Over ?30 million in the red ` Jersey's budget reveals lowdr tax | :00:11. | :00:15.
take and higher spending than expected. | :00:16. | :00:21.
What we are doing is selling some assets such as Jersey water and | :00:22. | :00:27.
we're replacing it with another asset. | :00:28. | :00:29.
But there's good news for low earners and home`buxers ` | :00:30. | :00:32.
Also tonight: Compulsory cycle helmets for under 14s. | :00:33. | :00:35.
But is the new law enforceable, and should it go further? | :00:36. | :00:43.
And after last night's storls, there are more tonight and possibly | :00:44. | :00:47.
tomorrow night. Jersey's budget has been released | :00:48. | :00:57.
on the day states members rhse There is no give`away ahead of | :00:58. | :01:00.
October's general election `nd there The Treasury Minister called it a | :01:01. | :01:05.
'budget for stability and rdcovery'. Income tax allowances will be froze | :01:06. | :01:12.
but lower and middle paid workers will pay | :01:13. | :01:18.
less tax as the exemption threshold increases by 1.7%, although that's | :01:19. | :01:23.
less than the 3% promised. Impot duties get | :01:24. | :01:34.
their usual increases. Fuel goes up by 1p per litrd, | :01:35. | :01:36.
cigarettes go up by 22.4p pdr pack, standard cider by 2.2p per pint | :01:37. | :01:40.
beer up a penny a pint, wine up 2.4p a bottle | :01:41. | :01:44.
and spirits up 21.7p a litrd. But the biggest changes are | :01:45. | :01:50.
around housing. The cap on mortgage tax relhef | :01:51. | :01:53.
is reduced to ?15,000. Stamp duty is effectively rdmoved | :01:54. | :01:57.
on all properties under ?400,00 . But stamp duty goes up | :01:58. | :02:05.
on properties over ?1 million. It's designed to help more people | :02:06. | :02:08.
move and buy properties I think at the bottom end of the | :02:09. | :02:22.
market is going to have a good boost. First`time buyers helped | :02:23. | :02:28.
create second time buyers so it will all have a knock`on effect. When you | :02:29. | :02:34.
get to higher`priced properties and stamp duty, no one wants to pay | :02:35. | :02:42.
more, but I guess they are lore of a position to afford it and pdople | :02:43. | :02:49.
starting out. `` than peopld starting out. | :02:50. | :03:04.
It's a tricky task, and one for the Treasury Minister. | :03:05. | :03:07.
His biggest headache is the big fall in income tax. | :03:08. | :03:10.
He'd hope to bring in ?475 million but now thinks that | :03:11. | :03:12.
And things aren't looking good on the spending front either. | :03:13. | :03:16.
The states spent ?14 million more than they predicted. | :03:17. | :03:18.
Overall that means instead of being in the black, the Government will be | :03:19. | :03:21.
?33 million in the red this year and ?39 million next year. | :03:22. | :03:24.
I would be against funding a revenue ddficit | :03:25. | :03:31.
We actually have funded a short`term deficit from s`vings. | :03:32. | :03:41.
Now what we are doing is we are selling some assets such | :03:42. | :03:44.
as that Jersey Water share, and we are replacing with another `sset. | :03:45. | :03:47.
So we are selling and disposing some capital assets to fund acquhsition | :03:48. | :03:51.
of other capital assets and that's the right thing to do. | :03:52. | :03:55.
But not everyone agrees that dipping into the savings account is | :03:56. | :03:58.
I think it's got to be a concern because I think a number of people | :03:59. | :04:08.
commented those forecasts wdre too optimistic and I think if that had | :04:09. | :04:11.
been accepted one could havd planned accordingly, what is now a position | :04:12. | :04:14.
that we cannot keep running deficits for the foreseeable future. | :04:15. | :04:18.
Well they include a 2% saving on states pay | :04:19. | :04:24.
which will worry the unions, the elderly might be concerned | :04:25. | :04:29.
about delays in paying ?10 lillion into the long term care fund. | :04:30. | :04:32.
And accountants might questhon the extra dividends being t`ken | :04:33. | :04:38.
from states`owned Jersey Post and Jersey Telecom. | :04:39. | :04:41.
We don't usually get budgets in the summer and this one doesn't | :04:42. | :04:44.
However you expect the budget debate at the end | :04:45. | :04:52.
of September, just before the general election, to really question | :04:53. | :04:55.
the Treasury Minister on how he ll fill that budget black hole. | :04:56. | :05:04.
In other financial news, inflation has slowed slightly in the Channel | :05:05. | :05:06.
The new figures show prices are rising at 2.1% in Guernsey | :05:07. | :05:10.
A UK coroner says that problems with security systems didn't cause the | :05:11. | :05:22.
death of a schoolboy and injuries to another from Jersey, when they were | :05:23. | :05:25.
17`year`old Horatio Chapple was killed, while Patrick Flinddrs, | :05:26. | :05:29.
who was sharing a tent with him was left with scars on his face | :05:30. | :05:33.
The coroner heard the trip wire warning systel was | :05:34. | :05:35.
faulty, a rifle failed to fhre, and that leaders had decided not to | :05:36. | :05:38.
Women in Jersey will be enthtled to 18 weeks of maternity leave | :05:39. | :05:44.
Two weeks will be paid, the remainder is unpaid. | :05:45. | :05:50.
Fathers will also have the right to two weeks unpaid paternity leave | :05:51. | :05:55.
You're watching the BBC in the Channel Islands. | :05:56. | :05:57.
Later in Spotlight with Justin and Rebecca: | :05:58. | :06:00.
From Torquay to Tbilisi ` we follow 20 African Penguins making | :06:01. | :06:02.
It's been a busy few days for the states as yesterday they | :06:03. | :06:17.
voted to make it compulsory for under 14s to wear a cycle hdlmet. | :06:18. | :06:20.
Deputy Andrew Green was behind the law. | :06:21. | :06:22.
His son was seriously injurdd in an accident 24 years ago and hd says | :06:23. | :06:25.
Youngsters at this school are used to wearing helmets. | :06:26. | :06:31.
A year ago Le Rocquier made it school policy to wear ond. | :06:32. | :06:34.
I've got friends who don't wear helmets because they think ht's cool | :06:35. | :06:46.
but it can't be bothered to wear it. It's just stupid if you don't do | :06:47. | :06:47.
that. Now every child under 14 has to wear | :06:48. | :06:49.
one or they could be fined ?50. But there's worry it'll | :06:50. | :06:53.
be hard to enforce. The difference between a 14`year`old | :06:54. | :07:01.
and 15`year`old is hard for education people to know thd | :07:02. | :07:04.
difference. I hope this is step one of two or three were eventu`lly | :07:05. | :07:08.
everybody will realise that wearing helmets is the right thing to do. | :07:09. | :07:11.
Something the politician behind the law agrees with. | :07:12. | :07:13.
Deputy Andrew Green's son Chris suffered a serious brain injury | :07:14. | :07:15.
There is no doubt because the doctors have told us that, had he | :07:16. | :07:25.
been wearing a helmet, he would have got up and walked away. No parent | :07:26. | :07:32.
wants to face that, a lifethme disability. He had the highdst | :07:33. | :07:38.
internal pressure of a brain at the time of any survivor. He has made a | :07:39. | :07:47.
fairly good recovery but will never live independently. | :07:48. | :07:48.
The new law will come into force next year . | :07:49. | :07:51.
Deputy Green hopes it'll mean fewer parents have to | :07:52. | :07:53.
A woman from Guernsey has been handdd | :07:54. | :07:57.
a six`month probation order for admitting to wasting police time. | :07:58. | :08:00.
Children's entertainer Jennx Harding lied about her dog being hit | :08:01. | :08:03.
She claimed it was carried out by homophobes. | :08:04. | :08:08.
She also claimed her van and shed had been targeted. | :08:09. | :08:10.
Her dog has been re`homed by the GSPCA. | :08:11. | :08:15.
A Guernsey pre`school that was due to close this week because | :08:16. | :08:18.
of a lack of funding has bedn granted a lifeline. | :08:19. | :08:20.
The Daisy Chain Pre`School can continue to operate from September. | :08:21. | :08:25.
It will receive support from the Education and | :08:26. | :08:27.
But the school will move to La Houguette Primary School | :08:28. | :08:33.
Sir Tom Jones will be warming up somewhere in Jersey right now | :08:34. | :08:36.
in preparation for his performance at Legend in the Park tonight. | :08:37. | :08:39.
Thousands of people are expdcted at Howard Davis Park to see | :08:40. | :08:41.
Tomorrow sees Big Gig in thd Park where acts including pop band Lawson | :08:42. | :08:46.
Just before we go to the we`ther, there was | :08:47. | :08:57.
a spectacular thunderstorm `cross the Channel Islands last night. | :08:58. | :08:59.
This was the sky above Castle Cornet around 10:00pm | :09:00. | :09:04.
and there was some lightning high between Herm and Sark too. | :09:05. | :09:11.
David's here for our weekend forecast now. | :09:12. | :09:13.
David will we see more of that sort of thing? | :09:14. | :09:24.
Sadly yes. There is more around but I think for the most part, dxcept | :09:25. | :09:32.
for top Jones seeing the odd flash of lightning tonight, most daytime | :09:33. | :09:37.
events should get away with it. Tonight, because of the | :09:38. | :09:43.
thunderstorms and heavy showers the night be more tomorrow but hopefully | :09:44. | :09:46.
there will be some dry weather. It is misty around the coast tomorrow | :09:47. | :09:51.
with thunderstorms developing later in the day which could causd | :09:52. | :09:55.
problems for outside events. The Met office have issued a warning for | :09:56. | :10:03.
overnight tonight. It is difficult to see how many showers there will | :10:04. | :10:08.
be but they should be gone by morning and it is dry for the | :10:09. | :10:15.
festival. One or two showers might turn up in the evening. We have two | :10:16. | :10:25.
strokes of cloud approaching. There are more of the west coast of Spain | :10:26. | :10:29.
and Portugal which may well come towards us through the night. Some | :10:30. | :10:34.
showers and the odd rumble of thunder, then perhaps more widely in | :10:35. | :10:41.
the night. But by the middld of the day the activity moves away from us | :10:42. | :10:45.
so hopefully dry for most of the day. Sunday is a much better day. | :10:46. | :10:55.
The cloud structure shows where the showers have been in the last few | :10:56. | :11:00.
hours. Later tonight, the angrier colours appear. Overnight | :11:01. | :11:07.
temperatures are no more th`n 1 Celsius. Most showers will disappear | :11:08. | :11:13.
tomorrow. It could be rather cloudy and rewards of `` towards the end of | :11:14. | :11:20.
the day we could see temper`tures of 21 Celsius. Times of high w`ter are | :11:21. | :11:28.
here. It is the sheep racing weekdnd and | :11:29. | :11:46.
it looks like the weather whll be fine! The outlook is much brighter | :11:47. | :11:56.
as we move into next week. We won't see a heatwave. Temperatures do | :11:57. | :12:01.
claim up to 22 Celsius and we lose thunderstorms and get bright, dry | :12:02. | :12:03.
weather. Sunday, with Spurs leading from | :12:04. | :12:21.
Ipplepen Methodist Church. `` who's leaving from. `` tours. | :12:22. | :12:33.
Music festivals are big bushness these days | :12:34. | :12:34.
and are a much needed boost for the South West's tourism industry. | :12:35. | :12:37.
They've become hugely popul`r across the region, | :12:38. | :12:39.
attracting thousands of people and today sees the launch of a new one. | :12:40. | :12:42.
It's called Somersault and it's being held at Castle Hill | :12:43. | :12:44.
John Henderson is there for us tonight. | :12:45. | :13:01.
I am arguably the most square person at what's is a very special and very | :13:02. | :13:08.
cool gig in this part of thd world. Weird and wonderful. The newest | :13:09. | :13:15.
festival in the UK, in the liddle of North Devon, an irresistibld | :13:16. | :13:20.
attraction for the curious. It is a chance to sit in the sun and meet | :13:21. | :13:23.
people. Listen to good music. Eat some dodgy food. Music and luch | :13:24. | :13:30.
more, like the gorilla circts. Welcome to Somersault. I am not | :13:31. | :13:35.
going up there. I work the spotlight. `` for spotlight. It was | :13:36. | :13:44.
slightly scary. The festival runs for five days with acts likd Jack | :13:45. | :13:47.
Johnson and Ben Howard. It offers surfing lessons, paddle boarding and | :13:48. | :13:53.
for the less the chance to get in touch with their inner self. Maybe | :13:54. | :14:00.
under there he has got a br`, too. If it all gets a little too much, | :14:01. | :14:07.
how about a little wild swilming? If you're in those pence it is nasty | :14:08. | :14:15.
and messy but this is refreshing. It has clean water. It is bettdr than | :14:16. | :14:21.
Glastonbury. So, get to it, anyway you can. This is the man who has put | :14:22. | :14:27.
it all together. How many pdople are you expecting? Between | :14:28. | :14:37.
14,000`15,000. How money `` how much money does it bring to this part of | :14:38. | :14:42.
the world? Everybody shops hn local shops, the local hotels and | :14:43. | :14:51.
bed`and`breakfast places ard full, and so on. It is quite upper`class, | :14:52. | :14:57.
I have seen lots of 4x4 is hn the car park. The festival landscape is | :14:58. | :15:03.
like that now. Jack Johnson and Ben Howard have different audiences It | :15:04. | :15:12.
is pretty broad. I saw a spdcialised boutique baby`sitting. What is | :15:13. | :15:18.
boutique baby`sitting? You do not want your kids to be there when you | :15:19. | :15:21.
are out in front of the main stage. What happens? The children `re | :15:22. | :15:26.
looked after in a lovely tent while you are off looking at the festival. | :15:27. | :15:31.
How difficult is it put on like this? It is a challenge putting on a | :15:32. | :15:35.
festival. It is a big financial risk. You're sure whether it is | :15:36. | :15:40.
going to fit. But we have a strong identity, we had a strong idea, this | :15:41. | :15:46.
is a summer camp, people ard coming for five days or for one dax, they | :15:47. | :15:52.
are going to the beach, going to this `` going to Exmoor and rock | :15:53. | :15:55.
climbing, and making a holiday of it. And with it the back next year? | :15:56. | :16:01.
Yes, this is just the start. We want to grow, year`on`year, and head into | :16:02. | :16:07.
this beautiful location. `` bed into. I am going to go and jump in | :16:08. | :16:13.

John Ayres has been | :21:27. | :21:28.
following their 3,000`mile journey. They will be sent off on thdir | :21:29. | :21:37.
holidays to Georgia. For thd last 11 years, living coast has est`blished | :21:38. | :21:42.
a breeding programme for African penguins, and as a result 20 of | :21:43. | :21:47.
these birds are off on the journey of a lifetime, to Tbilisi zoo. It | :21:48. | :21:55.
has turned to living coast to help them set up a new colony. L`st year | :21:56. | :22:01.
during a conference it was decided that we met the standard so it was | :22:02. | :22:05.
possible to give us penguins, then the search started for a zoo that | :22:06. | :22:07.
could give us these animals. This became a zoo near Torquay, living | :22:08. | :22:15.
coast zoo in Great Britain. They have no enclosure. They werd | :22:16. | :22:18.
literally starting from scr`tch It has been a very long process. We | :22:19. | :22:24.
have advised them how to buhld the enclosure, and about the | :22:25. | :22:27.
requirements and needs of the penguins so that they have got | :22:28. | :22:30.
everything they need to be fit and healthy, even down to where they get | :22:31. | :22:34.
their food from, fish supplhers and things like that. The birds are | :22:35. | :22:41.
50`50 split of males and felales, but before they go, they have to be | :22:42. | :22:46.
checked over by the debt. `` Beiderbecke Barry. `` by thd debtor | :22:47. | :23:02.
Mary. `` vet. If they are fht to travel, they are prepared for their | :23:03. | :23:06.
journeys. They will be taken by road to Dover, then by ferry to Calais, | :23:07. | :23:11.
then on the road to Amsterd`m, from where they are flown to Tbilisi a | :23:12. | :23:16.
trip of almost 3000 miles. They arrive at their new home. Zoos | :23:17. | :23:21.
measure themselves on how successfully the animals take to | :23:22. | :23:25.
their new environment. Will the penguins like their new livhng | :23:26. | :23:29.
quarters in Georgia? Living coast did as much as it could to lake it | :23:30. | :23:33.
as much like their home in Torquay as possible although some of the | :23:34. | :23:39.
birds did not play ball. Shd's hiding in her house. We feed her | :23:40. | :23:42.
separately because she spends most of the day and her burrow. So that | :23:43. | :23:47.
she does not get hungry, we leave her serving food here. She hs not | :23:48. | :23:53.
very visible. We will leave a bit in the water that is close to her nest. | :23:54. | :23:59.
The new arrivals are proved popular in their new home. Penguins are | :24:00. | :24:04.
adaptable birds and are expdcted to thrive in the new climate. We have | :24:05. | :24:14.
at some spectacular displays from mother nature. Some wonderftl | :24:15. | :24:19.
pictures have been sent in. Sadly, it is a repeat performance xet again | :24:20. | :24:20.
tonight. We will see thunder and lightning | :24:21. | :24:28.
and some torrential downpours. We have a warning from the Met Office. | :24:29. | :24:35.
This is an amber weather warning. We have gone from yellow, the `mber. We | :24:36. | :24:40.
have a risk of some torrenthal downpours. And also some possible | :24:41. | :24:50.
flooding. Let's see your pictures of some of those lightning displays. | :24:51. | :25:02.
This was true cathedral. `` Truro. Everyone saw some fantastic shots of | :25:03. | :25:08.
lightning. Some of them going from cloud the club, some from around the | :25:09. | :25:16.
cloud. `` from the ground to the clouds. This front is moving | :25:17. | :25:23.
northwards, thunderstorms, loving north. I think also, some of the | :25:24. | :25:30.
showers will be quite intense as those systems get closer through the | :25:31. | :25:34.
night. They will pull up from the south. They will pull up wh`t more | :25:35. | :25:39.
cloud. Some of us had a reasonable day`to`day, but tomorrow, some more | :25:40. | :25:44.
showers will develop. Then ht will get quiet by Sunday. Sunday is | :25:45. | :25:49.
properly the better day to do anything outdoors. We have seen some | :25:50. | :25:53.
showers across the Channel Hslands. And some flashes of lightning. | :25:54. | :25:58.
Expect quite a change later tonight. The main focus of the activhty will | :25:59. | :26:02.
be between midnight and six in the morning. Sadly, the time whdn most | :26:03. | :26:06.
of us are fast asleep. We could see the odd flash of lightning `nd | :26:07. | :26:10.
rumble of thunder and, by the morning, some pools of water on the | :26:11. | :26:14.
roads, so some tricky driving conditions. Another warm night, at | :26:15. | :26:22.
around 17 Celsius. Tomorrow, it should get driver while, with a | :26:23. | :26:25.
glimpse of sunshine. Then that cloud will develop again `` dry for a | :26:26. | :26:33.
while. Again, these showers have the potential for some torrenti`l | :26:34. | :26:37.
downpours. Temperatures, down on what we have been used to, feeling | :26:38. | :26:43.
Monday, but still 22 Celsius. `` feeling Monday. `` muggy. | :26:44. | :26:55.
A change to the brighter, clearer conditions as we head into Sunday. | :26:56. | :27:20.
Sunday is a better day for `ll of us. Temperatures around 22 Celsius. | :27:21. | :27:26.
Next week, it gets warm agahn, but hopefully mainly drive. We will be | :27:27. | :27:31.
glad to see the back of somd of these thunderstorms. Have a good | :27:32. | :27:36.
evening and take care. That is the end of another week, thank xou for | :27:37. | :27:40.
your company and for those wonderful pictures of the storms. Keep them | :27:41. | :27:45.
coming if you get some tonight. That's all from us. Goodbye. | :27:46. | :27:48. |
