Hello, this is BBC Channel Islands. These are our top stories tonight:

:00:08.:00:13.

Hard line or heavy handed immigration rules? A musician is

:00:13.:00:17.

deported and banned from Jersey. Plus: The future of elderly care.

:00:17.:00:21.

Transforming care homes for independent living.

:00:21.:00:26.

And is this enough to get to London 2012? A crucial week for our

:00:26.:00:36.
:00:36.:00:40.

There are concerns immigration rules in Jersey could be choking

:00:40.:00:45.

the creative industries. An American artist who came to the

:00:45.:00:48.

island "to visit friends and work on a song" has been deported and

:00:48.:00:57.

banned because he didn't have a work visa. Jersey - not just the

:00:57.:01:00.

warmest place in the British Isles, but a place to find inspiration, to

:01:00.:01:06.

allow your creative juices to flow. But if you're a painter, musician

:01:06.:01:09.

or writer, does creating art and having bright ideas count as work

:01:09.:01:17.

or leisure? Scott Giaquinta makes music for a living and has worked

:01:17.:01:22.

with the likes of Madonna, David Bowie and Seal. But when he came to

:01:22.:01:26.

the island to meet up with a Jersey music producer, he was stopped at

:01:26.:01:36.
:01:36.:01:38.

customs. They weren't very excited that I was going to be creating

:01:38.:01:44.

music with Mark Mitchell. We decided that if the track came out

:01:44.:01:47.

of the trip, it would be great, if it didn't, we would enjoy the time

:01:47.:01:55.

we spend together. So what are the rules for working and visiting the

:01:55.:02:03.

island? If a person is coming to Jersey and is a non EU national and

:02:03.:02:08.

has the intent to work, they should be applying for a visa on that

:02:08.:02:13.

basis and declaring that upon the point of arrival. How would you

:02:13.:02:19.

make the definition between unpaid work and leisure in that case?

:02:19.:02:27.

don't know, because I never make these decisions! Mark Mitchell, the

:02:27.:02:31.

Jersey music producer who invited Scott to visit says it was an

:02:31.:02:36.

innocent plan. I was bringing an American tourist to the island he

:02:36.:02:39.

was injecting money into the economy, bringing me the potential

:02:39.:02:44.

of work. Decadence the air was doing anything wrong. There is no

:02:44.:02:49.

work for me on the island -- I couldn't see I was doing anything

:02:49.:02:55.

wrong. But whatever the law, the picture perfect beauty that

:02:55.:02:58.

inspires artists to come to the island isn't going anywhere.

:02:58.:03:00.

Major work to rebuild two of Guernsey's residential homes should

:03:00.:03:07.

start within the next few months. The states have already agreed to

:03:07.:03:10.

spend more than 20 million pounds, replacing Maison Maritaine and

:03:10.:03:13.

Longue Rue House, with the rest of the funding coming from the

:03:13.:03:18.

Guernsey Housing Association. So what do the plans entail? Well,

:03:18.:03:25.

Penny Elderfield went to find out. It's a place for care,

:03:25.:03:29.

support...and socialising. But importantly for all these residents,

:03:29.:03:33.

this is home. After 50 years though, the States say these buildings need

:03:33.:03:39.

to go and that this is the future. Purpose built apartments -

:03:39.:03:42.

replacing both Longue Rue House and Maison Maritaine. Offering not just

:03:42.:03:52.

care, but independent living. will have Ferran home, their own

:03:52.:03:57.

part, bathroom, bedroom and a lunch place -- their own home. It is very

:03:57.:04:02.

different to what they have now, which is just a bedroom. The new

:04:02.:04:05.

development will be built on the land I'm stood on right now,

:04:05.:04:08.

meaning the Longue Rue House doesn't need to be demolished till

:04:08.:04:16.

it's finished. Making a smoother transition for existing residents...

:04:16.:04:22.

And it's a move some residents can't wait for. I've been very

:04:22.:04:28.

happy here. I've got a few more years yet. By family come here. It

:04:28.:04:34.

is not the same, if I was in my own place, they could come and go. It

:04:34.:04:42.

would like having my own home. been collecting bits-and-pieces.

:04:42.:04:48.

I've got a frying pan, a dustpan and brush. It would make you feel

:04:48.:04:58.

you're living again. When you're in a community like this, it doesn't

:04:58.:05:02.

seem you have got the same Freedom. But there will be those that are

:05:02.:05:08.

nervous about moving to a more independent lifestyle. We just want

:05:08.:05:12.

to reassure people that this is not being done to them. It will be done

:05:12.:05:18.

with them and in partnership with their families. Where taking a very

:05:18.:05:22.

slow approach, particularly for residents who might be anxious.

:05:22.:05:25.

won't be till 2014 that you see the new building here. But with an

:05:25.:05:28.

ageing population, it's likely we could have to see a lot more

:05:28.:05:33.

A 16-year-old motorcyclist was hospitalised after a collision with

:05:34.:05:39.

a car in Jersey this morning. It happened on Mont Millais just

:05:39.:05:44.

before 8:30am. He's now been discharged. It's the second

:05:44.:05:47.

accident on the road in a week. On Monday afternoon a 15-year-old boy

:05:47.:05:51.

was hit by a car outside Jersey College for Girls. He remains in a

:05:51.:05:57.

comfortable condition in hospital. A major report on health in Jersey

:05:57.:06:00.

has found islanders here have a lower life expectancy than those in

:06:00.:06:04.

Guernsey. The health profile looks at indicators like obesity, alcohol

:06:04.:06:10.

consumption and fertility rates. It shows the average life expectancy

:06:10.:06:13.

is 80.6 years for Jersey - nearly two years younger than in Guernsey.

:06:13.:06:16.

The figures also show one in ten people in Jersey are drinking

:06:16.:06:19.

dangerous amounts of alcohol. The Channel Islands are losing

:06:19.:06:22.

money by giving away access to radio frequencies for free, when

:06:22.:06:27.

they could be charging. That's according to one of Guernsey's

:06:27.:06:29.

newly elected deputies, Kevin Stewart. The move to digital

:06:29.:06:31.

television, means mobile wireless broadband could be available soon.

:06:32.:06:34.

Guernsey's Commerce and Employment department says it won't charge the

:06:34.:06:37.

phone companies for the frequencies. Deputy Stewart says that'd make the

:06:37.:06:39.

Channel Islands the only jurisdictions in the world not to

:06:39.:06:49.
:06:49.:06:51.

do so. When the Cayman Islands changed their tour, they are

:06:51.:06:53.

licensed all their telecommunications companies. They

:06:53.:06:59.

are getting nearly 7 million. Where not talking about small sums

:07:00.:07:09.
:07:10.:07:13.

of money. It would considerably bela black hole.? -- You're

:07:13.:07:16.

watching the BBC in the Channel Islands. Later in Spotlight with

:07:16.:07:19.

Justin and Victoria. The flags are out for The Queen and the Duke of

:07:19.:07:21.

Edinburgh visiting the region on the Diamond Jubilee tour.

:07:21.:07:24.

It's a big couple of days for our Olympic hopefuls. Last week

:07:24.:07:27.

Guernsey's marathon runner Lee Merrien became the first islander

:07:27.:07:30.

to qualify. This week it's crunch time for our hockey, tennis, and

:07:30.:07:33.

badminton stars, as Ian Kelly reports. The British women's hockey

:07:33.:07:36.

team playing at the Olympic park today. Among the squad of thirty

:07:36.:07:40.

players is Jersey's Becky Herbert. She's hoping to impress the

:07:40.:07:45.

selectors with skills like this. The final selection for the Olympic

:07:45.:07:55.
:07:55.:07:55.

squad just days away, so simply being on the pitch helps. These 18

:07:55.:08:00.

are the lucky ones because they are out there playing. Those who are

:08:00.:08:03.

sat in the stands, supporting their team-mate, that might be had for

:08:03.:08:11.

them. There is huge pressure on these players -- that might be it

:08:11.:08:16.

for them. Also hoping for a little bit of luck is badminton player

:08:16.:08:19.

Elizabeth Cann. She'll find out tomorrow if she's ranked high

:08:19.:08:23.

enough in the world to be selected for team GB. The Jersey girl is

:08:23.:08:28.

currently 16 places behind Scotland's Susan Egelstaff. Sark

:08:28.:08:35.

dressage rider Carl Hester isn't worried about selection but fitness.

:08:35.:08:38.

Not for him but his horse Utopia. They were due to compete in Germany

:08:38.:08:42.

last week but his horse went lame when it lost a shoe in training.

:08:42.:08:45.

Injury forced Carl to miss the Beijing Olympics four years ago so

:08:45.:08:48.

he'll be crossing his fingers that Utopia recovers in time for the

:08:48.:08:54.

next dressage competition in Austria in early June. And Heather

:08:54.:08:58.

Watson seems to be making a good recovery from her ankle injury. She

:08:58.:09:02.

was knocked out in the second round of the Estoril Open this afternoon

:09:02.:09:05.

but she should still move up the rankings. Currently she is 115th in

:09:06.:09:09.

the world - to make the Olympic team she needs to be closer to the

:09:09.:09:12.

top sixty. So nervous times for four of our Olympic hopefuls -

:09:12.:09:15.

we'll keep you posted on how they get on this week Tomorrow at

:09:16.:09:18.

breakfast on BBC Guernsey, a trio of the island's new Deputies will

:09:19.:09:28.
:09:29.:09:30.

Jim Cathcart about their first day Time for the weather. There is some

:09:30.:09:35.

:09:35.:09:42.

weather fronts are staying away. This one starts to move further

:09:42.:09:46.

:09:46.:09:55.

the day. By the time we get to Friday, that front moves even close

:09:55.:10:01.

:10:01.:10:08.

At the moment, it is looking generally dry. The risk of some

:10:08.:10:13.

:10:27.:10:32.

:11:06.:11:11.

they could be some brightness tomorrow and Friday. It is looking

:11:11.:11:17.

rather wet throughout Saturday and it will turn cooler. Still cloudy
