Good evening. destination. | :00:09. | :00:11.
People born in Guernsey to Guernsey parents could have automatic | :00:12. | :00:14.
permanent residential status from next month. | :00:15. | :00:17.
A year ago the States voted to bring in new population management laws to | :00:18. | :00:20.
There was concern this new regime wouldn't protect the rights | :00:21. | :00:25.
And politicians listened, as Emma Chambers reports. | :00:26. | :00:42.
These four`year`olds are having fun and building houses but what | :00:43. | :00:46.
residential rights they havd two lives in them is now being decided | :00:47. | :00:50.
by the government, even thotgh most of these children were born in | :00:51. | :00:53.
Guernsey are not considered sending children. That is because under the | :00:54. | :01:02.
current housing law they must live on the island for years before being | :01:03. | :01:07.
given residential status. It was decided to throw this out and bring | :01:08. | :01:10.
in a new system to allow people to become an established residdnt after | :01:11. | :01:11.
eight years. Whilst most of the new regile has | :01:12. | :01:13.
been approved, there was ond area that caused concern with islanders, | :01:14. | :01:16.
which affects young children So now they've proposed thrde | :01:17. | :01:19.
improvements Those born in Guernsey who have | :01:20. | :01:21.
a parent and grandparent from the island will automatically | :01:22. | :01:24.
have local qualifications. If a person is born in Guernsey and | :01:25. | :01:29.
their parent has earned qualified status, then they only have to live | :01:30. | :01:32.
in Guernsey for 8 years instead of 14 for a right to residency, | :01:33. | :01:36.
and babies born to Guernsey people living away from the island, | :01:37. | :01:40.
will also only have to live in Guernsey for 8 years due to that | :01:41. | :01:43.
close connection. These changes were prompted | :01:44. | :01:49.
after mounting pressure. We have listened to public opinion, | :01:50. | :02:00.
acknowledged that he can, whthout damaging the integrity of the new | :02:01. | :02:05.
system, that we can introduce a new milestone which is the ancestral | :02:06. | :02:12.
rate of birth. The group sax that this new system will allow them to | :02:13. | :02:15.
monitor the island's population in the long term. It will be ilported | :02:16. | :02:19.
at the island can manage its population going forward. Wd can | :02:20. | :02:24.
measure and understand exactly who has come to the island and on what | :02:25. | :02:29.
basis. He will be able to count and build statistics that will then | :02:30. | :02:32.
allow us to make positive strategic decisions going forward. | :02:33. | :02:33.
The states will debate these proposals next month. | :02:34. | :02:35.
But for these children, they see Guernsey as their home | :02:36. | :02:37.
The UK government is taking a 'hands off' approach to the political | :02:38. | :02:45.
differences in Sark, accordhng to the minister with responsibhlity for | :02:46. | :02:50.
the crown dependencies. Lord Edward Faulks is visiting Guernsey, | :02:51. | :02:53.
Alderney and Sark this week. He says he recognises that tensions on the | :02:54. | :02:56.
island won't disappear overnight, but it's down to the people of Sark | :02:57. | :03:01.
to find a way to live together. He confirmed the UK government are | :03:02. | :03:04.
Of course, there is a continuous communication between civil servants | :03:05. | :03:17.
and the Ministry of Justice so we do know what is going on and wd find | :03:18. | :03:22.
out what is going on. There are a visit is not just by me but by civil | :03:23. | :03:26.
servants. We are watching. That remains a position. | :03:27. | :03:28.
The international firm of architects that designed the new BBC btilding | :03:29. | :03:30.
in Central London is working on the future use of Fort Regent in Jersey. | :03:31. | :03:34.

She played American Madison Keys this afternoon for a place | :04:11. | :04:14.
in tomorrow's final but was beaten in two sets. | :04:15. | :04:18.
British number one Heather Watson played today in bid to make | :04:19. | :04:37.
How proud Guernsey must be. A population capped at 63,000 have | :04:38. | :04:50.
produced this. A pocket dyn`mo. But the raw power of the 19 year old | :04:51. | :04:58.
American was too much for Hdather Overall though it has been | :04:59. | :05:02.

Tomorrow is the summer solstice the date with the most number of minutes | :06:33. | :06:37.
of daylight. The area of high pressure is moving over the next few | :06:38. | :06:40.
days, pretty much to the west of Ireland but it will travel `way and | :06:41. | :06:44.
become a week into the weekdnd, allowing a fair amount of close to | :06:45. | :06:49.

More of the same tomorrow. @ lovely day with plenty of sunshine. Low | :06:59. | :07:03.
cloud briefly but it will dhsappear in the top temperature of 20 or | :07:04. | :07:07.

Jersey. The outlook is poor in the way of cloud, particularly on | :07:17. | :07:20.
Sunday. There is a small ch`nce that the cloud will be thick enotgh to | :07:21. | :07:24.

there'll be good spells of sunshine. With light winds, it should feel | :07:51. | :07:54.
quite warm as well. The reason for the quiet weather, this blocking | :07:55. | :07:58.
area of high pressure out to the west. We do have weak weather fronts | :07:59. | :08:03.
