Kind tight on BBC London News, caused improve cycling safety, the

:00:14.:00:18.

mayoral hopefuls get a rough ride at the last of the hustings. I did

:00:18.:00:22.

not feel that we had exciting announcements, but I saw that it

:00:22.:00:29.

really heated up and cycling can swing it at this election. I am

:00:29.:00:32.

live with the latest on the campaign, including Boris Johnson

:00:32.:00:36.

asked about talks he had with News International as the police were

:00:36.:00:40.

probing allegations of phone- hacking.

:00:40.:00:45.

We will be joined live by Labour candidate Ken Livingstone. Also

:00:45.:00:49.

tonight, on land, water and from the air, the Met and the military

:00:49.:00:53.

prepared to test their response to an attack on the Olympics. We have

:00:53.:00:56.

got to make sure that we have got a plan in place that can deal with

:00:56.:01:00.

the unlikely that very serious threat that might exist to the

:01:01.:01:05.

Olympic Park. And the Blue Door where Hugh Grant lived in the film

:01:05.:01:09.

Notting Hill, we take a look at the London locations made famous by

:01:09.:01:11.

Universal pictures as they celebrate their one hundredth

:01:11.:01:21.
:01:21.:01:25.

Good evening and welcome to the programme. After weeks of

:01:25.:01:29.

campaigning, the end is now in sight. In just three days' time,

:01:29.:01:33.

Londoners will go to the polls to decide who will take at the top job

:01:33.:01:36.

at City Hall, and today five candidates took part in the last of

:01:37.:01:40.

the hustings to debate cycling safety. It is an issue which

:01:40.:01:44.

promote Green candidate Jenny Jones to say that Transport for London

:01:44.:01:47.

should face charges of corporate manslaughter following the death of

:01:47.:01:51.

a cyclist in east London last year. TfL say they are working with the

:01:51.:01:54.

police to find out what happened. Transport correspondent Tom Edwards

:01:55.:01:59.

has more. He was the Cycling Tory mayor, but

:01:59.:02:04.

if you thought he was going to get an easy ride today, he was wrong.

:02:04.:02:08.

What is the mayor going to do to stand up for cyclists, to make sure

:02:08.:02:13.

that people who kill cyclists get the punishment they deserve?!

:02:13.:02:16.

Boris Johnson has overseen an increase in cycling, but they are

:02:17.:02:20.

now demanding safer streets and for dangerous junctions to be

:02:21.:02:24.

redesigned. We want to move away from the idea that cyclists are

:02:25.:02:30.

somehow morally superior. There are plenty of people who need to use a

:02:30.:02:37.

car. We need to educate them about cycling in London. If a cyclist

:02:37.:02:40.

cycles irresponsibly, he or she does not kill people. If somebody

:02:40.:02:45.

drives a lorry or car irresponsibly, they kill people. We will look at

:02:46.:02:49.

the junctions, we will put in completely physically separated

:02:49.:02:54.

routes where possible, and where it is not possible, I will use

:02:54.:03:01.

creative ideas to make cycling more safe. This is Pearl Roundabout. The

:03:01.:03:03.

mayor's cycling superhighway encourages riders through this busy

:03:03.:03:09.

junction. Two cyclists have died here. It has also emerged that TfL

:03:09.:03:12.

ignored a safety report that said the roundabout needed pedestrian

:03:12.:03:17.

crossings to slow traffic. The Labour and Green candidates want to

:03:18.:03:22.

know if the mayor's office overruled engineers, something that

:03:22.:03:28.

City Hall strenuously denies. agree with the action that Jenny

:03:28.:03:30.

has taken today in writing to the Metropolitan Police to ask them to

:03:30.:03:34.

investigate the mayor's office for corporate manslaughter. The Tory

:03:34.:03:41.

candidate does not accept that this policy has actually made any

:03:41.:03:44.

difference to cycling safety, whereas most people in this room

:03:44.:03:48.

would say it has made a difference, it has made it worse. Jokes about

:03:48.:03:53.

cycling did not go down too well. do not have wickets in brown legs

:03:54.:03:59.

or dreadlocks, I do not charge around in Lycra, I do not jump

:03:59.:04:04.

lights. I am frozen like a pillar, frozen like a pillar at lights.

:04:04.:04:09.

Debbie's husband Brian died after being hit by an HGV at the

:04:09.:04:13.

roundabout. We have been promised a lot of things, we have met

:04:13.:04:17.

ministers, we have met the mayor, and not a lot has happened. All of

:04:17.:04:21.

the candidates have now signed up to redesign dangerous junctions.

:04:21.:04:25.

But there are questions about funding and some scepticism.

:04:25.:04:28.

sense was that nobody was really committing money. Everyone was

:04:28.:04:33.

talking about money, but they were talking around it. It really heated

:04:33.:04:38.

up at the end and cycling could swing it at this election. The

:04:38.:04:41.

decider is not finalised yet. Cyclists believe they can get

:04:41.:04:46.

improvements from this election. Meanwhile, TfL says it is working

:04:46.:04:52.

with the Met in its investigation on the roundabout.

:04:52.:04:57.

The latest poll puts Boris Johnson narrowly ahead of his closest rival,

:04:57.:05:01.

Ken Livingstone, and we will hear from the Labour candidate shortly.

:05:01.:05:06.

First, Tim Donovan, what is the poll indicating? Well, this is the

:05:06.:05:11.

latest poll by YouGov, who have been tracking the mayoral race for

:05:11.:05:15.

months, and this is what it shows. It suggests that when first

:05:15.:05:21.

preferences are cast, Boris Johnson is three points ahead, 44-41. When

:05:21.:05:27.

second preferences are included, it suggests that goes to 52-48. When

:05:27.:05:31.

you very down into the raw data of this survey, it is very interesting,

:05:31.:05:35.

because it shows they are not many votes in it. Some people are saying

:05:35.:05:39.

it is neck-and-neck. They adjust the figures to have definitely

:05:39.:05:43.

supporters are going to back their candidate, and they find that seven

:05:43.:05:46.

out of 10 of Boris Johnson supporters will definitely vote for

:05:46.:05:51.

him. It is a little under six out of 10 of Labour supporters who will

:05:51.:05:58.

vote for Ken Livingstone. It is on this narrow margin that the outcome

:05:58.:06:03.

of this vote could turn, and it is all about mobilising core support.

:06:03.:06:09.

What is this about an outburst on the campaign trail today? Well,

:06:09.:06:13.

Boris Johnson was asked today about a story I was reporting on

:06:13.:06:18.

yesterday, about his efforts to secured sponsorship for News

:06:18.:06:21.

International when the Metropolitan Police were probing allegations of

:06:21.:06:27.

phone-hacking. This is what he said false well, you know, I do not know

:06:27.:06:31.

about discussions going on about that. What I can tell you is that I

:06:31.:06:37.

think it is right to work with the private sector, to get

:06:37.:06:40.

contributions that will be for the benefit of London. I am very proud

:06:40.:06:43.

that over the last four years we have got more than 100 million in

:06:43.:06:47.

sponsorship but I have raised for this city, 50 million for the bikes,

:06:47.:06:51.

you have got to get this on their come on, this is the most important

:06:51.:07:01.
:07:01.:07:01.

thing! Staff Donovan, BLEEP! interesting response from a

:07:01.:07:08.

politician. Yes, I think people will find this unusual on a

:07:08.:07:12.

campaign trail. It is not the first time he has used colourful language,

:07:12.:07:16.

of course. There was this row in a lift with Ken Livingstone a few

:07:16.:07:20.

weeks ago, but I think it does show how sensitively he regards this

:07:20.:07:27.

issue. Thank you, Tim Donovan. Well, in this final week of campaigning,

:07:27.:07:30.

we will be hearing from the candidates. Tomorrow we will be

:07:30.:07:34.

joined live By Boris Johnson, tonight it is the turn of Ken

:07:34.:07:39.

Livingstone. Here we are, that poll suggesting you are behind your Tory

:07:39.:07:43.

rival. Given that the Labour Party nationally is pulling way ahead of

:07:43.:07:46.

the Conservatives in London, isn't there something wrong with that

:07:46.:07:51.

equation? Could it be you? simple fact is that everybody

:07:51.:07:54.

thinks Boris Johnson is very funny and he has got great charisma and

:07:54.:07:58.

all that. The issue is to what extent we can focus on issues,

:07:58.:08:03.

because it is not about he tells the best jokes. It is about cutting

:08:03.:08:06.

fares and restoring police jobs. During the day job is more

:08:06.:08:10.

important than when you can be funny on a television sofa.

:08:10.:08:13.

polls suggest you are lagging behind your party. The last three

:08:13.:08:18.

times you have outperformed your party. Is there a danger that you

:08:18.:08:23.

personally could prevent a Labour mayoral to win? Literally, when

:08:24.:08:28.

Boris five years ago said he was going to stand, everyone said,

:08:28.:08:32.

ignore him he is an idiot. Look, this is the most formidable

:08:32.:08:35.

opponent we face. He has got this amazing ability to get away with

:08:36.:08:39.

murder. No other politician would get away with these things. We have

:08:39.:08:42.

discovered Rebekah Brooks and he were talking about his funding

:08:42.:08:46.

package for this corporation whilst they were being investigated by the

:08:46.:08:50.

police. Any other politician would be forced to resign. Boris laughs

:08:50.:08:56.

at all off and gets away with it. You have had your own problems, but

:08:56.:08:59.

let's talk about campaigning. You have campaigned hard on the issues

:08:59.:09:04.

of, as you have said, but doesn't it seem to boil down to the fact

:09:04.:09:09.

that people like and trust Boris Moore, as they like and trust you

:09:09.:09:15.

less. The simple and depressing fact for both of us is that neither

:09:15.:09:19.

-- most people do not like or trust either of us. On the key issues,

:09:19.:09:23.

asked which policy they really like, they like the idea of cutting fares,

:09:23.:09:27.

because this is the worst time for eight years. My job is to put money

:09:27.:09:31.

back in people's pockets. They will spend it in local shops and help

:09:31.:09:36.

the local economy. Your flagship policy of cutting fares by 7%, it

:09:36.:09:41.

is popular with Londoners. But yet you are not leading the race, and

:09:41.:09:45.

the same poll says that 41% of people do not think it will happen.

:09:45.:09:51.

It goes back to trust. If the BBC can resolve this, you can go back

:09:51.:09:56.

to your archives, get the film of me cutting by 30%. This is the

:09:56.:10:01.

smallest fares cut I have ever done. In the last term, fares increased

:10:01.:10:07.

by 23%. Over Boris's turn, they have increased by 28%. Once you

:10:07.:10:13.

allow for inflation... Overall fares. This is my report. TfL's own

:10:13.:10:18.

figures show that they were cap in real terms when I was mayor.

:10:18.:10:23.

Figures aside... It is not because aside... We could argue about

:10:23.:10:29.

figures... The fares did remain the same on the bus, but overall fares

:10:29.:10:37.

and a call last turn increased 23%. Under Boris, 28%. It was 1% above

:10:37.:10:41.

inflation. Is this part of the reason that 41% of people are not

:10:41.:10:45.

sure that you will actually implement your pledge? Is it

:10:45.:10:49.

because, in the past, you have increased them? Is it because they

:10:49.:10:53.

just do not believe what you say? We have had such a debilitating

:10:53.:10:57.

time for politics. There was the MPs' expenses scandal, all the

:10:57.:11:00.

promises made at the general election have been gone back on.

:11:00.:11:05.

Politics generally is a distrusted profession. But there are people in

:11:05.:11:10.

London who remember, you have enough to remember that I cut fares

:11:10.:11:14.

by 30%. We actually got more money in the cheaper fares than when they

:11:14.:11:19.

were higher. We have made no allowance for Ryder ship. We may be

:11:19.:11:22.

able to extend the fares freeze another year if many people come

:11:22.:11:28.

back at cheaper fares. We are at a time of national budget cuts with a

:11:28.:11:32.

Conservative-led government. What makes you think that you are better

:11:32.:11:36.

placed all would be better placed as a Labour mayor, rather than a

:11:36.:11:40.

Tory mayor, to get a better deal from the government? I got more

:11:40.:11:43.

money from Gordon Brown, who disliked the more than George

:11:43.:11:48.

Osborne does. Lighting people does not come into this. It is a

:11:48.:11:51.

question of whether you can put up a package, showing the Treasury

:11:51.:11:56.

will get back more in the long term. But you have to accept that Boris

:11:56.:11:58.

Johnson got 90 million from the government to increase police

:11:58.:12:05.

numbers. Once the cap closed, the government sent in more money. If

:12:05.:12:08.

you look at my campaign, we have not said we would get more money

:12:08.:12:13.

out of government. We found the money to restore the Education

:12:13.:12:16.

Maintenance Allowance. We are paying for the first cut by using

:12:17.:12:20.

the surplus. We are going to build hundreds of thousands of homes have

:12:20.:12:23.

the next 10 years by accessing pension funds. I'm not expecting

:12:23.:12:28.

the government to give me money. How are you going to pay for an

:12:28.:12:32.

increase in police numbers? The two main ways to raise revenue is

:12:32.:12:36.

through increasing fares, which you say you will cuts or freeze,

:12:36.:12:40.

council tax, which you say you will freeze, so when you have to go cap-

:12:40.:12:45.

in-hand to the government? No. To get the police numbers after the

:12:45.:12:49.

level they were, you need another 60 million. We have looked through

:12:49.:12:53.

the police budget and found that reducing overtime, if you have got

:12:53.:12:56.

more police, you don't need to spend so much on overtime, ending

:12:56.:13:00.

first class travel for police officers, getting rid of chauffeur-

:13:00.:13:05.

driven cars... You think that is enough to increase numbers?

:13:05.:13:08.

employed and economists to spend six months going over the budget.

:13:08.:13:12.

We will not get money out of government. We have got to find

:13:12.:13:16.

ways of using the existing mayoral budget more efficiently, cutting

:13:16.:13:19.

out the waste, bringing back police numbers and cutting fares. I have

:13:19.:13:25.

never believed, just by electing me, George Osborne will roll over if I

:13:25.:13:35.
:13:35.:13:42.

Coming up later in the programme: The commuter rail routes suffering

:13:42.:13:52.
:13:52.:13:53.

a big rise in delays because of To some of the rest of the day's

:13:53.:13:56.

news now, as detailed security plans for the Olympic games have

:13:56.:13:59.

been unveiled. The Ministry of Defence said that surface-to-air

:13:59.:14:03.

missiles could be deployed at six sites across London. On Wednesday,

:14:03.:14:08.

a major exercise begins testing a range of security measures.

:14:08.:14:12.

Olympics correspondent Adrian Warner has this report.

:14:12.:14:14.

Preparing for the worst case Olympic scenario, this is the

:14:14.:14:18.

military and police dealing with a simulated terrorist attack during

:14:18.:14:23.

the training exercise earlier this year, and this week London will see

:14:23.:14:28.

more intensive security testing. They are calling at Olympic

:14:28.:14:32.

guardian, Britain tried to show the world that it is ready to protect

:14:33.:14:37.

the games, and also hoping to deter terrorists. We have got to make

:14:37.:14:41.

sure that we have got a plan in place that can deal with the

:14:41.:14:45.

unlikely but very serious threat that might exist to the Olympic

:14:45.:14:49.

Park. The 9/11 threat that everybody knows about and also for

:14:50.:14:55.

the lower, slower type of target which may pop up closer to the

:14:55.:14:58.

Olympic Park which we would need to intervene with. But his wife on

:14:58.:15:02.

Wednesday there will be fighter jet training in the skies over London.

:15:02.:15:05.

-- that is why from Wednesday. This block of flats is one of six

:15:05.:15:09.

potential sites which could serve this -- host surface-to-air

:15:09.:15:14.

missiles. For Londoners, military seems much closer to home than

:15:14.:15:19.

usual. HMS Ocean will birth at Greenwich. The skies above the

:15:19.:15:22.

Olympic Park will be a no-fly zone this summer, and the last resort is

:15:22.:15:27.

forced night as in helicopters to shoot pilots on rogue planes. That

:15:27.:15:32.

will also be tested. These military exercises are all aimed at

:15:32.:15:35.

scenarios that organisers hope will not happen, but they will also be

:15:35.:15:38.

testing things this week that definitely will, like tens of

:15:38.:15:43.

thousands of people coming through this shopping centre on the way to

:15:43.:15:46.

the Olympic Park. This Saturday, there will be five different

:15:46.:15:51.

sporting events at the Olympic venues, 80,000 spectators will be

:15:51.:15:55.

at the Olympic Park, and that is in addition to the FA Cup final at

:15:55.:16:00.

Wembley. A very busy day for the capital. This weekend is a

:16:00.:16:03.

significant events for us in terms of the number of tests taking place,

:16:03.:16:07.

not just about routine policing across London and the big events,

:16:07.:16:11.

but also the LOCOG venue security operations with large numbers of

:16:11.:16:16.

people enjoying events in the park. London wants the world to remember

:16:16.:16:18.

the Olympics for the sporting moments. The military and police

:16:18.:16:22.

will take centre stage for now, but their hope is to blend into the

:16:22.:16:31.

Four men arrested in Luton last week have been charged with terror

:16:31.:16:35.

offences. The men were detained following raids at a number of

:16:35.:16:39.

addresses in the town. Guy Smith's been following the case.

:16:39.:16:46.

Guy, who are the men? All of the men are British citizens. Three of

:16:46.:16:51.

Pakistani origin. One from a Bangladeshi background. All of the

:16:51.:16:56.

men are from Luton. They had beards. Two had prayer caps. They were

:16:56.:17:03.

wearing tunics or track suits. We can see them arriving earlier ate

:17:03.:17:05.

Westminster Magistrates' Court. They stood in the dock for less

:17:05.:17:12.

than 20 minutes to give their names and ables. The youngest is Syed

:17:12.:17:19.

Hussain. Umar Arshad, 23, Mohammed Sharfaraz Ahmed, 24. And the eldest,

:17:19.:17:23.

Zahid Iqbal, who's 30. What are they charged with? It is alleged

:17:23.:17:27.

for more than a year, they were plotting to carry out terrorist

:17:27.:17:32.

attacks abroad to travel abroad. But also to carry out allegedly

:17:32.:17:36.

terrorist attacks, including one on the Luton Territorial Army centre.

:17:36.:17:42.

It is alleged they were organising physical training, buying survival

:17:42.:17:47.

equipment, discussing targets, firearms and explosives and

:17:47.:17:50.

allegedly fund-raising for terrorist attacks overseas. It is

:17:50.:17:56.

also alleged they all downloaded documents and files from a Jihadist

:17:56.:18:03.

website linked to Al-Qaeda in the Arabian peninsula. They will next

:18:03.:18:07.

appear at the Old Bailey on May 11th.

:18:07.:18:13.

There's been a big jump in the number of cable thefts affecting

:18:13.:18:20.

major commuter routes into the capital. New figures show a 33%

:18:20.:18:25.

increase, equivalent to one theft every three days. A change to the

:18:25.:18:30.

law is being called for. It frustrates commuters, the rail

:18:30.:18:35.

industry and police. A new Network Rail figures show the worsening

:18:35.:18:42.

impact of cable theft. In 2010-2011 there were 93 cable thefts along

:18:42.:18:45.

the main London commuter routes. In the last financial year, that's

:18:45.:18:52.

risen to 124. An inceesz of 33%. -- increase. That has a huge impact

:18:52.:18:58.

on delays, rising from 851 hours to over 1,000 hours in the last year.

:18:58.:19:01.

Passengers tell us through our research and complaints the impact

:19:02.:19:07.

on their day-to-day lives when these things happen is stressful.

:19:07.:19:11.

This costs Network Rail in the region off of 16 million across

:19:11.:19:16.

great Britain. That costs finds its way back to the passengers' pockets.

:19:16.:19:23.

Last year, we reveeld how easy it is a sell suspect metal to scrap

:19:23.:19:28.

dealers. They were happy to handle metal, no questions asked.

:19:28.:19:34.

The theft is being fuelled by the world's sky high price of scrap

:19:34.:19:38.

metal. Network Rail wants courts to be given greater pow tors tackle

:19:38.:19:43.

the problem. The Transport Select Committee agrees. Cash dealing

:19:43.:19:47.

should be reassessed. People dealing in cables should have to

:19:47.:19:54.

declare who they are. More powers force the -- for the police to act

:19:54.:19:58.

and pow tors close dealers down where necessary. And just a small

:19:58.:20:03.

increase in thefts can have a big impact on the rail network. Take

:20:03.:20:08.
