the population grow by 2,000 if ambitious plans get the go ahead. A

private company is asking the States for permission to launch a

Channel Islands University, based in Guernsey. Of course students

spending money could bring economic benefits, but some warn the

pressure on services shouldn't be underestimated.

Working hard for a place at university. This year group are

aiming to continue their studies at universities in the UK or beyond.

But in the future there could be many more options to study for a

degree on island. What the students are studying to go to university

abroad, there is a plan to bring 2,000 students here two Guernsey.

So how can be island accommodates the students? As housing minister,

it does concern me. Until we get the details and see what they are

suggesting, they might want to build student accommodation, we

need to really look at that. It should not be at the cost of the

People can already study for degrees in both Guernsey and Jersey,

but this proposal is to provide a facility of Russell Group standard

It's suggested that more than £100 million a year could pour into

Guernsey as a result of a university of this size, something

the business community is looking forward to. I think the hotel and

tourism industry, the IT industry, education and of course the

government will be behind this because it is not involving

government money, it is an initiative from the private sector.

It's too early to say if the university will be a success or not.

It will need States approval in principle next month, but when

:02:59.:03:02.

those behind the plan want to introduce postgraduate courses next

October then expect to hear a lot more about this ambitious project.

As Mike said, you can already study for a degree in both Jersey and

Guernsey. This week, 80 students are graduating from Highlands

:03:12.:03:14.

College in Jersey, having done just that. It's linked with the

:03:14.:03:18.

University of Plymouth, but the work is all done on—island and at

:03:18.:03:21.

£6,000 a year, it's £3,000 cheaper than most UK courses. I spoke to Dr

:03:21.:03:27.

Gary Jones, head of Highlands College, about why the college's

:03:27.:03:29.

degree courses have been so successful. I think it is a

:03:29.:03:37.

combination of things. We have excellent partners in terms of the

:03:38.:03:42.

University of Plymouth and South Bank University. We have great

:03:42.:03:46.

programmes that relate to workplace learning. We have great students

:03:46.:03:51.

and staff and allow Price is Right as well. We offer great value for

:03:51.:03:58.

money. Have you seen a year on year increase as tuition fees have gone

:03:58.:04:03.

up in the UK? Certainly, we have seen an increase of people coming

to the college in the last three years. We have planned for that.

How much do you think students are more like customers now because it

money and that is what we try to do at the college. I think we do that

people. It is designed for local people. Do you think you will lose

stronger and weaker. You offer a small number of courses, but they

like those companies? They certainly are. Our students are

very employable. The Channel Islands' commitment to

tax openness and transparency should be used as an example by

other British overseas territories. That's according to the UK Justice

Secretary. Chris Grayling's comments come as he's been visiting

:05:47.:05:50.

Guernsey and Jersey on a fact— finding trip today. Mr Grayling is

praising the island's efforts on tax issues. There has been a lot of

talk in the past about the Channel Islands being a tax haven. I

some of the scheme members have been paid compensation, around 50

victims of the fraud remain out of pocket.

These men were sent to prison for defrauding property investors out

of hundreds of thousands of pounds. Among them was Ian Christmas, a

former Jersey magistrate. Only two of them were ordered to give money

saw his marriage break up. He and his wife thought they were

investing in property in Florida, but their financial advisor was

using their money to pay off his debts. The stress and the strain

:07:57.:08:07.

that was not only put on myself but on my wife has been absolutely

:08:07.:08:12.

horrendous. I don't think people actually realise how much of a

:08:12.:08:18.

strain it has put on ours. We now need to get closure.

It's now up to the States to decide whether public money should be used
