Channel Islands news: An independent body to oversee | :00:14. | :00:17.
Jersey's police is given the final nod of approval by the States. | :00:17. | :00:22.
delighted, actually, now the states have got grips with this and have, | :00:22. | :00:27.
at last, passed the necessary laws to allow the police authority to get | :00:28. | :00:37.
going in Jersey. Also: | :00:37. | :00:41.
ducks in danger - why a rise in ducklings is leading to some dicing | :00:41. | :00:43.

Jersey's police has been given the final nod of approval by the states. | :00:46. | :00:49.
Just why is it winning at some sports is just a numbers game? I'll | :00:49. | :00:54.
explain and introduce you to my new little friend at the island games in | :00:54. | :01:04.
:01:04. | :01:04. | ||
An independent body to oversee Jersey's police has been given the | :01:04. | :01:14.
:01:14. | :01:17. | ||
final nod of approval by the states. Politicians have passed the law to | :01:17. | :01:20.
create an independent buffer between politicians and the force, taking | :01:20. | :01:23.
over from the Home Affairs Minister to ensure the police carry out their | :01:23. | :01:26.
work efficiently. The way the island's police force is | :01:26. | :01:30.
run will change. After long delays, the police authority has been given | :01:30. | :01:35.
the final go-ahead by the states. It aims to create an independent buffer | :01:35. | :01:39.
between politicians and the force, taking over from the Home Affairs | :01:39. | :01:43.
Minister to ensure the police carry out their work efficiently. This man | :01:43. | :01:49.
tried to set up a similar body more than a decade ago, but the idea | :01:49. | :01:53.
eventually failed. Unfortunately, the states didn't give us the | :01:53. | :01:58.
resources, the money or the manpower to get it off the ground, and after | :01:58. | :02:03.
awhile, that rather fizzled out, but I'm delighted, actually, now the | :02:03. | :02:08.
states have got to grips with this and have at last passed the | :02:08. | :02:13.
necessary laws to allow the police authority to get going in jersey. | :02:13. | :02:17.
It will be made up of a chairperson, up to two states members and, for | :02:17. | :02:22.
the first time, up to four lay people. In setting up this system, | :02:22. | :02:25.
the Home Affairs Minister says today's Government has learned from | :02:25. | :02:33.
the past. They make the mistake of trying to give that authority also | :02:33. | :02:37.
over the honourary police as well as the states of Jersey police. That | :02:37. | :02:41.
arrangement never worked. We haven't made that mistake this time. The | :02:41. | :02:47.
people who must exercise authority over the local police forces are the | :02:47. | :02:53.
conita bes. The UK has moved away from the idea and now has police and | :02:53. | :02:56.
crime commissioners elected by the public to make the police more | :02:56. | :03:01.
accountable. In Jersey, though, the Governor says this wouldn't work. | :03:01. | :03:04.
Will Jersey, do you think be seen as perhaps being a little bit behind | :03:04. | :03:08.
the times? No, the UK made an incredible blunder. The system is a | :03:08. | :03:12.
complete mess. And they're going to have to unravel it, so we've got it | :03:12. | :03:17.
right. They've got it wrong. Policy will still be set by the Minister, | :03:17. | :03:21.
but ensuring it's carried out efficiently will be down to the | :03:21. | :03:29.
police authority. It's expected to be in force by early October. | :03:29. | :03:32.
Child protection is to be improved in Jersey as organisations look to | :03:32. | :03:34.
share more information on the island's most dangerous criminals. | :03:34. | :03:38.
Two years ago a body called JMAPPA was set up to improve communication | :03:38. | :03:41.
between the agencies that manage offenders. Its report - out today - | :03:41. | :03:44.
suggests nearly 90% of all those criminals didn't re-offend last | :03:44. | :03:49.
year. The group says it's also keeping tabs on people who are | :03:49. | :03:56.
potentially dangerous to the public. Guernsey's secondary school children | :03:56. | :04:00.
are to be offered a meningitis C booster vaccine for the first time. | :04:00. | :04:03.
The Health Department says it'll help protect against the peak of | :04:03. | :04:08.
meningitis C infections, which comes in the 15-19 age range. From the end | :04:08. | :04:11.
of this month a Rotavirus vaccine for babies is also being introduced, | :04:11. | :04:15.
to protect them against gastroenteritis. | :04:15. | :04:18.
The Jersey politician Jeremy Macon will lead the Government committee | :04:18. | :04:22.
in charge of members' conduct and Government reform. He will take over | :04:22. | :04:24.
from Constable Simon Crowcroft, the previous Chairman of the Privileges | :04:24. | :04:27.
and Procedures Committee, who stood down after politicians rejected the | :04:27. | :04:35.
result of April's referendum on reforming the States. Deputy Macon | :04:35. | :04:41.
says he's determined to find a way forward. Electoral reform is us a | :04:41. | :04:45.
going to be a very difficult subject. I hope that with my | :04:45. | :04:49.
committee perhaps we can bring a more consensus base to it. However, | :04:49. | :04:55.
I know that with the power interests that are always going to be present, | :04:55. | :05:00.
it's not going to be an easy task. Islanders are being asked to keep a | :05:00. | :05:03.
look-out for ducklings that may be in danger. Thousands of ducks are | :05:03. | :05:07.
breeding at this time of the year, and that means thousands of | :05:07. | :05:10.
ducklings. Many are dicing with death as their mothers leave them to | :05:10. | :05:18.
fend for themselves. They look pretty happy, don't they? | :05:18. | :05:22.
These rescue ducks are taking it easy at the GPSA shelter, but it's | :05:22. | :05:26.
the younger ones who are going through the mill at the moment. The | :05:26. | :05:30.
mother duck will lead her brood to water, sometimes waddling a mile or | :05:30. | :05:34.
more along the island's lanes, but the ducklings can't fly at this | :05:34. | :05:38.
stage, and if they have managed to survive being hit by a car, they | :05:38. | :05:43.
then have to contend with predators looking for an easy meal. The mother | :05:43. | :05:46.
often struggles to protect them and usually leaves the ducklings to | :05:46. | :05:50.
their fate. If they survive the attack, they're often separated from | :05:50. | :05:55.
their mother, and many are found and brought here. This little duckling | :05:55. | :06:00.
is called Lonesome, and she came into the GPSA without her mother and | :06:00. | :06:04.
is being looked after. Like Lonesome, there is many of them here | :06:04. | :06:09.
at the shelter. Even in the relative safety of the GPSA, these little | :06:09. | :06:14.
ones still get picked off by cats, crows and seagulls. The best thing | :06:14. | :06:19.
you can do if you do see mum ducklings is as safely as you can, | :06:19. | :06:25.
try to usher them to a safe place. By all means contact the shelter for | :06:25. | :06:29.
advice on what to do, but you have to be careful you don't scare the | :06:29. | :06:32.
mother off because if you scare mum off, she will fly away. Hopefully, | :06:32. | :06:38.
she'll come back, but obviously, that does put the ducklings at risk. | :06:38. | :06:42.
Lonesome may be all on her own, but considering almost 90% of ducklings | :06:42. | :06:47.
get killed by predators or hit by cars, she's lucky to have made it | :06:47. | :06:55.
this far. Guernsey's chasing Team Jersey in the medal table at the | :06:55. | :06:59.
Island Games in Bermuda. There's been more success in the pool and on | :06:59. | :07:02.
the shooting range too. The Isle of Man is still leading the way with | :07:03. | :07:06.
the Channel Island shot on their heels. Live now to Bermuda and Clare | :07:06. | :07:13.
Burton, Clare. Yes, another day, another beach, | :07:13. | :07:18.
another haul of medals and another controversy - the shooting - we told | :07:18. | :07:25.
you earlier this week how several of the events here won't qualify for | :07:25. | :07:31.
the Commonwealth Games in Glasgow. Yesterday, due to a last-minute rule | :07:31. | :07:35.
change, Jersey was stripped of a gold medal in one of the men's team | :07:35. | :07:40.
shooting events, so we began yesterday with 14 gold medals. We | :07:40. | :07:44.
won two, and then we had 15, so sport - it really is just a numbers | :07:44. | :07:54.
:07:54. | :07:55. | ||
game, as several of last night's events proved. One beautiful | :07:55. | :08:03.
Bermudan mountain bike trail, five Guernseymen on two wheel wheels. | :08:03. | :08:07.
None of them get first, second or third place. In fact, they come | :08:08. | :08:15.
fourth, fifth, sixth, eighth and ninth. But they still get team gold | :08:15. | :08:19.
- no wonder they're smiling. A bit disappointed not to get the third | :08:19. | :08:24.
spot, but he was quite a long way away. To be honest I am almost more | :08:24. | :08:28.
happy to get the team gold because that's what we have been training | :08:28. | :08:32.
for all winter. Next up, just three runners in the men's 110 metres | :08:32. | :08:37.
hurdle final. That means a medal each guaranteed. The second place | :08:37. | :08:42.
just isn't good enough to reigning champ Glenn. I really, really wanted | :08:42. | :08:45.
to get a gold medal for Guernsey, nots just for myself. We're here as | :08:46. | :08:50.
team. I wanted to do Guernsey proud. Hopefully, I have done that with the | :08:50. | :08:58.
silver, but I really wanted it tonight. We did hear it for Sarah | :08:58. | :09:03.
Mercia. She breezed through the 5K without so much as a swig of water | :09:03. | :09:08.
to score gold in her first island games. It feels brilliant - just | :09:08. | :09:13.
amazing to be able to win a gold medal for Guernsey. More medals for | :09:13. | :09:20.
Jersey in the pool, including a win for the women's 4 X 100 metres | :09:20. | :09:25.
freestyle, taking their tally in the water up to nine. Six should have | :09:26. | :09:30.
been the magic number for Guernsey's men's volleyball team. With just | :09:30. | :09:33.
seven squads in the competition, everyone just plays everyone else, | :09:33. | :09:38.
with no pesky finals, but Guernsey lost six games out of six, so | :09:38. | :09:44.
they're out. Still, if they want ideas of how to spend their now | :09:44. | :09:51.
inevitable downtime, check out how Gibraltar's triathlon team have kept | :09:51. | :09:53.
themselves busy since finishing Sunday. | :09:53. | :09:57.
# Do the Harlem shake # Nothing like taking on a trend | :09:57. | :10:03.
that's about six months out of date - the nice Harlem Shake, Gibraltar. | :10:03. | :10:06.
On to something completely different. You may have noticed a | :10:06. | :10:10.
lot of this little chap in our coverage of the games so far. He's | :10:10. | :10:15.
far more than just a mascot, though. He's the sight and sound of a whole | :10:15. | :10:19.
island, as Penny now reports. As well as hopefully taking home a | :10:19. | :10:23.
lot of these this week, everyone from the Channel Islands that gets a | :10:23. | :10:27.
medal also gets one of these, and you only have to spend the night | :10:27. | :10:31.
here to realise why, because as the night draws in and the aths Letts | :10:31. | :10:41.
:10:41. | :10:48. | ||
starts off, particularly in the early evening and goes through the | :10:48. | :10:53.
early night and it's the Bermuda tree frog. They're about the size of | :10:53. | :10:58.
a fingernail and yet the noise they make is totally disproportionate to | :10:58. | :11:02.
their size. Obviously, we try to do something unique when we do these | :11:03. | :11:06.
things. I think for us - and to be fair, the people who made the mascot | :11:06. | :11:11.
have made a cute little mascot. It's becoming the thing everybody wants. | :11:11. | :11:15.
Everybody wants the medal, but I think to get the mascot as well has | :11:15. | :11:18.
been a great coup for people. Because they're so small I have been | :11:18. | :11:23.
told tree frogs are notoriously hard to find but I had some expert advice | :11:23. | :11:26.
today. Apparently, if you look around pots like this, you have some | :11:26. | :11:36.
:11:36. | :11:37. | ||
quite the real thing, but the athletes seem happy enough with | :11:37. | :11:42.
them. Delighted with the frog! it's been the mascot of the games, | :11:43. | :11:48.
so at least it reminds me of it, doesn't it, rather than a bouquet of | :11:49. | :11:54.
flowers that'll die sooner or later. I just handed mine to the bailiff. | :11:54. | :11:58.
think these are - a little mascot, better than a bunch of flowers. I | :11:58. | :12:02.
get to take this home. He has a little gold medal around his neck, | :12:02. | :12:08.
when you get your medal, so a little bit extra special. My team-mate | :12:08. | :12:12.
keeps hiding him around the room and stealing our frogs as well. There is | :12:12. | :12:16.
a competition on face face where she keeps putting him in different | :12:16. | :12:22.
locations. So a mascot, a souvenir and, ultimately, a reminder of the | :12:22. | :12:32.
:12:32. | :12:34. | ||
unusual nature that made our medals - have our teams got? The | :12:34. | :12:41.
Isle of Man is leading still with 21 gold medals. Jersey has 15 golds and | :12:42. | :12:46.
Guernsey just behind them on 14 golds, but a lot to play for | :12:46. | :12:50.
golds, but a lot to play for tonight. Both are expected to do | :12:50. | :12:56.
well in the cycling, the swimming pool and the track. Who knows - | :12:56. | :13:03.
addny may have made a mark on the medals table tonight. From me and | :13:03. | :13:13.
:13:13. | :13:14. | ||
him in Bermuda, it's back to you. very warm day today with plenty of | :13:14. | :13:18.
sunshine, and tomorrow too, another hot, sunny day once again. High | :13:18. | :13:21.
pressure is still very much in charge of our weather, but what we | :13:21. | :13:25.
will notice over the next few days is that centre of the area of high | :13:25. | :13:29.
pressure will continue to make its way northwards, so for tomorrow | :13:29. | :13:34.
we'll introduce more in the way of north-easterly winds along the | :13:34. | :13:36.
English Channel, making it feel fresher, especially along the | :13:36. | :13:40.
coasts. By the weekend as the area of high pressure continues to drift | :13:40. | :13:44.
northwards, we'll introduce more in the way of warm, humid air being | :13:44. | :13:48.
drawn in from the near continent from the south increasing the chance | :13:48. | :13:51.
of some showers for Sunday and to the start of next week as well. But | :13:51. | :13:55.
for tonight, we're looking at largely clear skies and light winds | :13:55. | :13:59.
as well, but we're looking at another warm, humid night as | :13:59. | :14:03.
temperatures dip no lower than 15, maybe 16 Celsius as the minimum | :14:03. | :14:07.
temperature. And then for tomorrow, plenty of sunshine from the word go, | :14:07. | :14:10.
feeling hot once again as temperatures continue to climb | :14:10. | :14:13.
throughout the course of the day, temperatures reaching perhaps the | :14:13. | :14:21.
mid to high 20s once again, 28 Celsius potentially for Jersey as | :14:21. | :14:31.
:14:31. | :14:51. | ||
looking at 16. 11.00 in the for the Jersey shore, a foot or two | :14:51. | :14:57.
of clean surf compared to the conditions we have been see. We are | :14:57. | :15:00.
staying with settled conditions not just for tomorrow but into the | :15:00. | :15:05.
weekend as well. The area of high pressure continues to move north, | :15:05. | :15:08.
increasing more north-easterly winds as we head into the weekend, plenty | :15:08. | :15:12. |
