rise. That is all | :00:00. | :00:00.
It was quite worrying last night seeing all the waves. In Jersey sea | :00:00. | :00:30.
defences begin to crumble and services and supplies suffer. In | :00:31. | :00:35.
terms of impact the customers, they will see some items running short. | :00:36. | :00:46.
And the weather starts to calm down overnight. But there is more rain in | :00:47. | :00:52.
the forecast. I will have all the details later in the programme. | :00:53. | :01:02.
It's affected all of us. The winter storms pummelling our coastlines, | :01:03. | :01:06.
leaving destruction and disruption in their wake. And the wind is still | :01:07. | :01:44.
howling outside tonight. Roads became rivers as St Peter Port | :01:45. | :01:47.
could only stand and watch as the waves crashed over its deluged | :01:48. | :01:50.
defences. 40ft waves meant driving conditions were hazardous, | :01:51. | :01:53.
particularly along the island's east coast. Businesses and homes once | :01:54. | :02:01.
again had to contend with another day of flooding. There is still | :02:02. | :02:12.
plenty of sea water coming over the wall and this main road is currently | :02:13. | :02:17.
an passable. Soon the clean`up operation will begin. And this | :02:18. | :02:21.
morning, the clean up operation was underway at this cafe that juts into | :02:22. | :02:25.
the sea. Its kitchen was knocked out of action when the waves smashed | :02:26. | :02:31.
through its windows. When we first took over ten or so years ago, there | :02:32. | :02:39.
was a bad storm but we have never had such extensive damage. It is | :02:40. | :02:45.
quite worrying last night, seeing all the waves. While businesses | :02:46. | :02:51.
homeowners and even boat owners began to count the cost of the storm | :02:52. | :02:54.
damage, others found the exceptional conditions somewhat exhilarating. | :02:55. | :03:03.
And along with debris washed on shore, this, a live dolphin stranded | :03:04. | :03:08.
at Pembroke. The GSPCA spent all afternoon trying to get it back into | :03:09. | :03:14.
the water. In Alderney, the breakwater was put through its paces | :03:15. | :03:19.
as it did its best to hold back the forces of nature. The wet and windy | :03:20. | :03:24.
weather which the islands have had to contend with as seen here in Sark | :03:25. | :03:28.
is set to continue, but with the tide receding we might just be over | :03:29. | :03:37.
the worst of it. Well, that was the view in Guernsey. | :03:38. | :03:46.
Here in Jersey, we've also felt the full effect of the weather. | :03:47. | :04:07.
Thanks, Clare. I'm at St Helier Yacht Club this evening and I can | :04:08. | :04:10.
tell you it's been a worrying few days for boat owners. I spoke to | :04:11. | :04:14.
those anxiously watching the high tide in St Aubin this morning. | :04:15. | :04:22.
Another night and yet another battering by the weather for the | :04:23. | :04:25.
island. Roads across Jersey were blocked by fallen scaffolding and | :04:26. | :04:29.
about 20 trees. In St Aubin, there was flooding and wind damage, as | :04:30. | :04:32.
waves crashed over the pier and into the harbour, moving boats and | :04:33. | :04:37.
trailers around. Come daylight and the situation wasn't much better. | :04:38. | :04:41.
BBC Radio Jersey's Kevin Pamplin went on patrol with Vingtenier Mitch | :04:42. | :04:44.
Couriard along the closed section of the esplanade from West Park to | :04:45. | :04:53.
First Tower. And back in St Aubin, daylight revealed damage to the | :04:54. | :05:02.
slipway. It is coming to high tide now and you can really feel the | :05:03. | :05:06.
force of the wind and the sea spray coming in. And as the waves rolled | :05:07. | :05:12.
it, boat owners anxiously kept watch on their vessels. I am down here to | :05:13. | :05:20.
check on my boat. It was still there last night and I hope it will still | :05:21. | :05:29.
be there after this. The bins have taken the railings of. As the tides | :05:30. | :05:35.
retreated, they revealed damage to the La Grande Maison slip at St | :05:36. | :05:39.
Catharine's. Repair work to Jersey's sea defences damaged in this week's | :05:40. | :05:42.
storms could cost more than ?20 ,000 and take three months to complete. | :05:43. | :05:54.
You have seen the stormy conditions but they has also been disruption to | :05:55. | :05:59.
goods being brought into the Channel Islands. Emma Chambers reports on | :06:00. | :06:08.
the businesses effected and what insurance implications there could | :06:09. | :06:09.
be. Stormy weather means empty shelves | :06:10. | :06:12.
in supermarkets across the Channel Islands. Shipping companies | :06:13. | :06:16.
cancelled overnight boats yesterday. So food normally imported in from | :06:17. | :06:18.
the UK didn't arrive, leaving customers having to make alternative | :06:19. | :06:30.
choices. It has caused the problem. A vessel was delayed this morning | :06:31. | :06:38.
and customers will notice some fresh items are short. And it wasn't just | :06:39. | :06:43.
food deliveries affected. Freight companies handling building and | :06:44. | :06:45.
construction materials also decided not to battle against last night's | :06:46. | :06:50.
32 foot seas. Force nine and forced ten, if you get the option not to, | :06:51. | :06:57.
it is safer for the ship and the people and there is no point | :06:58. | :07:02.
delivering stuff if it is not safely transported. This is about the first | :07:03. | :07:08.
disruption in what has been a really bad stormy season. It's thought the | :07:09. | :07:13.
strong waves have only caused a day of delays for shipping, but the | :07:14. | :07:16.
damage it's left behind, to even some of the most unusual places | :07:17. | :07:20.
could be more costly. Emergency calls will change to insurance | :07:21. | :07:23.
enquiries with storm victims trying to find out if they're covered. If | :07:24. | :07:32.
you discover damage to your home or car you need to report that your | :07:33. | :07:35.
insurance company. That is the best thing to do. Even if you are not | :07:36. | :07:39.
sure how much damage there is, you let them know first and they can | :07:40. | :07:44.
give you advice. But you can expect your insurance policy to cover | :07:45. | :07:49.
damage caused by storm. Condor services will resume tomorrow and | :07:50. | :07:51.
freight deliveries are expected for Friday, so the shelves won't be too | :07:52. | :08:05.
empty for long. The wind is still roaring around | :08:06. | :08:09.
this year and not great conditions out there. BBC local radio stations | :08:10. | :08:14.
will keep you up to date with the latest. And David will have a full | :08:15. | :08:20.
weather forecast at the end of the programme. | :08:21. | :08:23.
Aurigny's flights to Alderney are likely to be affected by safety | :08:24. | :08:26.
concerns over the main runway. Airport authorities say the grass | :08:27. | :08:29.
sides are so waterlogged they're having to treat the runway as if it | :08:30. | :08:32.
were narrower, meaning some flights may have to reduce passenger | :08:33. | :08:51.
numbers. 12 and 13`year`old boys in Jersey | :08:52. | :08:54.
could soon be given a vaccine that's traditionally used to protect girls | :08:55. | :08:57.
from cervical cancer. Health authorities in the UK are discussing | :08:58. | :09:01.
the benefits of a new version of the HPV vaccine, which can also protect | :09:02. | :09:03.
boys against genital infections Health bosses in Jersey says the | :09:04. | :09:07.
island is likely to follow the UK's lead. | :09:08. | :09:08.
Nine candidates are standing in Jersey's by`election in St. Helier | :09:09. | :09:12.
districts one and owo. Five of them are in district number one and four | :09:13. | :09:15.
in district number two. Only one woman is standing. The by`elections | :09:16. | :09:18.
are to replace former deputies Trevor and Shona Pitman, who were | :09:19. | :09:21.
declared bankrupt in the States and so automatically lost their seats. | :09:22. | :09:24.
Jen Smith reports Standing here is the future States representative for | :09:25. | :09:27.
St Helier districts number one and two. | :09:28. | :09:29.
The nine nominees, five for district one and four for St Helier number | :09:30. | :09:32.
two, officially announced their running to a half empty town hall | :09:33. | :09:36.
last night. St Helier Constable Simon Crowcroft thinks whoever's | :09:37. | :09:38.
elected can make a difference in the States before October's election. | :09:39. | :09:44.
Because of the system we have in jersey, an elected member can move | :09:45. | :09:50.
very quickly if they want to into a useful role. They can ask questions | :09:51. | :09:53.
straightaway and large private members bills. The candidates | :09:54. | :09:57.
wanting your votes in St Helier number are: | :09:58. | :10:04.
And joining them in St Helier district number two are: | :10:05. | :10:13.
They'll all have a chance to persuade voters to choose them at a | :10:14. | :10:19.
hustings in a few weeks time. The nominees now have exactly a month to | :10:20. | :10:22.
campaign before St Helier parishioners go to the polls on | :10:23. | :10:28.
March the 5th. Sport and Guernsey FC will be hoping | :10:29. | :10:32.
to defy the bad weather tonight The Green Lions play Sittingbourne at | :10:33. | :10:35.
Footes Lane in the Ryman South. Kick`off is at 7.45pm. | :10:36. | :10:45.
If you are going along, will you have to brave some bad conditions. | :10:46. | :10:49.
David, what can we expect for the next few days? | :10:50. | :10:56.
The highest winds have been across the Isles of Scilly. Guernsey was | :10:57. | :11:03.
the strongest gust of wind at around 64 miles an hour. But it is not just | :11:04. | :11:08.
the strength of the wind, it's the fact we have been building bird | :11:09. | :11:13.
waves over the last few days `` big waves. The guests of wind are not as | :11:14. | :11:23.
high now. We still have severe gales but they continue to drop overnight | :11:24. | :11:27.
tonight. That means it is a quieter start to the day tomorrow. Less | :11:28. | :11:34.
windy. More rain in the forecast. The rain again is going to add up so | :11:35. | :11:38.
tomorrow is a very wet day and later in the evening the wind will | :11:39. | :11:42.
increase again. Let's deal with what's happening this evening. We | :11:43. | :11:46.
are between two areas of low pressure. That is moving out of the | :11:47. | :11:51.
way. This is the next one coming in. There will be some dry weather | :11:52. | :11:57.
between the two. This area of low pressure has some strong winds of it | :11:58. | :12:02.
`` on its southern flank. By the end of tomorrow afternoon, the strongest | :12:03. | :12:08.
winds will be across North portico and northern Spain. That weather | :12:09. | :12:16.
will travel towards us overnight. It is a different wind direction which | :12:17. | :12:19.
could cause problems for some of our trees. Those winds will ease by the | :12:20. | :12:31.
time we get into Friday. Overnight tonight, a few showers left behind | :12:32. | :12:35.
and strong winds but the showers will fade away. It will become dry | :12:36. | :12:44.
overnight. For tomorrow, the rain comes in and it will be widespread | :12:45. | :12:48.
and quite heavy for a good part of the day. The wind will be fresh to | :12:49. | :12:55.
strong. A top temperature of around 10 degrees. These are the coastal | :12:56. | :13:04.
waters forecast. The important times of high water tomorrow morning. For | :13:05. | :13:16.
the servers, not bad for surfing and some big waves. We are a bit | :13:17. | :13:24.
concerned about the strength of the wind tomorrow night. It could be up | :13:25. | :13:33.
to 50 mph or 60 mph. The outlook, staying very much unsettled. | :13:34. | :13:36.
That's it from the TV team. staying very much unsettled. | :13:37. | :13:39.
That's it from the The BBC will keep you updated on the impact of any | :13:40. | :13:43.
adverse weather here on BBC One at 10:25pm tonight, on Radio Jersey and | :13:44. | :13:46.
Radio Guernsey from 6:00am tomorrow and of course on Twitter and | :13:47. | :13:48.
Facebook. you updated on the impact of any | :13:49. | :13:49.
There's more coverage of the storms over on Spotlight in a moment but | :13:50. | :13:53.
I'll leave you now with images of our wild weather of the last few | :13:54. | :13:55.
days. upstairs and sit out, rather than | :13:56. | :14:48.
leave their homes to the mercy of the water. | :14:49. | :15:02.
People in Torcross were evacuated from their homes during last night's | :15:03. | :15:06.
storm as gale force winds and large waves lashed houses. As Spotlight's | :15:07. | :15:08.
Andy Breare reports, coastal communities across the whole of | :15:09. | :15:11.
Devon and Dorset have been devastated by the power of the sea. | :15:12. | :15:19.
They are used to the power of the sea here, but locals say last | :15:20. | :15:23.
night's Stormont was the worst for more than 30 years. As waves | :15:24. | :15:27.
battered the houses, coastguards decided to evacuate people. Around | :15:28. | :15:36.
20 properties where affected. The wave knocked in the door. We | :15:37. | :15:42.
were trying to rescue anything that within the part of the water when | :15:43. | :15:46.
the front window blew in. The coastguards came and said that we | :15:47. | :15:53.
had to evacuate. A lot of people couldn't or didn't | :15:54. | :15:57.
want to get out, because the waves were coming over the tops of the | :15:58. | :16:01.
buildings. But we managed to evacuate and nobody was hurt. | :16:02. | :16:09.
Chairs from this waterfront pub were washed into the car park. Getting | :16:10. | :16:14.
around has been difficult today, with roads turned into rivers. The | :16:15. | :16:20.
storm has badly damaged the pier and the sea wall intimate. In Dorset, | :16:21. | :16:26.
Portland was cut off. This caravan park was under water as the seed | :16:27. | :16:32.
breached the flood bank. Back in tour across, houses have been | :16:33. | :16:35.
boarded up as people start to assess the damage caused by the storm. | :16:36. | :16:42.
I've never seen a storm do so much damage. One or two cracked window | :16:43. | :16:49.
panes and things like that, but never the wide scale of destruction | :16:50. | :16:55.
but last night produced. Coastguards remain here, as | :16:56. | :17:02.
residents wonder if there will be more damage tonight at high tide. | :17:03. | :17:11.
Portland in Dorset has effectively spent the day cut off. The sea has | :17:12. | :17:16.
overtopped defences all along the coast, and properties in West Bay | :17:17. | :17:31.
have flooded. Let's take a look at the situation | :17:32. | :17:37.
here in Dawlish. The main rail line has been left hanging in midair. | :17:38. | :17:42.
This is a picturesque route, but its proximity to the sea means it is | :17:43. | :17:45.
becoming increasingly vulnerable to the weather. We were assessing the | :17:46. | :17:51.
impact that the closure of this line will have in the region. | :17:52. | :17:56.
The devastation of the track at Dawlish looks unprecedented. This | :17:57. | :18:01.
line has often seen shutdowns with millions of pounds poured into | :18:02. | :18:03.
regular maintenance and strengthening. But rail researcher | :18:04. | :18:09.
at Plymouth University shows that the longest period of destruction on | :18:10. | :18:15.
record with only 19 days. This destruction is likely to last at | :18:16. | :18:19.
least several weeks. The results of the line closure at | :18:20. | :18:24.
Dawlish a devastating. It's a great blow to commercial business trade. | :18:25. | :18:30.
It is of great concern. Can the Prime Minister confirm that | :18:31. | :18:33.
he is taking all action to get transport systems back in action? Is | :18:34. | :18:38.
that he will be fast tracking a review of the funding for a | :18:39. | :18:40.
breakwater to protect the railway line? | :18:41. | :18:47.
Members across the house know that this is a vital artery across our | :18:48. | :18:50.
country, and one of the most scenic and beautiful runway lines in our | :18:51. | :18:55.
country. It's hugely disturbing what has happened. | :18:56. | :19:00.
In the past, moving the line has been considered. In the late 1930s, | :19:01. | :19:07.
the GWR wanted a new routes that would have veered in lands. War puts | :19:08. | :19:13.
paid to that. There was a secondary line that connected Newton Abbot to | :19:14. | :19:21.
Exeter. Starve remains for freight, reopening the rest has occasionally | :19:22. | :19:27.
been suggested. If they reopen the line has long planned, it would | :19:28. | :19:35.
reconnect Tavistock. All these options are far beyond current | :19:36. | :19:43.
budgets. Joining me now is Patrick Hallgate | :19:44. | :19:46.
from Network Rail ` Neil, what's the latest this evening? | :19:47. | :19:53.
We've been down on the beach. There are four distinct areas of damage. | :19:54. | :19:58.
It could take a significant number of weeks to compare. | :19:59. | :20:03.
When will work start on the rebuilding? And when do you hope to | :20:04. | :20:11.
have the line open again? We said this morning that it would | :20:12. | :20:15.
be at least six weeks. Some of that really depends on when we can start, | :20:16. | :20:19.
depending on the tides in the next few days. | :20:20. | :20:24.
There is huge concerned that this is the final straw for this bit of | :20:25. | :20:31.
track. `` huge concern. We will be working round`the`clock | :20:32. | :20:36.
to get this line up and running. Is it practical? | :20:37. | :20:42.
We'll do all we can to get it back as quickly as possible. | :20:43. | :20:52.
There have been several high`level meetings today. The Prime Minister | :20:53. | :21:02.
chaired an emergency COBRA this afternoon. And, while we're on air, | :21:03. | :21:05.
many of the region's MPs are meeting the Transport Secretary to demand | :21:06. | :21:08.
urgent action here in Dawlish. Our Political Editor Martyn Oates joins | :21:09. | :21:11.
us now live from Westminster. Martyn, what's happened this | :21:12. | :21:12.
afternoon? The track, the Prime Minister said | :21:13. | :21:15.
he was determined to find a solution to fix the problem. What that | :21:16. | :21:19.
actually means remains to be seen. If the alternative is the bass, | :21:20. | :21:27.
that'll mean very delayed journeys quite some time. And what about this | :21:28. | :21:35.
other meeting with the transport secretary?) | :21:36. | :21:37.
that was organised by the Southwest Devon MP Gary Streeter. He was | :21:38. | :21:42.
trying to get all the local MPs along to that. MPs from all parties | :21:43. | :21:48.
across the region are absolutely furious about this, and demanding | :21:49. | :21:51.
immediate action to prepare it in the short`term. Increasing numbers | :21:52. | :21:56.
of people are saying that we need to be looking at an inland option | :21:57. | :22:00.
instead. Thank you very much. Let's find out | :22:01. | :22:06.
what the weather has in store for us. | :22:07. | :22:12.
Good evening. There is some good news, because the winds are already | :22:13. | :22:19.
dying down. They will continue to ease overnight, but we have more | :22:20. | :22:22.
rain in the forecast. That's something we haven't really | :22:23. | :22:26.
highlighted, because we've had all the problems with the coasts. The | :22:27. | :22:31.
rain has been quite heavy too. There is more about wet weather to come | :22:32. | :22:35.
tomorrow. These are the strongest gusts that we've recorded ` the | :22:36. | :22:43.
highest was 92 mph. All of us are seeing gusts of wind in excess of 65 | :22:44. | :22:49.
mph. Slightly less inland. Names being from the warnings we have in | :22:50. | :22:53.
force after rain. Heavy rain tomorrow which will compound the we | :22:54. | :23:03.
already have. One area of low pressure is disappearing northwards. | :23:04. | :23:05.
We get another one coming into following. That area of low pressure | :23:06. | :23:11.
will throw a lot of wet weather towards us through the day tomorrow. | :23:12. | :23:15.
Some of the rainy afternoon could be heavy. That moves out of the way, | :23:16. | :23:20.
and for much of Friday there is some dry weather. There are lighter | :23:21. | :23:23.
winds, so it is the best day of this week. This is a new area of low | :23:24. | :23:28.
pressure, and you don't need me to tell you how tightly packed those as | :23:29. | :23:31.
the bars are. It's another very windy spell of weather on Friday | :23:32. | :23:34.
night and into the start of the weekend. There are some showers | :23:35. | :23:39.
dotted around, but most of those will fade away. Later on tonight, | :23:40. | :23:44.
those winds will drop to. It's good news all round tonight. Showery | :23:45. | :23:49.
activity fading away. By the morning, it's mostly dry, but not | :23:50. | :23:54.
particularly cold. Temperatures down to six or seven degrees. Tomorrow, | :23:55. | :24:01.
at least for the morning, it's dry, but the rain does this settle in. `` | :24:02. | :24:12.
the rain does set in. The winds are mostly from the South or Southeast, | :24:13. | :24:15.
but nowhere near the strength we've seen recently. We may have a problem | :24:16. | :24:20.
with winds from a different direction ` nor the winds, which | :24:21. | :24:25.
could be dusting to 60 mph. `` northern winds. Temperatures | :24:26. | :24:33.
tomorrow of nine or 10 degrees. Not feeling particularly warm because of | :24:34. | :24:36.
the rain. And the Isles of Scilly, less windy. And the important times | :24:37. | :24:39.
of high water are: for our surfers, the waves will be | :24:40. | :24:53.
massive and they are still very big overnight. They do come out dumb | :24:54. | :25:00.
down a bit. Still very big and dangerous. Anywhere from six to nine | :25:01. | :25:13.
feet. We have warnings in force for more wind and rain overnight on | :25:14. | :25:17.
Friday and Saturday. We have warnings on Saturday for more heavy | :25:18. | :25:20.
rain and strong winds. Perhaps quieter on Sunday for top but still | :25:21. | :25:23.
very windy conditions. Thank you. That it is this Wednesday | :25:24. | :25:37.
night. The weather has yet again dominated our headlines. BBC Radio | :25:38. | :25:43.

has had on the Southwest. NICK CLEGG: Are you in, | :25:49. | :26:39.
or are you out? That's the real question at stake at | :26:40. | :26:41.
the European elections on May 2 nd. even though that would wreck | :26:42. | :26:48.
the recovery and destroy jobs. The Conservatives are now | :26:49. | :26:55.
openly flirting with exit, and the Labour Party, well, they | :26:56. | :26:58.
just don't have the courage they wouldn't lift a finger | :26:59. | :27:01.
to help keep Britain in the EU So I'm asking you | :27:02. | :27:08.
to vote for the Liberal Democrats, in for the sake of British | :27:09. | :27:12.

the global standards | :27:21. | :27:23. |
