And we join advanced first`aid training for the Fire Service. | :00:08. | :00:53.
A number of officers and the civilian staff member in Jersey s | :00:54. | :01:01.
police force has been sacked on the Channel Islands. Several cases of | :01:02. | :01:06.
breach, all including personal data took place between 2010 and 201 . | :01:07. | :01:13.
They have access and are trusted with personal information on | :01:14. | :01:17.
islanders. It's part of their job as police officers. But, it seems not | :01:18. | :01:21.
all of the Jersey force abide by the law. Today, it's emerged three | :01:22. | :01:26.
police officers And ale civilian staff member have been sacked, one | :01:27. | :01:31.
has resign and another officer repremanded, all relating to | :01:32. | :01:35.
breaking the data protection law by reviewing personal data on their | :01:36. | :01:38.
computer system. These cases have only come to light | :01:39. | :01:43.
after concerns raised by a Jersey politician. I'm concerned about what | :01:44. | :01:48.
appears to be inconsistent policy in how they deal with it. We have had | :01:49. | :01:53.
situations where officers have been dismissed for accessing private | :01:54. | :01:57.
information, others have been reinstated. | :01:58. | :02:01.
There's nothing not quite right Tonight, Deputy Higgins says he may | :02:02. | :02:11.
bring a motion of censure. I'm intending bringing a proposition | :02:12. | :02:16.
to the state that will reveal a lot of information that's been given to | :02:17. | :02:21.
me. Jersey Police are insisting they talk data protection seriously. It's | :02:22. | :02:26.
clearly not good news to be reporting that we have had these | :02:27. | :02:29.
incidents in the past. Hopefully, the public will take reassurance | :02:30. | :02:35.
that we have been seen to be dealing robustly and swiftly with such | :02:36. | :02:40.
matters. I think the fact that a number of officers have been dismiss | :02:41. | :02:44.
and others disciplined in other forms will send out a strong message | :02:45. | :02:48.
to the public. One of the cases of the data breach is still ongoing, | :02:49. | :02:52.
but tonight, police want to ensure they have not lost the trust and | :02:53. | :02:59.
confidence of islanders. Two men accused of defrauding the | :03:00. | :03:04.
States of Guernsey of more than ?2.5 million have appeared in court in | :03:05. | :03:07.
London today. 44`year`old Adrian Taylor from Kent arrived at | :03:08. | :03:10.
Southwark Crown Court this morning wearing a suit. He appeared a | :03:11. | :03:15.
alongside 56`year`old John Woodhatch from Essex. They are accused of | :03:16. | :03:18.
faking a let tore the Treasury resources department which persuaded | :03:19. | :03:22.
the state to make a payment into a bogus bank account. The two men have | :03:23. | :03:26.
yet to enter pleas and have been bailed until a further court hearing | :03:27. | :03:31.
at the end of April. Against Brazil's electricity generator | :03:32. | :03:34.
caught fire last night. A viewer sent in pictures after a section of | :03:35. | :03:39.
insulation started burning. Fire crews were called around 10 o'clock. | :03:40. | :03:42.
No`one was hurt and power supplies weren't interrupted. The Government | :03:43. | :03:46.
can't reform itself, according to the vice chairman of the group which | :03:47. | :03:49.
came um with the options for reform in the last referendum. Politicians | :03:50. | :03:54.
yesterday rejected the latest plans to change the electoral system by 20 | :03:55. | :04:00.
votes to 27. The Senator wanted changes similar to reforms following | :04:01. | :04:05.
the referendum last year. Not surprised. I think the States over | :04:06. | :04:09.
the past 14 years have proved themselves incapable of coming to a | :04:10. | :04:11.
conclusion on something which is very, very important and fairly | :04:12. | :04:16.
straightforward. I spoke my other reaction is one of disappointment | :04:17. | :04:21.
that on this occasion, the members of the assembly could not put aside | :04:22. | :04:28.
their personal aspirations in favour of the larger benefit of the | :04:29. | :04:32.
community. With a new man in charge of tourism | :04:33. | :04:37.
in Guernsey, are there any plans of selling the island to the rest of | :04:38. | :04:41.
the world? Mike Hopkins took on the job a month ago and today presented | :04:42. | :04:44.
some of his ideas to the industry for the first time. | :04:45. | :04:49.
We went to meet him. Even in the middle of winter, you | :04:50. | :04:53.
can see Guernsey has something to offer tourists. The question is how | :04:54. | :04:58.
to get them here and last year fewer came with visitor numbers around 3%. | :04:59. | :05:03.
Today the industry heard for the first time from the new man in | :05:04. | :05:07.
charge at the States about this year's plans for reversing the | :05:08. | :05:11.
trend. As usual, everyone has their own ideas. You go to France, nobody | :05:12. | :05:19.
knows where the Channel Islands are. I want to see a bigger promotion of | :05:20. | :05:23.
the islands for the winter months. They need to recognise that you have | :05:24. | :05:27.
got to invest in a product to get the best out of it. I think our | :05:28. | :05:32.
State need to invest more money in tourism. Ideas the new director of | :05:33. | :05:37.
tourism will no doubt take on board as he looks to turn the figures | :05:38. | :05:39.
around. We are doing a lot of great stuff at | :05:40. | :05:45.
the moment. We are really promoting the assets of the islands and we can | :05:46. | :05:51.
do more of that and make people aware of the sister islands, Sark, | :05:52. | :05:56.
children, we are also work working closely with the other departments | :05:57. | :06:01.
to make sure that the attractions and the events when people come over | :06:02. | :06:07.
here are known about and ensure that people have a fantastic time `` Sark | :06:08. | :06:16.
and Hearne. Jersey has more money available for | :06:17. | :06:20.
tourism, should more money be put into it? I don't have a big budget, | :06:21. | :06:27.
but we have to work the budget work Hahned punch it above its weight. | :06:28. | :06:30.
The island is not going to sell itself, so those involved in the | :06:31. | :06:35.
industry will be hoping the latest plans work. | :06:36. | :06:41.
Cruise ship passengers who do visit Guernsey could soon help volunteer | :06:42. | :06:45.
on local projects as part of their trip. It's a new concept being | :06:46. | :06:49.
offered by cruise companies that allows holiday`makers to give | :06:50. | :06:52.
something back to the places they visit. Charities are being asked to | :06:53. | :06:57.
suggest such experiences they can offer. There are so many charities | :06:58. | :07:03.
registered in Guernsey, 400, with income tax which for the island is | :07:04. | :07:07.
huge. There's always people asking for extra help. I can't see how | :07:08. | :07:11.
having extra hands for a day or a few hours can be a problem. People | :07:12. | :07:16.
would welcome it. Guernsey States needs to move more services online. | :07:17. | :07:20.
The commerce and Employment Minister's released his own plan to | :07:21. | :07:24.
make that happen. It's a move Deputy Kevin Stewart thinks would help the | :07:25. | :07:27.
finance industry and others with the economy. If Government is about how | :07:28. | :07:31.
we deliver our services, it's for example you can log on, do you | :07:32. | :07:35.
driving licence, change your address with every single Government | :07:36. | :07:38.
department in one click, it means that you understand how medical | :07:39. | :07:42.
services will be delivered to your, what the deadlines are, you can see | :07:43. | :07:46.
your appointments online. All these things which will make save time and | :07:47. | :07:51.
money. Officers from Jersey's Fire and | :07:52. | :07:55.
Rescue Service have been receiving high level first`aid training this | :07:56. | :07:59.
week on completing the course their skills will be at the highest | :08:00. | :08:03.
standard they have ever had. They have already had trauma training. | :08:04. | :08:10.
If you are the first to reach a casualty, it's crucial you know what | :08:11. | :08:14.
to do. The firefighters here are already highly qualified. But this | :08:15. | :08:17.
additional training takes their skills to a new level. | :08:18. | :08:25.
It's called first person on scene training. The Fire Service already | :08:26. | :08:30.
assists paramedics when required, but now these officers will be | :08:31. | :08:34.
uipped equipped for the occasions when they arrive before the | :08:35. | :08:37.
ambulance. There have been occasions when we have just been driving past | :08:38. | :08:41.
and we have seen incidents or the paramedics themselves are so | :08:42. | :08:45.
stretched that we attend an incident before them. The first thing I want | :08:46. | :08:52.
you to do Paul... Janet says this means more capable hands in the | :08:53. | :08:56.
island to help until paramedics arrive. If there was a call out | :08:57. | :09:01.
that's difficult for us to reach, it could just happen that they are out | :09:02. | :09:05.
there, they have a defibrillator on board, they've got the training now | :09:06. | :09:09.
to be able to respond to this, the patient is going to be dealt with | :09:10. | :09:12.
immediately. Not only are the firefighters | :09:13. | :09:17.
enhancing their skills, they'll soon be teaching the rest of the service. | :09:18. | :09:22.
From the Chief Fire Officer, down to the newest firefighter, the people | :09:23. | :09:25.
that arrive on scene will have the first`aid skills they need to be | :09:26. | :09:28.
able to treat the people that we turn up to. It's skills they use | :09:29. | :09:33.
regularly. In fact, only a few hours ago, they were doing this for real. | :09:34. | :09:43.
Weather`wise, I've a feeling the grey skies aren't going anywhere any | :09:44. | :09:49.
time soon. Let's get the details from David. | :09:50. | :09:53.
We'll see some rain as well. No change in that pattern. The best day | :09:54. | :09:58.
will be Saturday but it's colder and also showery even then. | :09:59. | :10:03.
We get some mildness tomorrow so temperatures into double figures. | :10:04. | :10:06.
Also some rain and some of that turning out to be heavy. It's quite | :10:07. | :10:11.
a windy day tomorrow and the rain at times will be heavy. | :10:12. | :10:18.
This first weather system produces some rain later on tonight and then | :10:19. | :10:23.
two systems across us for the middle of the day tomorrow means a wet | :10:24. | :10:28.
affair with some persistent and widespread rain and then it turns | :10:29. | :10:30.
showery as we head into Saturday. . Overnight temperatures no lower than | :10:31. | :10:42.
about seven. Temperatures are on the rise as we move through the day | :10:43. | :10:43.
tomorrow. There is an awful lot of blue on | :10:44. | :10:53.
here which is the rain that does not want to stop until after dark, mid | :10:54. | :11:01.
evening in fact. Blustery, westerly winds slowly veer round and become | :11:02. | :11:06.
north`westerly. The winds aren't overly strong to start with. Veering | :11:07. | :11:11.
westerly and picking up to a six through the day. Rain at times and | :11:12. | :11:16.
generally moderate visibility out at sea. Times of high water: | :11:17. | :11:24.
Not much change in our surfing conditions. | :11:25. | :11:31.
If you are heading unto France, Spain and Portugal, here also some | :11:32. | :11:38.
outbreaks of rain. Some of the heaviest rain is in western parts of | :11:39. | :11:42.
France and it's still cold across the eastern side of Europe. For us, | :11:43. | :11:47.
Saturday is a bright, dry day. More wet weather and quite windy | :11:48. | :11:51.
conditions on Sunday. Thank you very much. | :11:52. | :11:56.
If that wet and onedy and misty weather is likely to affect any | :11:57. | :12:00.
travel plans, the details will be on your local radio station from 7am. | :12:01. | :12:10.
raise an extra half a million pounds a year. The new fee will mean that | :12:11. | :12:13.
crossing charges will not have to go up for at least the next three | :12:14. | :12:15.
years. The Plymouth Moor View MP, Alison | :12:16. | :12:18.
Seabeck, says teachers are forcing too many 16`year`olds to continue | :12:19. | :12:21.
their education at school instead of going to college or taking up an | :12:22. | :12:25.
apprenticeship. She raised the issue in the House of Commons today. Our | :12:26. | :12:28.
Political Editor Martyn Oates joins me now. What's been said? | :12:29. | :12:34.
We are used to hearing politicians applauding the fact that more | :12:35. | :12:38.
children are staying at school and then going on to university. She was | :12:39. | :12:41.
making the point that that is not right for everybody and schools | :12:42. | :12:46.
should help people with other options. | :12:47. | :12:49.
Young people across Plymouth tell me they are feeling like little more | :12:50. | :12:53.
than walking pots of money when it comes to careers advice and schools | :12:54. | :12:56.
have been almost harassing them at times when it comes to keeping them | :12:57. | :12:59.
in school, almost mitigating against some of them going off and doing | :13:00. | :13:02.
engineering apprenticeships, as the honourable gentleman pointed out. | :13:03. | :13:13.
We spoke to some young people pursuing vocational courses and they | :13:14. | :13:17.
seem to agree. I felt like I was being belittled | :13:18. | :13:21.
because I couldn't make my own decisions without it being a problem | :13:22. | :13:24.
to them. It was almost a compulsory thing to apply for sixth form when I | :13:25. | :13:29.
didn't want to. I was disregarded. We were told in the careers office, | :13:30. | :13:33.
basically, sixth form was the way forward. If you deterred of that | :13:34. | :13:36.
party, you would essentially be failing in life. | :13:37. | :13:38.
They'd rather you stayed in sixth form. I didn't want to do that, I | :13:39. | :13:42.
had had enough of school by then, I'd rather go back to college. | :13:43. | :13:50.
Did the government have anything to say about resolving this issue? | :13:51. | :13:55.
More in agreements relate. Question was answered by Vince Cable who is | :13:56. | :13:58.
responsible for skills and vocational training. | :13:59. | :14:01.
Specifically in relation to schools, we do recognise there is an issue | :14:02. | :14:04.
with recognising the career path that is non`academic and we will | :14:05. | :14:07.
shortly issue guidance to schools on how to access independent advice. | :14:08. | :14:20.
Just before Christmas, he questioned whether to many people were taking | :14:21. | :14:25.
degrees they didn't really need. He said to say that a nurse or a police | :14:26. | :14:30.
officer needed a degree was simply qualification inflation. Several | :14:31. | :14:37.
governments have presided over increasing numbers of people going | :14:38. | :14:42.
to university so any criticism from this kind of quarter is something to | :14:43. | :14:44.
note. Residents living along a country | :14:45. | :14:47.
lane in Cornwall say its rural nature has been spoilt after the | :14:48. | :14:51.
council put up more than 60 no parking signs. The signs are every | :14:52. | :14:54.
25 metres along the road, near Newquay. But Cornwall Council says | :14:55. | :14:57.
they are necessary to comply with the law, as Spotlight's Eleanor | :14:58. | :15:06.
Parkinson reports. This country road like many others | :15:07. | :15:12.
has its usual rural landmarks. Rustic hedges, hates giving way to | :15:13. | :15:21.
Jews of the sea and a sheep. `` views of the sea. There is a parking | :15:22. | :15:30.
saying and another one on the other side of the road and we can see | :15:31. | :15:36.
three others. Locals say they have counted more than 60 signs on a | :15:37. | :15:43.
one`mile stretch. The signs were erected just before Christmas and | :15:44. | :15:46.
many residents say they are an eyesore and a waste of money. | :15:47. | :15:51.
It is supposed to be an area of great beauty and people come here to | :15:52. | :16:06.
enjoy that. It is clearly a case of regulations | :16:07. | :16:10.
overcoming common`sense. This is a site of scenic beauty. The hedges | :16:11. | :16:16.
themselves are part of the heritage. Tourists come to see the scenic | :16:17. | :16:21.
beauty, they don't come to see road signs. | :16:22. | :16:26.
The council says they are designed to control public parking `` problem | :16:27. | :16:31.
parking in the summer and they have to make them enforceable. However, | :16:32. | :16:36.
discussions are taking place with the parish council to see a things | :16:37. | :16:40.
could be managed any different way. The recent flooding which has | :16:41. | :16:43.
affected much of the South West has caused havoc for our wildlife. | :16:44. | :16:46.
Smaller mammals, butterflies and fish have been particularly hit but, | :16:47. | :16:49.
as our Environment Correspondent Adrian Campbell reports, it seems | :16:50. | :16:52.
some of our wild birds are enjoying the milder winter. | :16:53. | :17:01.
Millions of cubic metres of water has settled right here in the middle | :17:02. | :17:05.
of the Somerset Levels. Effectively transforming the landscape and | :17:06. | :17:16.
making this spectacular inland lake. Across the South West during | :17:17. | :17:18.
December there was double the rainfall you would expect. Together | :17:19. | :17:23.
with the mild winter that has meant some of wildlife has suffered. | :17:24. | :17:33.
Hedgehogs should be asleep that this time of year, hibernating, but the | :17:34. | :17:39.
mild weather means many of them will be waking up and looking for food. | :17:40. | :17:50.
Some species of fish have spent the autumn finding their beds have been | :17:51. | :18:00.
covered. The RSPB says this has been a good | :18:01. | :18:03.
winter for birds. The bit on the east coast threatened | :18:04. | :18:24.
by a rising sea`level but now we have the population. | :18:25. | :18:34.
Of course we have seen lots of flooding but the water on these | :18:35. | :18:41.
reserves is also preventing flooding and other parts of the region. | :18:42. | :18:51.
It has been good weather for ducks. They're highly trained, very | :18:52. | :18:54.
enthusiastic, and they can do the job of twenty people. I'm not | :18:55. | :19:01.
talking about male presenters! And, after two years of preparation, | :19:02. | :19:04.
they're finally ready to get to work. | :19:05. | :19:06.
Yes, Cornwall Search Rescue team has just welcomed two new members to | :19:07. | :19:10.
its ranks ` the first four legged volunteers in the charity's ten year | :19:11. | :19:13.
history. Spotlight's Andy Birkett has been to see them in action. | :19:14. | :19:16.
Sharon and her dog Millie have reason to celebrate. They have just | :19:17. | :19:20.
graduated from training and are now officially part of the Cornish | :19:21. | :19:23.
search and rescue team. But it was luck that brought them to the | :19:24. | :19:25.
service. It was just a chance conversation. | :19:26. | :19:28.
On joining the team, I realised I could bring two things together. I | :19:29. | :19:32.
already had my dog as a young puppy who was keen to be working. She | :19:33. | :19:36.
needed something to do. There are 11 search and rescue dogs | :19:37. | :19:40.
in the South West but, before Sharon and her colleague qualified this | :19:41. | :19:43.
month, the Cornwall team didn't have any, so this will make a huge | :19:44. | :19:46.
difference. Effectively, we are doubling the | :19:47. | :19:49.
size of the team by adding two dogs because each of the dogs can | :19:50. | :19:52.
basically cover what 20 foot`searchers can do. | :19:53. | :20:01.
Hidden in the bag is team`mate Phil. Millie has got to find him. | :20:02. | :20:05.
She is sniffing for that sent that she can pick up. You can see her | :20:06. | :20:10.
behaviour changed slightly. She has found her dogsbody so she is coming | :20:11. | :20:14.
back and will tell Sharon she has found him. Then we just need to | :20:15. | :20:18.
follow her. She is loving this, isn't she? You | :20:19. | :20:21.
can tell. Absolutely. It is all just fun and a | :20:22. | :20:26.
big game for them and the reward is the ball. That's all she is doing it | :20:27. | :20:29.
for really. Eager to join in is Ziva, the next | :20:30. | :20:33.
generation. She has clearly got the enthusiasm but he has only just done | :20:34. | :20:37.
her training. The first process is trying to get | :20:38. | :20:40.
the basic obedience before moving on to the specialist search dog | :20:41. | :20:44.
training. As you've seen today, she is quite an energetic mood and I | :20:45. | :20:48.
have been struggling to keep her in a calm state. | :20:49. | :20:54.
But Ziva has a long way to go. It takes about two years on average to | :20:55. | :20:58.
get the dog up to speed. Now it was my turn to be a dogsbody. | :20:59. | :21:09.
Body Andy in position and ready. Thankfully, Millie didn't let me | :21:10. | :21:13.
down. She is getting close now, here they | :21:14. | :21:17.
come. WOOF! | :21:18. | :21:24.
That didn't take very long. But for her this is what it's all | :21:25. | :21:35.
about. They love it, don't they? | :21:36. | :21:41.
I know, I would be tempted to leave and do there. | :21:42. | :21:45.
Now, do you know how old the Big Ben bell is? Or when King Richard III | :21:46. | :21:49.
was killed? Well, they're questions you'd have to answer if you were | :21:50. | :21:52.
looking to move to the UK from abroad. | :21:53. | :21:55.
They're part of the Life In The UK test and people in North Devon have | :21:56. | :21:58.
been finding out how British they are by trying to answer some of the | :21:59. | :22:02.
questions in a pub quiz. Spotlight's John Danks went to see how they got | :22:03. | :22:08.
on. Which of these forts were part of | :22:09. | :22:14.
Hadrian 's Wall? Choose to answers. The monarch is the head of the | :22:15. | :22:20.

history and politics through to the British constitution. | :22:26. | :22:27.
How often are elections held in Britain? | :22:28. | :22:30.
This crowd weren't planning to stay in Britain but were taking its just | :22:31. | :22:36.
as seriously. They are starting to sweat. | :22:37. | :22:43.
This lady has taken the real citizenship test and questions from | :22:44. | :22:53.
friends led her to host this quiz. Akram is, as we say in the United | :22:54. | :22:59.
States. The differences, if I don't pass, I'm out of here. If they don't | :23:00. | :23:11.
pass, they get another is gone `` another scone or whatever it is. | :23:12. | :23:18.
Some were surprised how difficult it was. A lot of them were to modern | :23:19. | :23:28.
day living. I just guessed the answers and was | :23:29. | :23:34.
lucky if I got right. I passed so I can stay. | :23:35. | :23:39.
The results are in and did everyone get them all right? No, in fact | :23:40. | :23:47.

stuck with me. I'm here. The British citizens must try | :24:00. | :24:05.
harder. It looks really difficult, doesn't | :24:06. | :24:09.
it? I might go online and have a look | :24:10. | :24:14.
later. Let us know if you've passed. | :24:15. | :24:23.
We have got more rain in the forecast not only for tomorrow but | :24:24. | :24:30.
also for Sunday. The rain keeps on coming. Tomorrow it will be | :24:31. | :24:38.
accompanied by quite strong winds but at least it is milder. Part of | :24:39. | :24:47.
Somerset still badly flooded. We do have a warning for further rain, | :24:48. | :24:52.
particularly for those areas in Somerset that are sensitive to | :24:53. | :24:58.
rainfall. There will be quite tricky driving conditions tomorrow. All of | :24:59. | :25:02.
it is coming from this cloud that is racing across the Atlantic. It will | :25:03. | :25:08.
produce more persistent rain in the early hours of the morning and | :25:09. | :25:14.
widespread rain throughout tomorrow. There will be mist and fog over the | :25:15. | :25:26.
motherland. `` over the moorland. Briefly today we did get some | :25:27. | :25:30.
brightness but it was short`lived because the cloud has been streaming | :25:31. | :25:44.
and. Some glimpses of sunshine here. With a bit of shelter, the south | :25:45. | :25:49.
coast hasn't been so bad. Temperatures up to eight or nine | :25:50. | :25:55.
degrees. There are some fairly big seas out there. Tonight, the rain is | :25:56. | :26:08.
patchy nature and widespread by the end of the night. Initially, we | :26:09. | :26:17.
might see temperatures into single figures but we won't have anything | :26:18. | :26:21.
to worry about. Those temperatures continue to increase as the milder | :26:22. | :26:31.
air sets on but so does the rain. It doesn't really clear until the | :26:32. | :26:42.
evening. Unusually warm for the month of January. Quite a wet day | :26:43. | :26:56.
for the Isles of Scilly. The surf is pretty mist up because | :26:57. | :27:09.
of the wind. Very messy conditions, quite | :27:10. | :27:15.
dangerous on some beaches. Poor visibility out at sea because of the | :27:16. | :27:19.
rain. We still have several flood warnings in place. There is the | :27:20. | :27:29.
flood line number. Brighter on Saturday but more wet weather on | :27:30. | :27:34.
Sunday and Monday. If you want to enjoy those search | :27:35. | :27:38.
