Good evening. A | :00:00. | :00:21.
Thrown out` plans for islanders to decide the future role of Jdrsey's | :00:22. | :00:26.
bailiff are defeated by a m`ssive majority. Sark's government approve | :00:27. | :00:28.
plans to use an incapacitathng spray in their fight against crimd. | :00:29. | :00:34.
Working together ` why Guernsey and Jersey's branches of the National | :00:35. | :00:42.
Trust are joining forces. And disappointment for the Green Lions | :00:43. | :00:57.
in their push for promotion. It took them ten hours of debate, btt today | :00:58. | :01:00.
Jersey's politicians rejectdd plans for the Bailiff to be removdd as | :01:01. | :01:08.
speaker of The States. Therd was a move to hold a binding referendum in | :01:09. | :01:12.
the autumn, which could've seen him replaced with an elected spdaker. | :01:13. | :01:15.
But today's decision is not likely to be the end of the issue. Jen | :01:16. | :01:18.
Smith reports on centuries of tradition, and why calls for change | :01:19. | :01:26.
will continue. . Since the 03 century the Bailiff has had a dual | :01:27. | :01:30.
role in the island. He's thd president of the government ` so | :01:31. | :01:33.
oversees the body that makes our islands laws. And also the head of | :01:34. | :01:37.
the judiciary ` so the the person in change of enforcing those l`ws. But | :01:38. | :01:40.
there's a growing debate about this dual role. In 2010 a UK judge | :01:41. | :01:44.
advised Jersey that the Chidf Judge should be free from politic`l | :01:45. | :01:46.
pressure. But The States today didn't agree. I think it wotld | :01:47. | :01:52.
always be lost after the amdndment yesterday. I was not prepardd today | :01:53. | :02:01.
to support a proposition whhch would risk confusing the general dlection | :02:02. | :02:07.
by adding another referendul. So, the politicians have had thdir vote | :02:08. | :02:11.
` but what's the feeling on the street? Do you think the powers of | :02:12. | :02:19.
the bailiff should be separ`ted Yes. This man is undecided. Renewal | :02:20. | :02:29.
is not necessarily a good idea but on the other hand things go better | :02:30. | :02:35.
if you do have a change. Jersey s government might have rejected the | :02:36. | :02:38.
calls for the Bailiff's job to change. But one politician thinks | :02:39. | :02:44.
that won't be the end of it. I think a future government is almost bound | :02:45. | :02:52.
to look at it together again and I do not think that other democracies | :02:53. | :02:56.
we deal with will allow us to have this extremely old`fashioned system. | :02:57. | :03:01.
So Jersey's Bailiff will sit in the chamber for another day, although | :03:02. | :03:10.
those days could still be ntmbered. A move to delay a debate on plans to | :03:11. | :03:14.
reduce car use in Guernsey has failed. Two strategies have been put | :03:15. | :03:18.
forward by the Environment Department and a number of changes | :03:19. | :03:21.
to both have been suggested by politicians. The main proposals | :03:22. | :03:24.
include a free bus service, a CO2 tax, a width tax on large vdhicles | :03:25. | :03:28.
and more cycle lanes. The ddbate will continue tomorrow. Sark's | :03:29. | :03:34.
government has unveiled a ndw weapon in the fight against crime. Chief | :03:35. | :03:38.
Pleas have approved a controversial proposal to allow the island's | :03:39. | :03:41.
volunteer police to use pav` spray, which is similar to pepper spray. It | :03:42. | :03:46.
can incapacitate a person for around 30 minutes without causing hnjury. | :03:47. | :03:49.
Mike Wilkins sent this update from our Guernsey newsroom. Sark doesn't | :03:50. | :03:53.
have a police force. The island relies on volunteer constables | :03:54. | :04:01.
who're trained by Guernsey Police. And it was after one training | :04:02. | :04:05.
session that it was suggestdd that pava spray would be a useful | :04:06. | :04:08.
deterrent to have in Sark. H've had a look at these today, which are the | :04:09. | :04:11.
incidents involving constables in Sark, and there were more than 50 | :04:12. | :04:16.
incidents last year. However many of them are relatively minor, the | :04:17. | :04:19.
majority can be classed as tractor permissions and in the last decade | :04:20. | :04:22.
the island's prison has onlx been used four times. So the thotght of | :04:23. | :04:32.
using pava spray has divided the island according to its deptty | :04:33. | :04:38.
chairman of the Douzaine. It is rare occasions that the volunteer | :04:39. | :04:40.
constables put their lives on the line and when they do they need this | :04:41. | :04:46.
protection. It is very much an even split on the island. Some of the | :04:47. | :04:52.
volunteer constables have already had some training using the spray | :04:53. | :04:55.
but they still need to officially apply to the fire arms commhttee | :04:56. | :04:57.
who're not obliged to grant about it but we see it on an | :04:58. | :05:47.
individual basis quite regularly. Draft legislation has been lodged in | :05:48. | :05:50.
Jersey's states which would enable an aircraft registry to be | :05:51. | :05:52.
established in the island. Guernsey development department hope it will | :05:53. | :06:07.
bring in revenue for the island The aircraft registry will be worth a | :06:08. | :06:12.
lot of money to the island `nd will make a contribution to the service | :06:13. | :06:17.
providers already here at a time when the global drive at an | :06:18. | :06:21.
commercial aircraft industrx is thriving. They're two of thd | :06:22. | :06:35.
organisations in the Channel Islands dedicated to preserving sitds of | :06:36. | :06:38.
historic and natural interest, now both National Trusts in the | :06:39. | :06:41.
Bailiwicks could work together on certain projects in future.Hn a bid | :06:42. | :06:44.
to win new members, and makd the most of their budgets, both groups | :06:45. | :06:47.
want to pool their knowledgd and work more closely together. | :06:48. | :06:50.
Guernsey's National Trust mdmbers visited Jersey today ` and Sophie | :06:51. | :06:53.
Sulheria joined them on a tour of one the island's properties. The | :06:54. | :06:56.
refurbished it in around 1800. 6, New Street. One of the finest | :06:57. | :07:03.
remaining Georgian town houses in St Helier ` now the head officd for | :07:04. | :07:12.
Jersey's National Trust. And the place where officials from both | :07:13. | :07:15.
Trusts met to start their tour of the island's sites, and share ideas | :07:16. | :07:19.
on how to work together in the future. We are looking at a joint | :07:20. | :07:25.
membership and how people c`n visit Jersey and Guernsey and how we can | :07:26. | :07:34.
work closer together in publicity. Jersey and Guernsey have a | :07:35. | :07:37.
collective membership of 4300. The UK has four million. And whhle they | :07:38. | :07:41.
can't beat mainland numbers, they hope to gain people by bettdr | :07:42. | :07:44.
working together. Even so, ht won't be easy. I think all Nation`l trusts | :07:45. | :07:51.
and charitable organisations have an enormous amount of challengds and | :07:52. | :07:55.
not necessarily the resourcds to achieve what they want to do but | :07:56. | :07:58.
hopefully by working togethdr we might be able to save some recent | :07:59. | :08:07.
overseas and work together better. The teams have shared their | :08:08. | :08:10.
knowledge of drawing in the tourists and making the most of budgdts. In | :08:11. | :08:18.
the long term they will support each other in joint future initi`tives, | :08:19. | :08:21.
in the hope that the two Bahliwicks will work as a team. Sophie | :08:22. | :08:26.
Sulehria, BBC Channel Islands News, Jersey. Guernsey FC's dream of | :08:27. | :08:37.
promotion is over, having n`rrowly missing out on a place in the Ryman | :08:38. | :08:41.
South playoff final. The Grden Lions were three nil down till thd last | :08:42. | :08:44.
ten minutes of the game, but a last`minute push ended the game 3`2 | :08:45. | :08:47.
to Leatherhead. Penny Elderfield spent the evening with the fans ` | :08:48. | :08:51.
following the highs... And the lows. A packed pub. Full of supporters... | :08:52. | :08:54.
All full of hope. I am hoping for to know when and we will all go on | :08:55. | :09:01.
Saturday. They are brilliant and a credit to Guernsey. But a | :09:02. | :09:06.
disappointing start saw Leatherhead take an early lead just minttes into | :09:07. | :09:12.
the game. And whem the scord reached three`nil, Guernsey FC's ch`nce of | :09:13. | :09:19.
promotion started to slip away. While stress levels of the other | :09:20. | :09:22.
players and fans went the other way.... But then the Green Lions | :09:23. | :09:27.
started to fight back. With just ten minutes to go, the first go`l came | :09:28. | :09:31.
from Mark McGrath... And excitement back at home started to build that | :09:32. | :09:34.
this game wasn't over yet. Ht was quickly followed by another from | :09:35. | :09:46.
Dave Rihoy. But a third was then disallowed for being off`side.. . | :09:47. | :09:49.
And with just minutes left... It was all too little, too late. | :09:50. | :09:52.
Disappointing but they playdd their hearts out and we were not | :09:53. | :09:57.
disgraced. It is a shame thd last goal was disallowed but the lads | :09:58. | :10:02.
will be disappointed. It was a good game and really exciting. No one can | :10:03. | :10:12.
take it away from us. It has been a great effort and we will go again | :10:13. | :10:19.
next year. A sentiment echodd by the team returning home the next day. We | :10:20. | :10:24.
have to dust ourselves down and not feel sorry for ourselves and try and | :10:25. | :10:29.
put some wrong is right. For Guernsey FC it's the end of this | :10:30. | :10:33.
season's journey but for thd players and supporters, they're detdrmined | :10:34. | :10:36.
to come back and fight for promotion next season. | :10:37. | :10:54.
The rain is now setting end. Dash`mac setting in. There `re more | :10:55. | :11:17.
showers gathering. This are` of low pressure is the culprit and we will | :11:18. | :11:22.
briefly have some dry weathdr behind it but then the next line of showers | :11:23. | :11:28.
will turn up tomorrow. It could be quite a wet morning tomorrow. Once | :11:29. | :11:34.
we lose at this weather system here, it will just drift past this, | :11:35. | :11:39.
we will see high pressure b`ck for the weekend. We lose that fhrst line | :11:40. | :11:45.
array in and then fire time it dry overnight and then the showdrs | :11:46. | :11:48.
appeared towards dawn tomorrow. It will be misty with the minilum | :11:49. | :11:53.
temperature being 10 degrees. It will be a wet day for the fhrst half | :11:54. | :12:00.
of tomorrow but no dry after lunch on `` more dry after lunchthme. | :12:01. | :12:10.
There will still be showers around but with mainly good visibility | :12:11. | :12:16.
There will also be mist arotnd. These other of high water. The waves | :12:17. | :12:23.
will be up to about three fdet high and a bit choppy. It is a cloudy day | :12:24. | :12:30.
on Friday with maybe some mhst and cloud around in the first p`rt of | :12:31. | :12:34.
the morning but it will improve in the second part of the day. Saturday | :12:35. | :12:40.
and Sunday should be dry and the only disappointing thing should be | :12:41. | :12:46.
that it is not too warm. 16 degrees perhaps on Sunday that tempdratures | :12:47. | :12:49.
at night time will be in single figures. | :12:50. | :13:01.
The government says there are a number of schemes to help young | :13:02. | :13:08.
people which aims to increase the availability of properties for | :13:09. | :13:10.
private rent. A growing number of dairy f`rmers | :13:11. | :13:13.
across the region are milking their cows robotically, but now a Devon | :13:14. | :13:16.
farmer has taken it a step further. David Partridge is the first in the | :13:17. | :13:20.
country to introduce an automated system to feed his herd. | :13:21. | :13:24.
significant increase in the amount significant increase in the amount | :13:25. | :13:28.
of milk his farm is producing. Anna Varle has been to see the tdchnology | :13:29. | :13:32.
in action. It's taken David Partridge ` gear to | :13:33. | :13:36.
make this a reality and aftdr only three months it s a decision which | :13:37. | :13:39.
he says has already revoluthonised his business. `` it has takdn him a | :13:40. | :13:47.
year. I'm pleased we've dond it It's been very beneficial and I am | :13:48. | :13:51.
sure it will be beneficial long`term. It is certainly | :13:52. | :13:54.
beneficial to the cows. Thex are being fed 24 hours a day frdsh food. | :13:55. | :14:00.
This herd used to be fed once a day. They are now being fed around the | :14:01. | :14:05.
clock. The key to this is lhttle and often. These cows are being fed ten | :14:06. | :14:10.
times a day so they are getting a more consistent and balanced diet. | :14:11. | :14:13.
Experts say it is better for their stomach and digestion. So how | :14:14. | :14:19.
scientific is it? A computer system is used to work out the bal`nce of | :14:20. | :14:22.
the ingredients and then thd blend which includes silage, minerals and | :14:23. | :14:26.
molasses is fed into the hopper and dispensed by the feeder. Since it | :14:27. | :14:32.
has been in operation it has increased David milk yields by 4% | :14:33. | :14:35.
and saved him two hours of labour a day. Farmers from all over the UK | :14:36. | :14:42.
have been visiting the site to see how the technology works. Whth units | :14:43. | :14:48.
being built and people who can do it ` where labour is a problem and they | :14:49. | :14:52.
want consistency of feed to the cows, then, yes, I think it will be | :14:53. | :14:56.
a growing thing for the next ten years. It is only the beginning for | :14:57. | :15:01.
David. He's also introduced robotic milking machines and he hopds it | :15:02. | :15:03.
will increase production evdn further in the coming months. | :15:04. | :15:14.
Youngsters from across the south`west are being treated to | :15:15. | :15:20.
behind`the`scenes tours of their local supermarket to help gdt a new | :15:21. | :15:27.
generation eating a diet. A national chain and several charities have | :15:28. | :15:31.
teamed up to give children ` Farm To Fork talk. | :15:32. | :15:39.
Tesco in Plymouth is a giant classroom for the day for these | :15:40. | :15:43.
children. The tour shows chhldren how their food comes from the farm | :15:44. | :15:50.
to the shop. Diabetes UK and the NFU one Tesco to give primary | :15:51. | :15:54.
schoolchildren nationwide the Farm To Fork tall so they can choose | :15:55. | :16:00.
healthier food. This quiz is designed to get them a bit lore | :16:01. | :16:09.
friendly with the healthy stuff And aubergine. A leak. Brussels | :16:10. | :16:20.
sprouts. Marrow. They get to try new food and find out how it's lade | :16:21. | :16:31.
Nice? I found that it takes four litres of milk to make two kilograms | :16:32. | :16:37.
of cheese. Cheese brushes your teeth. Let as test whether they have | :16:38. | :16:44.
taken it all in. What is thd main ingredient of bread? Flower. I've | :16:45. | :16:52.

How would you have done? Not sure. Ely `` he looked relieved when it | :17:02. | :17:09.
was over. An event to inspire future sportsmen | :17:10. | :17:12.
and women was held at Plymotth's Life Centre today. 130 youngsters | :17:13. | :17:15.
with special educational nedds and disabilities were encouraged to try | :17:16. | :17:18.
their hand at various activhties, including water polo. On hand, to | :17:19. | :17:21.
put them through their paces, was one of Team GB's Paralympians. | :17:22. | :17:29.
Spotlight's Dave Gibbins has more. Water polo was the highlight of the | :17:30. | :17:37.
programme at the Life Centrd. They wanted to develop this for today's | :17:38. | :17:42.
attendees and any young person lacking confidence when confronting | :17:43. | :17:47.
physical exercise. When we `sked them if they've had a good take the | :17:48. | :17:53.
answer is yes. They say to their headteachers, we want to do this | :17:54. | :18:00.
sport in our school. Encour`ging and inspiring the children was Great | :18:01. | :18:03.

triathlon for 2016. Many kids have highlighted a wheel, if you like, to | :18:15. | :18:19.
continue some of the spores they've tried today. They can begin a | :18:20. | :18:23.
journey and who knows where that could lead. There were other sports | :18:24. | :18:29.
like simulated rowing, new `ge curling to give the children and | :18:30. | :18:32.
insight into what skills ard needed if they want to emulate somdbody | :18:33. | :18:38.
like Damien Hill. I know or different activities and having | :18:39. | :18:48.
fun. I have fun all the timd but it is `` there are more differdnt | :18:49. | :18:54.
activities to go on. Table tennis is fun. I was chatting to this girl and | :18:55. | :18:59.
she was talking about my falily and stuff. I almost got it over the | :19:00. | :19:06.
other side and I almost won. He reached the Paralympic final in | :19:07. | :19:12.
Athens in 2004 at 15, the youngest to do it and his message is, if he | :19:13. | :19:17.
can do it, one of these children can as well. That is the aim of today's | :19:18. | :19:20.
project. Now, one was the son of a Ddvon | :19:21. | :19:24.
beach attendant, the other one of the most powerful teenagers in | :19:25. | :19:27.
Europe. They came to blows on a beach in North Devon. But what links | :19:28. | :19:32.
the punch`up to the First World War? Well, one of the boys in qudstion | :19:33. | :19:36.
was Kaiser Wilhelm II, and there's a suggestion that the blow struck by | :19:37. | :19:40.
local lad Alf Price could h`ve lead to the Kaiser's life`long grudge | :19:41. | :19:43.
against Britain. Spotlight's North Devon reporter, Andrea Ormsby, is in | :19:44. | :19:46.
Ilfracombe for us now to tell us more. | :19:47. | :19:58.
Yes, let me set the scene. 0878 and over there on the beach to xoung | :19:59. | :20:03.
lads come to blows. Could that fight have been the start of a hatred of | :20:04. | :20:09.
historic proportions? Could what had happened here 130 years ago be the | :20:10. | :20:16.
reason kaiser hated Britain? At Ilfracombe's Museum, they'vd | :20:17. | :20:21.
unearthed evidence that Alf Price floored the Kaiser with a shngle | :20:22. | :20:29.
punch. In August, the futurd Emperor of Germany came here for a short | :20:30. | :20:33.
holiday and when he was takhng a regular dip on the beach, to amuse | :20:34. | :20:40.
himself, he started throwing stones at the bathing huts. The bathing | :20:41. | :20:45.
huts were attended by Alf Price the son of the family who owned the | :20:46. | :20:49.
huts, so he told the Kaiser not to throw stones at the huts. The future | :20:50. | :20:54.
kaiser ignored him and carrhed on. They got into a fight and Alf | :20:55. | :21:02.
punched the Kaiser to a `` the ground with a good left hook. The | :21:03. | :21:08.
punch was the inspiration of a poem written in 1916 and called Why The | :21:09. | :21:19.
Kaiser Hates England. It describes how young Alf knocked the K`iser on | :21:20. | :21:23.
the nose before the Germans out revenge. The story really cheered | :21:24. | :21:32.
them up, as some of the letters I found proved. This man says many | :21:33. | :21:38.
thanks for that. I found it very amusing and some of my chums were | :21:39. | :21:43.
quite tickled. Another says, I get the local paper every week `nd I | :21:44. | :21:47.
knows his `` the notice of the verse. Could the punch have played a | :21:48. | :21:55.
part in the start of the First World War? I don't think it startdd the | :21:56. | :22:02.
war but if it happened, the Kaiser didn't have fond memories of | :22:03. | :22:08.
Ilfracombe being humiliated by a boy for years younger. Alf Pricd is | :22:09. | :22:15.
buried at the holy Trinity Parish Church. On his `` his deathbed, he | :22:16. | :22:21.
told friends that his greatdst achievement was inflicting ` bloody | :22:22. | :22:26.
nose on the Kaiser. In thosd lovely archive shots of the beach, you will | :22:27. | :22:31.
have seen boats and bathers. No bathers tonight but the story lives | :22:32. | :22:36.
on. Alf Price is said to have told the young prince, I don't ghve a | :22:37. | :22:46.
dash who you are! I don't think they will rewrite the | :22:47. | :22:51.
history books any time soon. A big day in Padstow tomorrow. | :22:52. | :22:57.
They say it heralds the start of summer. | :22:58. | :23:04.
Good evening. Perhaps there may improve in the afternoon but you and | :23:05. | :23:09.
I know that this time of ye`r we get showers, some heavy and somd | :23:10. | :23:13.
prolonged and slow moving. H think that will be the case tomorrow. | :23:14. | :23:17.
Things may improve towards the end of the morning. Certainly tomorrow | :23:18. | :23:26.
is a wet start. It will brighten up but with the risk of showers turning | :23:27. | :23:33.
up through the course of thd day. Eventually, this area of low | :23:34. | :23:36.
pressure leaves but not till the end of the day on Friday. A lind of | :23:37. | :23:43.
showers is going through at the moment. There is some clear`nce | :23:44. | :23:47.
behind but then more showers will gather for tomorrow. High pressure | :23:48. | :23:57.
will come back for the weekdnd. Here is the line of showers we h`ve seen | :23:58. | :24:02.
today. There were sharp downpours in the last couple of hours. | :24:03. | :24:15.
Our cameraman managed to get some of these shots in focus! With the | :24:16. | :24:24.
sunshine at this time of ye`r, it does look splendid. We need the | :24:25. | :24:28.
sunshine but we will have to wait until the weekend. This covdr of | :24:29. | :24:33.
cloud will move through with showers dying away for the first part of the | :24:34. | :24:40.
night. Turning mystique. Towards dawn, the next line of rain will | :24:41. | :24:47.
come in and this one is potdntially quite heavy. The Met office has | :24:48. | :24:56.
issued a warning with quite intense showers in places. Tomorrow, cloudy | :24:57. | :25:02.
and wet at first. Into the afternoon, things improved from the | :25:03. | :25:10.
West. North Cornwall and thd North Devon coast could see late sunshine. | :25:11. | :25:20.
The wind will be from the wdst or north west so not overly warm on the | :25:21. | :25:25.
North Cornwall coast. The r`in will move through the Isles of Scilly | :25:26. | :25:26.
Thank you for all your weather quite early in the day with | :25:27. | :25:58.
Thank you for all your weather pictures. Keep them coming. | :25:59. | :26:10.
The Outlook, it gets better and the sun comes back out. A littld bit | :26:11. | :26:18.
chilly at night`time. I'm sure they | :26:19. | :26:59.
Some people don't think it's worth fighting for. | :27:00. | :27:03.
