island's economic future. That's according to a report today by the | :01:06. | :01:08. | |
UK's Justice Committee examining good governance in the Channel | :01:09. | :01:13. | |
Islands. It describes the tensions in Sark as being manifest, with | :01:14. | :01:19. | |
poison on both sides. The report says the result is a difficult | :01:20. | :01:23. | |
atmosphere in which to work towards a sustainable economic future. Lord | :01:24. | :01:27. | |
McNally, the Justice Minister at the time of the report, said, "I do not | :01:28. | :01:32. | |
give Sark a clean bill of health". The island is to be kept under a | :01:33. | :01:36. | |
watching brief by the UK Government. Mike Wilkins reports on Sark and the | :01:37. | :01:41. | |
scrutiny it now faces. Sark's progress on the path to | :01:42. | :01:46. | |
democracy has been slow. That's according to the UK's Justice | :01:47. | :01:49. | |
Committee. In its report, it singles out issues between the billionaire | :01:50. | :01:52. | |
Barclay brothers and Sark's elected parliament, the Chief Pleas. These | :01:53. | :02:01. | |
are natural differences but it would be much better if they could be | :02:02. | :02:04. | |
dealt with with somewhat less hostility. Sark adopted a new | :02:05. | :02:07. | |
constitution in 2008, ending feudal practices and introducing | :02:08. | :02:09. | |
democracy.The report says the the Barclay twins have argued that | :02:10. | :02:12. | |
further change is necessary, and claims the island's conseillers feel | :02:13. | :02:15. | |
subjected to threats of legal action and attacks in the Sark Newsletter, | :02:16. | :02:18. | |
edited by the Barclay brothers' manager on the island. The Barclay | :02:19. | :02:27. | |
brothers' spokesperson, Kevin Delaney, said in a statement today: | :02:28. | :02:40. | |
He also says there is no current litigation between Sir Frederick and | :02:41. | :02:44. | |
Sir David Barclay and anyone in Sark. The island's Government has | :02:45. | :02:59. | |
welcomed the report. It says it acknowledges the progress made to | :03:00. | :03:02. | |
further strengthen the governance of the island since a fully democratic | :03:03. | :03:05. | |
Government was established in 2 08. For some, it's been a rough journey | :03:06. | :03:08. | |
towards democracy. Today most Sarkees disembarking in Guernsey | :03:09. | :03:11. | |
didn't want to comment, but some feel if you have strong feelings for | :03:12. | :03:15. | |
Sark then you should stand and be counted. We have to remember that | :03:16. | :03:19. | |

Well Sir Alan Beith, whom you saw in Mike Wilkins report, is the chairman | :03:46. | :03:48. | |
of the Justice Committee that carried out this review. I ask him | :03:49. | :03:56. | |
if the Channel Islands were a thorn in the UK's side. I think that the | :03:57. | :04:05. | |
Channel Islands have a lot of friends at Westminster, though some | :04:06. | :04:10. | |
do not understand the role they play. Things could probably have | :04:11. | :04:14. | |
been better dealt with if consultation was earlier and better | :04:15. | :04:18. | |
so the island's interests could be put and the possibility of special | :04:19. | :04:26. | |
treatment... You say there are two outstanding areas for the Ministry | :04:27. | :04:32. | |
of Justice to focus on for speeding treaties for the Crown dependencies | :04:33. | :04:35. | |
and international representation. There are a bit further with me on | :04:36. | :04:39. | |
those two. Because the European Union is collect in trade treaties | :04:40. | :04:45. | |
on the UK's behalf, it is necessary for quite a lot of new treaties to | :04:46. | :04:50. | |
be negotiated which deal with the penalties between Jersey and | :04:51. | :04:55. | |
Guernsey. The process has seemed to be too slow. We want to encourage | :04:56. | :04:58. | |
departments to get on with that work and not impose unreasonable delays | :04:59. | :05:04. | |
on things which really matter to the island economies. Onto national | :05:05. | :05:07. | |
affairs, where there is a genuine difference in view, we want to be | :05:08. | :05:11. | |
sure that the island's interests can be properly represented by the UK | :05:12. | :05:15. | |
Government, which has a duty to represent those interests. | :05:16. | :05:33. | |
A new report into thy financial management of Guernsey's health | :05:34. | :05:36. | |
department has uncovered a series of historical problems. The Public | :05:37. | :05:38. | |
Accounts Committee concludes that financial reports given to the | :05:39. | :05:41. | |
Health and Social Services Department, or HSSD, lacked depth | :05:42. | :05:43. | |
and analysis. It suggests taxpayers won't get value for money until the | :05:44. | :05:47. | |
States decide which services HSSD should be providing. The chair of | :05:48. | :05:50. | |
the committee says the department is unlikely to meet Government savings | :05:51. | :05:53. | |
targets. We would like to see H SST providing a plan of where they think | :05:54. | :05:56. | |
they are going to be going with the finances. `` H SST. We think it will | :05:57. | :06:00. | |
be very difficult for them to reach their target. We do not think they | :06:01. | :06:04. | |
will, but we would like to see a plan from them to show where they | :06:05. | :06:17. | |

trialled the use of body cameras, without involving the Government | :06:29. | :06:31. | |
panel who review public services. The Scrutiny Panel have now | :06:32. | :06:33. | |

They're the force's eyes on the streets of St Helier, helping them | :06:37. | :06:45. | |
to detect crime. The force are now enhancing their surveillance system | :06:46. | :06:48. | |

cameras for officers. But when the cameras were trialled, the Scrutiny | :06:52. | :06:54. | |
Panel said they were not informed. This has led to accusations that the | :06:55. | :06:58. | |

say it was simply an oversight. Jersey Police received a request | :07:03. | :07:05. | |
from the media for a briefing in terms of body cameras. In order to | :07:06. | :07:12. | |
be open and accountable, we gave the media a full briefing. We want | :07:13. | :07:15. | |
people to know what we are doing with our cameras. An oversight on | :07:16. | :07:23. | |
our part that perhaps we failed to notify the Scrutiny Panel, and I | :07:24. | :07:26. | |
think that has led to comment in the report released. The Scrutiny Panel | :07:27. | :07:28. | |
have now insisted on recommendations for the police and other CCTV | :07:29. | :07:31. | |
operators to show greater transparency. To protect the public | :07:32. | :07:37. | |
and ensure they have their rights, what we are recommending is that | :07:38. | :07:44. | |
there should be a public register of CCTV in Jersey for commercial and | :07:45. | :07:47. | |
state sector. So that in balancing the rights | :07:48. | :07:56. | |
people understand and know exactly where that technology is. | :07:57. | :08:00. | |
Jersey Police have already started to implement these changes and say | :08:01. | :08:05. | |
they are working to ensure they are as open and accountable with their | :08:06. | :08:08. | |
surveillance as they can be. Jersey's Chief Minister will be | :08:09. | :08:10. | |
seeking re`election to the States later this year. Senator Ian Gorst | :08:11. | :08:13. | |
made the announcement to business leaders this afternoon. He will also | :08:14. | :08:17. | |
seek to be re`elected as Chief Minister.Jersey's General Election | :08:18. | :08:20. | |

40 years ago tonight, coastguards received a Mayday call from this | :08:30. | :08:40. | |
ship which had run aground off the West Coast of Guernsey. | :08:41. | :08:49. | |
ARCHIVE: The master of the Prosperity radioed that his engines | :08:50. | :08:59. | |
were broken down and he was planning to abandon ship. A call that came in | :09:00. | :09:05. | |
from an unfolding tragedy. 40 years on, it's still clear in the minds of | :09:06. | :09:11. | |
those who responded. The thing that sticks in my mind was being told | :09:12. | :09:16. | |
they were abandoning ship. It was in such a shocked voice. This is really | :09:17. | :09:21. | |
very significant. John was one of the first on board. Unable to reach | :09:22. | :09:25. | |
the ship till the next morning because of the stormy conditions, he | :09:26. | :09:33. | |
was helicoptered in. We were right down on the stern and we had to | :09:34. | :09:37. | |
climb over all these timber. The captain's cabin was this side, where | :09:38. | :09:42. | |
we managed to find all the passports of the crew so we got a complete | :09:43. | :09:47. | |
crudest. Given that just over a week later, the whole ship went back over | :09:48. | :09:53. | |
the reef, it was not what you would call stable. But it soon became | :09:54. | :09:56. | |
clear to the emergency services no one had survived. This is the spot | :09:57. | :10:00. | |
the Prosperity ran aground. You can see the rocks it hit behind me, and | :10:01. | :10:04. | |
on a low tide can still see part of the wreck ` a visual reminder of | :10:05. | :10:10. | |
that night. But for many people here at the time, one of the biggest | :10:11. | :10:14. | |
memories will be the tonnes of wood washed up. You can see the front | :10:15. | :10:23. | |
page here. There was great loss of life and a great shock to everybody | :10:24. | :10:27. | |
to have such a large civilian casualties, but also the salvage | :10:28. | :10:32. | |
operation was so large. As day was breaking on January 17, the morning | :10:33. | :10:36. | |
after the wreck, people were arriving in their fans at the beach | :10:37. | :10:42. | |
to collect their ward. `` arriving in vehicles at the beach to collect | :10:43. | :10:46. | |
the washed`up wood. Many here will have memories of that time. But 40 | :10:47. | :10:50. | |

the end of their lives. The minister was responding to a question by the | :13:48. | :13:50. | |

provided, isn't there? The government's care bill is | :13:57. | :14:02. | |
looking at all kinds of aspects of social care, not least the general | :14:03. | :14:05. | |
problem of the difficulty and expense of dealing with an | :14:06. | :14:08. | |
increasingly elderly population. This is looking very specifically at | :14:09. | :14:13. | |
people right at the end of their lives who know they are dying, and | :14:14. | :14:17. | |
trying to give them more nifty and choice in how that process is | :14:18. | :14:23. | |
managed. `` more dignity. People would rather die at home, and less | :14:24. | :14:28. | |
than a third get that opportunity. One of the main reasons why that | :14:29. | :14:33. | |
happens is because families are struggling to cope with the physical | :14:34. | :14:37. | |
dependence, and they are the nursing and supports and carers of these | :14:38. | :14:42. | |
people at the end of their lives, and the raging `` arranging | :14:43. | :14:49. | |
assessments take time. If the government goes ahead with this, | :14:50. | :14:53. | |
providing free care for these people, the government will have to | :14:54. | :14:57. | |
pay for it, so there is a cost, but it will be outweighed by saving the | :14:58. | :15:01. | |
money that is spent when people end up in hospital when they don't want | :15:02. | :15:08. | |
to be there. Doctors have to notice when patients... Arrangement can be | :15:09. | :15:17. | |
made within their own wishes, and lonely death on hospital wards are | :15:18. | :15:23. | |
to be avoided so people can have genuine choice at the end of their | :15:24. | :15:29. | |
lives. A former pilot from the south west | :15:30. | :15:33. | |
has written to the Prime Minister expressing concern about the | :15:34. | :15:35. | |
potential risk of terrorism from the use of unmanned flying devices such | :15:36. | :15:39. | |
as quadrocopters. They're a form of remote`controlled helicopter which | :15:40. | :15:47. | |
can carry a small camera. This is a quadrocopter. Systems like | :15:48. | :15:55. | |
this come in a manner of forms. Unlike other types of craft, this | :15:56. | :16:01. | |
one works off of GPS, and they can operate a considerable distance from | :16:02. | :16:05. | |
the person controlling it. This man is a former private pilot. He uses | :16:06. | :16:10. | |
one to record video films. He recently made one for his local | :16:11. | :16:14. | |
council. But he is concerned about how this equipment could be used, | :16:15. | :16:19. | |
especially by terrorists. If they could be trained to fly a 747 into a | :16:20. | :16:26. | |
building, they would have no trouble getting one of these gadgets, it | :16:27. | :16:28. | |
would be far less expensive, and they could do damage. A is easily | :16:29. | :16:34. | |
available and has been around for a few years now. The former pilot | :16:35. | :16:44. | |

technology is improving all the time. Scientists are confident they | :17:24. | :17:28. | |
will be used to good use `` put to good use. | :17:29. | :17:35. | |
Farmers in the region have hit out at Government proposals to carry out | :17:36. | :17:38. | |
TB tests every time they bring their cattle on and off the moors. It's | :17:39. | :17:42. | |
part of a number of measures DEFRA is considering to fight the disease. | :17:43. | :17:49. | |

locally, I think it is probably a good idea for the schools because | :21:56. | :21:58. | |
there is probably a lot more room up there. The appeal hearing is just a | :21:59. | :22:02. | |
