Good evening, and welcome to BBC BBC

:00:00.:00:00.

Good evening, and welcome to BBC Channel Islands.

:00:00.:00:09.

Coming up on tonight's programme: investing in intensive care ` Jersey

:00:10.:00:13.

spends ?3 million on new beds and infection control for critically ill

:00:14.:00:16.

patients. A man who lost his livelihood over a

:00:17.:00:20.

public event wins ?50,000 compensation from the States. I want

:00:21.:00:31.

to be able to pick myself up and dust myself down.

:00:32.:00:34.

And getting the message ` new measures to get drivers off their

:00:35.:00:42.

mobile phones. It looks really hard, especially if you have a

:00:43.:00:43.

phone. It has taken two years and cost tax

:00:44.:00:59.

payers ?3 million ` now the revamp of Jersey Hospital's Intensive Care

:01:00.:01:02.

Unit is almost complete. There'll be more beds and better infection

:01:03.:01:07.

control in the new facility. Today our reporter Amy Harris was granted

:01:08.:01:13.

unique access. State of the art facilities to treat

:01:14.:01:19.

critically ill islanders. This is one of the rooms in the new`look

:01:20.:01:22.

Intensive Care and High Dependency Units at Jersey's General Hospital.

:01:23.:01:25.

With more than 700 patients admitted here every year, bosses say the

:01:26.:01:31.

revamp was needed. The old ICU had done 23 years of

:01:32.:01:34.

service, and saw around 13,000 patients go through its doors. At

:01:35.:01:39.

that time it had met modern standards, but in the 21st century

:01:40.:01:43.

it didn't meet modern standards and we had to improve our intensive care

:01:44.:01:46.

facility. The new units now boast more new

:01:47.:01:50.

beds, increased space around beds, and improved air handling units to

:01:51.:01:58.

support infection control. The three`phase project has taken two

:01:59.:02:01.

years to complete and cost just under ?3 million. And with patients

:02:02.:02:06.

continuing to use the units throughout, it's required detailed

:02:07.:02:09.

and careful planning at every stage. Those working here, like Dr Andrew

:02:10.:02:12.

Woodward, say the revamp will benefit both patients and staff.

:02:13.:02:19.

It's been a challenging time over the previous two years and as we've

:02:20.:02:23.

seen this project come to fruition the morale has improved and the

:02:24.:02:25.

working environment is much improved and it makes it a better place to

:02:26.:02:28.

work. The unit will be officially opened

:02:29.:02:42.

tomorrow by the Chief Minister, a significant landmark in the

:02:43.:02:45.

provision of high quality intensive care to islanders who need it most.

:02:46.:03:06.

Meanwhile, States members have agreed to pay around ?50,000 in

:03:07.:03:11.

compensation to a man who lost his livelihood when a public event was

:03:12.:03:14.

cancelled. Terry McDonald wanted to break a world record with his

:03:15.:03:17.

fireworks display planned for the 2007 Battle of Flowers parade.

:03:18.:03:29.

Edward Sault explains. For the whole thing to end up in this sort of

:03:30.:03:32.

mess, I find it so sad. He'd wanted to break his own world

:03:33.:03:36.

record by letting off thousands of fireworks at once at the end of the

:03:37.:03:39.

Battle of Flowers Parade. But despite receiving permission from

:03:40.:03:41.

the Bailiff's panel, two environmental reports suggested he'd

:03:42.:03:44.

be prosecuted if any pollution occurred. This evening, States

:03:45.:03:47.

members voted by 29 votes to 14 to compensate him. This has never been

:03:48.:03:56.

about compensation. Money is not what it is about. I want to be

:03:57.:04:07.

exonerated. I want closure. I want to be able to pick myself up and

:04:08.:04:11.

dust myself down and get on with life.

:04:12.:04:13.

But some States members disagreed, saying it was Mr McDonald himself

:04:14.:04:16.

who pulled his rocket attempt and should have been aware of the

:04:17.:04:18.

environmental concerns. Others though said the way he'd been

:04:19.:04:26.

treated by the States was appalling. He was not doing this for personal

:04:27.:04:33.

gain. He was doing it on behalf of Islanders. He had support from all

:04:34.:04:44.

of the state departments. The unused fireworks have now been

:04:45.:04:47.

disposed off. Tonight Mr McDonald says today's decision now means he

:04:48.:05:08.

can rebuild his life. Politicians in Jersey will get a pay rise. They

:05:09.:05:12.

chose not to debate proposals from Constable Phil Rondel to turn down

:05:13.:05:15.

next year's rise of ?600. Unless any member refuses, they'll now get

:05:16.:05:19.

?42,600 a year. And they'll be able to claim ?4000 in expenses.

:05:20.:05:21.

Kerbside recycling will be launched in Guernsey in March. The current

:05:22.:05:24.

rubbish collectors in each parish will pick up mixed recycling in

:05:25.:05:27.

special bags. The new scheme's expected to cost almost ?2.5 million

:05:28.:05:31.

over the next two years. It'll be funded from waste charges at the

:05:32.:05:34.

island's landfill site. However people won't be forced to sort out

:05:35.:05:37.

their recycling under the proposed voluntary scheme. The voluntary

:05:38.:05:39.

element is going to be there. The new kerb`side scheme will mean that

:05:40.:05:44.

we are again Askin people to comply by choice.

:05:45.:06:04.

A campaign's been launched this week in Jersey aimed at stopping people

:06:05.:06:08.

using their mobile phones while driving. Figures suggest the number

:06:09.:06:11.

of drivers caught breaking the law isn't changing. During Road Safety

:06:12.:06:14.

Week a driving simulator's been set up in one of the island's shopping

:06:15.:06:18.

centres to make people more of aware of the consequences of using a phone

:06:19.:06:21.

behind the wheel. While this might be a fun break from

:06:22.:06:24.

the classroom, the lesson is serious ` driving while on the phone is

:06:25.:06:28.

dangerous. It could be dangerous and you could kill someone.

:06:29.:06:35.

So they seem to be getting the message but their parents are the

:06:36.:06:38.

ones behind the wheel. And figures suggest motorists in Jersey are

:06:39.:06:45.

still breaking the law. The number of offences of driving while using

:06:46.:06:49.

mobiles went up in 2012. So far this year, there have been 413 offences.

:06:50.:06:52.

Most of them by men and the average age of drivers caught on the phone

:06:53.:06:56.

is 37. I do not think that the message is getting through at all. A

:06:57.:07:01.

lot of cars now have a mobile connection and you can speak hands

:07:02.:07:03.

free. And the organiser behind this

:07:04.:07:06.

campaign knows more than most how bad the consequences can be. Paul's

:07:07.:07:10.

sister, Ellen, was killed by a driver who was on his mobile phone.

:07:11.:07:16.

She was walking home from a shopping trip and a car left the road and

:07:17.:07:21.

knocked her into a field. This killed her. It destroyed the family.

:07:22.:07:34.

Part of you dies when something like that happens.

:07:35.:07:36.

And while this is just pretend, it's hoped that real lessons will be

:07:37.:07:39.

learned and this simulator will save lives.

:07:40.:07:48.

Guernsey FC captain Sam Cochrane returns to the squad after injury

:07:49.:07:52.

for their trip to fourth`placed Leatherhead tonight. But the Green

:07:53.:07:54.

Lions will be without goalkeeper Chris Tardif and a number of other

:07:55.:07:57.

experienced players. There's coverage of tonight's game on BBC

:07:58.:08:05.

Guernsey from 7pm. Alderney is moving a step nearer to

:08:06.:08:08.

getting an indoor heated community swimming pool. The island has almost

:08:09.:08:11.

raised the ?500,000 required to build it. Now members of the public

:08:12.:08:15.

are being asked to chip in and leave a lasting legacy on the project.

:08:16.:08:19.

When it comes to public swimming pools, this is as good as it gets in

:08:20.:08:22.

Alderney. An outdoor facility covered in leaves that is out of

:08:23.:08:26.

action during the winter months. But all that is set to change ` this is

:08:27.:08:30.

what Alderney's proposed new indoor pool could look like. A 25`metre

:08:31.:08:33.

3`lane indoor swimming pool with a small gym. The island is trying to

:08:34.:08:37.

raise ?500,000 to build it and so far they've got ?460,000. It is very

:08:38.:08:43.

important for the island. Our children really do not have any

:08:44.:08:44.

proper place to learn to swim. Now one man is hoping to raise the

:08:45.:09:00.

rest. Tiles will be placed on the inner

:09:01.:09:03.

wall of the building and people can have their own tile engraved with

:09:04.:09:07.

their name for ?10 each. So far, Rod has sold 830. He made this machine

:09:08.:09:11.

himself and says it takes quite a while to make each tile. I was down

:09:12.:09:18.

here at seven o'clock in the morning in my pyjamas and it goes on until

:09:19.:09:26.

seven o'clock at night. It takes half an hour to make each tile.

:09:27.:09:32.

Guernsey and Jersey both excelled in the swimming pool at the Island

:09:33.:09:37.

Games in Bermuda this year and those behind this scheme hope Alderney

:09:38.:09:41.

could emulate that in the future. Rod and his machine have already

:09:42.:09:44.

raised almost ?10,000. If all goes to plan then he's hoping the

:09:45.:09:48.

swimming pool will be ready for use in the summer.

:09:49.:10:01.

Hello. We are seeing some sharp showers and strong winds. We will

:10:02.:10:22.

see rain and hail showers. You can see this area of cloud working its

:10:23.:10:33.

way towards the continent. Behind it, we have this strong northerly

:10:34.:10:38.

winds bringing some cold air and some showers. As we head through

:10:39.:10:47.

Thursday, high pressure will build. We're still getting some strong

:10:48.:10:54.

winds. This high pressure continues trying to build into Friday and the

:10:55.:10:59.

weekend. But we will still see some breezy conditions and the risk of

:11:00.:11:06.

showers. A mixture of rain for this evening. It could be strong, deal

:11:07.:11:10.

force even. We could still see some rumbles of

:11:11.:11:27.

thunder through the day. It is going to feel pretty chilly. This sea date

:11:28.:11:38.

is rough. Choppy conditions for surfers. We

:11:39.:11:57.

have high pressure continuing to build into the weekend.

:11:58.:12:01.

That's all from us here in the Channel Islands.

:12:02.:12:08.

those circumstances. We have been told the new contract for training

:12:09.:12:13.

was signed before problems in other areas emerged. Serco itself points

:12:14.:12:18.

out that it was recently named as one of the top 100 apprentice

:12:19.:12:21.

providers in the UK. The family of a GP who was stabbed

:12:22.:12:26.

to death at his home have said they are devastated by the tragic loss.

:12:27.:12:29.

60`year`old Geraint Hughes, known as Gary, was found at his home near

:12:30.:12:33.

Feock in Cornwall, last Friday. A 58`year`old woman, believed to be

:12:34.:12:37.

his wife Marion, was arrested at the scene on suspicion of murder and

:12:38.:12:40.

remains in police custody. The jury in the trial of the man

:12:41.:12:46.

accused of causing one of the worst motorway accidents in Britain, has

:12:47.:12:50.

visited the crash site today. Seven people died in the incident on the

:12:51.:12:53.

M5 near Taunton in November 2011. Geoffrey Counsell, who organised a

:12:54.:12:57.

nearby fireworks display, is charged with failing to ensure the safety of

:12:58.:13:01.

others. He has pleaded not guilty. Controversial plans to reduce the

:13:02.:13:04.

number of children's centres in Somerset have been put on hold. The

:13:05.:13:08.

County Council says it'll draw up more detailed proposals, following

:13:09.:13:13.

widespread opposition. The meeting was meant to be about

:13:14.:13:19.

making more savings, but today, County Council is instead heard

:13:20.:13:25.

about a cut that is being postponed. I have heard what families,

:13:26.:13:29.

residents, community and councillors have said in relation to the

:13:30.:13:33.

proposal. This is Chilcompton community Centre, one of 18 the

:13:34.:13:38.

council want to pull the plug on. The plan was to produce spending on

:13:39.:13:43.

buildings, while investing more on front line staff. It caused a storm

:13:44.:13:48.

of protest. The County Council have failed children centres and children

:13:49.:13:54.

in our community. It is deeply fair and ironic that people who were not

:13:55.:14:01.

even born at the start of the financial crisis are the ones who

:14:02.:14:06.

will suffer. The Conservative run authority were clearly perturbed.

:14:07.:14:11.

Whenever you are talking about children's services, of course it is

:14:12.:14:17.

an emotive subject. Hopefully members of the public will be happy

:14:18.:14:24.

that we have paused the decision`making process, and we will

:14:25.:14:31.

continue to listen to make sure we come up with the right result. It is

:14:32.:14:40.

officially a pause while more detailed proposals are drawn up for

:14:41.:14:46.

the threatened centres. But it has been widely welcomed. The county

:14:47.:14:51.

can't continue to say they are making difficult decisions and use

:14:52.:14:56.

that as an excuse to make bad decisions. Now they have listened,

:14:57.:15:01.

reflected, they have paused, and hopefully we can move forward to a

:15:02.:15:06.

good solution for all of Somerset. Meanwhile, councillors have voted

:15:07.:15:10.

through another ?4 million of cuts with the leader warning there will

:15:11.:15:16.

be more to come. This is the tip of the iceberg. This council has been

:15:17.:15:21.

cutting for four years. The easy savings have been made. Today is

:15:22.:15:25.

about a view million pounds. In the next few months they have got to

:15:26.:15:29.

find out how to save tens of millions more.

:15:30.:15:31.

Coming up: The effects of addiction to video games.

:15:32.:15:35.

Plus, could this be the shape of things to come for Axminster

:15:36.:15:37.

Carpets? And, the big wheel which has had its

:15:38.:15:41.

final spin. A South West expert in addictions

:15:42.:15:46.

says the number of people affected by excessive computer and video

:15:47.:15:51.

gaming is rising. There's concern it can damage physical health,

:15:52.:15:54.

relationships and schooling. A psychotherapist who counsels people

:15:55.:15:57.

from across the region, says his call for the gaming industry to fund

:15:58.:16:02.

a helpline has been turned down. Increasingly, our lives are

:16:03.:16:06.

dominated by technology. Phones, computers, televisions. But millions

:16:07.:16:11.

play online and video games for fun and relaxation with no adverse

:16:12.:16:16.

effects, but 4.6% of adolescents regularly use the Internet and do so

:16:17.:16:24.

to excess, and may be harmed as a result. Earlier this year,

:16:25.:16:29.

18`year`old Alex found gaming was taking over his life. I would be on

:16:30.:16:34.

the computer playing games until 2am. Then on the weekends I would

:16:35.:16:41.

wake up, play on the computer all day. School and family relationships

:16:42.:16:44.

suffered. Mike Graves gradually slipped down and down `` my grades.

:16:45.:16:50.

Then they kicked me out in January. There is growing concern that

:16:51.:16:55.

excessive gaming causes physical harm from a lack of exercise, sleep

:16:56.:17:01.

and proper meal times, and affects relationships and specs. It is the

:17:02.:17:07.

damage to the individual, the damage to the family, and this potential

:17:08.:17:11.

loss of this real important group of young people as they move through,

:17:12.:17:16.

if they are not given the opportunity to develop their full

:17:17.:17:20.

potential. A psychotherapist at a North Somerset addictions clinic has

:17:21.:17:25.

held talks with the gaming industry, but his request that it fund a

:17:26.:17:32.

helpline for those with problems is refused. The Association for UK

:17:33.:17:35.

interactive entertainment said there was no proven link between video

:17:36.:17:40.

games and addiction. While play the macro some play excessively, often

:17:41.:17:46.

there are other issues. It said the games industry at safety measures in

:17:47.:17:51.

place, including recommending breaks every 45`60 minutes, and the use of

:17:52.:17:56.

age ratings, password locks, and control systems to limit the time

:17:57.:18:04.

spent playing. After nine months of counselling, Alex has a grip on his

:18:05.:18:13.

life. He has taken up his studies at a new school. I look back on the

:18:14.:18:20.

spending hours and hours behind a screen and I think I'm a stupid kid.

:18:21.:18:25.

I still get enjoyment from it, but it is more of a hobby than a

:18:26.:18:30.

problem. The numbers affected by excessive gaming are forecast to

:18:31.:18:34.

grow. Unlike Alex, many may not get the help they need to get back on

:18:35.:18:36.

track. You may remember that last night we

:18:37.:18:40.

reported on the upturn in fortunes of Axminster carpets, and the roll

:18:41.:18:43.

that one businessman has played in the company's remarkable recovery.

:18:44.:18:46.

Stephen Boyd was already chairman of two big South West firms, and has a

:18:47.:18:49.

reputation for turning businesses around.

:18:50.:18:54.

A time for fresh thinking and new ideas. This is the first time

:18:55.:19:00.

Axminster Carpets has ever made rugs, and they are just about to go

:19:01.:19:08.

on sale. All the drugs will be woven, Axminster Carpets. Today, a

:19:09.:19:14.

design meeting with the MD and new executive chairman, Stephen Boyd. He

:19:15.:19:19.

is determined to modernise and expand. A significant growing part

:19:20.:19:23.

of our business is in transportation. It consists of

:19:24.:19:26.

carpets, both for railways, for example Wilton, but also for

:19:27.:19:31.

aircraft, and this may be a very familiar one as Easyjet. We also

:19:32.:19:36.

have others for other airlines, such as Loganair, who like a red colour.

:19:37.:19:42.

This one is for the Siemens Railway Co. In just six months, turnover has

:19:43.:19:48.

doubled. A new apprenticeship scheme is about to start. It is a

:19:49.:19:54.

traditional industry, making is very traditional, but always dominated by

:19:55.:19:59.

men. We are the first carpets company to ever appoint a female

:20:00.:20:05.

executive director, and we are very proud to say that we have now

:20:06.:20:10.

appointed a second female director, who in that case is our finance

:20:11.:20:16.

director as well. There is a buzz about the place, which appears to

:20:17.:20:21.

extend beyond the factory walls. I think it is wonderful. It has shown

:20:22.:20:27.

that there are people within the company who can make it grow and

:20:28.:20:34.

make a success of it. It is very good news for the town. From what I

:20:35.:20:44.

can see, this is just the ) for the job. He is focused, I think we will

:20:45.:20:50.

see Axminster really gaining its place as the world leader of

:20:51.:20:54.

top`quality carpets. Many people lost their jobs and there is still

:20:55.:20:59.

some bitterness in the town. But more people are being taken on. Now

:21:00.:21:04.

159 staff are full`time, many who were made redundant in March. In May

:21:05.:21:11.

I was offered a job to run the underlay Department again. Now I am

:21:12.:21:16.

the charge hand, which is quite nice. I am just hoping there is a

:21:17.:21:23.

good future hair. So, what of the future? At 29, Josh is managing

:21:24.:21:29.

director here, following in the footsteps of his great grandfather,

:21:30.:21:33.

father and grandfather. So, will there be a job for any future

:21:34.:21:37.

offspring? I will let the customers decide that. The fact that 95% of

:21:38.:21:43.

customers returned to us is a huge vote of confidence in the business.

:21:44.:21:49.

The future is very bright for Axminster Carpets. We are on track.

:21:50.:21:56.

Success story is always a little bit too optimistic at an early stage

:21:57.:22:03.

such as this, but as far as I'm concerned, it is a project with a

:22:04.:22:08.

very long`term future, and I am intending to be here long`term as

:22:09.:22:14.

well. That last comment is probably what will give the staff, the

:22:15.:22:19.

board, the customers and the market most confidence.

:22:20.:22:24.

It's provided thousands of visitors with a bird's eye view, but the big

:22:25.:22:28.

wheel which has dominated the skyline of Plymouth for the last

:22:29.:22:32.

couple of years has turned for the final time. The huge structure on

:22:33.:22:38.

the Hoe is being dismantled because it hasn't attracted enough customers

:22:39.:22:44.

in the winter months to make it financially viable.

:22:45.:22:48.

It has dominated the Plymouth skyline for two years. But this

:22:49.:22:52.

wheel has made its last circuit. The operators say it is too expensive to

:22:53.:22:57.

run through another winter. Fuel for this wheel costs ?1600 a week. We

:22:58.:23:03.

have decided financially we cannot afford to stay for the winter. We

:23:04.:23:10.

pay business rates and rent, storage costs, staff costs, insurance. It is

better for us to take it down. This operation is not cheap either.

:23:18.:23:23.

Taking it down will cost a further ?70,000. The wheel will turn again.

It is expected to be erected in another city somewhere in the UK in

February. In this exposed location, DC air has taken its toll, so the

spokes and Axel are being taken to be re`sprayed in Holland, while the

rest is stored for the winter. The wheel itself has also seen a feud

parties, but now it is time here in Plymouth is at an end. If you are a

:23:57.:24:02.

big wheel fan, there is some hope. The owners are in talks to open one

:24:03.:24:05.

in Torquay. Time for the weather now.

:24:06.:24:10.

The owners are in talks to open one in Plenty of showers, one of two

:24:11.:24:16.

could be noisier than others with some hail mixed in. Tomorrow will be

:24:17.:24:25.

a windy day, but those will be easing. If you showers, and equally

:24:26.:24:30.

some sunshine to enjoy. The big picture is where the area of high

:24:31.:24:36.

pressure is at the moment, and it is right out here across the northern

:24:37.:24:42.

half of the North Atlantic. That clear sky is heading our way. At the

:24:43.:24:47.

moment we have a vigorous area of low pressure, generating a

:24:48.:24:51.

particularly lively wind across North Devon. All the showery rain

:24:52.:24:57.

will move into France, but there will be showers following on the

:24:58.:25:01.

hind. The air is coming from the north, so it will feel fairly raw.

:25:02.:25:08.

Not quite so windy for tomorrow, and into the weekend, this area of high

:25:09.:25:15.

pressure will move them, and that'll be the dominant weather feature for

:25:16.:25:21.

the weekend and for all of next week. A lot of dry weather around,

:25:22.:25:26.

and some pretty cold weather to, although daytime temp reaches should

:25:27.:25:29.

be around eight or nine degrees. `` daytime temperatures. Glimpses of

:25:30.:25:36.

the stars every now and then trained those showers, and more clear sky

:25:37.:25:42.

developing through the night. But that wind will stay with us, so we

:25:43.:25:47.

won't seem too much in the way of frost.

:25:48.:25:56.

Tomorrow, two streams of showers, one across Cornwall, and some across

:25:57.:26:01.

Dorset and Somerset, drifting into South Devon. In between there should

:26:02.:26:08.

be some sunshine. The winds change direction tomorrow and eventually

:26:09.:26:12.

become north`easterly, and continue to drop. Temperatures are not far

:26:13.:26:21.

off the average for this time of year. A widespread frost developing

:26:22.:26:28.

tomorrow night and into Friday morning. The winds will eat

:26:29.:26:34.

tomorrow, but still quite a windy start to the day for the Isles of

:26:35.:26:37.

Scilly. `` those winds will ease. Becoming mainly fair with visibility

:26:38.:27:19.

out at sea. So, a lot of sunshine around as we move through Friday

:27:20.:27:25.

into the weekend. The sunshine baby until the end of the morning for

:27:26.:27:31.

most of us as we will have some mist and fog around. And a fair amount of

:27:32.:27:36.

frost overnight. Have a good evening.

:27:37.:27:39.

That's all for tonight. Our late news is that 10:25pm. Good night.
