Jersey good evening, thanks for to spend. | :00:15. | :00:14.
Jersey good evening, thanks for joining us. | :00:15. | :00:20.
Jersey's ability to attract new business is being seriously hampered | :00:21. | :00:24.
by the cost and the length of time it's taken to roll out fast internet | :00:25. | :00:27.
connections. Digital Jersey, the body set up to promote digital | :00:28. | :00:30.
growth, says it costs three times as much in Jersey to have a fast | :00:31. | :00:34.
internet connection and is calling for urgent change. Jen Smith has | :00:35. | :00:36.
more. Jersey's States want to see the | :00:37. | :00:39.
digital sector become a a major industry for the island. It set up | :00:40. | :00:42.
Digital Jersey, an independent body to encourage new business. Its aim, | :00:43. | :00:46.
to create more than 2000 extra jobs in the industry by 2020. But Digital | :00:47. | :00:49.
Jersey says without a fast internet connection growth will be hampered. | :00:50. | :00:57.
I think it is very serious to the economy, not just in the digital | :00:58. | :01:02.
sector but in many sectors, but for the area I am responsible for, | :01:03. | :01:06.
growing the digital sector in the island, as Jersey tries to diversify | :01:07. | :01:15.
its economy, we need to get issues around collectivity addressed so we | :01:16. | :01:27.
can attract companies to Jersey. `` connectivity And it's not just the | :01:28. | :01:30.
digital and technology sector being harmed by the slow roll`out of | :01:31. | :01:32.
services. Digital Jersey say it's damaging the | :01:33. | :01:35.
economy in general. The company that provides most of Jersey's digital | :01:36. | :01:38.
services is JT. I don't except any criticisms over | :01:39. | :01:40.
speed. It is being rolled out more quickly than anywhere in the world. | :01:41. | :01:45.
Costs have been coming down rapidly, volumes have doubled and prices have | :01:46. | :01:52.
halved. Part of the problem is the cost. | :01:53. | :01:55.
This report claims a fast internet connection here costs up to three | :01:56. | :01:58.
times as much as competitive jurisdictions like Luxembourg. And | :01:59. | :02:02.
that's damaging. For getting data off`island, which | :02:03. | :02:10.
is incredibly important, we might be five or even ten times more | :02:11. | :02:13.
expensive than other locations. The regulator that reviews prices in | :02:14. | :02:17.
the Channel islands has told the BBC it's reviewing the cost of | :02:18. | :02:20.
connecting the island. Meanwhile there's a warning from | :02:21. | :02:23.
another island industry tonight ` this time horse racing. People | :02:24. | :02:26.
within the sport are concerned that problems recruiting an experienced | :02:27. | :02:28.
trainer may undermine the industry long`term. The specialist knowledge | :02:29. | :02:31.
and experience needed to manage a yard full`time can't be found | :02:32. | :02:34.
locally and attempts to appoint someone from the UK have been | :02:35. | :02:38.
hampered by the need for a trading licence. Julie Flanagan reports. | :02:39. | :02:47.
Karl Kukk worked in Jersey as a jockey last year and has more than | :02:48. | :02:50.
30 years' experience worldwide in horse racing. But without a trading | :02:51. | :02:54.
licence he can't run a yard in Jersey and that's bad news for the | :02:55. | :02:58.
sport and young people interested in getting involved. | :02:59. | :03:09.
Well, generate money into the island from bringing horses in, and you've | :03:10. | :03:18.
got young ones to learn the trade, and that gives them a push on in | :03:19. | :03:21.
life. Stabling and training facilities are | :03:22. | :03:24.
available here in Jersey. Karl has been stabling horses at this yard in | :03:25. | :03:28.
St Ouen. It's owned by John Le Masurier. He says it's important | :03:29. | :03:31.
horse racing appoints a new trainer sooner rather than later. | :03:32. | :03:38.
We've got a golden opportunity to have somebody who's experienced | :03:39. | :03:46.
Jersey because he was here all last year and has experienced worldwide | :03:47. | :03:49.
and is prepared to pass on that experience to local people. | :03:50. | :03:52.
But what's the criteria for anyone interested in moving to and trading | :03:53. | :03:56.
in Jersey? It is more about what it can bring | :03:57. | :04:00.
to the island, because they have to be benefits to Jersey as well as the | :04:01. | :04:04.
individuals. We get enquiries from hedge funds is all the way down to | :04:05. | :04:08.
people who want to sell jacket potatoes. You have to take a call on | :04:09. | :04:12.
those sort of things. In Jersey the emphasis is on local | :04:13. | :04:16.
jobs for local people, but in a specialised industry like horse | :04:17. | :04:18.
racing the challenege of recruting locally may ultimately undermine the | :04:19. | :04:23.
sport. Last Thursday we reported on the | :04:24. | :04:26.
Jersey Care Inquiry, which will look into what happened in care and | :04:27. | :04:30.
foster homes in the island, and we referred to the launch of a murder | :04:31. | :04:33.
investigation at the Haut de la Garenne home in 2008. Police at the | :04:34. | :04:37.
time had said a potential major crime inquiry concerning a possible | :04:38. | :04:40.
homicide was under way. We'd like to clarify that no formal murder | :04:41. | :04:44.
inquiry was ever launched. The inquiry opens with a public meeting | :04:45. | :04:49.
on April the 3rd. There are fears drinking water in | :04:50. | :04:53.
the Jersey Parish of St John has been contaminated by slurry. Water | :04:54. | :04:56.
in two homes that have their own boreholes has been tested and found | :04:57. | :04:59.
to contain bacteria including E coli. The Environment Department is | :05:00. | :05:04.
investigating. Meanwhile investigations are taking | :05:05. | :05:07.
place in Guernsey into the cause of flooding of the foul water network. | :05:08. | :05:10.
Guernsey Water is carrying out CCTV investigations after heavy rainfall | :05:11. | :05:14.
caused localised flooding. These recent pictures show some problems | :05:15. | :05:17.
encountered, such as roots penetrating the sewer system and | :05:18. | :05:20.
even "fatbergs", which are huge clumps of fat blocking the pipes. | :05:21. | :05:29.
Guernsey businesses are to be given priority over off`island companies | :05:30. | :05:31.
when bidding for States contracts. The new policy will apply to all | :05:32. | :05:35.
jobs the government puts out to tender, such as building projects. | :05:36. | :05:38.
Previously the focus had been on quality and price. | :05:39. | :05:46.
That could be for example the number of people employed locally, the | :05:47. | :05:50.
amount of money that stays in the island, it could be the level of | :05:51. | :05:54.
contribution to the third sector and so on. It is a much broader | :05:55. | :05:58.
assessment of the value of any particular contract to the island. | :05:59. | :06:05.
A good night for Guernsey FC, the Green Lions 13`1 to Whitstable Town. | :06:06. | :06:23.
`` they won 3`1. I will leave you with the feather | :06:24. | :06:34.
forecast. `` weather. We have done quite well compared to | :06:35. | :06:38.
the south`west of England. The rain will be gone by tomorrow. It is | :06:39. | :06:44.
breezy tomorrow, perhaps some showers but not until late in the | :06:45. | :06:48.
day, and some sun. A cold day tomorrow, which is perhaps the real | :06:49. | :06:55.
change. Winds will drop, become mainly Westerleigh and | :06:56. | :06:59.
north`westerly. Overnight temperatures down to around six | :07:00. | :07:06.
degrees. Apart from a few light showers, which will be fairly | :07:07. | :07:10.
isolated, for a good part of the day it is fine and dry but not very | :07:11. | :07:16.
warm. Brisk westerly and south`westerly winds. The outlook | :07:17. | :07:22.
into the weekend is certainly shower re`and cold and also breezy, with | :07:23. | :07:25.
temperatures no more than eight or nine. `` showery and cold. | :07:26. | :07:32.
fairly cool stuff, showers coming through and that's the theme. I will | :07:33. | :07:38.
leave you with that summary. Good evening. The skies were clear for | :07:39. | :07:41.
most parts of the UK and it will turn quite cold but we have to get | :07:42. | :07:45.
rid of the band of rain slipping its way southwards through the day. | :07:46. | :07:50.
Gusty wind. Also a temperature contrast. 16 degrees in Norwich. | :07:51. | :07:53.
Five degrees in | :07:54. | :07:54. |
