A slow start, as just nine planes sign up to Guernsey's new air | :00:10. | :00:34.
registry ` now Jersey say they will launch a rival one by the summer in | :00:35. | :00:38.
a bid to generate millions of pounds. | :00:39. | :00:40.
After just a few years of being open, the park set to be revamped to | :00:41. | :00:43.
combat anti`social behaviour. Guernsey's attempts to boost its | :00:44. | :00:57.
tourist numbers have taken a battering today. Most of its beaches | :00:58. | :01:04.
have failed to score well in the Good Beach Guide. One of them was | :01:05. | :01:08.
rated among the worst in the British Isles for its poor water quality. | :01:09. | :01:11.
There are four ratings. To receive 'Recommended' status, all samples | :01:12. | :01:14.
must not exceed 2,000 E.coli per 100ml and sewage has to be | :01:15. | :01:17.
"appropriately treated" to remove the majority of bacteria. Below that | :01:18. | :01:23.
there is 'Guideline', followed by 'Mandatory' and then 'Fail' at the | :01:24. | :01:29.
bottom. Mike Wilkins reports. A beautiful beach on a beautiful | :01:30. | :01:33.
day. But, today, it was empty, mainly due to a chilly wind, rather | :01:34. | :01:36.
than its latest water quality rating. This beach, Ladies' Bay, was | :01:37. | :01:42.
the only Channel Islands beach to fail this year's Good Beach Guide | :01:43. | :01:48.
tests. In fact, it's one of just 14 beaches of more than 700 across the | :01:49. | :01:52.
British Isles that was found to have poor water. Of Guernsey's 13 | :01:53. | :01:56.
beaches, only five were recommended as having "excellent water quality". | :01:57. | :02:01.
It's a different story in Jersey, where all but three of the 16 listed | :02:02. | :02:06.
beaches received recommended status. However, the jewel in Jersey's | :02:07. | :02:09.
coastal crown, St Brelade's Bay, slipped in the rankings as it fell | :02:10. | :02:13.
from the top level to the Guideline rating. It's unclear why so many | :02:14. | :02:19.
beaches have seen their ratings slip, but the Good Beach Guide says | :02:20. | :02:24.
it could be because of a number of reasons. Some of that can be related | :02:25. | :02:33.
to treatment, local run`off. Things like that. It changes from beach to | :02:34. | :02:38.
beach. Usually, a beach like Ladies' Bay would have 20 water samples sent | :02:39. | :02:41.
to the Marine Conservation Society for testing, but, last year, in | :02:42. | :02:45.
order to save ?20,000, only eight samples were. For the woman | :02:46. | :02:47.
responsible for Guernsey's environmental health, she says it | :02:48. | :02:53.
reduces the chances of success. Unfortunately, last year'ssampling | :02:54. | :02:59.
programme in Guernsey, only eight samples were taken to stop | :03:00. | :03:04.
therefore, only one failure results in a 12% failure. So, it can't reach | :03:05. | :03:12.
that 95% criteria for the guide. Although Ladies' Bay has failed, | :03:13. | :03:14.
Environmental Health is keen to point out that the bathing waters | :03:15. | :03:18.
are safe and that the Good Beach Guide only inspects beaches that are | :03:19. | :03:21.
already considered to be of an excellent standard. But for Guernsey | :03:22. | :03:24.
Plc, good beaches mean good business. I've been told discussions | :03:25. | :03:27.
are under way to consider increasing the number of samples the island | :03:28. | :03:28.
collects. A slow start has seen just nine | :03:29. | :03:37.
aeroplanes sign up to Guernsey's new air registry so far. Launched last | :03:38. | :03:40.
year, it means pilots and businesses can register their planes locally | :03:41. | :03:43.
for the first time, potentially bringing in millions for the | :03:44. | :03:48.
island's economy. Those involved are optimistic they can still make the | :03:49. | :03:51.
target of getting around 60 planes on the register in the first year. | :03:52. | :03:56.
Penny Elderfield reports. At its launch last year, | :03:57. | :03:58.
expectations about Guernsey's new aircraft registry were high. But, | :03:59. | :04:01.
months on, just nine planes have signed up. I admit, it is a slow | :04:02. | :04:13.
burn to start with. The first two months we were just preparing to | :04:14. | :04:26.
take applications. This is one local business that's already making | :04:27. | :04:30.
money. Helping to get all the paperwork in order for the latest | :04:31. | :04:33.
plane to register here, an Airbus 319. If somebody owns an aircraft, | :04:34. | :04:40.
there are a lot of services that they need to support it. They need | :04:41. | :04:47.
financing, legal services, insurance and more practical things, like the | :04:48. | :04:52.
aircraft to be maintained. Each registration is quite a big business | :04:53. | :04:54.
opportunity for Guernsey. It is hoped more local pilots will also | :04:55. | :04:57.
take the opportunity to register their planes locally. Some seem | :04:58. | :05:01.
keen, but say the process takes time ` a process, though, that Channel | :05:02. | :05:04.
Islands Air Search has started, for the plane which will replace the one | :05:05. | :05:11.
that crashed last year. It will certainly be an advantage to us. I | :05:12. | :05:16.
have reserved a registration, just in case. In all honesty, what I | :05:17. | :05:22.
think we would do is we will go to the public and say what letters | :05:23. | :05:25.
would you like? Take`up may have been slow over the first few months, | :05:26. | :05:28.
but those involved in the registry are still optimistic as its | :05:29. | :05:31.
reputation grows the Channel Islands registry will really begin to take | :05:32. | :05:35.
off. Well, Jersey is to launch its own | :05:36. | :05:39.
rival registry by the summer. Earlier, the island's Economic | :05:40. | :05:41.
Development Minister, Senator Alan Maclean told me where they are in | :05:42. | :05:50.
the tendering process. We have been working hard to develop our | :05:51. | :05:54.
proposition, which will be the jersey aircraft registry. Good | :05:55. | :05:59.
progress has been made and we are on target for a summer launch. Figures | :06:00. | :06:05.
come in at a Guernsey today say just nine aircraft so far have registered | :06:06. | :06:10.
there. 60 is their target. Does that worry you? Can you do better than | :06:11. | :06:18.
that? Clearly, jersey has always been of the view that we have a very | :06:19. | :06:23.
strong proposition. We are confident that the jersey aircraft registry | :06:24. | :06:27.
will attract a significant amount of interest. The working group that has | :06:28. | :06:31.
been looking at this has been very positive in its assessments. We need | :06:32. | :06:40.
together up and running first `` we need to get it up and running first. | :06:41. | :06:54.
The registry incurred the `` the registry in Guernsey is called the | :06:55. | :06:57.
Channel Island registry. The was going to be some talk about legal | :06:58. | :07:03.
action. We don't feel that was an appropriate course to take. If the | :07:04. | :07:09.
joint project, which wasn't able to go ahead, was going to be called the | :07:10. | :07:13.
Channel Islands registry, but neither would then use that ranting. | :07:14. | :07:30.
`` use it for their branding. Meanwhile, a French charter airline | :07:31. | :07:33.
has launched flights between the Channel Islands and Normandy. | :07:34. | :07:35.
Ma Compagnie is launching ad hoc services from Guernsey, Alderney and | :07:36. | :07:38.
Jersey to Cherbourg Airport, using a Cessna aircraft like this one. Those | :07:39. | :07:42.
behind the flights say they may launch a scheduled service depending | :07:43. | :07:47.
on demand. What we will do for the time being, it will be on request. | :07:48. | :07:55.
Flight on request. In the future, if we see there is good the man, we | :07:56. | :07:57.
will schedule a service. Staying with travel, organisers of | :07:58. | :08:00.
this year's Alderney Week say they're worried the event will be | :08:01. | :08:03.
poorly attended, because of the price of transport to the island. | :08:04. | :08:06.
Those behind the summer event say they've been contacted by people | :08:07. | :08:10.
who'd like to come to Alderney Week, but feel the cost of flights and | :08:11. | :08:15.
hotels could put people off. Still ahead: Why hundreds of | :08:16. | :08:18.
butterflies have been released into the crocodile exhibit at a zoo. | :08:19. | :08:28.
A new website has been launched in a bid to tackle voter apathy amongst | :08:29. | :08:33.
young people in Jersey. Change dot je is designed to get more | :08:34. | :08:36.
youngsters voting in time for Jersey's General Election later this | :08:37. | :08:44.
year. Voter turnout among younger islanders has been low for years. | :08:45. | :08:48.
The independent group behind this project says the website will have | :08:49. | :08:51.
online polls, debates and discussions. What we want to do is | :08:52. | :08:55.
have an ongoing forum for discussion, continual opinion pieces | :08:56. | :09:01.
which might dissuade people one way or the other and polls which are | :09:02. | :09:09.
squat young people know about politics here. It will be an ongoing | :09:10. | :09:14.
process, leading up to the elections in October and beyond. | :09:15. | :09:17.
Changes could be made to Jersey's Millennium Park in an attempt to | :09:18. | :09:20.
tackle anti`social behaviour there. Police are working with island | :09:21. | :09:22.
groups, after feedback from islanders who raised concerns about | :09:23. | :09:25.
noise and disruption from young people using the park. Chris | :09:26. | :09:30.
Harrison reports. An area of green in the heart of | :09:31. | :09:34.
busy St Helier ` a place that everyone can enjoy, or so it should | :09:35. | :09:39.
be. Two and a half years after opening, the park has now | :09:40. | :09:45.
encountered some problems. Historically, the police have | :09:46. | :09:51.
received quite a lot of complaints about the park. It has attracted | :09:52. | :09:54.
some low`level anti`social behaviour. What we have done is | :09:55. | :10:01.
attend on a daily basis and move people on Windows complaints come | :10:02. | :10:03.
in. Police have been talking to those that use the park, finding out | :10:04. | :10:07.
what needs to improve. Skaters don't have a dedicated area, but there are | :10:08. | :10:14.
plans to change that. It was lots that the area behind us didn't have | :10:15. | :10:21.
too much use, so we thought it may be useful to turn it into a skip | :10:22. | :10:28.
part of the time being. `` skate park. It is still just an idea, and | :10:29. | :10:34.
not yet known who will pay for it. In the meantime, the police are | :10:35. | :10:37.
hoping that they are now closer to pleasing all the people all the | :10:38. | :10:39.
time. I was watching the forecast this | :10:40. | :10:52.
morning, and it was saying the weather could change this weekend? | :10:53. | :10:57.
There is a risk of that, but it is a small risk. Certainly for the next | :10:58. | :11:02.
few days, and a large part of the Easter weekend, it is fine and dry. | :11:03. | :11:09.
Here's his sunshine tomorrow, just some high`level cloud in the sky. | :11:10. | :11:15.
Apart from that, the sunshine continues to shine. It will be | :11:16. | :11:24.
strong sunshine, as well. The area of high pressure is beginning to | :11:25. | :11:29.
move out of the way. This area of high pressure will begin to recede | :11:30. | :11:33.
away from us over the next day. By midday on Thursday, one very weak | :11:34. | :11:40.
weather system will just left across us. Let's look at night. A lot of | :11:41. | :11:50.
clear sky around tonight. It will turn quite chilly, with temperatures | :11:51. | :11:55.
dipping down as low as seven degrees. For tomorrow, it will not | :11:56. | :12:04.
be quite as easy as today. Also, there will not be a great wheel of | :12:05. | :12:10.
change in the weather pattern. Unbroken sunshine from much of the | :12:11. | :12:16.
day. It could get up to 17 degrees tomorrow. | :12:17. | :12:41.
The wind will change direction as we move towards the end of the week. It | :12:42. | :12:48.
will draw in slightly cold the rare. Friday and Saturday, both days dry, | :12:49. | :12:53.
but not quite as warm as we would like. Eventually, a change to more | :12:54. | :12:59.
cloudy skies on Sunday. Good luck to Guernsey FC ten | :13:00. | :13:08.
nights. They are playing red Hill. There is live coverage on BBC radio | :13:09. | :13:14.
Guernsey, coming up and about 20 minutes. | :13:15. | :13:16.
That is it for now. it may be possible to simply check | :13:17. | :13:25.
the water quality on the day we visit the beach. | :13:26. | :13:30.
A Devon couple have to make a 600`mile round trip to see their | :13:31. | :13:33.
severely autistic son at a specialist mental health hospital in | :13:34. | :13:36.
Norfolk. It's the second time this month that Spotlight has highlighted | :13:37. | :13:39.
the shortage of young people's mental health beds in the region. | :13:40. | :13:44.
The NHS admits there's a shortage of inpatient units for children and | :13:45. | :13:47.
adolescents and a review of services is under way across the country. Our | :13:48. | :13:51.
Health Correspondent Sally Mountjoy has this report. Mark Harvey is 17. | :13:52. | :14:05.
But because he has autism, he is emotionally about five years old. | :14:06. | :14:12.
After an episode of disturbed pager in the New Year he was sectioned and | :14:13. | :14:17.
sent to the nearest hospital available. `` disturbed episode. He | :14:18. | :14:25.
is heartbroken. Closing in on himself. The staff might say he is | :14:26. | :14:31.
good, but we know his mood, we now had oppressed he is. `` how | :14:32. | :14:41.
depressed. Every two or three weeks his parents make the return journey | :14:42. | :14:47.
from Torquay to Norfolk. A round trip of 644 miles. It takes 11 hours | :14:48. | :14:55.
each way and they return cost is ?138. But in three months, Mark and | :14:56. | :15:03.
Sharon have had no official help with travel costs. They borrow money | :15:04. | :15:08.
and reliable cash from a local charity and their church. If local | :15:09. | :15:14.
authorities were forced by an automatic system to meet the costs | :15:15. | :15:20.
of travel and in most cases accommodation then it might put more | :15:21. | :15:23.
pressure on local authorities to fight for more local provision. | :15:24. | :15:29.
Spotlight previously highlighted the case of a 13`year`old boy with | :15:30. | :15:33.
autism in a specialist unit in Birmingham for 18 months. His | :15:34. | :15:38.
parents are campaigning for his return. The idea of Torquay to | :15:39. | :15:46.
Norwich, Cornwall, Birmingham, sadly these are common situations. What | :15:47. | :15:53.
they also mean is that those clinical commissioning groups are | :15:54. | :15:55.
spending many thousands of pounds on very expensive placement. | :15:56. | :16:15.
He said they always tried to meet reasonable travel expenses and | :16:16. | :16:21.
claims were reviewed. The family has just heard they will be reimbursed. | :16:22. | :16:25.
NHS England acknowledges the shortage of dates. Beds. Children | :16:26. | :16:38.
should not be in the situation where parents are travelling miles to see | :16:39. | :16:45.
them. It is just wrong. He is just hoping his own son will be allowed | :16:46. | :16:48.
home soon. The MP for Totnes, Sarah Wollaston, | :16:49. | :16:51.
has denied pressurising two men to report sexual assault allegations | :16:52. | :16:55.
against the former Deputy Speaker. Nigel Evans was cleared of all | :16:56. | :17:06.
charges last week. Dr Wollaston says she offered to stand down as an MP | :17:07. | :17:10.
if the two men felt she had put them under pressure to go the police with | :17:11. | :17:15.
their claims. Her constituency chairman says other south west MPs | :17:16. | :17:18.
should support her publicly. Claire Jones reports. It has been a | :17:19. | :17:23.
challenging few days for the MP thrown into the national limelight | :17:24. | :17:28.
for offering to help two men who alleged that they had been assaulted | :17:29. | :17:34.
by the Deputy Speaker. I am a member of the health select committee. We | :17:35. | :17:42.
have been saying that they should be striking doctors often fail to act | :17:43. | :17:44.
on serious concerns raised by colleagues. It would not be right of | :17:45. | :17:51.
me to fail to expect those standards as a parliamentarian without | :17:52. | :17:58.
applying the same standards myself. It is always difficult, particularly | :17:59. | :18:01.
were very popular colleagues are concerned. Nigel Evans, cleared of | :18:02. | :18:08.
all charges, agrees with the decision. If you are given the | :18:09. | :18:14.
information she was, you have got to take it somewhere. And her local | :18:15. | :18:24.
constituency chairman also backs. MPs should publicly back her, she | :18:25. | :18:29.
deserves it. Her decision was supported by the Devon and Cornwall | :18:30. | :18:35.
police and crime commission. She has provided support to two people who | :18:36. | :18:42.
claimed sexual assault on them. It is disgraceful that she has been | :18:43. | :18:47.
criticised over this. In my view she has acted totally promptly. On the | :18:48. | :18:57.
high Street, divided opinions. It was the right thing but will not | :18:58. | :19:03.
help her political career. She ignited the fire, it all got blown | :19:04. | :19:06.
up, I don't think she should have said anything. Possibly was the | :19:07. | :19:12.
right thing, but I feel sorry for him. If you see something you don't | :19:13. | :19:17.
think is right, you should speak up, definitely. She says she now intends | :19:18. | :19:24.
to return her attention to her constituents. | :19:25. | :19:26.
It's claimed that research by scientists at the University of | :19:27. | :19:29.
Exeter is changing the lives of children with diabetes. The | :19:30. | :19:32.
pioneering work has meant youngsters have been able to change from | :19:33. | :19:35.
insulin injections to tablets. And the results have prompted one family | :19:36. | :19:39.
to call the treatment a "miracle". Spotlight's Scott Bingham reports. | :19:40. | :19:49.
At five years old, health problems due to diabetes meant Jack was | :19:50. | :19:55.
unable to talk. But after scientists at the University of Exeter put him | :19:56. | :19:58.
on tablets to stabilise his blood sugar, Jack, now 14, delighted his | :19:59. | :20:06.
family by altering his first words. He would often collapse on the floor | :20:07. | :20:14.
because his blood sugar was so low. He had seizures. They all stopped. | :20:15. | :20:19.
He had never said a word, six weeks after taking medication he walked | :20:20. | :20:22.
out of school and said hello mum, for the first time. Now he never | :20:23. | :20:31.
shuts up! The breakthrough came after scientists identified a | :20:32. | :20:34.
genetic mutation with the pancreas some sufferers. It meant some | :20:35. | :20:40.
patients like Jack could be treated with tablets rather than ensuring | :20:41. | :20:51.
injections. `` insulin. For a scientist who spent most of | :20:52. | :20:56.
the time in the laboratory to actually meet the people who benefit | :20:57. | :21:02.
from research is really amazing. We found we could learn so much from | :21:03. | :21:05.
them, from sharing their experiences. More than 300 people | :21:06. | :21:11.
have been successfully treated across the world and the medical | :21:12. | :21:15.
School and Hospital now hosts an international centre of excellence. | :21:16. | :21:21.
The discovery has also changed international guidelines. All | :21:22. | :21:25.
children with neonatal diabetes should now have a genetic test to | :21:26. | :21:29.
see if they also can switch to tablets. | :21:30. | :21:32.
South West farmers who were worst hit by the recent flooding are being | :21:33. | :21:36.
told they can apply for grants of up to ?35,000. Environment Secretary | :21:37. | :21:38.
Owen Paterson announced the extension to the Farm Recovery Fund | :21:39. | :21:42.
in a visit to the Somerset Levels this morning. Nationally ten million | :21:43. | :21:56.
will be made available. Thousands of homes and businesses in | :21:57. | :21:59.
parts of West Cornwall still don't have mains water. It's been off | :22:00. | :22:02.
since around nine o'clock this morning after a burst water main in | :22:03. | :22:06.
Hayle. South West Water says most of the properties affected are in St | :22:07. | :22:10.
Ives, St Erth and Carbis Bay. They hope to have supplies restored by | :22:11. | :22:12.
tomorrow morning. Cornwall Council issued the second | :22:13. | :22:15.
highest number of parking fines outside of London according to a | :22:16. | :22:17.
Freedom of Information request. There were 47,000 tickets issued in | :22:18. | :22:21.
the county last year, bringing in nearly ?2 million in revenue. The | :22:22. | :22:24.
council say it's one of the biggest unitary authorities in the country. | :22:25. | :22:27.
Hundreds of butterflies have been released into the crocodile swamp at | :22:28. | :22:30.
Paignton Zoo. At more than 26 Celsius and with high humidity it's | :22:31. | :22:33.
the perfect environment for the insects. But how will it work out | :22:34. | :22:37.
for them in their new shared home? Our South Devon reporter John Ayres | :22:38. | :22:45.
has been to find out. They would not be my first choice if I was looking | :22:46. | :22:49.
for a new housemate but as it turns out, the crocodile swamp, which also | :22:50. | :22:56.
has snakes, is the ideal place. The only other place in the zoo with | :22:57. | :23:00.
suitable conditions is the reptile house, but the butterflies would not | :23:01. | :23:08.
last seconds in there. The reptiles will have a field day. But | :23:09. | :23:14.
crocodiles and snakes are not interested in butterflies. They eat | :23:15. | :23:16.
lots of different things but not insects. It is perfect conditions. | :23:17. | :23:23.
Today they were released, in their own time. They are really stunning | :23:24. | :23:34.
things. The caterpillar makes the case around it, basically its body | :23:35. | :23:39.
dissolves, it reforms into a butterfly. As it does so, as it is | :23:40. | :23:46.
solid enough, pops open the case and begins to emerge. | :23:47. | :23:53.
It is all about celebrating biodiversity and the 100th birthday | :23:54. | :23:54.
of the zoo. Lots of pictures have been sent in. | :23:55. | :24:14.
The weather has been beautiful today. Glorious sunshine. Pretty | :24:15. | :24:26.
good temperatures. 16, 17 Celsius. Very good for this time of year. Not | :24:27. | :24:31.
quite so warm along the south coast. The reason is the breeze. Despite | :24:32. | :24:38.
the sunshine, no more than 11 or 12 on the south Cornwall coast. Still | :24:39. | :24:46.
some sunshine tomorrow, still fine and dry. You can see where the area | :24:47. | :24:49.
of high pressure is all stop not just us, France, Belgium, across the | :24:50. | :24:55.
Channel, the influence of the high`pressure, moving away from us. | :24:56. | :25:03.
It allows one week weather system to drift towards us on Thursday. | :25:04. | :25:09.
Generally more cloudy for all those. Temperatures are still good. But | :25:10. | :25:15.
then a drop. Particularly as we move into the start of the Easter | :25:16. | :25:20.
holiday. The satellite picture from earlier, completely free of cloud, | :25:21. | :25:26.
we have not seen that much in April. This was earlier today, the youth | :25:27. | :25:30.
sailing Championships. Conditions could not be more perfect. A decent | :25:31. | :25:37.
breeze, clear blue skies. The song has been pretty strong for the time | :25:38. | :25:47.
of year, five on the UV index. So be careful, the sun at this time of | :25:48. | :25:52.
year has some strength to it. Overnight, Cleo skies remaining. `` | :25:53. | :26:05.
clear. Overnight temperatures probably done as low as four | :26:06. | :26:10.
degrees. Just a little bit warmer than last night. Tomorrow should be | :26:11. | :26:16.
lovely. Cloud in the afternoon. It might just make the sunshine a bit | :26:17. | :26:22.
hazy. Perhaps a bit warmer around the south coast. Top temperature, 16 | :26:23. | :26:30.
degrees. Again, the onshore breeze holding the temperatures down to | :26:31. | :26:36.
just 12. The Isles of Scilly, a fine day. Cloud making the sunshine a bit | :26:37. | :26:39.
hazy. And the high water times: surfing has been disappointing. We | :26:40. | :26:56.
have had some lovely clean waves on the north coast today, similar | :26:57. | :27:04.
tomorrow. The coastal waters forecast. Winds from the East, South | :27:05. | :27:08.
East, south`east tomorrow. Slowly dropping through the afternoon. | :27:09. | :27:14.
Generally dry with good visibility. Heading towards the Easter weekend, | :27:15. | :27:20.
Thursday, more cloud around. Slightly different conditions. | :27:21. | :27:25.
Saturday is a fine day. Lots of uncertainty. More cloud and | :27:26. | :27:31.
potential for outbreaks of rain. Good evening. | :27:32. | :27:40.
That is all for now. We are back at a p.m. And 10:25pm. Good night. | :27:41. | :27:42. |
