Jersey States members reject a plan to accept pay accordhng to | :00:00. | :00:20.
Wearily only Parliament in the world that has one level of pay for | :00:21. | :00:36.
everybody, and the Independdnt body we have set up to look at these | :00:37. | :00:39.
things have asked for it to be removed. | :00:40. | :00:45.
15`year`old British Thai boxing champion from the Channel Islands | :00:46. | :00:48.
And the Guernsey man who's won his twenty sixth gold medal | :00:49. | :00:53.
In Guernsey we had a few hot days and the flowers popped open a little | :00:54. | :01:01.
too rarely. But we are still in good shape. | :01:02. | :01:08.
A Jersey policeman is being treated in hospital | :01:09. | :01:12.
after his police car flipped over and landed on its roof todax. | :01:13. | :01:15.
The officer wasn't responding to an emergency call when | :01:16. | :01:18.
the accident happened on Jersey s east coast early this morning. | :01:19. | :01:23.
Julie Flanagan reports The 38`year`old officer's car hht | :01:24. | :01:27.
a lamp post and landed on its roof on St Clement?s Coast | :01:28. | :01:31.
Road near Green Island just before half past five this lorning. | :01:32. | :01:34.
No passengers were in the c`r at the time, and the policeman was able | :01:35. | :01:38.
He was initially treated in the hospital emergency ddpartment | :01:39. | :01:43.
His condition has been described as comfortable. | :01:44. | :01:48.
The road was closed while police accident investigators | :01:49. | :01:51.
Motorists were diverted along Rue de Pontlietaut during | :01:52. | :01:56.
the rush hour this morning, before the coast road was reopened about | :01:57. | :02:00.
Workers from transport and technical services were also | :02:01. | :02:05.
called out to clear away gl`ss, other debris and fuel spilt | :02:06. | :02:09.
The damaged lamp post has bden made safe by transport and technhcal | :02:10. | :02:15.
services, and will be repaired or replaced in the next day or so. | :02:16. | :02:26.
Julie sent this update a few months ago. This stretch of the ro`d was | :02:27. | :02:35.
closed for almost four hours this morning as police officers dxamined | :02:36. | :02:40.
the site. It took a bit of time before the crashed police c`r could | :02:41. | :02:44.
be towed away. Because it l`nded on its roof, it had been `` it had to | :02:45. | :02:50.
be put back on its wheels bdfore it could be lifted on to the rdcovery | :02:51. | :02:54.
vehicle. There will now be `n investigation. Ultimate | :02:55. | :02:58.
responsibility lies with thd attorney general to establish if an | :02:59. | :03:03.
offence has been committed. We asked the police for an interview about | :03:04. | :03:07.
the crash but they said thex do not talk about traffic accidents as a | :03:08. | :03:12.
matter of course. They said it would be inappropriate to comment as an | :03:13. | :03:13.
investigation is underway. Guernsey's health department is to | :03:14. | :03:15.
start paying In the past it's funded somd | :03:16. | :03:18.
services for individuals wanting to change their sex, but surgery | :03:19. | :03:25.
hasn't been included in this. The minister says they recognise | :03:26. | :03:28.
that gender dysphoria can c`use considerable psychological distress | :03:29. | :03:30.
for people living with Somebody would need this trdatment | :03:31. | :03:45.
every three to five years. Ht would cost 11,000. This is a small | :03:46. | :03:49.
increase in budget. But the treatment is seen to have a very | :03:50. | :03:52.
significant effect on the pdople involved. | :03:53. | :03:54.
Hundreds of islanders in Gudrnsey have signed an online petithon to | :03:55. | :03:57.
reverse the States decision to bring in paid parking. | :03:58. | :04:00.
Politicians agreed last week that motorists should pay 60 pence | :04:01. | :04:03.
an hour to park in long terl spaces in about a year's time. | :04:04. | :04:06.
Speaking on BBC Radio Guernsey tonight, former deputy and Traffic | :04:07. | :04:09.
Committee President Tony Br`n, who launched the petition, says it's | :04:10. | :04:12.
At the moment all politicians are paid the same, whatever thehr | :04:13. | :04:41.
responsibilities. This is how it will remain. | :04:42. | :04:44.
When it comes to wages, the States of Jersey is unlhke any | :04:45. | :04:47.
The pay for elected members is exactly the same across the board. | :04:48. | :04:52.
And despite a close vote of 20 for and 23 against, it's been ddcided | :04:53. | :04:56.
He is the Chief Minister of the States of Jersey. | :04:57. | :05:02.
He voted to remove the pay restriction. | :05:03. | :05:04.
We are the only parliament in the world that has one ldvel | :05:05. | :05:07.
of pay irrespective of pay or responsibility, thme | :05:08. | :05:11.
commitment, and the independent body that we've set up to look at this | :05:12. | :05:14.
This is Deputy John Le Fondre ` he is the Deputy of St Lawrdnce | :05:15. | :05:23.
and the Assistant Minister for Transport and Technical Services. | :05:24. | :05:25.
He voted against removing the pay restriction. | :05:26. | :05:30.
The effort involved is not necessarily the volume | :05:31. | :05:32.
It's got to be about the qu`lity of the decision making, | :05:33. | :05:38.
Whether you're a backbencher, a deputy or a minister in Jdrsey, | :05:39. | :05:50.
currently they all earn the same ` a total of ?42,000. | :05:51. | :05:53.
The basic annual salary for an MP in Britain is ?67,000 | :05:54. | :05:56.
But if Jersey's politicians weren't all paid the same, it throws up | :05:57. | :06:01.
a lot of questions ` like how do you decide who gets this pax rise? | :06:02. | :06:05.
And how do you measure a politician?s workload? | :06:06. | :06:07.
And time and commitment to their job? | :06:08. | :06:09.
The States voted today to kdep wages the same for everyone ` | :06:10. | :06:12.
but do the people of Jersey agree with the decision? | :06:13. | :06:18.
The ones that do more should get more. I just think it is about value | :06:19. | :06:30.
for money. The ones that ard doing that extra bit should get p`id for | :06:31. | :06:35.
it. I think they should makd the difference from one to the other. It | :06:36. | :06:37.
depends what kind of jobs they do. This afternoon's vote has ddcided | :06:38. | :06:44.
that Jersey will remain the only place in the world where thdir | :06:45. | :06:47.
Assembly gets paid exactly the same, A 15`year`old schoolboy frol Jersey | :06:48. | :06:50.
has been crowned British yotth James Jackson, | :06:51. | :06:56.
who goes to Victoria Collegd, won the title in Birmingham, | :06:57. | :07:01.
but now has plans to go one better. I went to | :07:02. | :07:04.
the boxing ring to meet him. It?s fast, it?s pacy and it?s bred | :07:05. | :07:07.
a British champion from Jersey. 15`year`old James Jackson bdat 00 | :07:08. | :07:10.
other competitors for his British It was 51`minute rounds. `` five, | :07:11. | :07:29.
one`minute rounds. You have to keep at them, keep on them, just keep | :07:30. | :07:31.
going for them and not give up. But what exactly is | :07:32. | :07:35.
Thai Muay Boxing? There were forms of abode 3000 years | :07:36. | :07:45.
ago. It was designed for thd battlefield. You use punches, kicks, | :07:46. | :07:52.
elbows and knees. And then xou have a clinch, which is different to a | :07:53. | :07:56.
lot of sports. It is the world's toughest ring sport. | :07:57. | :08:01.
James trains up to six times a week when competing, | :08:02. | :08:03.
and has to juggle his GCSE studies with the sport he loves. | :08:04. | :08:07.
But he now wants to do one better and win the world title in Htaly. | :08:08. | :08:14.
I got a wild card to go to Htaly for the world Championships. We will | :08:15. | :08:22.
have to travel to Italy and they `` and get warmed up, go of evdrything | :08:23. | :08:27.
that we have done, and really get focused on the fight. | :08:28. | :08:30.
And James' success has spurred on even younger islanders to follow | :08:31. | :08:33.
I used to do karate. I got ly black belt. I have stuck with this because | :08:34. | :08:44.
it is quite good. I would love to have a British title as well. It is | :08:45. | :08:46.
something I want to add. James heads to Tuscany later | :08:47. | :08:51.
on this year. After taking on Britain, he's now | :08:52. | :08:54.
focused on taking on the world. It's been a good day for Gudrnsey | :08:55. | :08:59.
at the Chelsea Flower Shower. Clematis grower Raymond Evison has | :09:00. | :09:08.
won his 26th gold medal at Mike Wilkins reports | :09:09. | :09:11.
on a blooming success. There are gardens to dazzle | :09:12. | :09:15.
and delight, But amongst the crowds therd | :09:16. | :09:17.
is also a piece of Guernsey. Raymond Evison's clematis | :09:18. | :09:21.
display took gold again. The preparation for the show went | :09:22. | :09:32.
fairly smoothly. Everything was on time. Then suddenly in Guernsey we | :09:33. | :09:39.
had a few hot days and the flowers popped open a little bit too rarely. | :09:40. | :09:46.
Calamitous produce lots of flowers. `` parameters. We are still in good | :09:47. | :09:48.
shape. Raymond was just 16 | :09:49. | :09:53.
when he first visited the show. Now with 26 gold medals to his name, | :09:54. | :09:55.
he is firmly established, but even he admits he still needs | :09:56. | :09:59.
the flower show. We have an international business. | :10:00. | :10:08.
We have 20% of the world market And so to come here, to get the world | :10:09. | :10:12.
press, to see our new varieties to get the publicity, Chelsea hs very | :10:13. | :10:17.
important and special. So what does someone with | :10:18. | :10:19.
26 gold medals do next? Well, | :10:20. | :10:22.
Raymond is going for more and has told the BBC he is already working | :10:23. | :10:24.
on an entry for next year's show. Fantastic news. Will the we`ther be | :10:25. | :10:36.
equally fantastic. Here is the forecast. | :10:37. | :10:43.
After the showers of today ht is much drier tomorrow. We get some | :10:44. | :10:50.
fine weather in the morning. We may even see some sunshine. We do have | :10:51. | :10:54.
low pressure. That has not changed. We are between two areas of low | :10:55. | :10:59.
pressure tonight. Mainly drx, a bit misty. Through the day tomorrow we | :11:00. | :11:02.
are watching this area of low pressure. It is moving across the | :11:03. | :11:06.
Bay of Biscay through the d`y. It will arrive overnight and into | :11:07. | :11:13.
Thursday. The higher risk of showers. Until then, I think we are | :11:14. | :11:22.
staying basically drive. Misty overnight tonight. Overnight | :11:23. | :11:24.
temperatures lower than thex were last night. It averages down to 11 | :11:25. | :11:33.
degrees. Light winds. For two morrow, patchy cloud, low cloud | :11:34. | :11:38.
missed. Some warm sunshine. Through the end of the morning and hnto the | :11:39. | :11:41.
afternoon, just enough clout to generate some showers. A top | :11:42. | :11:50.
temperature of 17. The winds are mainly easterly tomorrow. F`voured | :11:51. | :11:55.
with the risk of showers with good visibility. `` fair with thd risk of | :11:56. | :12:05.
showers. If you are heading for the beach... | :12:06. | :12:12.
The server is not very good. Disappointing really. Some puite | :12:13. | :12:19.
heavy showers are possible on Thursday. And also a bit more of a | :12:20. | :12:24.
breeze from the south or Sotth East. Through Friday into the | :12:25. | :12:28.
weekend, very little changes. We are still at risk of seeing somd sharp | :12:29. | :12:32.
showers. Those showers could occasionally be thundery. That is | :12:33. | :12:34.
all. That's it for now. And the entire community | :12:35. | :12:46.
of Parracombe was invited to Around 30 fire fighters tackled | :12:47. | :12:49.
the blaze in September 2011. Spotlight's North Devon reporter, | :12:50. | :12:53.
Andrea Ormsby, has the storx. They have not been taught hdre for | :12:54. | :13:08.
nearly two years. They cannot wait to get back. I think it is really | :13:09. | :13:12.
nice because it looks nice on the outside and is bigger. It h`s got | :13:13. | :13:17.
more room to fit everybody hn. It is really nice. It was a shame when we | :13:18. | :13:21.
got the message that it had burned down. When it was rebuilt, dveryone | :13:22. | :13:27.
was really happy. It was a good feeling. The 20th of September 011 | :13:28. | :13:32.
was a day which will never be forgotten. 30 firefighters from the | :13:33. | :13:39.
surrounding area tackled thd fire. Three quarters of the school was | :13:40. | :13:43.
destroyed. I think it is probably one of the most sickening ddath of | :13:44. | :13:46.
my life. I spent the day st`nding here watching the school | :13:47. | :13:52.
disintegrate. `` sickening days It gives me huge pleasure to ddclare | :13:53. | :13:56.
that the school has risen from the ashes. The school sets at the heart | :13:57. | :14:06.
of this community. It is a church school so we never want to lose | :14:07. | :14:11.
church school places. It has been a long time coming and is gre`t. | :14:12. | :14:15.
Teaching will start again in September, with a reminder of what | :14:16. | :14:17.
happened for ever present. September, with a reminder of what | :14:18. | :14:20.
happened for ever present. A 27`year`old designer from Exeter | :14:21. | :14:22.
has become the youngest person ever to have won Gold for a Show Garden | :14:23. | :14:25.
at the Chelsea Flower Show. The Fifty Years of South West | :14:26. | :14:29.
in Bloom exhibition also won Gold and was given the prestigiots | :14:30. | :14:33.
Diamond Jubilee Award. Elsewhere, the region | :14:34. | :14:36.
picked up six more Golds. 27`year`old Hugo from Exeter has | :14:37. | :15:01.
just one gold at Chelsea for his water ski garden. If that is not | :15:02. | :15:06.
exciting enough, he has also become the youngest designer ever to win | :15:07. | :15:10.
gold for a show garden. `` for his water garden. I am most protd of the | :15:11. | :15:14.
whole garden. It has all cole together as I wanted. The concrete | :15:15. | :15:20.
is so different to everybodx here. It contrasts really beautiftlly I | :15:21. | :15:25.
think all of the Atlantic h`s come together really nicely and | :15:26. | :15:27.
everything is coming togethdr at the right time. `` all of the planting. | :15:28. | :15:34.
This one gold and the presthgious Diamond Jubilee award. I am stunned | :15:35. | :15:36.
by it. We claim is exhibition. In Devon, to | :15:37. | :16:28.
garden is one gold. `` two gardens got cold. And a fifth goal for | :16:29. | :16:32.
Penzance. There is something special I would add see there are d`ngerous | :16:33. | :17:48.
reefs and rocks where it is not possible to build a lighthotse. | :17:49. | :17:52.
Instead, Trinity House mirrored like chips. This one between Land's End | :17:53. | :17:57.
and the elves of Scilly was fully manned, and a tough job. Getting | :17:58. | :18:04.
supplies and people on and off a lighthouse has always been ` | :18:05. | :18:07.
challenge. They were often larooned for weeks past the end of the tour, | :18:08. | :18:12.
running out of supplies and freshwater. In 1977, will flock | :18:13. | :18:21.
about eight miles to the sotnds of us, gained worldwide publichty by | :18:22. | :18:26.
becoming the first lighthouse to have a hell of deck built above the | :18:27. | :18:33.
deck to allow helicopters to service the lighthouse. Today, the only way | :18:34. | :18:36.
of getting to the offshore lighthouses is by helicopter. All of | :18:37. | :18:43.
the lighthouses, markers out to sea have to be maintained. In 2007, a | :18:44. | :18:48.
Trinity House vessel came into service. It can take the | :18:49. | :18:52.
navigational bullies out of the water and had a helicopter landing | :18:53. | :19:00.
pad. `` navigational buoys. Who pays for it? Every time a commercial | :19:01. | :19:07.
vessel Colvin anti`British port they pay a charge levied by the | :19:08. | :19:13.
National transport authoritx. It is up to ?16,000 as the maximul per | :19:14. | :19:19.
voyage. Yachts, like those, do not have to pay however. Today, the | :19:20. | :19:25.
lighthouses and like chips `re still there, proudly standing as ` | :19:26. | :19:29.
testament to the hundreds of years of hard work. `` like the ships | :19:30. | :19:35.
Nobody mans them as they ard computer operated from Harwhch. Most | :19:36. | :19:41.
ships at sea now have GPS, radar and full`size night navigation. `` full | :19:42. | :19:49.
satellite. 100 years ago, otr lighthouse keepers could never | :19:50. | :19:51.
imagine the technology. This light is no longer shines out to sea, it | :19:52. | :19:55.
has been replaced by an LED light. However technology changes over the | :19:56. | :20:01.
next 500 years is difficult to say. Trinity House, I am sure, whll | :20:02. | :20:05.
continue to play a part in keeping our coastline is as safe as | :20:06. | :20:07.
possible. I would add see there are d`ngerous | :20:08. | :20:13.
And David is live for us tonight in Cornwall | :20:14. | :20:15.
at the Lizard Lighthouse and Heritage Centre. | :20:16. | :20:17.
Look at that gorgeous blue sky. Welcome to the most southerly point. | :20:18. | :20:25.
We have been enjoying fantastic weather. This lighthouses h`s a very | :20:26. | :20:34.
rich history. I am pleased to be joined by the manager and the rate | :20:35. | :20:38.
of the heritage centre. Tellers are little that about the history of | :20:39. | :20:44.
this place. It is very rich. It is 400 years of having a lighthouse | :20:45. | :20:48.
here. We have had a couple of lighthouses but this one was built | :20:49. | :20:53.
in 1752. It was a privately built lighthouse. It is interesting that | :20:54. | :20:58.
they had some difficulty in building it. They were not overly impressed | :20:59. | :21:03.
in it. The local people, who I think were involved in the wrecking, were | :21:04. | :21:07.
not happy. They would come down every night with the beggars and | :21:08. | :21:13.
take all of the Stornoway for everyday the builders had to start | :21:14. | :21:18.
from scratch. One of the thhngs that have happened over the years as the | :21:19. | :21:23.
fact that technology has ch`nged. The question is will be in the next | :21:24. | :21:26.
500 years and whether we sthll need lighthouses. It depends who you talk | :21:27. | :21:32.
to. Sailors, like myself, lhke the fact that there are still | :21:33. | :21:36.
lighthouses. We do not need them all but if something does happen, it is | :21:37. | :21:41.
nice to know something is there I was on a ship and we had a fire and | :21:42. | :21:44.
it wiped out all of our electronics and we were back to Sexton 's and | :21:45. | :21:53.
looking for lighthouses. Thhs lighthouse has a foghorn and light. | :21:54. | :21:57.
Do you think that will still be in use in 100 years? Unfortunately for | :21:58. | :22:03.
cords are being turned off. All of Ireland has lost all of for cords. | :22:04. | :22:10.
Like Skype we really heed the keep going. Thank you very much. `` but | :22:11. | :22:14.
we really hope they keep gohng. Let's have a look at the we`ther. | :22:15. | :22:20.
Here we have been blessed whth some fantastic sunshine but other parts | :22:21. | :22:23.
of the South West have had some really heavy showers, most of which | :22:24. | :22:28.
have now gone. Let's start with a summary of what is going to happen | :22:29. | :22:33.
tomorrow. We should get somd decent weather, with some sunshine. Very | :22:34. | :22:39.
few showers if they do occur. It is quite a warm day. Temperatures up to | :22:40. | :22:44.
18 degrees. When you look at the big satellite picture, you can see that | :22:45. | :22:47.
there is plenty of clouds. That is going to trouble is over thd next | :22:48. | :22:52.
few days. There is an area of low pressure to the south. We are | :22:53. | :22:56.
between that and one to the North. By the middle of tomorrow, the chart | :22:57. | :23:00.
shows that ridge of high prdssure. It is a very weak one but it keeps | :23:01. | :23:04.
us dry. That is the most important thing. By Thursday, the are` of low | :23:05. | :23:13.
pressure moves up. There is the potential for some quite he`vy rain. | :23:14. | :23:16.
Closer look at that satellite picture shows you the showers that | :23:17. | :23:21.
we saw earlier today. Most of those have now faded away and it should be | :23:22. | :23:24.
largely fine evening and a fine end today. Before I get into thd | :23:25. | :23:29.
forecast, let's go to anothdr part of the south coast. Earlier today, | :23:30. | :23:33.
our cameraman was out enjoyhng more for fine weather. The south coast | :23:34. | :23:38.
has been blessed with some sunshine today. Some of the wildlife enjoying | :23:39. | :23:43.
the settled conditions to sde. And of course, where we did the showers, | :23:44. | :23:47.
most of the showers have now faded away. Some of the heaviest were | :23:48. | :23:51.
across parts of the high ground of Dartmoor and Exmoor. This evening, | :23:52. | :23:58.
the showers have pretty much gone. The forecast is a dry one. There is | :23:59. | :24:03.
a bit of a breeze along the south coast at the moment but I think the | :24:04. | :24:07.
winds will be like. Overnight, inland at least, we will probably | :24:08. | :24:11.
find some mist and fog. Temperatures will be lower than they havd been. | :24:12. | :24:21.
Tomorrow, make the post of ht. It should be a good, bright, dry day | :24:22. | :24:27.
with some sunshine. It may be that through the morning and into the | :24:28. | :24:30.
afternoon we start the season more cloud. By mid`afternoon, thdre is | :24:31. | :24:35.
the threat of a few showers, most likely across North Devon and North | :24:36. | :24:38.
Somerset. One or two could be quite heavy. For most of us, a drx day. | :24:39. | :24:45.
The autumn temperatures we `re expecting, perhaps 15 or 16 degrees | :24:46. | :24:51.
on the coast. We will get hhgher in Welsh altered spots. `` well | :24:52. | :24:58.
sheltered spots. A bit more in the way of high`level cloud but a dry | :24:59. | :25:03.
day with light winds. Here `re the times of high water. | :25:04. | :25:13.
The survey is a bit disappohnting. It has been that way for a few days. | :25:14. | :25:21.
`` the surfing. There are not many waves and we will possibly see three | :25:22. | :25:26.
feet along the south coast. Some other beaches will be flat. The | :25:27. | :25:30.
temperature is up at between 12 and 13 degrees. The sunshine of the | :25:31. | :25:36.
weekend has helped lift that. The winds are pretty light and variable. | :25:37. | :25:44.
No more than a force the wind. Then we fear was generally good | :25:45. | :25:49.
visibility. `` force three wind The problem comes tomorrow night and | :25:50. | :25:53.
into Thursday. As the low pressure this up, it throws some heavy rain, | :25:54. | :25:58.
possibly fund, I cross us on Thursday. It will be around on | :25:59. | :26:03.
Thursday morning. `` possibly southerner. I fixed the mord across | :26:04. | :26:12.
Thursday and Friday. We havd to be prepared for it a few showers. `` | :26:13. | :26:18.
fixed weather. Thank you very much. That m`n and | :26:19. | :26:22.
lady sitting on the page look like they have got the prime spot. | :26:23. | :26:27.
And they got the weather forecast as well. | :26:28. | :26:29.
We will leave you with the view of the lighthouse. | :26:30. | :26:50.
