aiming to continue their studies at universities in the UK or beyond. | :01:18. | :01:22. | |
But in the future there could be many more options to study for a | :01:22. | :01:28. | |
degree on island. What the students are studying to go to university | :01:28. | :01:34. | |
abroad, there is a plan to bring 2,000 students here two Guernsey. | :01:34. | :01:40. | |
So how can be island accommodates the students? As housing minister, | :01:40. | :01:46. | |
it does concern me. Until we get the details and see what they are | :01:46. | :01:50. | |
suggesting, they might want to build student accommodation, we | :01:50. | :01:58. | |
need to really look at that. It should not be at the cost of the | :01:58. | :02:07. | |
Guernsey taxpayer. The first year, there will be 50 students and it | :02:07. | :02:13. | |
will grow and grow, but it will not exceed 2,000 students. | :02:13. | :02:16. | |
People can already study for degrees in both Guernsey and Jersey, | :02:16. | :02:20. | |
but this proposal is to provide a facility of Russell Group standard | :02:20. | :02:23. | |
— similar to what's on offer at Oxford. | :02:23. | :02:24. | |
It's suggested that more than £100 million a year could pour into | :02:24. | :02:28. | |
Guernsey as a result of a university of this size, something | :02:28. | :02:30. | |
the business community is looking forward to. I think the hotel and | :02:30. | :02:41. | |
tourism industry, the IT industry, education and of course the | :02:42. | :02:46. | |
government will be behind this because it is not involving | :02:46. | :02:51. | |
government money, it is an initiative from the private sector. | :02:51. | :02:56. | |
It's too early to say if the university will be a success or not. | :02:56. | :02:59. | |
It will need States approval in principle next month, but when | :02:59. | :03:02. | |
those behind the plan want to introduce postgraduate courses next | :03:02. | :03:04. | |
October then expect to hear a lot more about this ambitious project. | :03:05. | :03:08. | |
As Mike said, you can already study for a degree in both Jersey and | :03:08. | :03:11. | |
Guernsey. This week, 80 students are graduating from Highlands | :03:12. | :03:14. | |
College in Jersey, having done just that. It's linked with the | :03:14. | :03:18. | |
University of Plymouth, but the work is all done on—island and at | :03:18. | :03:21. | |
£6,000 a year, it's £3,000 cheaper than most UK courses. I spoke to Dr | :03:21. | :03:27. | |
Gary Jones, head of Highlands College, about why the college's | :03:27. | :03:29. | |
degree courses have been so successful. I think it is a | :03:29. | :03:37. | |
combination of things. We have excellent partners in terms of the | :03:38. | :03:42. | |
University of Plymouth and South Bank University. We have great | :03:42. | :03:46. | |
programmes that relate to workplace learning. We have great students | :03:46. | :03:51. | |
and staff and allow Price is Right as well. We offer great value for | :03:51. | :03:58. | |
money. Have you seen a year on year increase as tuition fees have gone | :03:58. | :04:03. | |
up in the UK? Certainly, we have seen an increase of people coming | :04:03. | :04:07. | |
to the college in the last three years. We have planned for that. | :04:07. | :04:12. | |
How much do you think students are more like customers now because it | :04:12. | :04:17. | |
is an expensive business. You have to provide students with value for | :04:18. | :04:21. | |
money and that is what we try to do at the college. I think we do that | :04:21. | :04:28. | |
in terms of the programmes, the partners and our staff and also the | :04:29. | :04:37. | |
price. Is it mainly Jersey students and islanders? It is mainly Jersey | :04:37. | :04:42. | |
people. It is designed for local people. Do you think you will lose | :04:42. | :04:48. | |
out on students if there is a new university in Guernsey? I welcome | :04:48. | :04:53. | |
the challenge. We are not afraid of competition. It will make us | :04:53. | :04:59. | |
stronger and weaker. You offer a small number of courses, but they | :05:00. | :05:05. | |
are fairly vocational in nature. How far do you try and tailor it to | :05:05. | :05:10. | |
the workplace in Jersey so that people can get a job? Our | :05:10. | :05:16. | |
programmes have a strong vocational focus and they have been designed | :05:16. | :05:22. | |
with employers. It is making sure our work young people can enter the | :05:22. | :05:27. | |
labour force. Are lots of them getting jobs with this company — | :05:27. | :05:34. | |
like those companies? They certainly are. Our students are | :05:34. | :05:40. | |
very employable. The Channel Islands' commitment to | :05:40. | :05:42. | |
tax openness and transparency should be used as an example by | :05:42. | :05:45. | |
other British overseas territories. That's according to the UK Justice | :05:45. | :05:47. | |
Secretary. Chris Grayling's comments come as he's been visiting | :05:47. | :05:50. | |
Guernsey and Jersey on a fact— finding trip today. Mr Grayling is | :05:50. | :05:53. | |
praising the island's efforts on tax issues. There has been a lot of | :05:53. | :06:03. | |
talk in the past about the Channel Islands being a tax haven. I | :06:03. | :06:08. | |
completely reject that, so does the Prime Minister. There is a | :06:08. | :06:13. | |
transparency in legislation here that is wholly different to some | :06:13. | :06:20. | |
places in other part of the world. Tomorrow the States of Jersey will | :06:20. | :06:23. | |
be asked to pay compensation to people who were defrauded out of | :06:23. | :06:26. | |
hundreds of thousands of pounds. Four men, including a former | :06:26. | :06:29. | |
magistrate, were jailed over the fraudulent property scheme. While | :06:29. | :06:31. | |
some of the scheme members have been paid compensation, around 50 | :06:31. | :06:34. | |
victims of the fraud remain out of pocket. | :06:34. | :06:37. | |
These men were sent to prison for defrauding property investors out | :06:37. | :06:42. | |
of hundreds of thousands of pounds. Among them was Ian Christmas, a | :06:42. | :06:47. | |
former Jersey magistrate. Only two of them were ordered to give money | :06:47. | :06:51. | |
back to victims. Now a Jersey Politician wants the States to | :06:51. | :07:02. | |
compensate the rest. It is a bit like Apter, with insurance on | :07:02. | :07:07. | |
package holidays. Everyone pays a few pounds and then when things go | :07:07. | :07:14. | |
wrong, they move in and sorted out. We could have a Financial Services | :07:14. | :07:19. | |
Compensation Scheme. They do have one in the UK. | :07:19. | :07:23. | |
Around 50 victims could get up to £48,000 each, which would be | :07:23. | :07:26. | |
claimed back from the financial regulator. But that's only if | :07:26. | :07:29. | |

precedent for other investors to make claims and the hardship caused | :07:36. | :07:39. | |

saw his marriage break up. He and his wife thought they were | :07:51. | :07:54. | |
investing in property in Florida, but their financial advisor was | :07:54. | :07:57. | |
using their money to pay off his debts. The stress and the strain | :07:57. | :08:07. | |
that was not only put on myself but on my wife has been absolutely | :08:07. | :08:12. | |
horrendous. I don't think people actually realise how much of a | :08:12. | :08:18. | |
strain it has put on ours. We now need to get closure. | :08:18. | :08:22. | |
