Good evening, welcome to BBC Channel Islands. | :00:00. | :00:12.
Tributes to a Jersey man murdered in Thailand | :00:13. | :00:18.
Also tonight, the politician in charge of Jersey's | :00:19. | :00:22.
finances faces losing his job over the latest budget. | :00:23. | :00:24.
And why this politician is becoming a street art icon in Guernsdy, | :00:25. | :00:27.
I think the joke has gone f`r enough and we do not want to see any more. | :00:28. | :00:46.
Hard`working, giving and adored ` that's how the family | :00:47. | :00:49.
of 24`year`old Jersey man David Miller, who was murdered | :00:50. | :00:53.
Tributes have been paid tonhght to the former Victoria College student | :00:54. | :00:58.
who was killed on the island of Koh Tao. | :00:59. | :01:01.
It comes as Thai Police reldase CCTV footage of their main suspect. | :01:02. | :01:05.
A young man with everything to look forward to. David Miller's family | :01:06. | :01:19.
paid tributes to him tonight, describing him as hard`workhng, | :01:20. | :01:23.
bright and conscientious, who will be sorely missed. He had bedn in | :01:24. | :01:29.
Thailand after finishing a six`week work basement in Australia, with | :01:30. | :01:31.
this mining company. But his body was found in the speech along with | :01:32. | :01:39.
23`year`old Hannah from Norwich He had been due to leave Thail`nd today | :01:40. | :01:44.
to start his final day at Ldeds University, who described hhm as an | :01:45. | :01:46.
excellent student with a promising career ahead. The police in Thailand | :01:47. | :01:52.
released this video footage showing David and Hannah's last momdnts Man | :01:53. | :01:57.
following behind is believed to be a migrant worker, and as their current | :01:58. | :02:02.
prime suspect. He was a forler student at Victoria College. | :02:03. | :02:05.
Today's the flags have been flying at half mast. Headmaster, Alan | :02:06. | :02:12.
Watkins, told the BBC that David was a confident, articulate member of | :02:13. | :02:15.
the college with a good circle of friends. He says he was a bright | :02:16. | :02:20.
young man and a talented artist with the potential to forge a worthwhile | :02:21. | :02:25.
and fruitful path in his life. Those are the sentiments that havd been | :02:26. | :02:29.
expressed today, how popular he was. In Thailand, the community has shown | :02:30. | :02:34.
an outpouring of grief. Loc`ls held a vigil at the spot they were | :02:35. | :02:40.
killed. In Jersey, the head of the Methodist church... Many of us do | :02:41. | :02:51.
not know David or the familx, but we can offer our prayers and thoughts, | :02:52. | :02:55.
and however me way want `` hn however we may want to word that. | :02:56. | :03:01.
The bodies have been returndd to Bangkok before being returndd to | :03:02. | :03:04.
their families. Well, police in Thailand sax | :03:05. | :03:06.
they're now focussing on thd The BBC's Jonathan Head is hn | :03:07. | :03:09.
Koh Tao and sent us this update It is not clear why the polhce have | :03:10. | :03:19.
focused on the Burnley 's community, they say that is the most lhkely | :03:20. | :03:22.
place they will find the suspect. We saw them lining up Bernie 's men to | :03:23. | :03:27.
question them. There are a lot of migrant workers here, as thdre are | :03:28. | :03:44.
all over Thailand. `` Burmese. We will have to see whether thhs is the | :03:45. | :03:48.
right line of enquiry. They have said they no longer believe that the | :03:49. | :03:51.
group of foreign tourist who were with them in the days beford they | :03:52. | :03:57.
died our suspects. They do not have any eyewitnesses to what happened, | :03:58. | :04:00.
as it took place on a secluded heart of the beach. They have two piece | :04:01. | :04:05.
together the last few days of those two young people. One of thdm had | :04:06. | :04:12.
been on the island for closd to three weeks. They need to phece | :04:13. | :04:16.
together who they had been with and examine the bodies properly. They | :04:17. | :04:21.
are in Bangkok, and we need some clear clues before we know where the | :04:22. | :04:23.
culprit lies. Jersey's treasury minister has | :04:24. | :04:28.
survived a vote of no confidence today, | :04:29. | :04:30.
ahead of next week?s budget debate, Deputy Geoff Southern's proposition | :04:31. | :04:32.
against Senator Philip Ozouf was defeated 37 votes to 7, | :04:33. | :04:35.
with five abstensions. Edward Sault was following | :04:36. | :04:37.
proceedings and joins me now. Ed, remind us | :04:38. | :04:40.
of the background to all of this. Some were unhappy about | :04:41. | :04:45.
the way Senator Ozouf worked out next year?s budget and said he's not | :04:46. | :04:47.
kept members fully informed about Deputy Geoff Southern, who brought | :04:48. | :04:50.
this motion today, claims the budget was not balanced fairly and that | :04:51. | :04:54.
Philip Ozouf panicked, moving money around "to make ends meet", and that | :04:55. | :04:57.
spending is out of control. I am concerned about the wax we have | :04:58. | :05:14.
been treated, and I believe that information has been not given to | :05:15. | :05:20.
members in order for them to make proper decisions, particularly | :05:21. | :05:22.
around to 2014 budget. The way the adjustments have been made hn 2 15, | :05:23. | :05:30.
where he was scrambling arotnd to pay for standard revenue, I believe | :05:31. | :05:32.
is not the way to proceed. But Senator Ozouf survived with | :05:33. | :05:37.
a big majority. How did he defend himself against | :05:38. | :05:39.
this proposition in the first place? Well, some states members s`id | :05:40. | :05:42.
today's vote of confidence was a waste of time | :05:43. | :05:44.
and was too close to an election. Senator Ozouf, though, | :05:45. | :05:47.
says he's bringing a budget focused on tax overhaul, spending ctts | :05:48. | :05:53.
and duty rises, but did say he was The corridors of the Council | :05:54. | :06:06.
ministers and what we do ard in the late stop we have to bring our | :06:07. | :06:11.
proposals before the assembly. I am not a single decision`makers. I have | :06:12. | :06:15.
to get the support of my Trdasury staff, worry about the fisc`l | :06:16. | :06:18.
policies, and then it is thhs assembly that makes ultimatd | :06:19. | :06:23.
decisions. But clearly therd have been some dark shadows cast upon my | :06:24. | :06:31.
integrity, which I found difficult. That is one challenge over, but | :06:32. | :06:34.
there is more challenge. The budget is due to be deb`ted | :06:35. | :06:38.
in the states next week, but the scrutiny panel that's examined | :06:39. | :06:44.
it have criticised financial forecasting, so the measures to stop | :06:45. | :06:46.
finances going into the red. They say | :06:47. | :06:49.
a more up`to`date financial forecast is needed before next week?s debate, | :06:50. | :06:51.
but that's looking unlikely. Ten people have | :06:52. | :06:58.
so far put themselves forward for the role of Senator at Jersey's | :06:59. | :07:00.
forthcoming election. They, and possibly others, | :07:01. | :07:03.
will be formally nominated `t There are eight seats avail`ble | :07:04. | :07:06.

A UK marine safety report h`s made several recommendations aftdr two | :08:03. | :08:05.
Jersey fishermen were rescudd from the Ecrehous last Novelber | :08:06. | :08:07.
The rescue in strong winds and heavy rain involved teals | :08:08. | :08:10.
from Jersey, France and the UK, and saw a search plane crash land | :08:11. | :08:13.
The marine report says the fishermen should have bden | :08:14. | :08:16.
wearing life jackets, the trip in bad weather wasn't planned properly | :08:17. | :08:19.
and Jersey Coastguard should have been told beforehand who was | :08:20. | :08:21.
A decision on the future of a derelict hotel has been del`yed | :08:22. | :08:48.
Plans have been submitted to transform the now derelict clifftop | :08:49. | :08:51.
site into a 5`star hotel. The original building was destroyed by | :08:52. | :08:53.
fires over the past decade. You're watching the BBC | :08:54. | :08:55.
in the Channel Islands. Later in Spotlight, | :08:56. | :08:57.
find out why horses from thd King's Troop Royal Horse Artillery | :08:58. | :08:59.
have been cooling off in thd sea. He's a familiar face | :09:00. | :09:02.
at any public event, and ond of Now John Gollop is popping tp even | :09:03. | :09:05.
more than usual, as his face has been spray`painted at | :09:06. | :09:09.
various points around the island. But is it street art, | :09:10. | :09:12.
or just grafitti? The question is whether this is | :09:13. | :09:17.
art or unnecessary vandalisl. We don't know who's actuallx | :09:18. | :09:31.
behind this. But the man himself says whhlst | :09:32. | :09:34.
it's flattering, it needs to stop. It is quite well done. I am sure | :09:35. | :09:49.
they did not have permission, and I would urge them to stop. I think the | :09:50. | :09:54.
joke has perhaps gone far enough at this stage and we do not want to see | :09:55. | :09:58.
any more, and maybe people should club together to find an effective | :09:59. | :10:00.
way of removing these. But for Deputy Gollop, | :10:01. | :10:03.
a plus is it shows there's I look younger than I do in real | :10:04. | :10:10.
life. What lovely weather for admhring | :10:11. | :10:28.
street art all over Guernsex. Will delete some continue? I think it | :10:29. | :10:34.
stays warm, but not necessarily drive. On both counts it is good | :10:35. | :10:37.
news because I'm sure the islanders could use some rain. Tomorrow will | :10:38. | :10:45.
be warm with sunny spells and a risk of showers. They would be most | :10:46. | :10:48.
likely at the end of the dax and overnight into Thursday. So most of | :10:49. | :10:54.
the day is drive, and it will feel comfortably warm again. It hs | :10:55. | :10:57.
unusual to see such high temperatures. There are somd changes | :10:58. | :11:03.
now because the big lump of cloud that has been across western Spain | :11:04. | :11:06.
and Portugal has made its w`y into France. It has generated showers, | :11:07. | :11:11.
and it is getting closer ovdr the next few days. This is the liddle of | :11:12. | :11:16.
the day on Wednesday. By Thtrsday it is beginning to dominate thd weather | :11:17. | :11:20.
right across us and the United Kingdom and France. So, somd changes | :11:21. | :11:26.
in the wind. Let us look at the detail because already some of the | :11:27. | :11:31.
showers associated with his low temperatures at in the corndr of | :11:32. | :11:38.
France. This is showers comhng through in the afternoon. It will | :11:39. | :11:43.
not get to us, but we will see some cloud associated with them. There | :11:44. | :11:49.
will be a fresh breeze by the morning, selecting temperattres | :11:50. | :11:52.
should not fall below 16. Tomorrow is not about `` a bad day, `nd | :11:53. | :12:02.
towards the end of the day there will be more cloud coming up from | :12:03. | :12:06.
the south, generating a few showers. 22`24 degrees, top temperattre, not | :12:07. | :12:12.
feeling quite as warm because of the breeze developing. There will be a | :12:13. | :12:19.
force five or six, with moddrate visibility. | :12:20. | :12:29.
If you are heading for the beach for the surfing, this earth has not been | :12:30. | :12:36.
very good over the past week or so, it will not be much more th`n one | :12:37. | :12:43.
foot or two feet. In Europe, plenty of showers over Spain and Portugal, | :12:44. | :12:50.
and cooler as well. Showers now developing over central and northern | :12:51. | :12:54.
France as we move through the day. It is changing slowly and gradually, | :12:55. | :12:59.
with more cloud around, turning showery as we head towards the | :13:00. | :13:04.
weekend. Have a good evening. | :13:05. | :13:11.
Are pictured is still emerghng. It is to save money, and the fhgures | :13:12. | :13:21.
have been done. We have spent 7 0 hours debating this. Find a that | :13:22. | :13:26.

of the most popular gardens in Devon where the fine weather has brought | :13:53. | :13:55.
out the visitors and the blooms Last month, we reported on ` Second | :13:56. | :14:01.
World War bunker used by soldiers Their aim was to cause maxilum | :14:02. | :14:04.
chaos if Britain was invaded. The report caused several pdople to | :14:05. | :14:10.
get in touch with Among them Suzanne Carter whose | :14:11. | :14:12.
father was in charge of a ntmber Spotlight's David George | :14:13. | :14:17.
has been to meet her. Suzanne and her husband shall be the | :14:18. | :14:40.
location of the bunker. She was nine when the war began, her dad was in | :14:41. | :14:46.
charge of four bunkers on the Lazard. There was a big slate which | :14:47. | :14:55.
the blacksmith had hinged so you could open it and get in. There was | :14:56. | :15:00.
a big drop. You had to climb down a ladder to get into it. It w`s also | :15:01. | :15:12.
to wooden shelving and beds. The bunker in these fields here has long | :15:13. | :15:16.
since disappeared. It collapsed under the weight of a code soon | :15:17. | :15:20.
after the end of the Second World War. The poor animal had to be shot | :15:21. | :15:26.
and the whole thing was filled in. Archaeologists have found 42 of the | :15:27. | :15:31.
secret sites in Cornwall alone. Like this one in Devon, they had supplies | :15:32. | :15:35.
for about three weeks. The `im was to cause maximum damage to slow down | :15:36. | :15:42.
the invading Germans. You wdre issued with commando knives, | :15:43. | :15:48.
pistols, Sten guns and Tommx guns in some cases. And of course, large | :15:49. | :15:55.
amounts of explosives. One night, somebody told them that there was a | :15:56. | :16:02.
show of mackerel that had come up the creek. The creek. They went with | :16:03. | :16:06.
a stick of dynamite and thrdw it in the water and stand all the fish and | :16:07. | :16:12.
drop them home and everybodx in the village had mackerel for supper | :16:13. | :16:22.
Quieter here today. Auxiliary units walk home guard uniforms as a | :16:23. | :16:30.
disguise, but they were highly try and `` trained and deadly. Her | :16:31. | :16:39.
father went back to farming the land he had defended. | :16:40. | :16:43.
There's a full night of football ahead | :16:44. | :16:49.
In League One, Yeovil Town go for their first home win of the season | :16:50. | :16:53.
Plymouth Argyle seek a return to form in League Two | :16:54. | :16:57.
when fourth`placed Wycombe Wanderers come to Home Park. | :16:58. | :17:13.
Exeter City, still without a win in the new | :17:14. | :17:18.
Now, on a day like today whdre better to come for a holidax | :17:19. | :17:21.
Well, the latest townies to hit the beaches of North Devon have | :17:22. | :17:25.
Yes, horses from the King's Troop Royal Horse Artillery | :17:26. | :17:29.
are having a break from lifd in London and stretching thdir legs | :17:30. | :17:32.
They've even been brave enotgh to take a dip in the sea and, | :17:33. | :17:37.
for some of them, it was the first time they'd seen the sea! | :17:38. | :17:40.
Spotlight's North Devon reporter, Andrea Ormsby, | :17:41. | :17:41.
This is what you would expect to see on a beautiful beach on a bdautiful | :17:42. | :17:49.
day. But the cameras were hdre for this ` the Kings Troop Royal Horse | :17:50. | :17:51.
Artillery on holidays. Amazhng, really amazing. We're on a day trip | :17:52. | :17:56.
here and never expected to see this. Normally, the Kings Troop is firing | :17:57. | :17:59.
the Royal salutes in Hyde P`rk on Royal anniversaries and state | :18:00. | :18:04.
occasions. Today, though, thme to chill. How did we organise this | :18:05. | :18:07.
weather? Pure luck, good fortune. It is absolutely perfect. It's | :18:08. | :18:09.
beautiful, I don't think we could have asked for a better week. | :18:10. | :18:14.
Especially the beach. It's beautiful, so long, perfect for what | :18:15. | :18:21.
we wanted. A good break for the horses and definitely from the | :18:22. | :18:23.
ceremonial stuff as well. I think it's a good one for everyond. The | :18:24. | :18:27.
horses live in London and so, for some, sand under foot is a new | :18:28. | :18:31.
experience. And so is the sda. It takes a bit of getting used to. | :18:32. | :18:38.
His eyes were on stalks, but his ears were pricked forward so he was | :18:39. | :18:41.
relatively keen about going in. He's quite a trusting horse so wd're very | :18:42. | :18:47.
happy to that he managed to get in and actually have a bit of ` play. | :18:48. | :18:53.
He wasn't too keen on the white surf, but we have managed to conquer | :18:54. | :18:57.
that fear. It's a first`timd, took very small steps. She would go in | :18:58. | :19:00.
and try to run out every tile the wave came close. But with a little | :19:01. | :19:05.
reassurance, she went in. Vdry proud of her. This is a holiday, but it is | :19:06. | :19:11.
about bonding as well. A rider needs to trust that the horse will go in | :19:12. | :19:15.
and not spin around and chuck him or her off. And also the horse needs to | :19:16. | :19:23.
trust the rider, to say I'm OK about going in. For holidaymakers and | :19:24. | :19:29.
locals, it was a real treat. It is nice to see the animals rel`xing | :19:30. | :19:35.
away from their normal dutids. Animals are like human beings, they | :19:36. | :19:41.
all need a break from time to time. Just for them to have a bit of fresh | :19:42. | :19:45.
air and sunshine. It must bd, their holiday must be too short I'm sure. | :19:46. | :19:51.
I took loads of photos, verx pleased with them. I will get them lounted | :19:52. | :19:57.
when I get home, put them up in my bedroom. When the ground beneath | :19:58. | :20:00.
your hooves shifts, it can be unsettling. Some got a little more | :20:01. | :20:05.
of the sea than they hoped for. But look at this, a dip in the sea | :20:06. | :20:09.
Well, at the end of their c`mp, it's traditional | :20:10. | :20:33.
for the Troop to hold a public open day to thank the local commtnity | :20:34. | :20:36.
So you're invited to meet them at Mount Edgcumbe Park in Cornwall | :20:37. | :20:40.
It's been a wonderfully mild September that many | :20:41. | :20:54.
of us are enjoying and the weather is proving a boon to visitors. | :20:55. | :20:57.
Here in the South West, our wonderful gardens are bdnefiting | :20:58. | :21:00.
too and many are reporting that this is the perfect time to see | :21:01. | :21:03.
Carole Madge is at one such place in South Devon. | :21:04. | :21:06.
If you look very carefully, you might catch a glimpse of thd | :21:07. | :21:17.
visitors! I am here in a secluded valley and the visitors havd been | :21:18. | :21:27.
out in force today. There is a very good reason for coating Gilbert and | :21:28. | :21:39.
Sullivan. The D'Oyly Carte company created this beautiful housd and | :21:40. | :21:43.
garden in Devon. There is one. And a few mord. And | :21:44. | :21:53.
over there, I think I spottdd a little maids from school. | :21:54. | :21:58.
They have come in their droves to see one of the country's favourite | :21:59. | :22:06.
gardens and thanks to the wonderful weather, it is at its very best We | :22:07. | :22:10.
have had a wonderful spell of weather. This is the real g`rden `` | :22:11. | :22:26.
rill garden. We have planted this area with colours, a mixturd of | :22:27. | :22:37.
colours. This house and garden is here because I glimpse was spotted | :22:38. | :22:42.
from a yacht by a theatrical impresario. This is a combination of | :22:43. | :22:51.
fantastic garden and the pull of the family story. The property was seen | :22:52. | :22:56.
from the sea for the first time and the couple decided they wanted to | :22:57. | :23:01.
build a house here. Is the house more popular or the garden? I think | :23:02. | :23:07.
it is something of both. Thd garden is a huge attraction here. Ht is a | :23:08. | :23:12.
stunning garden. But at the house is equally lovely, timeless eldgance. | :23:13. | :23:19.
It was named in a national newspaper this week as the third best garden | :23:20. | :23:23.
in the country and that really is something to sing about. | :23:24. | :23:38.
The sun is just setting now and I feel like retiring to the tdrrace | :23:39. | :23:44.
for a cocktail. And they do have cocktail and Kanepis parties in the | :23:45. | :23:51.
winter, in the salon. Next time I'm here, you might see me in mx flapper | :23:52. | :23:55.
outfit because everybody drdsses up for them. I have reserved thckets | :23:56. | :24:03.
for all of us. Simon, you are not allowed to sing your policelan's | :24:04. | :24:07.
song. You look really at home there. | :24:08. | :24:14.
I could live here, I tell you. We want to join UN cost howdver | :24:15. | :24:22.
Thank you. Time for the weather It has been fantastic weather. Is it | :24:23. | :24:24.
going to continue? A bit of a change. The warmth stays | :24:25. | :24:38.
with us, but it will gradually turn more and settled. More cloud around | :24:39. | :24:42.
and the threat of some showdrs. They will turn up tomorrow night or | :24:43. | :24:49.
Thursday. Quite a windy day across the south coast tomorrow. W`rm, but | :24:50. | :24:56.
not as warm as it was today. The area of low pressure which has been | :24:57. | :25:00.
over Spain and Portugal is now on the move. It is heading tow`rds us | :25:01. | :25:05.
and producing rain across p`rts of France. It is moving northw`rds | :25:06. | :25:09.
gradually overnight tonight and through the data model. There will | :25:10. | :25:13.
be some sunshine, quite hazx sunshine, then people start to see | :25:14. | :25:21.
the showers. `` we will start. But some of us will get some warm | :25:22. | :25:27.
sunshine. That cloud is beghnning to show across the far south`wdst | :25:28. | :25:33.
towards the Isles of Scilly. For the rest of us, that cloud will be | :25:34. | :25:38.
stubborn to move away. It whll break up as the easterly breeze increases. | :25:39. | :25:44.
Let's have a quick look at the picture begot for you today. | :25:45. | :25:55.
Temperatures have been 22 or 23 degrees today. That layer of cloud | :25:56. | :26:16.
will break up overnight tonhght More cloud in general arrivhng from | :26:17. | :26:20.
the south through the night. Medium and high level cloud. It should | :26:21. | :26:26.
remain try with the exception of the arrows of thinly. Thicker cloud | :26:27. | :26:34.
here. Not as cold as it has been, night`time temperatures of 04 | :26:35. | :26:39.
degrees. Tomorrow we have broken cloud and sunny spells. The risk of | :26:40. | :26:43.
a shower developing is really confined to the evening and most | :26:44. | :26:46.
likely across the far west of Cornwall. For many of us, the sun is | :26:47. | :26:56.
back out. And easterly wind... For the Isles of Scilly, windy with | :26:57. | :27:03.
showers throughout the day tomorrow. Those showers fading away through | :27:04. | :27:04.
the afternoon. Some quite blustery conditions. An | :27:05. | :27:32.
increasing risk of seeing showers as we head through the week. H`ve a | :27:33. | :27:36.
good evening. Thank you. That is it, we whll be | :27:37. | :27:40.
back at ten. Bye`bye. There's so much more to this story | :27:41. | :28:17.
than I thought. Wow. | :28:18. | :28:25. |
