Thank you very luch Goo`b9e frgm me. A.d on BBC | :00:00. | :00:07.
The headlines: Hundreds of thousands of pounds of taxpayers' mondy are to | :00:08. | :00:13.
be spent getting Jersey's c`ttle back on the export market after EU | :00:14. | :00:16.
regulations effectively banned their trade. | :00:17. | :00:27.
The UK have changed their rtles which means we have now got to | :00:28. | :00:31.
ensure that we have proper health testing in place before we dxport | :00:32. | :00:35.
any of cattle. Also: New psychoactive substances, | :00:36. | :00:39.
better known as 'legal highs', are overtaking Class A drugs, stch as | :00:40. | :00:43.
heroin, according to police. The road to promotion ` Guernsey's | :00:44. | :00:46.
Green Lions prepare for kick`off tonight in one of the club's most | :00:47. | :00:48.
important matches. Good evening. | :00:49. | :01:06.
Hundreds of thousands of potnds of taxpayers' money will be spdnt | :01:07. | :01:09.
getting Jersey's cattle back on the EU export market. The States claim | :01:10. | :01:13.
the island's herd has been free from bovine TB, brucellosis and Dnzootik | :01:14. | :01:16.
bovine leukosis for decades, but the testing regime in the island doesn't | :01:17. | :01:19.
meet European regulations. Despite this, exports to the UK had | :01:20. | :01:22.
continued, but, last autumn, the EU ruled this was no longer acceptable, | :01:23. | :01:25.
effectively banning the export of Jersey's cattle. Sophie Sulheria has | :01:26. | :01:26.
tonight's top story. It's an island icon, recognhsed | :01:27. | :01:40.
across the world. The reput`tion of high health in Jersey's herd is key | :01:41. | :01:44.
to its success, so it's little surprise that the temporary ban on | :01:45. | :01:47.
the exportation of cattle could hit the island's trade hard. In fact, | :01:48. | :01:51.
the Economic Development Department estimates that in five years, the | :01:52. | :01:55.
live cattle industry could lose more than ?1 million, and the dahry | :01:56. | :02:01.
industry could lose four tiles that. It is frustrating for the island's | :02:02. | :02:05.
chief vet, who insists the herd is free from disease. Well, it has | :02:06. | :02:13.
meant that people who were planning to export soon cannot do so, because | :02:14. | :02:18.
the conditions have to be complied with. It is very frustrating, yes. | :02:19. | :02:27.
Because, as I say, the eviddnce that these diseases are not presdnt are | :02:28. | :02:30.
compelling. The Economic Development Department say they've acted as | :02:31. | :02:33.
quickly as possible. We havd only had that will grab three in the past | :02:34. | :02:40.
few months. I have had to go to the council administrators to ask for | :02:41. | :02:44.
contingency funding for the next two years to see us through into the | :02:45. | :02:48.
next medium`term financial planning. That extra money will fund the | :02:49. | :02:51.
initial testing programme, which cost more than ?300,000. In total, | :02:52. | :02:55.
it will cost more than ?500,000 over five years to carry out the testing. | :02:56. | :02:58.
But the Economic Development Department says if it doesn't go | :02:59. | :03:00.
ahead, the industry could sde potential losses of almost ?6 | :03:01. | :03:05.
million. The contingency funding has been approved, to the delight of | :03:06. | :03:14.
agricultural leaders. It is very encouraging that local politicians | :03:15. | :03:17.
recognise the importance of making sure that our industry is on an even | :03:18. | :03:21.
keel and an equal footing whth her competitors, both in the UK and | :03:22. | :03:26.
European Union. It will be `t least six months before the testing | :03:27. | :03:30.
procedure can be put in place and exports to the UK allowed to resume. | :03:31. | :03:35.
Well, these regulations effdct Guernsey's herd too. In a statement | :03:36. | :03:40.
this evening, the States told the BBC that the matter is still under | :03:41. | :03:43.
discussion, and Guernsey's SVO has been working closely with hhs | :03:44. | :03:46.
opposite number in Jersey sdeking a solution that can be applied to both | :03:47. | :03:52.
islands. New Psychoactive Substances, better | :03:53. | :03:55.
known as 'legal highs', are overtaking Class A drugs, stch as | :03:56. | :03:58.
heroin, in Jersey, according to the islands' police. Three kilos of | :03:59. | :04:05.
NPSs, with a street value of ?180,000, have been seized hn the | :04:06. | :04:10.
past two weeks. Jersey's Customs and Immigrations Service says it is also | :04:11. | :04:13.
seeing a rise in the popularity of such drugs. Jen Smith reports. | :04:14. | :04:20.
This is ethylphenidate, or Lagic Crystals, now a Class B drug that | :04:21. | :04:23.
was seized by Jersey Police earlier this month. A few days later, | :04:24. | :04:28.
?120,000 of mephedrone was recovered by Customs and Immigration. Both are | :04:29. | :04:38.
considered New Psychoactive Substances, commonly known `s 'legal | :04:39. | :04:41.
highs'. The seizures represdnt a worrying trend in Jersey. Over the | :04:42. | :04:47.
last two years we have an increase in intelligence and seizures threw | :04:48. | :04:51.
herself some custom and immhgration. We have seen a reduction in harmful | :04:52. | :04:55.
drugs like heroin being imported, and we are seeing these tend to take | :04:56. | :05:00.
their place. Jersey's Custols and Immigrations Service seized ?2. | :05:01. | :05:02.
million of drugs last year. Mark Cockerham, Director of Law | :05:03. | :05:05.
Enforcement says, New Psychoactive Substances are becoming a bhg part | :05:06. | :05:12.
of that. It is definitely a big problem because we are award of the | :05:13. | :05:16.
problems that have been caused inland and have seen an increase in | :05:17. | :05:20.
the number of seizures that we are picking up at border control. It is | :05:21. | :05:26.
a priority for the service. In the last three months of 2013, Jersey's | :05:27. | :05:29.
Customs and Immigrations Service was involved in 57 seizures of legal | :05:30. | :05:32.
highs, leading to ?60,000 of drugs being recovered. Intelligence passed | :05:33. | :05:36.
to UK organisations led to two websites being dismantled and over | :05:37. | :05:43.
200 kilos of NPSs being takdn. Jersey police say despite two deaths | :05:44. | :05:47.
in the island in recent years, the message about NPSs still isn't | :05:48. | :05:50.
getting through ` that it is dangerous, and not worth thd risk. | :05:51. | :06:00.
Guernsey's publicly`owned ahrline has agreed targets aimed at keeping | :06:01. | :06:03.
the London Gatwick route affordable for islanders. | :06:04. | :06:07.
Aurigny has pledged that 60$ of its Gatwick flights will be priced at | :06:08. | :06:11.
?79 or less. The commitment is part of an updated agreement between the | :06:12. | :06:14.
two, aimed at ensuring the `irline offers good value for money to | :06:15. | :06:26.
islanders. There is now a home available for | :06:27. | :06:29.
those that find themselves hn difficult financial situations in | :06:30. | :06:31.
Jersey. Almshouses provide long`terl | :06:32. | :06:34.
accommodation for more than 35, 00 people across the UK who ard | :06:35. | :06:37.
considered poor and in need. Today, one was officially opened in Jersey, | :06:38. | :06:40.
150 years after the last ond closed. As Emma Chambers | :06:41. | :07:25.
Jersey was destroyed by a fhre in 1859. Colin, who set up Sanctury | :07:26. | :07:28.
House, saw a need for long`term accommodation in the island, like | :07:29. | :07:31.
those provided by Almshouses in the UK. I thought, why is there not one? | :07:32. | :07:41.
It fits into our Christian belief. They are all over the country, so | :07:42. | :07:52.
why not here? Not only does it provide a place to live, but also | :07:53. | :07:55.
employment and support for those that have landed on hard tiles, like | :07:56. | :08:04.
Derek. People who have been through whatever I have been through, they | :08:05. | :08:11.
are amongst each other and they can discuss this, find a way it. It is a | :08:12. | :08:18.
very depressing situation where you can't seem to get out of it. This | :08:19. | :08:21.
five`bedroom house is already full, but a second house will be opening | :08:22. | :08:28.
in the summer. Colin hopes there will be an Almshouse in every parish | :08:29. | :08:32.
in future, so there's always a place for people in need to turn too. | :08:33. | :08:38.
In just over an hour, Guernsey FC will be kicking off one of their | :08:39. | :08:41.
most important matches. They're in a play`off semi final in | :08:42. | :08:45.
their bid to be promoted for the third year on the trot. But, between | :08:46. | :08:49.
them and a place in the fin`l, is an away fixture with Leatherhe`d. Mike | :08:50. | :08:52.
Wilkins reports on Guernsey's push for promotion. | :08:53. | :08:54.
Guernsey FC checking in at the airport this afternoon. Thehr | :08:55. | :08:56.
opponents are tough, but, tonight, Guernsey is fielding one of its | :08:57. | :08:59.
strongest teams, with many first choice players available after | :09:00. | :09:03.
recovering from injuries. It is even. We have a very differdnt squad | :09:04. | :09:09.
to the night we played them away from home and loss 2`0. There is a | :09:10. | :09:15.
huge and the confidence in the group at the moment and we believd we can | :09:16. | :09:18.
go there and get a positive result and move on to the final. The last | :09:19. | :09:22.
time Guernsey played at Leatherhead they lost 2`0, but got their revenge | :09:23. | :09:26.
at Foote's Lane with a 2`0 victory to make it honours even. Thdre is | :09:27. | :09:30.
undoubtedly a lot of pressure on the players' shoulders, but it's | :09:31. | :09:33.
something Guernsey FC has a lot of experience of. To win these games, | :09:34. | :09:40.
we have been there and done it. It has given us the mental strdngth | :09:41. | :09:45.
that I think we will need. Hf the Green Lions win tonight, thdn they | :09:46. | :09:49.
will be just 90 minutes awax from promotion with an away match on | :09:50. | :09:52.
Saturday to either Folkestone or Hastings to decide who will be | :09:53. | :09:55.
playing Ryman Premier Divishon next season. | :09:56. | :10:00.
There will be special cover`ge from 7.00pm tonight on BBC Radio | :10:01. | :10:01.
Guernsey. I had some friends over frol London | :10:02. | :10:16.
today and I was a bit worridd about the weather, but it was gre`t! Yes, | :10:17. | :10:23.
they have to do has been very pleasant. It continues in the same | :10:24. | :10:27.
vein for tomorrow. The best of the weather will be in the mornhng, and | :10:28. | :10:31.
then more showers in the afternoon. It will be a bit misty at fhrst | :10:32. | :10:35.
tomorrow morning, then it whll turn fine and dry. Let's look at the | :10:36. | :10:41.
detail, what is happening on the satellite age is quite complex, but | :10:42. | :10:45.
we have an area of low pressure developing here. This will take | :10:46. | :10:49.
charge of our weather over the next two days. It gets a little bit | :10:50. | :10:54.
closer but the time we moved to the middle of the day tomorrow. There is | :10:55. | :10:59.
the line of cloud and rain coming in, then the low pressure moves in | :11:00. | :11:02.
even closer at the time we get to the middle of the day on Thtrsday. | :11:03. | :11:07.
Thereafter, this area of high pressure and this area of | :11:08. | :11:12.
high`pressure linkup and it will lead the fine weather for the | :11:13. | :11:16.
weekend. So, lovely evening tonight. Overnight the night will be some low | :11:17. | :11:22.
or missed forming. Overnight temperatures will dip into single | :11:23. | :11:28.
figures. For tomorrow, we h`ve a reasonable day to start with. The | :11:29. | :11:32.
mist and low cloud will lift and for a short time we will get sole | :11:33. | :11:36.
sunshine. It will last, bec`use later in the afternoon the cloud | :11:37. | :11:43.
will come in. Top temperature, 4 degrees. The winds will mainly be | :11:44. | :11:45.
from the south`east. The change comes as we head into the | :11:46. | :12:10.
weekend. Plenty of showers `round on Thursday, Friday will be drx after a | :12:11. | :12:16.
cloudy start, then it brightens up for Saturday morning. | :12:17. | :12:27.
Like, but the Spotlight. I `m back with your headlines at eight | :12:28. | :12:28.
o'clock. Goodbye for now. the time just a biggish provincial | :12:29. | :12:40.
city in eastern France. One week in every month, though, it becomes the | :12:41. | :12:43.
self`styled capital of Europe as MEPs from the European Union's 8 | :12:44. | :12:46.
member states descend on thhs building. There can be a tendency to | :12:47. | :12:58.
associate European legislathon with the infamous Brussels bureatcrats | :12:59. | :13:00.
but the people that actuallx decide what becomes law in the European | :13:01. | :13:03.
Union are ministers from thd governments of each member state and | :13:04. | :13:07.
the 700 odd MEPs all meet in this place. I'm here for the last sitting | :13:08. | :13:18.
of the present crop of MEPs before the parliament goes to the polls on | :13:19. | :13:25.
May the 22nd. A quick glancd at the agenda for this last plenarx session | :13:26. | :13:28.
shows that MEPs are debating, amongst other things, plans to boost | :13:29. | :13:31.
pension rights for people working in other EU member states, measures to | :13:32. | :13:34.
reduce noise at airports and a new budget to promote EU farm produce. | :13:35. | :13:43.
At home in Devon, that is going down well with an organisation which | :13:44. | :13:49.
exists to promote local produce We have launched a brand`new brand to | :13:50. | :13:52.
take products under that br`nd into new markets, both in Europe and | :13:53. | :13:58.
worldwide. What we are lackhng, of course, is the funds to be `ble to | :13:59. | :14:02.
do that sort of thing, so this initiative and plans in Europe, we | :14:03. | :14:05.
would be very pleased to sed that. Back in Strasbourg, Lib Dem MEP | :14:06. | :14:08.
Graham Watson, the party's candidate for the south`west, agrees that it | :14:09. | :14:14.
is good stuff. I think the promotion of farm produce is an important one | :14:15. | :14:17.
and whether it is Gloucestershire perry to Somerset cider brandy or | :14:18. | :14:20.
Dorset blue cheese to Cornish clotted cream, these are products | :14:21. | :14:23.
that would benefit from that promotion in overseas markets. It is | :14:24. | :14:33.
adding value to what our farmers and food producers are doing. Hhs | :14:34. | :14:38.
Conservative counterpart, Ashley Fox, also insists that much | :14:39. | :14:43.
worthwhile work goes on herd. I work on the Internal Market Commhttee and | :14:44. | :14:47.
what we aim to do is to complete the single market, that market of 5 0 | :14:48. | :14:51.
million people, that we can trade and do business with. And I worked | :14:52. | :14:56.
on a consumer protection dossier that aims to signify and reduce the | :14:57. | :14:59.
burdens on businesses of consumer protection. But not everybody voting | :15:00. | :15:06.
on the week's wide`ranging business is quite as enthusiastic. Whlliam | :15:07. | :15:09.
Dartmouth, UKIP MEP and candidate, says the agenda is certainlx packed, | :15:10. | :15:15.
but not with good things. I have just had a quick look through the | :15:16. | :15:19.
agenda and there was only one beneficial item and that is | :15:20. | :15:22.
requiring members of the European Parliament to be much more | :15:23. | :15:24.
transparent than they have been hitherto in their dealings with | :15:25. | :15:29.
lobbyists. That is the only one good thing. The rest is a complete waste. | :15:30. | :15:33.
Not just a waste of time but it is also job destructive and prosperity | :15:34. | :15:39.
destructive for the UK. It hs a rather green place, this. Btt some | :15:40. | :15:44.
think it should be greener still. As the Green Party, yes, we ard keen | :15:45. | :15:47.
that environmental protection is strengthened but we're also | :15:48. | :15:49.
interested in where power is exercised. Europe has a rather nasty | :15:50. | :15:52.
word, subsidiarity, which nonetheless I think is a very strong | :15:53. | :15:55.
green principal, which is about exercising power at the lowdst | :15:56. | :16:01.
appropriate level. Greenery is also on the mind of the Labour c`ndidate. | :16:02. | :16:04.
The Greens incidentally beat Labour in the south`west at the last | :16:05. | :16:11.
European elections. For exalple the way we have done in Cornwall, which | :16:12. | :16:14.
is funded with European mondy, and the fact that wave technology is the | :16:15. | :16:17.
next generation of environmental`friendly energy | :16:18. | :16:19.
sources, and we are in a position in this region to lead the world in | :16:20. | :16:23.
this technology and the devdlopment of it and we need to be surd that we | :16:24. | :16:31.
do not miss that opportunitx. As the present MEPs walk into the | :16:32. | :16:34.
Strasbourg sunset, we must now set about the business of chooshng their | :16:35. | :16:42.
successors. There are three other partids | :16:43. | :16:45.
standing in the South West: An Independence from Europe, the | :16:46. | :16:47.
English Democrats and the British National Party. The full list of | :16:48. | :16:51.
candidates is available on the BBC website. Next week, Martyn will be | :16:52. | :16:54.
looking at the European Union's finances. | :16:55. | :16:59.
On to sport and, in rugby, the Exeter Chiefs wing Jack Nowdll is to | :17:00. | :17:03.
have surgery on his knee and shoulder next week which will keep | :17:04. | :17:06.
him out of England's summer tour to New Zealand. The 21`year`old, from | :17:07. | :17:09.
Newlyn, played for his country in all the Six Nations games this year, | :17:10. | :17:12.
scoring his first international try against Italy. Nowell missed the | :17:13. | :17:16.
start of the current campaign with a damaged knee, but the Chiefs expect | :17:17. | :17:20.
him to be fit for the start of next season. | :17:21. | :17:24.
A teenager who was paralysed following a motocross acciddnt says | :17:25. | :17:28.
he never gave up hope of riding again. Spencer Watts, who's 18, | :17:29. | :17:32.
spent five months in hospit`l after he was injured at the age of 15 But | :17:33. | :17:37.
now his dream is to race ag`in on a specially adapted bike. Spotlight's | :17:38. | :17:42.
Carole Madge has the story. For young Spencer Watts, motocross | :17:43. | :17:48.
has always been his passion. At the age of 15 he fractured his spine in | :17:49. | :17:52.
an accident and it looked lhke his riding career was over. He told me | :17:53. | :17:59.
that I would never be able to walk again and I would never be `ble to | :18:00. | :18:03.
ride again. And my response to that was, whatever it took, I wotld be | :18:04. | :18:07.
back on a bike, whether it be in five months' time or in two years' | :18:08. | :18:11.
time. My legs tuck in either side here. My back brake is here. The | :18:12. | :18:16.
front brake is here. And thhs is Spencer's solution ` a uniqtely | :18:17. | :18:19.
adapted motocross bike. But conditions are challenging. | :18:20. | :18:25.
Especially when it is wet lhke this, I could go out there and fall off on | :18:26. | :18:29.
the first corner. That is what worries me. You would have to lay | :18:30. | :18:34.
there and wait for somebody to come and pick you up! It gets thd | :18:35. | :18:38.
adrenaline going. In condithons like this, the riders use their feet to | :18:39. | :18:42.
keep them upright. Spencer has to rely on skill and technique. To | :18:43. | :18:49.
start off with it was reallx hard, to keep balance, for instance. For | :18:50. | :18:53.
an able`bodied person, it is hard. Gearing, changing gear, it hs quite | :18:54. | :19:01.
a tricky thing to get used to. Nothing stands in his way. H | :19:02. | :19:05.
couldn't believe it. He gets himself out of his wheelchair, he btmps | :19:06. | :19:10.
himself up. Instead of going, I can't do that. And now Spencer has | :19:11. | :19:15.
another goal in his sights. He wants to start competing again. I rode | :19:16. | :19:20.
from the age of eight years old It is just something that I wotld never | :19:21. | :19:23.
want to give up. It's just `wesome, really. It's just great to ride | :19:24. | :19:35.
Now, for the story of one couple's love of trains and just how far | :19:36. | :19:38.
their hobby has taken them! Roger and Barbara Stimpson from Ddvon have | :19:39. | :19:42.
spent a lot of money and tile creating their own model rahlway. | :19:43. | :19:45.
Yes, ?32,000, ten years and 'model railway' probably doesn't do it | :19:46. | :19:48.
justice! Both have serious hllnesses and now want the county's ahr | :19:49. | :19:51.
ambulance to benefit from their creation. Spotlight's Andre` Ormsby | :19:52. | :19:58.
has been to take a look. Out with the lawn and in with the | :19:59. | :20:03.
rails. It took three tonnes of concrete to lay this track hn Roger | :20:04. | :20:07.
and Barbara Stimpson's backxard and it is as long as the football field. | :20:08. | :20:12.
We have been married for 54 years which we are both very proud of `` | :20:13. | :20:20.
55 years. We both love the same things so we can't argue about | :20:21. | :20:24.
what's wrong and what's right. I just say 'yes dear'! That's the way | :20:25. | :20:29.
to have a perfect marriage. As if having this in your back garden | :20:30. | :20:32.
isn't enough, what about thd 50`foot long model railway in the loft? We | :20:33. | :20:37.
get used to it, don't we? Ydah. It's just normal to us. To a lot of | :20:38. | :20:42.
people it is a surprise. Thdy are quite shocked when they go hnto the | :20:43. | :20:46.
loft and see it. We have air conditioning and carpeting too. The | :20:47. | :20:54.
house and garden are full of model railways and carriages. Thex have | :20:55. | :20:58.
replicas of the Eurostar, Fhrst Great Western and a reproduction of | :20:59. | :21:01.
the Babbacombe Cliff Railwax in Torquay. Everything, Barb h`s done | :21:02. | :21:08.
herself. I just carried it tp to the loft and Barb's just built `t all. | :21:09. | :21:13.
Anything I build is rubbish and ends up being taken to bits. Anything | :21:14. | :21:18.
Barb builds is perfect first time. LAUGHTER | :21:19. | :21:21.
Roger and his wife are ill `nd have both had to use the Devon ahr | :21:22. | :21:25.
ambulance. Now, to show thehr gratitude, they want to open their | :21:26. | :21:29.
home to the public on June the 5th to raise money for the charhty. | :21:30. | :21:44.
Now we were talking about the health of the region early and havd had | :21:45. | :21:49.
e`mails. Thank you for your comments. Mark was quickest to | :21:50. | :21:57.
respond, he is obviously very fit! He says at 68, he cycles 20 males | :21:58. | :22:03.
per day, four days a week. Keep the comments coming. David is hdre with | :22:04. | :22:07.
the weather. We have had reasonable tempdratures, | :22:08. | :22:20.
but we have had showers. Thdy are already dying away tonight. A | :22:21. | :22:25.
slightly different problem tomorrow. It will be dry, but misty whth the | :22:26. | :22:32.
risk of fog patches. Recently, some sunny spells, then rain sprdading | :22:33. | :22:35.
in. Don't be disappointed bdcause the news is good for the wedkend. | :22:36. | :22:44.
Here is a circle of cloud. That is the low pressure moving tow`rds us | :22:45. | :22:47.
that will bring rain tomorrow, nudging to Cornwall in the liddle of | :22:48. | :22:50.
the day and spilling across us through the afternoon. As that low | :22:51. | :22:55.
pressure begins to move awax through Thursday and into Friday, wd have an | :22:56. | :22:58.
area of high pressure to replace it. From the coasts of Spain and | :22:59. | :23:08.
Iceland, the pressure will bring is nice weather for the weekend and | :23:09. | :23:15.
bank holiday Monday. The satellite picture shows you what we h`ve seen | :23:16. | :23:19.
today, but just some showers left today. Early, we had some fhne | :23:20. | :23:27.
weather and a bit of blue sky to enjoy. Whence had been light `` | :23:28. | :23:39.
winds, and it has been a pldasant day indeed with the top temperature | :23:40. | :23:45.
of 16 Celsius. We make to gdt those figures again tomorrow, but for the | :23:46. | :23:51.
most part, temperatures are down. Tonight we will have lengthx clear | :23:52. | :23:59.
spells once the showers fadd, but low cloud will form and it light be | :24:00. | :24:01.
marquee tomorrow morning with temperatures as low as seven Celsius | :24:02. | :24:13.
`` murky. The best place for prolonged sunshine will be Devon. | :24:14. | :24:22.
Temperatures, well getting tp to 16 Celsius, will be towards thd North. | :24:23. | :24:36.
That is the force cast `` forecast for the Isles of Scilly. Here are | :24:37. | :24:48.
the times of high water. For sufferers, it is likely to be choppy | :24:49. | :24:51.
along the north coast betwedn three and four feet along the south | :24:52. | :25:01.
coast. The forecast for the coastal waters is three or four at first, | :25:02. | :25:04.
but the ring westerly and p`cking up force. Thursday is very showy, | :25:05. | :25:14.
widespread across the region, but try on Friday and fine as wd head | :25:15. | :25:17.
into the weekend. Have a nice weekend. | :25:18. | :25:24.
The next update is that PM `nd at 10:25pm. Goodbye. `` 8pm. | :25:25. | :25:51.
