Good evening and welcome to this BBC looking at what Jersey's Budget | :00:06. | :00:11.
Thousands of low and middle income earners set to be better off as | :00:11. | :00:18.
Jersey's Treasury Minister cuts income tax rates. This budget is | :00:18. | :00:25.
designed to give something back income tax rates. This budget is | :00:25. | :00:29.
the vast majority of taxpaying public. 84% of people who pay tax in | :00:29. | :00:34.
Jersey will see their tax cut. £250 million to be borrowed to pay | :00:34. | :00:41.
future? Why millions is going to be taken out of the islands rainy day | :00:41. | :00:44.
massive spending plans, but Jersey's Treasury Minister says it does all | :00:44. | :01:04.
add up. Today, Senator Philip Ozouf presented his budget to the States | :01:04. | :01:07.
and, unlike other years, there was plenty for members to cheer. His | :01:07. | :01:15.
main proposals include: Income tax cuts for low and middle income | :01:15. | :01:16.
earners. Borrowing £250 million cuts for low and middle income | :01:16. | :01:19.
pay for new and re—furbished social million from the rainy day fund | :01:19. | :01:28.
pay for new and re—furbished social new hospitals in St Helier. In a | :01:28. | :01:30.
moment, I'll be asking the Treasury Minister if he's got his sums right, | :01:30. | :01:34.
and we'll look more closely at plans for better social housing and new | :01:34. | :01:37.
hospitals. But first Clare Burton explains how the tax cuts and tax | :01:37. | :01:44.
Last year's budget was dubbed by the "boring." This year's is anything | :01:44. | :01:47.
but, especially if you're among "boring." This year's is anything | :01:47. | :01:50.
84% of islanders earning under about £60,000 a year. They'll be paying | :01:50. | :01:56.
around £800 less income tax next year. And that's pretty interesting. | :01:56. | :02:08.
Hurray! That would be most people 's reaction. It's good, get more people | :02:08. | :02:11.
voting as well. That's good for reaction. It's good, get more people | :02:11. | :02:16.
I think we should be paying less tax. Jersey is the worst attacks. It | :02:16. | :02:23.
will be better for us. Great! But they will get it back in another | :02:23. | :02:27.
way, won't they? They'll take it back in another way. There's good | :02:27. | :02:30.
news for parents paying for children at university. Their tax allowance | :02:30. | :02:33.
is going up to £9,000, saving them over £700 per child per year. And in | :02:33. | :02:35.
another change for families, by over £700 per child per year. And in | :02:35. | :02:38.
married couples won't be taxed together but independently. Now | :02:38. | :02:44.
married couples won't be taxed the tax rises. Duty is going up | :02:44. | :02:47.
married couples won't be taxed all the usual suspects. By 11% on | :02:47. | :02:49.
spirits and strong beer and cider, follows warnings from the health | :02:49. | :02:57.
treating alcohol—related illness. Wines are going up, too, by 5%, | :02:57. | :03:00.
treating alcohol—related illness. are weaker beers, adding 2p to a | :03:00. | :03:03.
pint. Health arguments again behind an increase in tobacco duty, up | :03:03. | :03:06.
pint. Health arguments again behind 11%, putting about 47p on a packet | :03:07. | :03:10.
of 20 cigarettes. And fuel's going up a bit, too, by 2%, or 1p a litre | :03:10. | :03:20.
of unleaded petrol. Why do the drinkers and smokers have to pay for | :03:20. | :03:26.
everything? It's nothing to do with them, is it? It's a lot of money and | :03:26. | :03:38.
it's going to hit you. Hit the working class man for his pleasure. | :03:38. | :03:47.
Fuel is going up, thank you very much for that. You've done us a | :03:47. | :03:50.
Well, those duty rises alone won't cover the income tax giveaway. But | :03:50. | :03:55.
if Senator Ozouf has got his figures right, there'll be more money in | :03:55. | :03:59.
your pocket, and if you spend it within the island, it could boost an | :03:59. | :04:01.
economy that's been languishing within the island, it could boost an | :04:01. | :04:04.
recession for five years. And that really is the holy political grail. | :04:04. | :04:09.
As well as changes to tax, the big improving the treatment of sewage | :04:09. | :04:14.
and building a new hospital. The total bill is £625 million. Some of | :04:14. | :04:20.
that money will be borrowed, some will come from the rainy day fund, | :04:20. | :04:22.
and some from current spending. will come from the rainy day fund, | :04:22. | :04:26.
moment, Christina Ghidoni looks will come from the rainy day fund, | :04:26. | :04:28.
the idea for a new hospital but first Tim Robinson looks at the | :04:28. | :04:30.
Tuning in to Radio Jersey to hear how the budget statement will affect | :04:30. | :04:43.
him. Ray's lived in social housing in Le Squez since 2005. And, like so | :04:43. | :04:48.
many social tenants, he's seen the buildings decay and decline for | :04:48. | :04:57.
years. There has been no work of any importance done on these places | :04:57. | :05:00.
years. There has been no work of any quite a long time. I don't know | :05:00. | :05:03.
whether they were left to go because the plans were to knock them down | :05:03. | :05:08.
and build new, or what. Ray lives in one of the 1,225 social houses in | :05:08. | :05:11.
Jersey which don't currently meet the minimum decent homes standard. | :05:11. | :05:16.
So one announcement in today's budget definitely caught his ear. | :05:16. | :05:22.
£250m for the housing department to renovating every single one of its | :05:22. | :05:23.
below par properties. And build renovating every single one of its | :05:23. | :05:29.
new social houses. Families on the waiting list for a States' home | :05:29. | :05:32.
new social houses. Families on the have listened eagerly to that news, | :05:32. | :05:32.
and there are plenty of them. I have listened eagerly to that news, | :05:32. | :05:41.
banned what —— on band one and two, people virtually homeless, living | :05:41. | :05:47.
significant medical requirements, it is about 800. This is good news | :05:47. | :05:51.
significant medical requirements, it them because it enables us to get on | :05:51. | :05:53.
and do the job. Some building is already under way, but the States | :05:53. | :05:56.
will have to approve the borrowing of the funding, if the plan to help | :05:56. | :06:01.
provide a decent home for all is to This is what Jersey's new £300 | :06:01. | :06:07.
million hospital could look like. Bigger, brighter and based on two | :06:07. | :06:10.
sites with patients getting their own single rooms. The existing town | :06:10. | :06:15.
hospital would be rebuilt with new operating theatres and better wards | :06:15. | :06:17.
for accident and emergency, children and maternity. Overdale on Westmount | :06:17. | :06:23.
will be for routine appointments with no overnight stays here. These | :06:23. | :06:30.
six—bedded wards are set to become a thing of the past. There's not much | :06:30. | :06:33.
privacy, hardly any dignity and hospital now. But in the future | :06:33. | :06:40.
patients could have their own single room and bathroom. With a curtain | :06:40. | :06:49.
between two patients, there are odours that get passed along, up and | :06:49. | :06:55.
wouldn't want to. The lack of sleep, sleep, if someone is very sick and | :06:55. | :07:01.
we have to attend to them very much, the other patients aren't | :07:01. | :07:05.
going to get much sleep. The current the ageing population means pressure | :07:05. | :07:16.
for hospital beds is growing. The number of people on the island that | :07:16. | :07:19.
are going to be over 65 is going to double by 2040 which is going to put | :07:19. | :07:24.
huge demands on the health service. We are already seeing that in the | :07:24. | :07:29.
winter months which will get worse. We will have all people needing | :07:29. | :07:34.
acute services so we have to provide more capacity. Building work would | :07:34. | :07:37.
be done in phases so the hospital could still keep running. But the | :07:37. | :07:41.
vision is that in ten years time all patients will be treated in a modern | :07:41. | :07:44.
hospital which is cleaner, quieter Well, of course all of these plans | :07:44. | :07:51.
are just proposals tonight. Jersey's government will debate the budget in | :07:51. | :07:58.
Commonwealth finance ministers' meeting in Washington and began | :07:58. | :08:01.
Commonwealth finance ministers' asking him what he hoped this budget | :08:01. | :08:03.
would achieve. For the last five position, budget which has cut | :08:03. | :08:08.
spending and increase taxes. We position, budget which has cut | :08:09. | :08:14.
beginning to see growth returning in the Major economies of the world and | :08:14. | :08:18.
we are beginning to see signs of economic growth in Jersey. This | :08:18. | :08:21.
budget is designed to give something back to them fast majority of the | :08:21. | :08:24.
taxpaying public in Jersey. 84% back to them fast majority of the | :08:24. | :08:30.
people will see a tax cut. We are targeting relief for parents with | :08:31. | :08:34.
children at university, we are putting some increases on duties, | :08:34. | :08:39.
and we are setting out for the hospital paid for from the strategic | :08:39. | :08:47.
reserve and borrowing for housing, securing long—term interest rates | :08:47. | :08:51.
for investment in Jersey housing stock. It is a very positive picture | :08:51. | :08:56.
of a Jersey's housing future. We have been in recession, we've seen | :08:56. | :09:02.
the economy shrink, we have seen unemployment go up. You are now | :09:02. | :09:11.
whether it is you trying to be re—elected next year. This is not | :09:11. | :09:15.
the election nearing. This is about investing in Jersey's long—term | :09:15. | :09:22.
future. Most ministers presenting their budgets or nay year—end starts | :09:22. | :09:26.
in January are dealing with a legacy of debt and deficit. We've make | :09:26. | :09:31.
tough decisions in Jersey and now with confidence returning in terms | :09:31. | :09:35.
of the financial services industry and the economy, that is certainly | :09:35. | :09:40.
going to be a picture that we can only use for the benefit of the | :09:40. | :09:45.
future. The budgets of the last only use for the benefit of the | :09:45. | :09:48.
years haven't been popular and this will be a more popular budget, | :09:48. | :09:51.
giving something back. The economy is still shrinking, though, so what | :09:51. | :09:57.
has changed this year as opposed to last year? This is not spend but | :09:57. | :10:00.
departments to make substantial last year? This is not spend but | :10:00. | :10:06.
in their spending and we've taken £60 million out of the recurring | :10:06. | :10:11.
costs of Jersey, and there is more spending efficiencies and more cuts | :10:11. | :10:15.
is to come in terms of transferring efficiencies in economy, and putting | :10:15. | :10:21.
them into front—line services. generation, but we must remember the | :10:21. | :10:30.
amount of people in work, not just in the public sector payroll, also | :10:30. | :10:31.
in the public —— private sector in the public sector payroll, also | :10:31. | :10:46.
at an all—time high. We do have in the public sector payroll, also | :10:46. | :10:48.
interest rates. We haven't got a structural problem with the economy. | :10:48. | :10:51.
projection which is more positive as interest rates start returning. | :10:51. | :10:55.
Drinkers and smokers are being hit this year but taxes for the middle | :10:55. | :10:59.
and low income earners are changing. Is it a case of moving the tax | :10:59. | :11:04.
burden from one to another? Not really. We are proposing some duty | :11:04. | :11:09.
increases, a penny on a litre of fuel, 2p on the so—called working | :11:09. | :11:17.
unexplained differential in the commodities in Jersey. The Treasury | :11:17. | :11:23.

necessary. Overall, this is an Guernsey's budget for 2014 comes out | :11:45. | :11:58.

as well as the proposed scrapping of mortgage interest relief that was | :12:02. | :12:04.

before we need to dig out that extra layer. It is a slow process, very | :12:33. | :12:39.
muddy at the moment, but it does tomorrow. There are a few showers | :12:39. | :12:44.
dotted around and also becoming breezy, especially by the end of the | :12:44. | :12:49.

into the weekend. That is all from Into autumn we go. Let me know what | :14:25. | :14:32.
you think about Jersey 's budget proposals by tweeting me. I am back | :14:32. | :14:34.
to be taking part in the Horse of the Year Show. | :14:34. | :14:50.
A bitter row has erupted over a planned development on the outskirts | :14:50. | :14:54.
of Truro. The City Council is being accused of wasting taxpayers money | :14:54. | :14:58.
fighting the plans. But the local authority has hit back, accusing the | :14:58. | :15:01.
development company of "emotional blackmail'" Spotlight's Rebecca | :15:01. | :15:10.
Wills has the story. This site on the outskirts of Truro | :15:10. | :15:15.
has become a battlefield in the war of words which has broken out | :15:15. | :15:19.
between the company which wants to develop it and Truro City Council, | :15:19. | :15:24.
which is seeking a legal challenge to the outline planning permission | :15:24. | :15:28.
granted a few months ago. Back in July, Cornwall Council approved an | :15:28. | :15:32.
application from the company for 1,500 new homes, a primary school, | :15:32. | :15:38.
care Village, community centre, hotel and 600 space extension to | :15:38. | :15:44.
three mile —— park and ride. But the council is now seeking a judicial —— | :15:44. | :15:51.
would judicial review of the scheme. I think they are using emotional | :15:51. | :15:58.
blackmail, because they are trying to get everybody in tribute to | :15:58. | :16:02.
believe we could be missing out on affordable housing. We want to see | :16:02. | :16:07.
that, we want to see it in Truro, not in green fields were —— miles | :16:07. | :16:15.
away from anything. The company declined to be interviewed, but in a | :16:15. | :16:16.
statement the company said: there was a mixed reaction to the | :16:16. | :16:44.
plans. Who has got the money in this day and age to go out and pay for | :16:45. | :16:49.
them? I don't think it is a bad thing it is being developed, as long | :16:49. | :16:53.
as the infrastructure is there. That road is always busy enough as it is. | :16:53. | :16:58.
The traffic problem will be the main thing. You put more homes on that, | :16:58. | :17:05.
1,500 homes is virtually 3,000 cars. But these opening salvos | :17:05. | :17:11.
between developer and council could be just wasted words. The judge has | :17:11. | :17:15.
yet to decide whether that are grounds for a judicial review. That | :17:15. | :17:19.
decision is pending. As austerity measures start to bite, | :17:19. | :17:23.
one area of the South West is set to lose almost half its public toilets | :17:23. | :17:26.
and all of the council—run CCTV cameras. Teignbridge Council has | :17:27. | :17:30.
decided it can't afford to run these services any more. It's hoping local | :17:30. | :17:33.
groups and parish councils will take them on instead. Our South Devon | :17:33. | :17:42.
reporter John Ayres reports. We all need to spend a penny from | :17:42. | :17:46.
time to time. In Teignbridge it might not be so easy. 17 public | :17:46. | :17:52.
toilets could close if no one comes forward to run them. It is more | :17:52. | :17:56.
important to keep the toilet rather than save a bit of money. You have | :17:57. | :18:01.
the playground over there with lots of small children. It is a right to | :18:01. | :18:12.
be able to go to the toilet. It is a matter of hygiene. Today the council | :18:12. | :18:16.
scrutinised its own decision to stop the funding. It has decided to press | :18:16. | :18:21.
ahead with the cuts. Closing public toilet is an emotive issue. One | :18:21. | :18:27.
councillor held up toilet paper and told councillors to bring them —— | :18:27. | :18:36.
bring their own. And it was not just toilets. The | :18:36. | :19:03.
plug could also be pulled on CCTV, affecting Newton Abbot in | :19:03. | :19:04.
particular. Its supporters insisted provides vital evidence for the | :19:05. | :19:07.
police. When they turn up, have you got CCTV and there is no CCTV, my | :19:07. | :19:10.
answer would be no, and it will be difficult to get a prosecution. I am | :19:10. | :19:12.
mystified as to whether this decision was taken, and in my view | :19:12. | :19:15.
it is completely the wrong one. The council will not raise council tax. | :19:15. | :19:18.
It is forced to make cuts. We have seen our Government grant shrink | :19:18. | :19:21.
from 49% to little more than 4%. And we have got to take a look at all | :19:21. | :19:26.
our facilities in a measured and sympathetic manner, to see if we can | :19:26. | :19:31.
find any cost savings. This toilet might be saved if the | :19:31. | :19:36.
parish council takes it over. The other toilets and CCTV services will | :19:36. | :19:40.
only survive if other bodies do the same. | :19:40. | :19:44.
A new business park in Plymouth, which could create up to 300 jobs, | :19:44. | :19:48.
has opened its doors to prospective tenants. The Burrington Business | :19:48. | :19:51.
Park is on the former Mother's Pride bakery site which closed last year. | :19:51. | :19:55.
Developers hope to turn it into a thriving centre for up to 40 new | :19:55. | :20:04.
businesses. Scott Bingham reports. Nick has been running his letting | :20:04. | :20:09.
management company for nine years. He currently works from home but is | :20:09. | :20:13.
looking to expand. Today as a prospective tenant he got the first | :20:13. | :20:16.
chance to look around this new business park. Relocating here, he | :20:16. | :20:23.
hopes, will allow him the space to grow and potentially create more | :20:23. | :20:27.
jobs. We have been trying to find a suitable alternative to working from | :20:27. | :20:31.
home. This was just presented to us as an option. We think it will be | :20:31. | :20:37.
good for our clients when they come up here and see us rather than | :20:37. | :20:40.
having to beat for a coffee or come round to the house. This is one of | :20:40. | :20:45.
the huge spaces here. The developers hope once it is refurbished, this | :20:45. | :20:52.
entire site, or 110,000 square feet of it, will be home to around 40 | :20:52. | :20:56.
businesses employing some 300 people. | :20:56. | :21:00.
This neighbouring property is already home to 30 small businesses, | :21:00. | :21:06.
and one —— part of the same team snapped up the site next door. It | :21:06. | :21:12.
was perfect for our business model, which is to refurbish to a very high | :21:12. | :21:19.
standard and attract a mixed use of interesting businesses into the | :21:19. | :21:23.
park. Despite the economy, they are confident they can fill the park as | :21:23. | :21:28.
well. It is difficult at the moment, but you have to offer something | :21:28. | :21:32.
different and keep standards that people expect in the commercial | :21:32. | :21:37.
market. This small corner of Plymouth seems to be thriving. A | :21:37. | :21:41.
growing call centre already provides a steady stream of customers to the | :21:41. | :21:44.
snack bar, and they are looking forward to a few more. Is this the | :21:44. | :21:50.
busiest you have seen it? Absolutely, it is growing and | :21:50. | :21:56.
growing. My mother has bought a Mercedes. So business is good? | :21:56. | :22:01.
Honourable lady yes. The business park will feature a free gym to keep | :22:01. | :22:07.
staff in shape, but it might bring, —— competition to. Plans also | :22:07. | :22:14.
include an upmarket coffee bar. Exmouth sailors Stevie Morrison and | :22:14. | :22:17.
Ben Rhodes have announced an end to their 12—year sailing partnership. | :22:17. | :22:20.
The pair, pictured here training in Portland Harbour, race a 49er skiff. | :22:20. | :22:24.
They won the world championships in 2007, but never quite managed an | :22:24. | :22:29.
Olympic medal. They say they now want to explore new opportunities | :22:29. | :22:32.
outside of the Olympic sailing classes. | :22:32. | :22:44.
A young rider from Devon has qualified for the Horse of the Year | :22:44. | :22:47.
Show in Birmingham. Harry Edwards—Brady is, according to his | :22:47. | :22:50.
mum, a natural in the saddle and loves competing. And what's most | :22:50. | :22:53.
remarkable is he's only three years old, as Leigh Rundle reports. | :22:53. | :23:01.
Horses are in Harry's blood. He has loved them ever since he was a few | :23:01. | :23:06.
months old. Now he is off to one of them UK's most big —— prestigious | :23:06. | :23:12.
equestrian events. Are you excited? Yes. When you are three, it is easy | :23:13. | :23:18.
to get distracted, particularly if there are tractors around. | :23:18. | :23:21.
But when it really matters, Harry shines. I was just totally amazed, | :23:21. | :23:29.
and just so, so proud of him. To have done so well that such a young | :23:30. | :23:33.
age in such good competition as well. | :23:33. | :23:39.
Having tasted success at other events around the country, the | :23:39. | :23:45.
toddler is ready for the next stage of his riding career. I've ever | :23:45. | :23:49.
accusations it is a pushy mother behind his success? He would | :23:49. | :23:55.
probably end up going to show every day if he could. He loves competing. | :23:55. | :24:04.
Horses are all very well, but it is good to develop other skills and | :24:05. | :24:10.
keep your career options open. Isn't she cute? He is a star! —— | :24:10. | :24:14.
isn't she cute? Are you putting your heating and | :24:14. | :24:30.
yet? Don't even mention it! There is a change. Colder area is coming our | :24:30. | :24:34.
way. I might put my heating and to keep | :24:34. | :24:40.
the house warm. It turns colder over the next 24 hours. Our risk of | :24:40. | :24:45.
showers tomorrow, and it is the combined effect of lower | :24:45. | :24:48.
temperatures, a bit more of a breeze, so the wind chill will be | :24:48. | :24:53.
more of a feature. Lots of cloud on the satellite picture. This is the | :24:53. | :24:59.
colder air coming down. That clearer sky brings the drop in those | :24:59. | :25:03.
temperatures. At the moment we have a weather system across us. Drizzle | :25:03. | :25:08.
and low cloud a problem this evening, but it will move out of the | :25:08. | :25:12.
way and then we are between weather fronts by the middle of the day | :25:12. | :25:15.
tomorrow. The second of those comes in through the afternoon, early | :25:15. | :25:19.
evening, so by the time we get to tomorrow night it will be much | :25:19. | :25:25.
colder, and by Thursday, a chilly northerly breeze. Temperatures much | :25:25. | :25:28.
lower than they have been this autumn. Looking at that in detail, | :25:28. | :25:35.
it is another drizzly evening with low cloud, mist and fog. It is | :25:35. | :25:41.
beginning to clear though. Becoming drier, still a few fog patches here | :25:41. | :25:45.
and there, and overnight temperatures probably down as low as | :25:45. | :25:51.
ten or 11 degrees. Winds becoming north—westerly, they will freshen up | :25:51. | :25:58.
during the day. That is how the day starts tomorrow, but as we move | :25:58. | :26:02.
through the day we start to see the colder air come in. There will be | :26:02. | :26:06.
sunshine tomorrow around the middle of the day. Showers developing, and | :26:06. | :26:11.
towards the end of the afternoon another line of showers coming out | :26:11. | :26:15.
of south Wales will drift in. Between the two we will see a brisk | :26:15. | :26:20.
north—westerly breeze developing, holding the temperatures down. Last | :26:20. | :26:26.
week we had temperatures of 19 and 20 degrees, for tomorrow 15 or 16 I | :26:26. | :26:30.
think will be the best we can expect. With that brisk North West | :26:30. | :26:33.
wind it will feel quite a bit colder. For the Isles of Scilly, a | :26:33. | :26:40.
few showers and quite breezy. Times of high water. | :26:40. | :26:50.
The surf conditions on the south coast will be quite clean, two to | :26:50. | :26:56.
three feet here, but between four to six feet and quite choppy on the | :26:56. | :27:01.
north coast. The forecast for the coastal waters, | :27:01. | :27:09.
then. The wins north—westerly. —— the wins. Generally very good | :27:09. | :27:18.
visibility out at sea. The forecast for Thursday is bright and drive. A | :27:18. | :27:21.
few showers possible across West Cornwall, similar conditions on | :27:22. | :27:29.
Friday, and then cold, breezy, with some outbreaks of rain for the start | :27:29. | :27:33.
of the weekend. We have been very lucky up until | :27:33. | :27:38.
now. It had to turn colder sometime soon. I don't believe David will put | :27:38. | :27:44.
his heating and yet, he is meaner than I am! Good night. | :27:44. | :27:46. |
