civil servants to find out out of the golden

:02:22.:02:28.

handshakes were. Today we found out his was 500,000. Is anything being

:02:28.:02:32.

done to stock market this happening again? Yes, the Auditor General

:02:32.:02:36.

will look at how many payouts there've been, how much they are

:02:36.:02:41.

worth and compare it to the UK. The Auditor General is separate to the

:02:41.:02:45.

States. Secondly, the employment board today released these

:02:45.:02:54.

guidelines. So from now on any civil servant earning more than

:02:54.:03:00.

100,000 will have to have it cleared by the board. I asked Ian

:03:00.:03:05.

Gorst whether we should have a separate body to over see things.

:03:05.:03:09.

I don't think we do. The States Employment Board is the employer of

:03:09.:03:11.

all States employees. We've published the policy that we intend

:03:11.:03:14.

to work to, subject to any changes that the independent review by the

:03:14.:03:17.

Comptroller and Auditor General might suggest, and that's right and

:03:17.:03:27.
:03:27.:03:28.

proper. Senator Gorst hopes the guidelines as soon as the Auditor

:03:28.:03:31.

General has completed his review. Beckie, thank you.

:03:31.:03:34.

Jersey's Government is promising no new tax rises for at least three

:03:34.:03:36.

years, more help for the unemployed, improvements to social housing and

:03:36.:03:39.

more cancer screening. The announcements come as the

:03:39.:03:44.

Government revealed it underspent by 40 million last year. One group

:03:44.:03:48.

to benefit will be residents at Le Marais housing estate in St Clement.

:03:48.:03:55.

Rachel Royce went to see what they think. It's been ten years since

:03:55.:03:59.

the four high-rise blocks at Le Marais last underwent refurbishment,

:03:59.:04:04.

and it is beginning to show. Nick Morris and his family have been

:04:04.:04:08.

here for 20 years, living on the tenth floor. The extear yo of the

:04:08.:04:12.

building is beginning to look at that timey. There's moss growing on

:04:12.:04:17.

it and it gives the wrong impression of the place, that the

:04:17.:04:24.

inside and the flats will be as unpleasant looking, when a lot of

:04:24.:04:29.

them are really nice. Housing isn't the only area the Government's

:04:29.:04:33.

identified as in need of new funding. Parents to get 1.4

:04:33.:04:39.

million but the unemployed are to get 7.5 million. Some of that

:04:39.:04:46.

money will go to new back to work schemes. There's 100,000 put aside

:04:46.:04:56.
:04:56.:04:56.

for more screening of bowel cancer. Tourism, a cold weather bonus and

:04:56.:05:00.

other legislation will get more funding. I'm pleased to report that

:05:00.:05:04.

States departments have risen to the challenge of saving money and

:05:04.:05:09.

becoming more efficient. To a large extent the underspent budgets

:05:09.:05:13.

throughout the States. That's encouraging, because it gives me

:05:13.:05:17.

confidence that we are going be able to reach the 65 million

:05:17.:05:22.

commitment of savings that we promised to do by 2013.

:05:22.:05:27.

understands that when money is tight the Government has to make

:05:27.:05:32.

choices. The lifts at Le Marais will now be refurbished. When you

:05:32.:05:36.

are living ten storeys up, that's important.

:05:36.:05:40.

A man in Newcastle has been charged with the murder of a woman reported

:05:40.:05:46.

to be from againsy. Police found 41-year-old Sarah Gosling. She was

:05:46.:05:55.

taken to hospital, where she died. Ian Hope has been charged with her

:05:55.:05:57.

murder. A 38-year-old man has appeared in

:05:57.:05:58.

Guernsey's Magistrates' Court charged with indecently assaulting

:05:59.:06:02.

a girl under the age of 16. Gerrard Beswick Addison of Trafalgar Road

:06:02.:06:05.

in the Vale pleaded guilty to the charge, which relates to an

:06:05.:06:07.

incident on 26th February this year. He will appear before magistrates

:06:08.:06:10.

again on 15th March. There's concern a virus which

:06:10.:06:13.

causes birth defects in livestock could make its way to the Channel

:06:13.:06:17.

Islands. There have been dozens of reports of the Schmallenberg virus

:06:17.:06:20.

across England. And if it has spread this far, it's likely to

:06:20.:06:29.

affect local sheep farmers first. Penny Elderfield reports. They may

:06:29.:06:33.

have a healthy appetite, but for this farmer the health of his sheep

:06:33.:06:38.

is a worry, after news a new virus which affect sheep, cows and goats

:06:38.:06:44.

has spread to more farms in the UK. Passed on by midges more than 70

:06:44.:06:49.

farms have reported cases. As of yet there've been none in the

:06:49.:06:53.

Channel Islands. Lambing season due to start in the next few weeks it

:06:53.:06:57.

should be clear whether this virus has made it to Guernsey. The

:06:57.:07:01.

biggest impact won't be on the sheep you see today but on the

:07:01.:07:06.

unborn lambs. In sheep and goats it causes deformities of the foetal

:07:06.:07:10.

lamb as it is growing, particularly if the mother is affected in the

:07:10.:07:16.

first tryst moster of pregsy. Farmers should be vigilant. The

:07:17.:07:26.
:07:27.:07:29.

first clue is foetal deformities. There seem to be more reports that

:07:30.:07:35.

at first there were only a few cases but now I hear there are 74.

:07:35.:07:40.

I'm fairly optimistic that we will avoid it but you never can tell.

:07:40.:07:44.

There's more than 100 lambs expected here this spring and this

:07:44.:07:49.

farm won't be the only busy one in the Channel Islands or the only one

:07:49.:07:54.

hoping for the best. Not enough people with diabetes are

:07:54.:07:56.

having their regular checks, according to a diabetes consultant

:07:56.:07:59.

in Jersey. It comes as recent figures show over 1 million people

:07:59.:08:02.

in the UK aren't having the check- ups to prevent other problems that

:08:02.:08:11.

can come with the disease. Emma Chambers reports.

:08:11.:08:15.

Geraldine was diagnosed with diabetes 30 years ago during her

:08:15.:08:19.

second pregnancy. She has learnt to live with it and keeps on top of

:08:19.:08:24.

her checks, but she says having the disease is expensive. I have to go

:08:24.:08:29.

for additional hygiene checks at the dent is because I'm prone to

:08:29.:08:34.

problems with my gums. Care op di is important, probably three times

:08:34.:08:38.

a year for preventive treatment. I worked it out that possibly its

:08:38.:08:47.

costing me 00 a year for treatment and equipment. And that's

:08:47.:08:51.

having some things subsidised. in the UK care for diabetic

:08:51.:08:56.

patients is free. Recent figures show 1.3 million people aren't up

:08:56.:09:01.

to date with annual health checks. Patients need these to diagnose

:09:02.:09:05.

kidney failure, heart problems and blindness. It is worth in Jersey.

:09:05.:09:08.

The hospital provides the eye checks but the rest is down to the

:09:08.:09:12.

patients. Over the last ten years that I've been in the island we've

:09:12.:09:17.

seen the number rise from less than 1,500 to now getting on to 4,000

:09:17.:09:22.

people with difpblts during that time there hasn't been a lot of --

:09:22.:09:25.

with diabetes. During that time there hasn't been a lot of money

:09:25.:09:31.

for health services, so an increasing amount of the burden in

:09:31.:09:36.

looking after these people has gone to general practitioners and

:09:36.:09:43.

practice nurses. Geraldine says she is fortunate to be able to keep on

:09:43.:09:47.

top of her checks, but others aren't.

:09:47.:09:51.

Jersey patients will have to keep on top of their health checks and

:09:51.:09:59.

lead a health yeah lifestyle as Good evening. The mist and fog is

:09:59.:10:03.

going to clear. It will clear overnight tonight and once that

:10:03.:10:06.

happens tomorrow promises much more in the way of sunshine. We should

:10:06.:10:09.

have a fine day tomorrow. And feel warmer because of it too.

:10:09.:10:14.

It is due to a change in the wind direction. At the moment we have

:10:14.:10:19.

winds from the south. Still giving us moisture to create low cloud and

:10:19.:10:23.

mist, but that will improve this evening. As the high pressure moves

:10:23.:10:28.

away from us we see southeasterly winds. Drier air is coming from

:10:28.:10:31.

France. Better visibility and more sunshine. Even though we move to

:10:32.:10:36.

the end of the week with that high pressure across us there's a good

:10:36.:10:41.

deal of fine weather. The cloud may come back as the winds change

:10:41.:10:45.

direction, especially by Friday. Tonight the mistiness is around for

:10:45.:10:51.

the first half and then the low cloud will stick with us. Between

:10:51.:10:59.

3-5 in the morning the cloud clears. 7 degrees the starting temperature

:10:59.:11:03.

tomorrow. Tomorrow should be a fine day. A few shallow mist patches

:11:03.:11:07.

first thing but once they go there should be decent sunshine. 11-12

:11:07.:11:15.

degrees, 5 4 Fahrenheit. A gentle south or southeasterly winds. The

:11:15.:11:20.

coastal waters forecast has winds south or southeasterly, 2-3, mist

:11:20.:11:30.
:11:30.:11:36.

and then fair and visibility For the rest of this week - on

:11:36.:11:40.

Thursday, a similar day. Perhaps more cloud in the second half of

:11:40.:11:43.
