That's all from us. A first look at the papers on the news channel. Now | :00:00. | :00:08.
Good evening. Guernsey politicians are largely standing by Peter | :00:09. | :00:13.
Harwood, after his decision today to quit as Chief Minister. It's after a | :00:14. | :00:16.
magazine article questioning his former role as both director of the | :00:17. | :00:20.
Channel Islands Stock Exchange, and chairman of the Guernsey Financial | :00:21. | :00:22.
Services Commission which regulates it. Penny Elderfield reports. | :00:23. | :00:29.
Back in 2012, and day one of his new job. Deputy Harwood probably didn't | :00:30. | :00:33.
expect his time as Chief Minister to end like this. But today he | :00:34. | :00:37.
resigned. With regret, but recognising Guernsey's reputation | :00:38. | :00:42.
was at risk. It followed this article in Private Eye, questioning | :00:43. | :00:45.
Deputy Harwood's previous role as both director of the Channel Islands | :00:46. | :00:48.
Stock Exchange and chairman of the regulator that oversees it. Not the | :00:49. | :00:53.
sort of national publicity that Guernsey wants. He clearly recognise | :00:54. | :01:03.
that a story with his name attached as achievement Mr in the national | :01:04. | :01:08.
media was a risk to the reputation of Guernsey. It was not right at | :01:09. | :01:16.
all. It was at a meeting here that states members heard the news this | :01:17. | :01:20.
morning. I would assume there was a frank discussion yesterday, and we | :01:21. | :01:26.
have to respect Deputy Harwood's decision to step down. I think that | :01:27. | :01:30.
the chief Mr going well have a lot of negative things were Guernsey. `` | :01:31. | :01:37.
I think the Chief Minister going. Initial reactions. But now the talk | :01:38. | :01:42.
will turn to who will stand to be the next Chief Minister. So, is this | :01:43. | :01:45.
former one ready to give it another go? If a majority came to me and | :01:46. | :01:48.
said that with your experience and all the rest of it, we'd like you to | :01:49. | :01:53.
consider being the custody until the end of this time, it is a discussion | :01:54. | :01:57.
I would have with those members of my family, in particular. Let's be | :01:58. | :02:02.
clear about it, as it stands at the moment, I do not want the job. It'll | :02:03. | :02:06.
no doubt become clearer in the next couple of days who the likely | :02:07. | :02:09.
candidates are. With the election expected to take place next month. | :02:10. | :02:13.
Well, earlier I asked Guernsey's deputy Chief Minister, Jonathan Le | :02:14. | :02:16.
Tocq, whether Peter Harwood really needed to go. No, I don't believe | :02:17. | :02:24.
so, but we're not dealing with matters of black or white here. That | :02:25. | :02:29.
is not politics. He did what he felt was correct. And at his disposal to | :02:30. | :02:36.
resign, bearing in mind he is the sort of man flatters modelling the | :02:37. | :02:41.
sort of leadership that puts Guernsey first. Surely, resigning | :02:42. | :02:46.
suggests some sort of wrong doing, does he have your confidence? I | :02:47. | :02:52.
don't think it suggests that at all. What it shows is that here we have a | :02:53. | :02:59.
Chief Minister who has put Guernsey first and whilst there is an ongoing | :03:00. | :03:02.
investigation, no one is in a position to double guess that. The | :03:03. | :03:07.
trouble is that we live in a world where there is all sorts of | :03:08. | :03:09.
speculation, which diverts attention and, therefore our energies | :03:10. | :03:13.
elsewhere. And we cannot control that, of course, but we can seek to | :03:14. | :03:19.
minimise it. That is what he wants to do. Finally, if it turns out | :03:20. | :03:24.
Deputy Harwood cannot return to the position of Chief Minister, will you | :03:25. | :03:29.
stand for it? That is something I need to consider along with my | :03:30. | :03:32.
colleagues. To be honest, I'm happy where I am at the moment. And I did | :03:33. | :03:37.
feel that Deputy Harwood and myself made a very good team. And the | :03:38. | :03:43.
Policy Council will continue to do what it is intending to do. It is | :03:44. | :03:48.
business as usual, we need to maintain the momentum, and I feel | :03:49. | :03:53.
the most important thing is that. The Chief Minister is not some | :03:54. | :03:55.
achievement Mr of the Policy Council. He provides leadership for | :03:56. | :04:02.
the States. `` he is not Chief Minister of the Policy Council. So, | :04:03. | :04:09.
that will have to take on into due consideration and it's too early to | :04:10. | :04:12.
make those sorts of judgements. In other news, unemployment figures | :04:13. | :04:15.
in Jersey continue to fall. The number of islanders registered as | :04:16. | :04:18.
actively seeking work last month was 1,860. That's down 160 on the same | :04:19. | :04:23.
time last year. A sixth of the total, about 310 people, are long | :04:24. | :04:27.
term unemployed. Visitors are being advised to stay | :04:28. | :04:29.
away from Guernsey's Princess Elizabeth Hospital while an outbreak | :04:30. | :04:32.
of vomiting and diarrhoea is brought under control. Samples have been | :04:33. | :04:36.
sent to the UK for testing, and it's thought they'll reveal the five | :04:37. | :04:39.
patients and one staff member in Victoria Wing have the norovirus. A | :04:40. | :04:48.
quarter of ?1 million has been spent improving facilities for homeless | :04:49. | :04:52.
people in Jersey. The Shelter Trust said a new refuge fills a critical | :04:53. | :04:58.
gap. This has been Chris's home since New | :04:59. | :05:02.
Year's Eve. He's been in shelters for the past few years after family | :05:03. | :05:10.
problems. My main fear was to be on the street, to be honest. And | :05:11. | :05:18.
probably, more likely, at the other end of a bottle. I consider myself | :05:19. | :05:23.
lucky to be able to live in this kind of facility, which has helped | :05:24. | :05:29.
me out a lot at since I left my family home. Today, Evans House | :05:30. | :05:32.
officially opened more than two years after a similar centre closed | :05:33. | :05:37.
because it was short of cash. Health and Social Services bought that and | :05:38. | :05:40.
it's since been refurbished and renamed. There's now room for up to | :05:41. | :05:45.
22 men and women, from the age of 25 onwards. I think it has filled a | :05:46. | :05:55.
very critical gap. We now have emergency accommodation, second | :05:56. | :06:00.
stage accommodation, and we also have the dedicated service for young | :06:01. | :06:06.
adults. So, we feel as if we are covering bases of the sorts of needs | :06:07. | :06:10.
that people have of us and the services we offer. The Shelter Trust | :06:11. | :06:13.
helps around 400 islanders a year in Jersey. And there's already a | :06:14. | :06:16.
waiting list for people wanting to move in here. So there's a home for | :06:17. | :06:18.
those who need it. That is it from me. Fixed, the | :06:19. | :06:29.
weather, and the National forecast follows him. | :06:30. | :06:37.
Tomorrow, we all have some pleasant weather, particularly in the | :06:38. | :06:40.
afternoon with a bit of sunshine and lighter winds, although in the | :06:41. | :06:44.
morning, we will see some showers. By the afternoon, it is dry and | :06:45. | :06:48.
bright. Showers overnight, they will keep going, easing a little, but | :06:49. | :06:52.
even by the morning, there is a risk of some showers. Blustery winds and | :06:53. | :06:57.
five degrees is the minimum temperature. Those showers will be | :06:58. | :07:07.
with us, by the afternoon we will have some sunshine, turning hazy, | :07:08. | :07:11.
but the rest of the day should be light. The outlook for Thursday and | :07:12. | :07:17.
Friday, plenty of showers on Thursday, or persistent rain | :07:18. | :07:23.
overnight tomorrow, and showers continued towards the weekend. We | :07:24. | :07:26.
will have a full forecast in a moment. From me, good night. | :07:27. | :07:33.
be rain, clearing into sunshine and showers, Buster once. Then it is | :07:34. | :07:37.
more difficult. Susan Powell is here to explain more international focus. | :07:38. | :07:41.
Take a glimpse out of the window and the chances they will be starry | :07:42. | :07:49.
skies where you are. The showers we have today are dying back to the | :07:50. | :07:53.
coast. The breeze is also easing and reclaiming skies and light winds, it | :07:54. | :07:57.
will be chilly overnight tonight. The wind will remain keen enough to | :07:58. | :07:59.
hold | :08:00. | :08:00. |
