Hello and welcome. The top stories Edinburgh

:00:09.:00:10.

Hello and welcome. The top stories tonight. Warnings that Jersey's

:00:11.:00:15.

budget for next year doesn't go far enough to grow the island's economy

:00:16.:00:17.

in the long term. The ?6 million plan to get more

:00:18.:00:22.

islanders involved in sport. The strategy is about more people

:00:23.:00:30.

doing more activity more often and improving the standard of sport. And

:00:31.:00:33.

the new weapon to fight prostate cancer in Guernsey ` and how the

:00:34.:00:43.

disease could be detected sooner. Good evening. Measures in Jersey's

:00:44.:00:47.

budget for next year don't go far enough to grow the economy in the

:00:48.:00:51.

long term. That's according to a panel of politicians, whose job it

:00:52.:00:54.

is to review the Treasury's draft budget. The report questions weather

:00:55.:00:57.

people will benefit from a reduced tax rate in the future when a new

:00:58.:01:01.

charge for adult social care comes in. Pam Caulfield reports.

:01:02.:01:13.

One of the main plans in next year's budget is a cut in income tax. That

:01:14.:01:15.

means most people could save around ?800 a year. But a budget review

:01:16.:01:18.

questions whether many will benefit. It suggests the money taxpayers save

:01:19.:01:22.

will be offset by a new charge to fund long term care. When you get up

:01:23.:01:32.

to the 1%, 3% and eventually it will be 3%, the only people who seem to

:01:33.:01:40.

benefit are married men with working wives and two children, one at

:01:41.:01:44.

university, and married pensioners. Everyone else will be out of pocket.

:01:45.:01:48.

Also in the budget were: Plans to borrow ?250 million to build new

:01:49.:01:53.

homes. Spend up to ?90 million on building

:01:54.:01:55.

projects. And take ?300 million from the so

:01:56.:01:59.

called "rainy day" fund for the new hospital.

:02:00.:02:05.

If you start spending money from the rainy day fund, from the strategic

:02:06.:02:10.

reserve, then somehow the barriers to spending are gone and you think,

:02:11.:02:18.

I can just use it for this or that. The panel also proposes that revenue

:02:19.:02:21.

raised from tax rises on cigarettes and alcohol should go directly into

:02:22.:02:24.

the health fund. The Treasury Minister wasn't available for an

:02:25.:02:27.

interview on camera tonight. His budget is due to be debated in a

:02:28.:02:33.

week's time. Meanwhile, Jersey's taxpayers could

:02:34.:02:35.

soon be assessed individually, regardless of whether or not they're

:02:36.:02:39.

married. The island's Treasury and Resources Minister Senator Philip

:02:40.:02:42.

Ozouf wants taxpayers treated equally, without tax policies

:02:43.:02:43.

encouraging or discouraging lifestyles. A feasibility review has

:02:44.:02:49.

been prepared and will be published alongside the draft budget.

:02:50.:03:00.

Jersey deputies Trevor and Shona Pittman were suing the Jersey

:03:01.:03:05.

evening post over at Khartoum highlighting how you could borrow up

:03:06.:03:09.

to four times your salary for a mortgage. They claimed it made them

:03:10.:03:14.

look like money grabbers. Visitor numbers in Guernsey have

:03:15.:03:18.

dropped in the last year by three percent. 190,000 people stayed in

:03:19.:03:21.

the island according to the latest figures from the Commerce and

:03:22.:03:23.

Employment Department. Castle Cornet has bucked the trend. The attraction

:03:24.:03:28.

has had its most successful year since the Millennium.

:03:29.:03:29.

Guernsey's Education Department remains under pressure to ensure

:03:30.:03:33.

adequate plans are in place ahead of two primary schools closing. Over

:03:34.:03:37.

the next two years, St Andrew's Primary and St Sampson's Infants

:03:38.:03:41.

will go. Deputy Laurie Queripel is continuing to push for answers on

:03:42.:03:44.

whether the Vale Primary School can cope with the extra pupils. A short

:03:45.:03:48.

time ago I asked him about his concerns. I think as a deputy it is

:03:49.:03:59.

my duty to make sure that the school is in a fit state to receive the

:04:00.:04:04.

extra pupils in the future. I think it is only right that we ask the

:04:05.:04:08.

education Department these questions. And to make sure the

:04:09.:04:16.

school is fit for purpose and facilities are up to scratch. You

:04:17.:04:21.

have raised your concerns, what do you make of the response you have

:04:22.:04:25.

had? I think the responses are reasonable. It is in their best

:04:26.:04:29.

interest to get this piece of work right. And in our best interest to

:04:30.:04:36.

make sure they get it right. I think they will have everything in place

:04:37.:04:39.

in time for the transition process to go smoothly but I want to make

:04:40.:04:44.

sure that that is the case so I will be keeping my eye on them. People

:04:45.:04:49.

watching may argue that these questions should have been entered

:04:50.:04:56.

in advance of your vote. On balance I voted for the proposals because I

:04:57.:05:01.

felt that the education Department had made their case. But there is

:05:02.:05:06.

still a lot of work to do and I want to make sure that that is done in

:05:07.:05:10.

time for these schools to receive these pupils. But I think there is

:05:11.:05:15.

still a lot of work to do. We need to make sure that that is done in

:05:16.:05:25.

time and to a good standard. An extra ?175,000 will be made

:05:26.:05:29.

available to sports groups in Jersey between now and the 2015 Island

:05:30.:05:34.

Games. It's part of a ?6 million plan to get more islanders involved

:05:35.:05:39.

in sport and improve standards. But some States members want to see even

:05:40.:05:42.

more spending, as Tim Robinson reports. The opening ceremony of the

:05:43.:05:56.

Island games in Jersey in 1997. The event returns to Jersey in 2015.

:05:57.:06:02.

And like planners of its big brother the Olympic Games, organisers here

:06:03.:06:05.

want it to leave a sporting legacy for the island. Legacies aren't

:06:06.:06:11.

cheap ` this one will cost ?6 million ` mostly on fixing old and

:06:12.:06:15.

building new facilities. Local sports clubs will share an extra

:06:16.:06:23.

?175,000 a year too. The money will be spent on helping

:06:24.:06:29.

people to travel away. Maybe to bring coaches over to Jersey to

:06:30.:06:33.

develop more of our coaches to go away. And finally by putting on more

:06:34.:06:37.

events in Jersey to improve membership and participation

:06:38.:06:43.

numbers. But some States members think the island should be spending

:06:44.:06:46.

even more. Deputy Sean Power says the government should be bold and

:06:47.:06:50.

brave and borrow as much as ?100 million to turn Fort Regent into an

:06:51.:06:53.

Olympic`sized swimming pool and specialist sport education centre.

:06:54.:06:56.

If we are going to invest in a major strategic asset for the future, for

:06:57.:07:00.

the youth of today and the youth of tomorrow, it is justifiable. It is

:07:01.:07:05.

an exercise that should be done, to look at a major investment in the

:07:06.:07:09.

fort that would be of such a high standard that people would come to

:07:10.:07:16.

train here. And I think that's where we should be looking. The Sport

:07:17.:07:21.

Department says spending on that scale is unlikely in the near

:07:22.:07:25.

future, but is hopeful the money it is spending now will have a big

:07:26.:07:28.

impact on Jersey's next sporting generation.

:07:29.:07:33.

Guernsey has a new weapon in the fight against prostate cancer. The

:07:34.:07:37.

disease, which affects many men in the island, can now allegedly be

:07:38.:07:40.

detected easier and quicker. Mike Wilkins reports on a machine making

:07:41.:07:45.

a difference. Prostate cancer is the most common

:07:46.:07:49.

cancer in men in Guernsey. About 50 men are diagnosed each year, of

:07:50.:07:54.

which 15 die. In the battle against the disease, Guernsey has this new

:07:55.:07:59.

weapon in its arsenal. It's called a transrectal ultrasound and is

:08:00.:08:01.

promising to improve prostate cancer detection. It is claimed that this

:08:02.:08:13.

can provide much clearer images for doctors checking patients for

:08:14.:08:19.

prostate cancer. It's also meant to be much faster and the more detailed

:08:20.:08:23.

results lead to better treatment and more success. This is

:08:24.:08:30.

state`of`the`art equipment intends of scanning and providing diagnostic

:08:31.:08:38.

Dick tests for the prostate. We have got good equipment which we will

:08:39.:08:40.

continue to use but this allows us more flexibility in coping with the

:08:41.:08:46.

increase in demand of patients coming in with suspicions of

:08:47.:08:51.

prostate cancer. In the last 18 months there has been a huge

:08:52.:08:54.

increase in the number of patients with suspected prostate cancer, so

:08:55.:09:00.

what's causing this? It is mostly in the over 70s where we see prostate

:09:01.:09:07.

cancer. There is an ageing population and now improved

:09:08.:09:10.

detection. So the figures are likely to go up. It seems more and more men

:09:11.:09:15.

will have to come to terms with prostate cancer. But this machine

:09:16.:09:18.

could literally help save lives through earlier detection.

:09:19.:09:25.

Now a special documentary is being screened tonight reporting on

:09:26.:09:27.

Durrell's orangutans in the wild and in Jersey. Refugees of the Lost

:09:28.:09:32.

Rainforest, made by the BBC here in Jersey, follows the journey of

:09:33.:09:34.

Sumatran orangutans in Indonesia at the same time as two of the animals

:09:35.:09:38.

were born here at Jersey Wildlife Park. The programme is at eight

:09:39.:09:42.

o'clock tonight on BBC Four, or on BBC Two this coming Saturday. Time

:09:43.:09:52.

now for the weather, here's David. It certainly feels like winter. We

:09:53.:09:58.

have had a lot of cloud in the last few days. And overnight tonight that

:09:59.:10:03.

cloud might be thick enough to generate some light rain or drizzle.

:10:04.:10:16.

Tomorrow is cloudy with some showers dotted around. It will feel less

:10:17.:10:28.

cold. A lot of cloud to the North of us and that is heading through the

:10:29.:10:33.

UK, crossing the channel overnight tonight and bringing with it the

:10:34.:10:38.

threat of some patchy rain. The area of high pressure is beginning to

:10:39.:10:45.

slowly move west. This weather system will move in tomorrow and by

:10:46.:10:52.

Thursday it keeps us again rather cloudy for most of the day. So cloud

:10:53.:10:57.

to come throughout the night and just some spots of rain beginning to

:10:58.:11:03.

appear by dawn tomorrow morning. Through the morning tomorrow just

:11:04.:11:09.

gradually and increase in thickness of the cloud, enough to generate a

:11:10.:11:18.

few spots of rain. But it is slightly less cold, around 10

:11:19.:11:24.

degrees the top temperature. The wind is from the North East.

:11:25.:11:28.

Generally good visibility out at sea. If you are heading for the

:11:29.:11:39.

beach for some surfing you will be disappointed, there is hardly a wave

:11:40.:11:47.

in the sea. But by Friday there is much more of a breeze developing.

:11:48.:11:52.

Some showers possible to end the day and then the high pressure comes

:11:53.:11:58.

back for Saturday and Sunday. The risk of some overnight frost.

:11:59.:12:00.

That is all for now. We hope you government continues, Cornwall

:12:01.:12:08.

Council will have to find ?196 million of cuts over five years.

:12:09.:12:12.

Two workers who exposed widespread failings at a Devon care home have

:12:13.:12:17.

won the latest round in their legal battle to get tens of thousands of

:12:18.:12:20.

pounds they were awarded for being unfairly dismissed. The owners of

:12:21.:12:23.

Park View Care Home in Plymouth challenged the award to Rosemary

:12:24.:12:26.

Parker and Launa Llewelyn Jones, but lost. Our home affairs correspondent

:12:27.:12:38.

Simon Hall reports. This was a resounding victory for

:12:39.:12:42.

Rosemary Parker and Launa Llewelyn Jones. The judge rejected the

:12:43.:12:47.

evidence of the home owner as unreliable and said the ?40,000 the

:12:48.:12:52.

women had been jointly awarded for unfair dismissal should stand. It

:12:53.:12:58.

feels good, just determined not to give up and get justice for

:12:59.:13:02.

ourselves, for other workers, for our elderly people, for the whole

:13:03.:13:13.

thing of the care community. This has become a protracted case. In

:13:14.:13:17.

summer, the women with supporters staged a sit in at Park View Care

:13:18.:13:22.

Home for not being paid. They were dismissed after exposing poor

:13:23.:13:25.

standards of care. But they have still received no money. We haven't

:13:26.:13:30.

got any money yet. There is another route we will have

:13:31.:13:35.

to go down now as soon as we get back, to see somebody else about the

:13:36.:13:39.

money which the judge has said we can take to another court hearing.

:13:40.:13:46.

We're not done yet. It's not a victory but it is in our favour. It

:13:47.:13:53.

proves we didn't tell lies, we were honest to the judge. It is a

:13:54.:13:58.

victory, we have won it. It will be a victory when we get the money.

:13:59.:14:03.

Park View Care Home has since been closed by Plymouth City Council. The

:14:04.:14:07.

next page in this battle is likely to see roles reversed with women

:14:08.:14:13.

pursuing mixture to the courts. As for Mr Chapman himself, he was not

:14:14.:14:17.

in the tribunal and has not responded to our request for a

:14:18.:14:18.

comment. Coming up later in the programme:

:14:19.:14:24.

Commemorating one of the Royal Navy's most famous ships.

:14:25.:14:27.

HMS Warspite, which saw action in both world wars, is remembered 100

:14:28.:14:32.

years after its launch. And, with one voice, the choir

:14:33.:14:35.

hoping to help others in the run up to Christmas.

:14:36.:14:40.

Figures released to BBC Spotlight show that, in one month alone,

:14:41.:14:45.

paramedics in the South West raised concerns about families with young

:14:46.:14:50.

children around 80 times. In the majority of cases, parents drinking

:14:51.:14:55.

or taking drugs was the main factor. It's left paramedics worried about

:14:56.:14:58.

the ability of some adults to properly look after youngsters

:14:59.:15:01.

who've injured themselves. They say children's lives are being put at

:15:02.:15:10.

risk. Simon Clemison reports. With a bottle or glass of something

:15:11.:15:14.

at home, fast catching up with a pint on a night out, what if you are

:15:15.:15:21.

a parent of a young child who needs your help? One mother said she is

:15:22.:15:26.

never touching alcohol again. Telling a generalist her story was

:15:27.:15:31.

too much. In e`mails passed through the NHS in Dorset, she has answered

:15:32.:15:36.

some of my questions. In one of the most extreme cases, she drank at

:15:37.:15:41.

lunchtime and had 14 cans of cider, falling asleep on the server.

:15:42.:15:45.

Meanwhile, her baby has stopped breathing. When she was told he was

:15:46.:15:59.

dead, she said she couldn't stop other parents not to end up empty

:16:00.:16:02.

and lost. She says she believes if she hadn't drunk, she might have

:16:03.:16:04.

noticed her young son wasn't well and got help sooner. Alcohol will go

:16:05.:16:06.

the senses. You sometimes miss things happening. A child might be

:16:07.:16:11.

doing their normal thing but, because the parent isn't being as

:16:12.:16:15.

attentive, they might have a fall or crashed into something, wondered

:16:16.:16:20.

off. Figures I have been given a show on 81 occasions in June alone,

:16:21.:16:25.

paramedics raised concerns about families with young children. In the

:16:26.:16:30.

majority of cases, parents in their feud had had too much to drink or

:16:31.:16:35.

taken drugs. In 46 cases, the youngsters were under five. Of

:16:36.:16:39.

those, 21 were less than one`year`old. I was fairly surprised

:16:40.:16:46.

that intoxication was the main cause for referral in the age groups. It

:16:47.:16:54.

is probably down to the fact paramedics are seeing safeguarding

:16:55.:16:57.

as a more important part of their role rather than their emergency

:16:58.:17:03.

life`saving situations. A parent dialling emergency may simply not be

:17:04.:17:06.

able to follow instructions over the phone. A nurse who has been needing

:17:07.:17:11.

an awareness campaign says in her career she has seen 24 cases of

:17:12.:17:15.

children dying where a parent has been incapable.

:17:16.:17:20.

We are trying to make people think about the level of alcohol. One or

:17:21.:17:24.

two glasses might be a cake but if they are drinking the whole bottle

:17:25.:17:30.

or drinking another bottle and started at lunchtime, it will have a

:17:31.:17:34.

curative effect. Staying in maybe the new going out but whether that

:17:35.:17:38.

makes someone a more responsible parent is now open to question.

:17:39.:17:44.

Sports news now. It's a big night for Devon football,

:17:45.:17:47.

particularly at Plainmoor where Torquay United and Plymouth Argyle

:17:48.:17:50.

do battle for the 37th time in their history. John Sheridan's Pilgrims go

:17:51.:17:53.

into the contest as favourites, after going unbeaten in their last

:17:54.:17:56.

five league outings, moving to within five points off the play`off

:17:57.:18:11.

places. But the Gulls are struggling badly, and are next to the bottom of

:18:12.:18:15.

League Two, with only one win in nine games.

:18:16.:18:17.

BBC Radio Devon will be at Plainmoor to bring you full coverage from

:18:18.:18:21.

7.05pm, along with the latest on Exeter City's match at Wycombe

:18:22.:18:22.

Wanderers. She was widely considered the

:18:23.:18:25.

greatest British war ship ever built, HMS Warspite was launched 100

:18:26.:18:28.

years ago today in Plymouth. The super dreadnought of 1913 was

:18:29.:18:31.

actually the seventh battleship in Royal Navy history to bear the name

:18:32.:18:34.

Warspite, which dates back to 1596 when Sir Walter Raleigh was her

:18:35.:18:38.

captain. Today, her more recent veterans gathered in tribute. Clare

:18:39.:18:40.

Burton was there to hear their stories.

:18:41.:18:48.

NEWSREEL: This is war, the dim light of early morning. HMS Warspite,

:18:49.:18:59.

gliding towards the Germans. There are other shells exploding. April

:19:00.:19:05.

1940, the world is watching as HMS Warspite hunts down and destroyed

:19:06.:19:13.

German ships in Norwegian waters. Just one battle in a 30 year service

:19:14.:19:17.

career which ended when she ran aground in Cornwall in 1947 on her

:19:18.:19:24.

way to be scrapped. But this is where it all began in November

:19:25.:19:31.

1913. Number three slip at the Devonport dockyard. Today, this is

:19:32.:19:42.

where then `` where 100 infections have `` veterans have gathered.

:19:43.:19:48.

Unfortunately we don't have a warship or submarine here, but this

:19:49.:19:54.

is one of the proudest ships we have in the Navy.

:19:55.:19:59.

My memory is very good. I had some good times. Believe it or not, I had

:20:00.:20:07.

some bad times. We got hit a couple of times. But we did very well.

:20:08.:20:15.

It's own happy and sad times remembered in a ceremony today, a

:20:16.:20:20.

chance for officers to reflect on the changing face of the Navy. It

:20:21.:20:24.

has been very interesting researching into life in the Navy

:20:25.:20:32.

that it served in. Let us not forget HMS Warspite saw service covering

:20:33.:20:36.

two world wars which saw a huge change in the way the world wars.

:20:37.:20:44.

Symbolic, not just of Britain's naval history, but Plymouth's master

:20:45.:20:50.

shipbuilders, the name HMS Warspite still inspires a pride and passion

:20:51.:20:52.

that time cannot erode. Christmas has come early in

:20:53.:21:11.

Weymouth. The town's One Voice Choir has released a CD to raise money for

:21:12.:21:15.

local children's charities and food banks. Local school children have

:21:16.:21:18.

been performing some of the songs, including a special composition,

:21:19.:21:20.

Christmas Time In Weymouth. Graham Smith reports.

:21:21.:21:49.

One night in the pub after rehearsal, I said, if you want me to

:21:50.:21:55.

arrange anything for your choir, I would be only too happy. The whole

:21:56.:21:57.

project was born from that. Doesn't it feel strange to be

:21:58.:22:15.

singing about Christmas in the middle of November? Well, yes, but

:22:16.:22:20.

it is nearly Christmas. I want it to be Christmas every day. What do you

:22:21.:22:26.

think, Chloe? The same as her but maybe not Christmas every day

:22:27.:22:28.

because it wouldn't be fair on Father Christmas.

:22:29.:22:45.

John came to me in July last summer with a song, and I thought it

:22:46.:22:52.

sounded great. He invited all of the local schools to take part. We

:22:53.:22:56.

wanted to at Saint Andrews. Since September, we have been rehearsing.

:22:57.:23:04.

And have all come together today. It is so thrilling. We approached all

:23:05.:23:08.

of the primary schools within the borough. And we were able to get six

:23:09.:23:10.

who helped us. Time now for the weather.

:23:11.:23:43.

It is feeling a bit Christmassy, it was freezing last night. I was going

:23:44.:23:49.

to ask whether you have done your Christmas list?

:23:50.:23:52.

Funnily enough, no! Plenty of time yet.

:23:53.:23:59.

Let us have a look. It is certainly cold enough but I don't think we

:24:00.:24:03.

will see any of the white stuff. Some fairly low overnight

:24:04.:24:06.

temperature is, last night it was down 2`3 in several places.

:24:07.:24:14.

Tomorrow, it is less cold. I am choosing my words carefully. Rather

:24:15.:24:21.

cloudy, and some drizzle in the wind every now and then particularly

:24:22.:24:27.

across Dorset and Somerset. More clouds on the satellite picture. It

:24:28.:24:33.

is allowing some weather fronts from the North West over the next two

:24:34.:24:36.

days. That area of high pressure moves further away back into the

:24:37.:24:42.

Atlantic over the next 24 hours. A warm weather system comes from the

:24:43.:24:46.

north, fairly weak, introducing cloud, meaning less cold air and the

:24:47.:24:53.

threat of drizzle and low cloud at the end of the day tomorrow. By the

:24:54.:25:00.

time we get to Thursday, little change in that pattern, we are on

:25:01.:25:05.

the edge of the high pressure so a limited amount of frost is likely as

:25:06.:25:09.

we see a lot more clout at night`time. That process has already

:25:10.:25:15.

happened tonight. Across Somerset and Dorset, briefly a touch of

:25:16.:25:22.

frost. Mostly, a cloudy night. Temperatures several degrees above

:25:23.:25:25.

freezing by dawn tomorrow. Those are the figures we can expect, up to

:25:26.:25:31.

four degrees by dawn tomorrow. Temperatures will start to rise

:25:32.:25:34.

again in the second half. The reason for that is we have this cloud

:25:35.:25:40.

producing a little drizzle. Mostly across Dorset and Somerset, drifting

:25:41.:25:45.

towards northern France. Devon and Cornwall, a lot of cloud. Over high

:25:46.:25:52.

ground, it becomes quite misty and a spit of drizzle in the wind. After

:25:53.:25:58.

the sparkling clear days we have seen, the moorlands are likely to be

:25:59.:26:03.

misty over the next few days. Double figures at last. Quite a big

:26:04.:26:07.

difference tomorrow. It will feel a little less cold. 10 degrees,

:26:08.:26:13.

considerably higher than we have seen for several days. The forecast

:26:14.:26:17.

for the Isles of Scilly. Rather cloudy, mainly dry. The seat is

:26:18.:26:23.

relatively calm. The winds are gentle. And on to the times of high

:26:24.:26:26.

water. For our coastal waters forecast, the

:26:27.:26:43.

winds are light. If you are heading down to the beach surfing, you might

:26:44.:26:50.

disappointed. The seat is beginning to cool down now, between 12 and 13

:26:51.:26:55.

degrees. The coastal waters forecast.

:26:56.:27:09.

So, when will the frosts come back? Probably on Saturday night into

:27:10.:27:17.

Sunday. The next few days, cloud around, thick enough on Friday to

:27:18.:27:23.

generate some showers and a brisk north westerly breeze. 11 degrees by

:27:24.:27:27.

Friday but back into single figures at the weekend. Fine weather for the

:27:28.:27:32.

weekend but the Frost returns on Saturday night and Sunday night.

:27:33.:27:33.

Have a good evening. We have put a video of the choir in

:27:34.:27:44.

Weymouth on our Facebook page. That's all for now.

:27:45.:27:46.
