Good evening and welcome to BBC Channel Islands News, on the day | :00:05. | :00:07.
Guernsey unveils its budget for Channel Islands News, on the day | :00:07. | :00:11.
year ahead. The headlines: Tax on alcohol, tobacco, and fuel is on the | :00:11. | :00:15.
up, in a bid fill a massive economic black hole. Whilst we do want to | :00:15. | :00:25.
reduce the budget deficit, if we increased taxation to fast we will | :00:25. | :00:29.
damage the economic recovery. Good Guernsey — they'll get help to get | :00:29. | :00:34.
on the property ladder. One other main headline — over £10 million | :00:34. | :00:37.
will be spent on extending six States primary schools in Jersey, to | :00:37. | :00:44.
cope with rising pupil numbers. It is the opportunity for us to | :00:44. | :00:48.
cope with rising pupil numbers. able to do what we do. We need more | :00:48. | :00:48.
Tax on alcohol, tobacco, and fuel is on the up, as Guernsey's Treasury | :00:48. | :01:04.
Homeowners will also pay more in property tax, but there will be | :01:04. | :01:07.
Homeowners will also pay more in help for first time buyers and | :01:07. | :01:09.
personal tax allowances are going up massive hole in the States finances | :01:09. | :01:17.
— as Penny Elderfield reports. It's Island's books. And when there's a | :01:18. | :01:25.
£27 million deficit to deal with — it's something that has to be done. | :01:25. | :01:32.
You have to balance your budget it's something that has to be done. | :01:32. | :01:38.
your home life. Likewise, the States of Guernsey have to balance the | :01:38. | :01:41.
budget. We cannot spend, spend, spend. The money comes from you | :01:41. | :01:48.
budget. We cannot spend, spend, I, the taxpayer. And to bring in | :01:48. | :01:50.
some extra money, the States are Drinkers will be paying more for | :01:50. | :01:55.

alcohol, with tax up 5%, or a couple tobacco is increasing by 5.7%, | :01:58. | :02:06.
cigarettes. And when you fill up your car, you'll be paying two pence | :02:06. | :02:13.
more per litre. Also on the up, increase by 5%. They will not notice | :02:13. | :02:27.
an awful lot, to be truthful. The increase is about £9 per year on | :02:27. | :02:31.
average. They will get an increase on their personal allowances, which | :02:31. | :02:36.
will increase their tax rebate. Overall, most people will be more or | :02:36. | :02:40.
less on balance. So not much that's unexpected, but the Treasury's done | :02:40. | :02:43.
that on purpose, as a full review of tax and benefits is still ongoing. A | :02:43. | :02:45.
review which could lead to some tax and benefits is still ongoing. A | :02:45. | :02:49.
radical changes later on than we're Guernsey's budget should help first | :02:49. | :02:58.

very well—paid job, first time buyers, it is a massive struggle. | :03:44. | :03:47.
But measures in today's budget should make it easier for others, | :03:47. | :03:50.

suggest it is only about 20% to transactions below 400,000. We would | :04:25. | :04:29.
But the Government believes it will encourage sellers to reduce prices | :04:29. | :04:35.

Guernsey's Treasury Minister, Gavin St. Pier, and asked him why, if | :05:00. | :05:03.
finances are so tight, they've not gone further with this years budget? | :05:04. | :05:12.
Well, we are very conscious we are working with an economy which is | :05:12. | :05:16.
still quite fragile, it is still recovering. Whilst we do want to | :05:16. | :05:21.
reduce the budget deficit, if we increased taxation to fast, we are | :05:21. | :05:27.
recovery. We are taking a judgement call which means that we move with | :05:27. | :05:34.
caution. No major changes to tax benefits, but there are changes | :05:34. | :05:39.
caution. No major changes to tax year? Yes, we are about halfway | :05:39. | :05:42.
through a review of the personal tax, pensions and benefits system. | :05:42. | :05:47.
We expect to bring a report next year, which will help us to decide | :05:47. | :05:49.
what the long—term structure of year, which will help us to decide | :05:49. | :05:53.
system should look like. That would feed through to changes this time | :05:53. | :05:58.
next year as we put together the budget then. Big news for first | :05:58. | :06:04.
next year as we put together the buyers. How, in reality, will that | :06:04. | :06:09.
make a difference? We are operating in an environment where the number | :06:09. | :06:12.
of transactions has been down about 20% of this year. We also recognise | :06:12. | :06:20.
that the levels of duty have not been reviewed for ten years. It | :06:21. | :06:28.
that the levels of duty have not also this one—year reduction in | :06:28. | :06:34.
that the levels of duty have not level of duty. We hope that will | :06:34. | :06:35.
help bring forward transactions What in this budget will get the | :06:35. | :06:48.
economy flowing? Well, the key government spending. And next year | :06:48. | :06:55.
there will be a 2.6% reduction in government spending in real terms, | :06:55. | :07:00.
which amounts to about 9.4 million. That enables us to put aside an | :07:00. | :07:05.
additional 10 million into capital reserve, to fund our capital and our | :07:05. | :07:10.
infrastructure spending. Much of that will benefit the local economy. | :07:10. | :07:18.

two Plymouth care homes which were effectively closed down by the | :13:34. | :13:37.
authorities. An Inside Out South West investigation found that South | :13:37. | :13:40.
View and Park View failed to meet a number of Care Quality Commission | :13:40. | :13:43.
standards. The homes were owned by Nick and Anna Chapman. But Mrs | :13:43. | :13:46.
Chapman refused to comment on why the homes were run so badly, when we | :13:46. | :13:51.
caught up with her this morning. Sam Smith reports. Anna Chapman, I am | :13:51. | :14:04.

been unable to take a bath because there was no hot water. It was | :14:35. | :14:38.

County Council. These two former staff members are still awaiting | :15:34. | :15:38.
compensation that they were awarded from the Chapmans company for unfair | :15:38. | :15:42.
dismissal. According to the CQC, food suppliers, tradesmen and the | :15:42. | :15:49.
gas company are also owed money. The parents of an injured baby say they | :15:49. | :15:52.
had to make their own arrangements to get him to a specialist burns | :15:53. | :15:55.
unit. Twenty—two—month—old Corey Duffield, who was badly scalded in | :15:55. | :15:59.
an accident at home, was taken to the hospital in Truro by ambulance. | :15:59. | :16:02.
Doctors there asked his parents, who don't drive, to arrange the 170 mile | :16:02. | :16:05.
trip to Frenchay hospital in Bristol. The Royal Cornwall | :16:05. | :16:08.
Hospitals Trust say such requests are part of an agreed protocol. You | :16:08. | :16:11.
may find some pictures in David George's report distressing. Toddler | :16:11. | :16:21.
Corey Duffield will be two next month. He has recovered well from | :16:21. | :16:26.
the scalding accident which happened three weeks ago when he pulled over | :16:26. | :16:33.
at hand of boiling potatoes. I did not see, but I think he has tried to | :16:33. | :16:37.
stir it and brought it on to himself. A paramedic was sent in an | :16:37. | :16:44.
search of an emergency call and the baby was given morphine and taken to | :16:44. | :16:48.
the Royal Cornwall Hospital by emergency ambulance. His head and | :16:48. | :16:52.
neck were badly scalded. These pictures were taken by his parents. | :16:52. | :16:57.
They were asked to make their own arrangements to take him to a | :16:57. | :17:05.
special burns unit in Bristol. As he was given morphine, he should have | :17:05. | :17:10.
been monitored in an ambulance. We were in the back of a car and he had | :17:10. | :17:16.
open wounds. Looking back, I think it was crazy to expect us in that | :17:16. | :17:23.
state and Cory as well, he was in pain and had had a horrible trauma, | :17:23. | :17:28.
to expect him to sit in a car for hours ——: Smith. The hospital said | :17:28. | :17:40.
his condition was fully assessed by the emergency department doctor and | :17:40. | :17:43.
our records show he was not displaying any signs of undue pain | :17:43. | :17:46.
or distress. In line with protocols agreed with the team at Frenchay | :17:46. | :17:50.
Hospital it was considered appropriate for him to travel by | :17:50. | :17:54.
car. At his parents raised any concerns about the difficulty of | :17:54. | :17:57.
getting to Bristol, we would have organised transport. His parents say | :17:57. | :18:03.
they told hospital staff they could not drive and they did not ask for | :18:03. | :18:08.
an ambulance because they were upset and distressed and believed they had | :18:08. | :18:15.
no choice. A project being piloted in the South West is cutting crime | :18:15. | :18:17.
and ensuring people with mental health problems get the treatment | :18:17. | :18:20.
they need. The Liaison and Diversion scheme involves psychiatric nurses | :18:20. | :18:23.
who are based in police stations. In Cornwall, the service has | :18:23. | :18:25.
dramatically reduced reoffending. Here's our Health Correspondent | :18:25. | :18:37.
Sally Mountjoy. James has had a mental health problems for years. | :18:37. | :18:39.
This summer, deeply depressed, he reached a crisis. I barricaded | :18:39. | :18:49.
myself in my bungalow. Put petrol over myself. I set alight to the | :18:49. | :19:00.
bungalow. He was arrested, but in court his luck changed. He met Jim | :19:00. | :19:05.
Beresford, and nurse with the Liaison and Diversion Scheme and he | :19:05. | :19:08.
assessed him, spoke up for him in court and helped avoid a prison | :19:08. | :19:12.
sentence and ensured he got the medication and support he needed. I | :19:12. | :19:19.
went from despair and not seem like at the end of the tunnel to | :19:19. | :19:24.
basically, when I met Jim, everything every —— ever thing | :19:24. | :19:32.
turned around. Research showed that 25% of people coming into police | :19:32. | :19:36.
custody centres in Cornwall and 40% of those in regular contact with the | :19:36. | :19:40.
police were known to have a history of mental illness. For many, the | :19:40. | :19:43.
criminal justice system was the wrong place. Inspector Mark Bolt who | :19:43. | :19:50.
is based in Camborne helped set up the pilot scheme one year ago. As | :19:50. | :19:56.
well as two psychiatric nurses, three are now based in police | :19:56. | :20:01.
stations across Cornwall. When officers in custody centres or the | :20:01. | :20:05.
community think someone is mentally unwell, they are referred for | :20:05. | :20:11.
assessment. The neighbourhood teams can refer people in. If they commit | :20:11. | :20:20.
an offence or are suspected of an offence, officers can refer them to | :20:20. | :20:23.
the team and see if their behaviour is due to mental illness and if it | :20:23. | :20:28.
is, the team can offer them support and hopefully, that support will | :20:28. | :20:31.
make them better so they will not commit further offences. The service | :20:31. | :20:36.
has reduced crime and saved police time. Pilot schemes also operate in | :20:36. | :20:47.
Dorset and Somerset and from last month, in Devon. Those involved want | :20:47. | :20:52.
government funding to continue the scheme which improves individual | :20:52. | :20:58.
lives and is good for society. The community at large benefit from | :20:58. | :21:02.
someone whose circumstances are stabilised under social | :21:02. | :21:07.
circumstances are stabilised, they are less likely to offend. | :21:07. | :21:12.
Therefore, they will not come to the attention of police. I am lucky. | :21:12. | :21:24.
But, better late than never. People are getting wise to everything. And | :21:24. | :21:30.
I am a good example of someone who has got the help that they needed, | :21:30. | :21:34.
because I would not have got it in prison. Plymouth Argyle bowed out of | :21:34. | :21:40.
the Football League Trophy last night when they were beaten 2—1 at | :21:41. | :21:44.
Swindon Town in the second round. The Pilgrims actually led through | :21:44. | :21:47.
Andre Blackman's first goal for the club after only seven minutes. But | :21:47. | :21:50.
the Wiltshire team responded soon after and won the tie just after | :21:50. | :21:54.
half—time with a second goal. It's now five league and cup games | :21:54. | :21:57.
without a win for John Sheridan's side. Exmouth—based Olympic sailors | :21:57. | :22:04.
Stevie Morrison and Ben Rhodes may have announced they're to go their | :22:04. | :22:07.
separate ways, but thoughts now turn to their future. Will the former | :22:07. | :22:10.
49'er skiff world champions stay in the sport? Both of them are with us | :22:10. | :22:14.
this evening in the studio to tell us more. Welcome to the programme. | :22:14. | :22:22.
Why the decision at this point to go your separate ways? Ultimately we | :22:22. | :22:31.
are in our results based business. We have looked at our results. We | :22:31. | :22:36.
have had some real highs in our career, but we have perhaps | :22:36. | :22:40.
plateaued a little bit. We have looked down several avenues to | :22:40. | :22:44.
improve ourselves, but it has not quite happened. We have been doing | :22:44. | :22:48.
it a long time. It is probably time to move on. Looking back on your | :22:48. | :22:57.
career, what are the highlights? It was incredible. We had minimal | :22:57. | :23:07.
backing at that point. That was our springboard. That was amazing. The | :23:07. | :23:15.
sport of sailing is on a high after the Olympics, then with the success | :23:15. | :23:23.
of Ben Ainslie in the America's Cup. What does the future hold for | :23:23. | :23:34.
you? Obviously the America's Cup captured the imagination and made | :23:34. | :23:37.
sailing more understandable but the amazing broadcast that happened. We | :23:37. | :23:45.
were lucky to have someone like Ben Ainslie. He has spearheaded sailing | :23:45. | :23:49.
around the country and around the world. The America's Cup, it | :23:49. | :23:53.
originally started out in Britain, unfortunately we lost that first | :23:53. | :23:59.
race, and we have never won it back. Right now, we have an unbelievable | :24:00. | :24:03.
wealth of talent in the country and if Ben Ainslie can drum up that | :24:03. | :24:08.
financial interest that ultimately you need, then it would be amazing. | :24:08. | :24:15.
Unfortunately, the sport is moving towards a high—performance end which | :24:15. | :24:19.
is were we come from, so less of the slow boats and more of the faster | :24:19. | :24:23.
spectacular boats, which is the pace we are used to working out. Thank | :24:23. | :24:33.
you. Good luck. Let us take a look at the weather. | :24:33. | :24:39.
Good evening. We have had a drop in the temperatures and it has felt | :24:39. | :24:47.
colder and some of us have not got any higher than 12 degrees. A cold | :24:47. | :24:51.
day in store tomorrow. It will be breezy and there will be some | :24:51. | :24:55.
sunshine off and on and we will need to wrap up warm. It is much more | :24:55. | :25:00.
autumnal and that change is here to stay. Quite a lot of cloud on the | :25:00. | :25:04.
satellite picture. It is big enough to give us some outbreaks of rain | :25:04. | :25:12.
this evening. Not a huge amount of wet weather, but it does herald a | :25:12. | :25:15.
change later this evening. A cold night as the weather systems move | :25:15. | :25:18.
out of the way and the high—pressure sits to the west of Ireland, | :25:18. | :25:21.
northerly winds, giving us lower temperatures and it will feel chilly | :25:21. | :25:25.
tomorrow morning with overnight temperatures well into single | :25:25. | :25:29.
figures. By the time we get to Thursday and Friday, there is a | :25:29. | :25:32.
subtle change, with this low—pressure drink —— dragging in an | :25:32. | :25:37.
easterly flow. There will be less cold air and there will be showers. | :25:37. | :25:43.
There is that satellite picture, a fine line of blue across the Bristol | :25:43. | :25:50.
Channel. That is the second in a line of showers and that will have | :25:50. | :25:58.
the clear air behind it. Overnight figures could be as low as four or | :25:58. | :26:02.
five degrees. That is a lot colder than it has been, the coldest nights | :26:02. | :26:08.
so far this autumn and the winds are brisk and will remain from the North | :26:08. | :26:13.
West slowly clearing northerly. There are the temperatures. Tomorrow | :26:13. | :26:22.
morning, apart from a few showers in the Isles of Scilly, it will be a | :26:23. | :26:27.
good day with plenty of sunshine, the sunshine giving us some decent | :26:27. | :26:33.
lengthy spells and also giving us very good visibility. Lovely clear | :26:33. | :26:36.
air coming from the Arctic. Excellent visibility, the risk of a | :26:36. | :26:41.
few showers, but it is cold, 12 or 13 degrees will be the maximum | :26:41. | :26:45.
temperature. For the Isles of Scilly, breezy and cold day, a | :26:45. | :26:51.
higher risk of showers. Times of high water. For surfers... Coastal | :26:51. | :27:19.
waters forecast... Freddie's forecast is similar, a bit less | :27:19. | :27:24.
cold, early in the day, there may be some patchy rain —— Friday. Into the | :27:24. | :27:33.
weekend, it remains cooler and also more unsubtle. Have a good evening. | :27:33. | :27:38.
That is the news and weather for now —— unsettled. From everyone here, | :27:38. | :27:44.
have a very good night. | :27:44. | :27:46. |
