Good evening. That's all from us. | :00:00. | :00:09.
Good evening. Guernsey's new Chief Minister says | :00:10. | :00:12.
he'll improve communication with islanders. Deputy Jonathan Le Tocq | :00:13. | :00:17.
was elected by a narrow margin at today's States meeting. He takes | :00:18. | :00:20.
over from Deputy Peter Harwood who resigned last month following a | :00:21. | :00:23.
magazine article about his positions with the Channel Island Stock | :00:24. | :00:25.
Exchange and Guernsey's financial services regulator. Mike Wilkins | :00:26. | :00:34.
reports. Arriving at the Royal Court with | :00:35. | :00:39.
their political future about to be decided. The social security | :00:40. | :00:43.
Minister versus the home Department Minister Jonathan le Tocq. For the | :00:44. | :00:47.
man about to relinquish the role of Chief Minister, it was a sad day. | :00:48. | :00:53.
I'm very disappointed, there is a lot of work that needs to be done. | :00:54. | :00:56.
Hopefully, can still have some engagement. After a quick handshake, | :00:57. | :01:04.
it was into the States chamber and after almost two hours of Westerns, | :01:05. | :01:10.
the vote was in. Deputy Jonathan le Tocq won by two votes, a fine margin | :01:11. | :01:15.
considering that for States members were absent. I think when deputy | :01:16. | :01:22.
hardwood was elected and I stared at that time, for votes would have made | :01:23. | :01:26.
a difference. You can analyse that to death. We have a strong policy | :01:27. | :01:37.
Council. For the loser, today marks the beginning of the end for his | :01:38. | :01:42.
political career. My career politically will end in April 2016, | :01:43. | :01:49.
as I have said. I have a lot to do, I have fewer responsibilities on | :01:50. | :01:54.
track if you responsibilities on the policy Council. As he settled into | :01:55. | :01:59.
his role, former ministers have had plenty of advice. Anyone who has | :02:00. | :02:06.
held the office will know it is very difficult, you need a lot of skills. | :02:07. | :02:11.
You need a strong personality. Both candidates have that. Sometimes, | :02:12. | :02:15.
that strength of personality can be interpreted as arrogance or | :02:16. | :02:20.
something of that nature. The Chief Minister has to show leadership | :02:21. | :02:22.
which I am sure that Jonathan le Tocq can provide. He has two take | :02:23. | :02:32.
people with them. I used to call myself not the man in charge, but | :02:33. | :02:37.
the first among equals. There not much time for settling in the | :02:38. | :02:43.
population policy and the islands `` Island's deficit a sum of the issues | :02:44. | :02:48.
that the chief Mr will have to steer. | :02:49. | :02:51.
A little earlier I spoke to Deputy le Tocq from our Guernsey newsroom | :02:52. | :02:54.
and asked what he would do for islanders. | :02:55. | :02:58.
One of my top priorities that I have stated is improving communication. | :02:59. | :03:05.
That is both within the States, within the assembly, but also in the | :03:06. | :03:08.
way that we communicate and share policy decisions and policy | :03:09. | :03:13.
proposals with the electorate. That has begun. What about policies? How | :03:14. | :03:19.
will you change how the islands are run? I am just one vote among | :03:20. | :03:25.
others, we have a lot of decisions to make. We have an ageing | :03:26. | :03:31.
demographic, that affects our pensions, it affects benefits, it | :03:32. | :03:37.
affects employment, it affects taxation, all of those issues will | :03:38. | :03:44.
come to the fore. You won by a very slim margin, how will you control | :03:45. | :03:48.
and get the rest of the assembly to support you? I think this is an | :03:49. | :03:56.
example of a consensus Government. This has happened before. We have | :03:57. | :04:00.
pulled together a good counsel, that are largely remains and the deputy | :04:01. | :04:06.
has done a good job. I was not his choice for deputy Chief Minister, we | :04:07. | :04:09.
worked well together and shows that Guernsey can do it. | :04:10. | :04:17.
I am pleased that he has been elected. I know both of the | :04:18. | :04:24.
candidates and we have a constructive relationship. He is a | :04:25. | :04:29.
supporter of the working journal `` Jersey and Guernsey working closer | :04:30. | :04:33.
together. New figures show around half of working households in Jersey | :04:34. | :04:37.
can't afford to buy a home. In 2012 this figure was two fifths. This | :04:38. | :04:42.
year that figure has risen to nearly half ` 49% of people. Jersey's | :04:43. | :04:46.
Housing Minister, Deputy Andrew Green, says a lack of housing at the | :04:47. | :04:50.
cheaper end of the market has pushed prices up, and he'd like to build | :04:51. | :04:58.
more homes. We are going to build more social rented housing and that | :04:59. | :05:01.
increases supply generally. As part of that, 80% will be rental, and 20% | :05:02. | :05:13.
will be affordable first time buyer. That will increase supply. It | :05:14. | :05:19.
is supply that will actually have an effect on price, as well. It... | :05:20. | :05:25.
Money saved by Jersey States departments will be spent on | :05:26. | :05:27.
unemployment projects, facilities for schools, and new signal masts at | :05:28. | :05:30.
Fort Regent. Departments under`spent by nearly ?23 million last year. The | :05:31. | :05:34.
Treasury Minister says allowing them to reinvest that saved money gives | :05:35. | :05:37.
departments an incentive to manage their budgets carefully. | :05:38. | :05:40.
Parents of Guernsey's St Andrew's Primary School now know where their | :05:41. | :05:43.
children will be placed for the new term. 113 children are affected, | :05:44. | :05:47.
with around 40 moving to new schools this September, and the remainder | :05:48. | :05:50.
starting at their new school next year. The majority of parents | :05:51. | :05:55.
accepted the department's suggested new school but some will have to | :05:56. | :05:59.
accept their second or even third choice. | :06:00. | :06:03.
Jersey have beaten Guernsey in World Cricket League Five in Malaysia. The | :06:04. | :06:08.
victory means the islanders have won all of their games in the round | :06:09. | :06:11.
robin stage of the competition, whilst Guernsey have lost all of | :06:12. | :06:14.
theirs. Jersey will now face Malaysia in the final tomorrow, with | :06:15. | :06:17.
both sides guaranteed promotion to World Cricket League Division Four. | :06:18. | :06:22.
That's it from me. David is here next with the weather, and with some | :06:23. | :06:25.
fog tomorrow morning likely to disrupt a few flights. | :06:26. | :06:35.
The fog is a thin layer, so should clear inland through the day. It | :06:36. | :06:44.
could be stubborn. The wind but will fall light during the night and low | :06:45. | :06:48.
cloud and mist will begin to appear in the second half of the night. We | :06:49. | :06:51.
could get as low as five or six Celsius. It will be around for a | :06:52. | :06:56.
good part of the day tomorrow. It will gradually lift away and it is | :06:57. | :07:00.
inland for the two large islands that we should see a nice clearance | :07:01. | :07:04.
of that. Temperatures will respond, possibly 15 Celsius. As for the | :07:05. | :07:10.
outlook, it is another reasonable day on Friday with some sunshine. | :07:11. | :07:15.
Some mist and fog early in the day, generally cloudy and cooler | :07:16. | :07:18.
conditions as we go through the weekend. Top temperature of just 11 | :07:19. | :07:23.
Celsius on Sunday with a north`west breeze. In a second, there will be a | :07:24. | :07:27.
full UK forecast. Alas, it is good night. `` from us. | :07:28. | :07:33.
Friday but fog less of a problem over the weekend. | :07:34. | :07:39.
Good evening. Step outside in the morning and it feels a bit fresh. | :07:40. | :07:45.
Reassure yourself, it could be a lot worse. Exactly a year ago it was | :07:46. | :07:49.
extraordinarily cold and snowy. These were some of the scenes. This | :07:50. | :07:54.
march is very different. A very pleasant in the sunshine, once the | :07:55. | :07:58.
fog has cleared. The fog is re-forming again right now. Nasty | :07:59. | :08:02.
patches developing through the night, becoming widespread across | :08:03. | :08:05.
England and Wales. In the north-west, rain across Scotland. | :08:06. | :08:11.
Temperatures well below these | :08:12. | :08:12. |
