is to review the Treasury's draft budget. The report questions weather | :00:55. | :00:57. | |
people will benefit from a reduced tax rate in the future when a new | :00:58. | :01:01. | |

One of the main plans in next year's budget is a cut in income tax. That | :01:14. | :01:15. | |
means most people could save around ?800 a year. But a budget review | :01:16. | :01:18. | |

will be offset by a new charge to fund long term care. When you get up | :01:23. | :01:32. | |

If you start spending money from the rainy day fund, from the strategic | :02:06. | :02:10. | |
reserve, then somehow the barriers to spending are gone and you think, | :02:11. | :02:18. | |
I can just use it for this or that. The panel also proposes that revenue | :02:19. | :02:21. | |
raised from tax rises on cigarettes and alcohol should go directly into | :02:22. | :02:24. | |
the health fund. The Treasury Minister wasn't available for an | :02:25. | :02:27. | |

had? I think the responses are reasonable. It is in their best | :04:26. | :04:29. | |
interest to get this piece of work right. And in our best interest to | :04:30. | :04:36. | |
make sure they get it right. I think they will have everything in place | :04:37. | :04:39. | |
in time for the transition process to go smoothly but I want to make | :04:40. | :04:44. | |
sure that that is the case so I will be keeping my eye on them. People | :04:45. | :04:49. | |
watching may argue that these questions should have been entered | :04:50. | :04:56. | |
in advance of your vote. On balance I voted for the proposals because I | :04:57. | :05:01. | |
felt that the education Department had made their case. But there is | :05:02. | :05:06. | |
still a lot of work to do and I want to make sure that that is done in | :05:07. | :05:10. | |
time for these schools to receive these pupils. But I think there is | :05:11. | :05:15. | |
still a lot of work to do. We need to make sure that that is done in | :05:16. | :05:25. | |
time and to a good standard. An extra ?175,000 will be made | :05:26. | :05:29. | |
available to sports groups in Jersey between now and the 2015 Island | :05:30. | :05:34. | |

events in Jersey to improve membership and participation | :06:38. | :06:43. | |
numbers. But some States members think the island should be spending | :06:44. | :06:46. | |
even more. Deputy Sean Power says the government should be bold and | :06:47. | :06:50. | |
brave and borrow as much as ?100 million to turn Fort Regent into an | :06:51. | :06:53. | |
Olympic`sized swimming pool and specialist sport education centre. | :06:54. | :06:56. | |
If we are going to invest in a major strategic asset for the future, for | :06:57. | :07:00. | |
the youth of today and the youth of tomorrow, it is justifiable. It is | :07:01. | :07:05. | |

Guernsey has a new weapon in the fight against prostate cancer. The | :07:34. | :07:37. | |
disease, which affects many men in the island, can now allegedly be | :07:38. | :07:40. | |
detected easier and quicker. Mike Wilkins reports on a machine making | :07:41. | :07:45. | |
a difference. Prostate cancer is the most common | :07:46. | :07:49. | |
cancer in men in Guernsey. About 50 men are diagnosed each year, of | :07:50. | :07:54. | |
which 15 die. In the battle against the disease, Guernsey has this new | :07:55. | :07:59. | |
weapon in its arsenal. It's called a transrectal ultrasound and is | :08:00. | :08:01. | |
promising to improve prostate cancer detection. It is claimed that this | :08:02. | :08:13. | |
can provide much clearer images for doctors checking patients for | :08:14. | :08:19. | |
prostate cancer. It's also meant to be much faster and the more detailed | :08:20. | :08:23. | |
results lead to better treatment and more success. This is | :08:24. | :08:30. | |
state`of`the`art equipment intends of scanning and providing diagnostic | :08:31. | :08:38. | |
Dick tests for the prostate. We have got good equipment which we will | :08:39. | :08:40. | |
continue to use but this allows us more flexibility in coping with the | :08:41. | :08:46. | |
increase in demand of patients coming in with suspicions of | :08:47. | :08:51. | |
prostate cancer. In the last 18 months there has been a huge | :08:52. | :08:54. | |
increase in the number of patients with suspected prostate cancer, so | :08:55. | :09:00. | |
what's causing this? It is mostly in the over 70s where we see prostate | :09:01. | :09:07. | |
cancer. There is an ageing population and now improved | :09:08. | :09:10. | |
detection. So the figures are likely to go up. It seems more and more men | :09:11. | :09:15. | |
will have to come to terms with prostate cancer. But this machine | :09:16. | :09:18. | |
could literally help save lives through earlier detection. | :09:19. | :09:25. | |

and lost. She says she believes if she hadn't drunk, she might have | :16:03. | :16:04. | |
noticed her young son wasn't well and got help sooner. Alcohol will go | :16:05. | :16:06. | |
the senses. You sometimes miss things happening. A child might be | :16:07. | :16:11. | |
doing their normal thing but, because the parent isn't being as | :16:12. | :16:15. | |
attentive, they might have a fall or crashed into something, wondered | :16:16. | :16:20. | |
off. Figures I have been given a show on 81 occasions in June alone, | :16:21. | :16:25. | |
paramedics raised concerns about families with young children. In the | :16:26. | :16:30. | |
majority of cases, parents in their feud had had too much to drink or | :16:31. | :16:35. | |
taken drugs. In 46 cases, the youngsters were under five. Of | :16:36. | :16:39. | |
those, 21 were less than one`year`old. I was fairly surprised | :16:40. | :16:46. | |
that intoxication was the main cause for referral in the age groups. It | :16:47. | :16:54. | |
is probably down to the fact paramedics are seeing safeguarding | :16:55. | :16:57. | |
as a more important part of their role rather than their emergency | :16:58. | :17:03. | |
life`saving situations. A parent dialling emergency may simply not be | :17:04. | :17:06. | |
able to follow instructions over the phone. A nurse who has been needing | :17:07. | :17:11. | |
an awareness campaign says in her career she has seen 24 cases of | :17:12. | :17:15. | |
children dying where a parent has been incapable. | :17:16. | :17:20. | |
We are trying to make people think about the level of alcohol. One or | :17:21. | :17:24. | |
two glasses might be a cake but if they are drinking the whole bottle | :17:25. | :17:30. | |
or drinking another bottle and started at lunchtime, it will have a | :17:31. | :17:34. | |
curative effect. Staying in maybe the new going out but whether that | :17:35. | :17:38. | |
makes someone a more responsible parent is now open to question. | :17:39. | :17:44. | |

captain. Today, her more recent veterans gathered in tribute. Clare | :18:39. | :18:40. | |
