Good evening. Welcome to the BBC Channel Islands news. Coming up

:00:08.:00:15.

Anger over plans to merge ranked taxis and private cabs and fears.

:00:16.:00:22.

Things are really tough. It will affect lots of livelihoods. Also

:00:23.:00:31.

tonight ` we meet the new boss of Guernsey's whole public sector ` and

:00:32.:00:34.

hear about the challenges ahead. And a bumper season for our postal

:00:35.:00:38.

services ` as islanders head online for their Christmas shopping. Taxi

:00:39.:00:48.

drivers in Jersey are angry at plans to change the way they work. The

:00:49.:00:51.

Transport Minister wants to create one system for private hire and rank

:00:52.:00:55.

cabs, allow more taxis on the roads, and cap fares. The idea is to

:00:56.:00:59.

provide a simpler and fairer service for passengers ` but some drivers

:01:00.:01:12.

say it will harm their livelihoods. Fighting the cold for all`important

:01:13.:01:15.

fares. But as fog led to long waits at Jersey Airport this morning `

:01:16.:01:19.

taxi drivers were more upset about plans to change how they work. It

:01:20.:01:22.

will put double the amount of drivers on the same ranks fighting

:01:23.:01:25.

for the same jobs that we are not getting at the moment. Plu`mac

:01:26.:01:28.

things are really tough and the changes will affect a lot of

:01:29.:01:35.

people. Everybody knows that the tourist industry has gone down. Less

:01:36.:01:41.

work and more drivers mean I will get less jobs. Part of the worry for

:01:42.:01:45.

taxi drivers here ` is that private hire cabs would have more freedom to

:01:46.:01:48.

use the ranks ` increasing competition for fares. But they ll

:01:49.:01:50.

competition for fares. But they'll also be allowed to take more

:01:51.:01:53.

bookings, with both types of taxi working under the same rules. It is

:01:54.:02:00.

proposed that we have one single system, instead of taxis, cabs,

:02:01.:02:06.

private hire. At the moment there is restrictions over who can use a taxi

:02:07.:02:13.

rank, pick up at the airport, lots of rules and regulations, and this

:02:14.:02:16.

will simple fibre system. And plans to allow more taxis on the road aim

:02:17.:02:21.

to make it easier to book or hail a taxi ` but some don't agree this

:02:22.:02:25.

will make fares cheaper. It has been proven in other places, it has not

:02:26.:02:29.

brought down fears at all. In some places like Dublin, Dublin airport

:02:30.:02:35.

to the city centre is the 12th most expensive place in the world, so it

:02:36.:02:42.

will not always work. The plans also include capping fares across the

:02:43.:02:45.

board. That's where private hire taxis could be affected as they tend

:02:46.:02:48.

to charge more ` arguing they have higher costs to cover. But one firm

:02:49.:02:52.

owner is hopeful it won't affect his business. We are hopeful this is the

:02:53.:03:00.

beginning of a constructive process for all sides in the industry which

:03:01.:03:07.

might lead to a successful outcome. The level is raised as to how we

:03:08.:03:10.

deliver the service, what pricing is, and hopefully a successful

:03:11.:03:14.

industry. And passengers are also being encouraged to give their views

:03:15.:03:18.

` as no decisions will be made until after consultation closes and the

:03:19.:03:21.

plans are debated by the States in the New Year. There are concerns

:03:22.:03:29.

unauthorised door`to`door salesmen in Jersey are charging islanders

:03:30.:03:32.

hundreds of pounds for poor quality work on their homes. The police and

:03:33.:03:35.

the population office ` which oversees who can work in Jersey `

:03:36.:03:40.

want to speak to anyone who has met an unofficial tradesmen on their

:03:41.:03:43.

doorstep in the past month. The men demand cash, but charge over the

:03:44.:03:46.

odds, in some cases more than a thousand pounds. After months of

:03:47.:03:50.

disruption for Jersey motorists, thousand pounds. After months of

:03:51.:03:51.

disruption for Jersey motorists Mount Bingham reopened today. Work

:03:52.:03:54.

has been done to stabilise the rock`face there, after rock fall

:03:55.:03:58.

made the area unsafe. At the end of November one lane was opened, now

:03:59.:04:01.

traffic is flowing on both. The closures led to long tailbacks at

:04:02.:04:06.

rush hour. Channel Island passengers using the Gatwick Express rail

:04:07.:04:09.

service this Christmas are being told to find alternative routes into

:04:10.:04:12.

London. Trains from Gatwick to Victoria station will be suspended

:04:13.:04:15.

from the end of Christmas Eve until January second for maintenance work.

:04:16.:04:20.

There's a new man in one of the top jobs in Guernsey's Government. Paul

:04:21.:04:22.

Whitfield ` the former Chief Office of the Home Department ` will be the

:04:23.:04:26.

new Chief Executive, heading up the whole public sector. 24 people

:04:27.:04:29.

applied for the job. Penny Elderfield went to ask him about the

:04:30.:04:36.

challenges ahead. Congratulations on the new role. You've essentially got

:04:37.:04:43.

the top job in this state. What are you going to do? First thing I am

:04:44.:04:49.

going to do is listen, talk and engage the organisation. Clearly we

:04:50.:04:53.

work in an ever`changing environment, and we need to know how

:04:54.:04:57.

to address that. We need to keep pace and lamenting going with that

:04:58.:05:02.

change for the good of the services `` momentum. One thing which has

:05:03.:05:11.

caused unrest is the recently announced changes to the public

:05:12.:05:15.

sector pension. There has been talk of strike action. Are you worried

:05:16.:05:19.

you will have a bumpy start? There are always challenges. We have a

:05:20.:05:23.

workforce that are working quietly and diligently to provide the

:05:24.:05:27.

services that you and I access on a daily basis. We should be proud of

:05:28.:05:32.

that. We have to make sure that we have got the right arrangements in

:05:33.:05:39.

place for that, so they can do the job that they do. It will be

:05:40.:05:43.

reducing in number, the workforce, the voluntary severance programme is

:05:44.:05:48.

kicking in. How challenging Willet B? There is no job for life any

:05:49.:05:57.

more. We are fulfilling need. We have to do that the most efficient

:05:58.:06:01.

and effective way we can, so the public still has core services

:06:02.:06:09.

maintained. We have been told next year will be particularly

:06:10.:06:12.

challenging when it comes to the savings the states will need to

:06:13.:06:15.

make. How do you keep the public happy in that process? One of the

:06:16.:06:21.

things we need to get right is how we engage with the public and our

:06:22.:06:25.

community. How they access services. Dooley want to go to less buildings?

:06:26.:06:32.

We need to improve the pace of change. Thank you. Owners of racing

:06:33.:06:39.

pigeons are being warned of a potentially serious bird virus

:06:40.:06:42.

present in Jersey for the first time in more than 25 years. The disease

:06:43.:06:46.

affects the birds' nervous system, and was found in a flock of wild

:06:47.:06:49.

pigeons last month. The Environment Department says there is a low risk

:06:50.:06:53.

of it transferring to domestic poultry ` and that owners should

:06:54.:06:56.

ensure their birds have been vaccinated, as it can lead to a much

:06:57.:06:59.

more serious disease. The virus we have isolated is part of a package,

:07:00.:07:08.

a family of viruses, which are related. This one has adapted for

:07:09.:07:11.

pigeons, but another that is part of this family causes a more serious

:07:12.:07:16.

disease in domestic poultry called Newcastle disease, if that were in

:07:17.:07:24.

the flock, they would need to be cold and the premises disinfected,

:07:25.:07:28.

so there would be a loss to the order from production and income.

:07:29.:07:32.

You're watching the BBC in the Channel Islands. Later in Spotlight

:07:33.:07:35.

with Justin and Natalie, find out how much a record player owned by

:07:36.:07:37.

Elvis went for at auction today. Around one in three islanders are

:07:38.:07:44.

doing most of their Christmas shopping online ` according to a

:07:45.:07:48.

survey by Guernsey Post. The company says it's dealt with more parcels

:07:49.:07:51.

this winter than ever before ` thanks to new contracts and the

:07:52.:07:54.

surge in internet shopping. For customers, it could mean more

:07:55.:07:55.

deliveries, as Tim Robinson reports. Guernsey Post has never seen this

:07:56.:08:07.

many parcels. In fact, this is the biggest Christmas for parcels ever.

:08:08.:08:12.

We have managed to win some new contracts over the course of the

:08:13.:08:17.

year. Contracts alongside a growth in Internet shopping, so in

:08:18.:08:22.

November, the postal rates went up by 42%. Huge business and meeting

:08:23.:08:29.

that demand poses a challenge. Guernsey Post commissioned a survey

:08:30.:08:32.

to find out what islanders want They found that more than 50% of

:08:33.:08:36.

them bought more online this year than they did last year. 50% do

:08:37.:08:44.

newly 75% of their shop online with around 32% doing all the shopping on

:08:45.:08:51.

the Internet. The company expects those numbers to be bigger next year

:08:52.:08:54.

so they ran out changes for the parcel service passed the customers.

:08:55.:09:01.

In the New Year we will look at a number of opportunities, evening

:09:02.:09:03.

deliveries, getting to customers when they are at home rather than

:09:04.:09:09.

work, extending track and trace services, so that it involves text

:09:10.:09:16.

thing customers. `` sending text messages. Guernsey Post hopes in

:09:17.:09:23.

initiative like this will help grow the business next year, but if you

:09:24.:09:26.

are more concerned with went to post your Christmas cards, it is

:09:27.:09:31.

recommended you get them in the post box before the end of next week.

:09:32.:09:35.

box before the end of next week Obviously lots of very organised

:09:36.:09:41.

people in Guernsey. How is your going? I leave it to my other half.

:09:42.:09:50.

It is quite mild but also one settled, that is the main theme of

:09:51.:09:54.

the forecast as we head into the weekend. Quite breezy conditions for

:09:55.:10:04.

tomorrow. We have not seen rain for a few days now. The rainfall will be

:10:05.:10:09.

heavy around the middle of the day. Temperatures will be up into double

:10:10.:10:12.

figures. Quite a lot happening on the satellite picture. Some cloud

:10:13.:10:17.

coming through the Bay of Biscay. That is broken. A thicker line of

:10:18.:10:20.

cloud here is the second line of rain. Two lines of rain heading our

:10:21.:10:27.

way. They get that little bit closer as they move through overnight. They

:10:28.:10:32.

will arrive at around midday. Expect some more persistent rain on that

:10:33.:10:35.

second one but it will also be quite windy. The wind is from the

:10:36.:10:40.

south`west. By Saturday, we have briefly some fine weather before the

:10:41.:10:44.

next line of rain arrives and that is really the setup as we head into

:10:45.:10:47.

the weekend, most of it turning up overnight. This band of rain, the

:10:48.:10:52.

first one coming in is light and patchy. Brisk southerly breeze

:10:53.:10:57.

developing. Tomorrow, it is a cloudy day, some outbreaks of light rain in

:10:58.:11:02.

the morning, then the rain will be through the afternoon quite heavy.

:11:03.:11:06.

Doesn't really clear until after dark tomorrow. Change in the wind

:11:07.:11:10.

direction, it will become more westerly. Top temperature tomorrow

:11:11.:11:17.

of 12 degrees. 54 Fahrenheit. For the coastal water forecast, the wind

:11:18.:11:20.

is quite lively in the morning, and just ahead of that, south`westerly.

:11:21.:11:29.

Onto the times of high water. The forecast for Saturday is bright,

:11:30.:11:46.

dry, overnight. Saturday night into Sunday, another line of rain coming.

:11:47.:11:52.

Gone by Sunday. It will cloud over with more wet weather as you move

:11:53.:11:57.

into next week. That is all from me, enjoy your evening. Thank you. The

:11:58.:12:06.

weather is looking OK. That is it from the Channel Islands.

:12:07.:12:15.

the spokesman said that long`term meant beyond 2020.

:12:16.:12:20.

In a moment, it's the next of this year's Sports Awards. Tonight, we'll

:12:21.:12:24.

be unveiling who the Youngster of 2013 is.

:12:25.:12:26.

And, open house ` Trelissick lets the public in after nearly 60 years.

:12:27.:12:36.

A talky woman is facing the prospect of being made homeless because she

:12:37.:12:44.

says a reduction in benefits has trapped in debt. Louise Fisher says

:12:45.:12:48.

she has been trying to swap her three`bedroom home for something

:12:49.:12:52.

more affordable and smaller for months. She is facing a court

:12:53.:12:57.

repossession hearing. Louise Fisher is stuck in a home

:12:58.:13:01.

that is too big and too expensive. She wants to move somewhere smaller

:13:02.:13:06.

and cheaper in Torquay, but her housing association is refusing to

:13:07.:13:11.

let her budge until she clears her rent arrears, currently ?950 and

:13:12.:13:17.

rising. I have never been in debt with any housing company until they

:13:18.:13:22.

brought in this spare bedroom tax. Now I am ?950 in arrears. Louise,

:13:23.:13:30.

who is bipolar, lives in a three`bedroom home but because it

:13:31.:13:34.

has two spare rooms, she has lost subsidies and his pen `` paying an

:13:35.:13:40.

extra ?26 a week. She is facing a repossession hearing in court in the

:13:41.:13:44.

New Year and her MP says it is an example of a deeper problem. The

:13:45.:13:50.

overall cost could be greater from evicting people from social housing

:13:51.:13:54.

and having to find alternative accommodation. We would be far

:13:55.:13:58.

better off tackling the root problem here which is not enough affordable

:13:59.:14:04.

housing. Spectrum Housing group said that seeking possession of a

:14:05.:14:09.

property is always the last resort. We urge people to get in touch with

:14:10.:14:14.

us if they are struggling and we will always support and help our

:14:15.:14:17.

residents if they work with us and stick to agreements that have been

:14:18.:14:20.

made. Louise says she has started selling

:14:21.:14:25.

personal possessions to stop getting further into debt.

:14:26.:14:30.

Businesses in Exeter are being urged to pay their staff a "living wage".

:14:31.:14:35.

The call comes from the city council which will start paying all its

:14:36.:14:39.

staff at least a living wage from January. But many private sector

:14:40.:14:41.

businesses say it's just impossible to find extra money in the current

:14:42.:14:45.

economic climate. Spotlight's Andrea Ormsby has the story.

:14:46.:14:54.

John Selfridge is 30. He has a wife and a two`year`old daughter and he

:14:55.:15:00.

is about to get a pay rise, one he says is desperately needed. Very

:15:01.:15:05.

tight. We live with my mum at the moment and we can't afford to rent.

:15:06.:15:11.

With this extra money, we can look into this. We still have to go on

:15:12.:15:15.

the housing list because Private is out of the question. He works for

:15:16.:15:22.

Exeter city centre `` city council and so does his wife so they will

:15:23.:15:25.

benefit from the decision to pay everyone at least a living wage. It

:15:26.:15:32.

will cost us about ?26,000 this financial year. Probably just over

:15:33.:15:40.

?100,000 a year. The minimum wage is ?6 31 an hour but a living wage is

:15:41.:15:46.

?7 65. It is not an increased Devon county council says it can make or

:15:47.:15:50.

many others in the private sector. Absolutely not. We could not sustain

:15:51.:15:56.

that level of wage. We are being told by our customers we need to

:15:57.:16:01.

keep prices down and we need to keep all our costs down. In order to

:16:02.:16:05.

compete against international competition, we would have to

:16:06.:16:10.

struggle to do that and to maintain it. John and his wife are lucky.

:16:11.:16:16.

They say if more people could earn a living wage it would boost the

:16:17.:16:18.

south`west economy. A record player which used to belong

:16:19.:16:29.

to Elvis Presley has sold for more than ?4000 at auction in Cornwall.

:16:30.:16:34.

The singer gave the player to a friend when he was serving in the

:16:35.:16:39.

Army in Germany. She retired to Cornwall and brought the record

:16:40.:16:41.

player with her. This is the record player that has

:16:42.:16:48.

had Elvis Presley fans in a spin. In 1958, Elvis Presley arrived in

:16:49.:16:52.

Germany for the first part of his national service.

:16:53.:16:57.

The rock 'n' roll king was about to embark on service in Germany. There

:16:58.:17:03.

he met this woman who befriended her father in a local post office. They

:17:04.:17:09.

were having trouble with language and the paperwork so she said, can I

:17:10.:17:15.

help you? And she did. She didn't know who he was at first. He said, I

:17:16.:17:26.

am Elvis Presley 's father. Oh, she said, would you like to come to a

:17:27.:17:34.

gathering. She did a good turn for somebody as someone in front of her

:17:35.:17:37.

was struggling with the language in the post office. She offered to help

:17:38.:17:42.

and it was Elvis Presley 's father and all these things happened

:17:43.:17:46.

because of it. She went to a party and melt Elvis and talk to him for a

:17:47.:17:52.

long time. He obviously liked her `` and met Elvis. When she got there

:17:53.:17:58.

she saw Elvis and everything was going on. Dancing... It was

:17:59.:18:08.

something special. Elvis Presley 's `` Elvis Presley and Eleanor became

:18:09.:18:12.

friends and she was invited to many more parties where he is sometimes

:18:13.:18:16.

played his guitar through the amplifier. When she told him he was

:18:17.:18:24.

getting `` she was getting married, he gave her the record player as a

:18:25.:18:29.

wedding present. The auction has started.

:18:30.:18:32.

There has been quite a lot of interest from around the country.

:18:33.:18:35.

The record player was sold to a buyer from abroad for ?4400.

:18:36.:18:45.

Elvis Presley on Spotlight! I was worried with Eleanor waving

:18:46.:18:53.

her hands around at the auction whether she had bought the record

:18:54.:18:55.

player by mistake! Onto the next in our BBC South West

:18:56.:18:59.

Sports Awards which we've been showing you all week. Today, it's

:19:00.:19:03.

the Youngster of the Year accolade which goes to world champion swimmer

:19:04.:19:06.

` 16`year`old Ruta Meilutyte. She trains with Plymouth Leander,

:19:07.:19:08.

studies at Plymouth College and lives in the city. Dave Gibbins been

:19:09.:19:16.

to surprise her. She is riding on the crest of a wave

:19:17.:19:20.

because in the summer she broke yet another world record and won another

:19:21.:19:25.

gold medal, the world championship medal to add to her Olympic title.

:19:26.:19:30.

We are going in the room where Ruta is with her head coach. There they

:19:31.:19:38.

are. Well, Ruta Meilutyte, you haven't expected this but for the

:19:39.:19:41.

second year running you other BBC South West Youngster of the Year.

:19:42.:19:49.

Well done! You can stand up now. Congratulations! It has been another

:19:50.:19:55.

great year, hasn't it? Yes, but I didn't expect to get this, to be

:19:56.:19:59.

honest, for the second time. It is great. Thank you. But I do every

:20:00.:20:05.

good woman there is a good man. John, can she get any better at 16?

:20:06.:20:11.

You would hope so. She is still relatively young and the guys she is

:20:12.:20:18.

racing with at senior level are a good five or six years older than

:20:19.:20:21.

her. There is plenty of time for her to develop and two and a half years

:20:22.:20:27.

till the next Olympics. You're going to the European Championships now

:20:28.:20:30.

and this is your only day back at Plymouth College. You have 12 gold

:20:31.:20:35.

medals. What are the chances of adding to that in Denmark?

:20:36.:20:39.

Hopefully, if I perform well I will have a chance of winning some

:20:40.:20:45.

medals. It has been an amazing year. Is there any way you can better

:20:46.:20:53.

2013? Yes, definitely. Many congratulations and fully deserved.

:20:54.:20:59.

Thanks to BBC South West for recognising my hard work. Thank you

:21:00.:21:02.

a lot. What a great year she has had.

:21:03.:21:07.

Tomorrow we have the sports man and sportswoman award.

:21:08.:21:12.

Very contested, that has been. A Cornish country house is open to

:21:13.:21:15.

the public nearly 60 years after it was acquired by the National Trust.

:21:16.:21:19.

Trellisick, near Truro, was given to the Trust in 1955.

:21:20.:21:22.

The house was retained for use by the original owners, so it was the

:21:23.:21:25.

garden, Trellisick Garden, which was made accessible and which has since

:21:26.:21:28.

become famous for its plants and footpaths along the River Fal.

:21:29.:21:31.

Now, 58 years later, visitors can finally see inside. David George has

:21:32.:21:38.

been to have a look. Trelissick Garden with its 30 acres

:21:39.:21:43.

of hydrangeas, rhododendrons and camellias is popular with visitors

and locals alike. The big house behind its 18th`century Grecian

:21:53.:21:55.

columns has been a mystery. Until now. This is the dining room dressed

:21:56.:22:02.

for an Edwardian Christmas lunch with some of the items the National

:22:03.:22:06.

trust bought in last summer 's ?3 million sale of the house contents

:22:07.:22:11.

by the Copeland family, the original owners of the Spode china company.

:22:12.:22:15.

Obviously there is a strong link to the Spode china so we bought a

:22:16.:22:20.

number of services from Spode. Amazing candelabra. It is and it has

:22:21.:22:27.

been in the family for a number of years. It would have sat on the

:22:28.:22:33.

table at Christmas for sure so it is important we have that. Along with

:22:34.:22:37.

it, we acquired one of the finer services which is delightful and

:22:38.:22:42.

sets off the table a treat. The dinner service sold for ?6,000 in

:22:43.:22:48.

the auction. Do not `` National trust appeal helped by the original

contents, including sketches and paintings by the stable master at

:22:56.:22:59.

Trelissick before he came it `` became a famous horse artist. Is

:23:00.:23:04.

there much demand over the years to look inside? It is a very frequent

:23:05.:23:10.

question and now it is the magic moment to be able to offer that. The

:23:11.:23:16.

library is open as well and visitors will also see this. Now, that is

:23:17.:23:24.

what I call a conservatory! Not a single piece of UPVC insight. They

:23:25.:23:29.

call this the solarium. The house is a work in progress as restoration

:23:30.:23:34.

will be a huge project. The plan is to consult visitors on what they

:23:35.:23:38.

would like to see done but the trust is to have at least half a dozen

:23:39.:23:45.

rooms open by next spring. Stunning, wasn't it? And what a

:23:46.:23:51.

view! Time for the weather now and it is getting wetter, isn't it,

:23:52.:23:52.

David? Good evening. We have had high

:23:53.:24:05.

pressure close by for several days. That is changing. We could have a

:24:06.:24:09.

wet start to the day tomorrow but the good news is changing. We could

:24:10.:24:11.

have a wet start to the day tomorrow but that it uses the rain is moving

:24:12.:24:17.

quite fast in the afternoon. It will also be quite breezy. Over the next

:24:18.:24:21.

two or three days, another feature is the mildness of the air. High

:24:22.:24:26.

temperatures overnight tonight. Two strikes of cloud. One gave us rain

:24:27.:24:33.

earlier on from the Bay of Biscay. This second one has a bit more rain

:24:34.:24:38.

in it. The two will get closer together over the next few hours to

:24:39.:24:43.

bring as fairly heavy rain around the middle of the day tomorrow. For

:24:44.:24:47.

the first half of the day on Saturday, largely dry but another

:24:48.:24:54.

system will come in. The isobars are squeezed up so it could be quite

:24:55.:24:59.

windy on Saturday. The cloud is fairly extensive so not too many

:25:00.:25:05.

worries for overnight temperatures. Splashes of rain overnight which

:25:06.:25:11.

will ease for a time but then returned before dawn.

:25:12.:25:16.

A mild start to the day tomorrow and a breezy start. Also, you need to

:25:17.:25:26.

dig out your waterproof or umbrella because it will be a damp morning.

:25:27.:25:32.

The rain will move fast, though, and by the afternoon, it will be drier.

:25:33.:25:41.

For the fast `` first half of tomorrow night we will have clear

:25:42.:25:46.

skies but showers possible later. Unusually mild temperatures

:25:47.:25:52.

tomorrow. Perhaps not feeling quite as warm as temperatures suggest in

:25:53.:25:56.

the wind and rain. But in the afternoon, it should feel quite

:25:57.:25:57.

pleasant. The rain band will move quite

:25:58.:26:14.

swiftly across the Isles of Scilly. Good visibility should follow.

:26:15.:26:30.

We had good surfing conditions yesterday but the server is now

:26:31.:26:35.

being messed up by the strength of wind.

:26:36.:27:04.

Much more unsettled weather. Temperatures are in double figures

:27:05.:27:11.

and the wind stays strong for the next four days. A fine start on

:27:12.:27:18.

Saturday but, by dark, rain coming into callable again. Rain arriving

:27:19.:27:22.

later in the day on Sunday, mostly at night time. Apart from Monday

:27:23.:27:28.

which could be a mild day, breezy with further outbreaks of rain.

:27:29.:27:34.

Join us tomorrow when we will find out who has won our sports awards

:27:35.:27:42.
