independent Scotland. That is all from the News at six, so | :00:00. | :00:00.
are. Tonight on BBC London News. The | :00:00. | :00:08.
Mayor explains why he wants the Met to have water cannon. If it can save | :00:09. | :00:17.
life. If it's something that the police believe is operation Ali | :00:18. | :00:20.
necessary, it's very difficult for us as policy makers to say, no. Some | :00:21. | :00:25.
say water cannon won't work in London and could inflame community | :00:26. | :00:33.
relations. Also tonight: There could be good news for 800,000 part`time | :00:34. | :00:37.
workers who use these to get into London. We go inside Broadmoor, the | :00:38. | :00:42.
country's most famous psychiatric hospital, as it prepares to move to | :00:43. | :00:49.
a new site. Plus. It's an interpretation of my face, not a | :00:50. | :01:00.
photographic portrayal of it. Sir Dere eck Jacobi on his latest role, | :01:01. | :01:09.
being sculpted in front of a live audience. `` Dereck. Good evening to | :01:10. | :01:16.
you. The Mayor's been spelling out why he thinks London's police force | :01:17. | :01:20.
should have water cannon. The Met wants to buy three, ready for the | :01:21. | :01:23.
summer, if the Home Secretary approves their use. Boris Johnson | :01:24. | :01:27.
told the London Assembly he thought water cannon would have had limited | :01:28. | :01:31.
use during the London riots, but that it was wrong to with hold auto | :01:32. | :01:35.
crowd`control tool from the police that could potentially save a life. | :01:36. | :01:44.
Could we soon be seeing this on the streets of London? Well, today, with | :01:45. | :01:49.
the consultation underway, it moved a step closer. One person who might | :01:50. | :01:58.
welcome such a thing is Duncan Mundell whose shop was burnt down in | :01:59. | :02:03.
the 2011 riots. I think water cannons are a pretty good idea. The | :02:04. | :02:08.
situation in Clapham Junction was, not only was there no water cannons, | :02:09. | :02:13.
to police at all. The police desserted the whole area for an hour | :02:14. | :02:17.
or two leaving the rioters to run wild. The Mayor left no doubt about | :02:18. | :02:21.
his feelings. If it can save life, if it is something that the police | :02:22. | :02:25.
believe is operation Ali necessary. I think it's very difficult for us, | :02:26. | :02:30.
as policy makers, to say, no, that is not a tool you should have at | :02:31. | :02:35.
your disposal. Compare that to his views in 2010. We don't have water | :02:36. | :02:40.
cannon. We don't have rubber bullets. Do you think we should? I | :02:41. | :02:45.
would be most unhappy to see us go that way. Was some unhappiness at | :02:46. | :02:51.
City Hall. Assembly members questioned the Mayor and the Met. | :02:52. | :02:57.
I'm not going to be stopped by a machine that moves at snail pace and | :02:58. | :03:02.
actually if used at full force is emptied within five minutes. This is | :03:03. | :03:08.
not the tool to catch breakaway ` This isn't the thin edge of the | :03:09. | :03:15.
wedge between crossing that line of policing by consent and policing by | :03:16. | :03:20.
fear. Today, Boris Johnson confirmed he wouldn't have wanted water cannon | :03:21. | :03:25.
used against student protests. Although a future Mayor will be | :03:26. | :03:30.
consulted on its use, he or she will not have the final decision. Like | :03:31. | :03:34.
with all contentious operations we speak to the Mayor. Take a view. If | :03:35. | :03:37.
he had a different view, I would want to listen to why it was. I will | :03:38. | :03:42.
have to make the final decision. The consultation will now continue for | :03:43. | :03:45.
four weeks and there will be a public meeting here at City Hall on | :03:46. | :03:52.
17th February. Then it will be down to the Home Secretary to decide | :03:53. | :03:56.
whether London gets up to three of these. Hundreds of thousands of | :03:57. | :04:04.
part`time workers could soon benefit from flexible travelcards which | :04:05. | :04:07.
would allow them to commute around the capital for less. After another | :04:08. | :04:11.
change of heart by the Mayor. The Victoria Graham has more details for | :04:12. | :04:15.
us. Victoria, we have heard of this before. The question is, will it | :04:16. | :04:21.
definitely happen? Possibly, just possibly. This should in theory | :04:22. | :04:26.
bemusic to the ears of 800,000 people who work part`time in London | :04:27. | :04:30.
who use travelcards to get there. If you work full`time at the moment you | :04:31. | :04:34.
have the benefit of buying a week travelcard at a discounted rate. | :04:35. | :04:38.
Boris Johnson wants to extend the benefits to part`time workers who | :04:39. | :04:43.
work say three day as week. We spoke to some part`time workers who say in | :04:44. | :04:48.
theory it's a good idea. People tend to go outside every day. I don't | :04:49. | :04:52.
think people tend to stay at home so much. It may or may not benefit. | :04:53. | :04:56.
Very good idea. They have to spend a lot of money coming up for four hour | :04:57. | :05:02.
working. Maybe half their wages go to their cards. I work part`time, | :05:03. | :05:08.
that be would amazing. Is There you go. Most people think it's a pretty | :05:09. | :05:14.
good idea. If you think it's a turn around, it is by Boris Johnson. Last | :05:15. | :05:18.
October, along with Transport for London, he said it wasn't the | :05:19. | :05:20.
sensible way forward. Fast forward just four months it could be really | :05:21. | :05:25.
good news for flexible workers. Many are here in Strafford tonight. This | :05:26. | :05:29.
was one of Boris Johnson's pre`election promises to get 20,000 | :05:30. | :05:32.
more people working part`time in London. There is a but though. | :05:33. | :05:37.
No`one has seen the financial detail, who will pay for this? There | :05:38. | :05:42.
is no business plan at the moment. As ever, the devil is in the detail. | :05:43. | :05:46.
Transport for London say they are fully behind this idea. The new | :05:47. | :05:51.
ticketing idea should be in place by January 2015. From a busy Strafford | :05:52. | :05:57.
station, Victoria, thank you. Coming up later in the programme: Darts | :05:58. | :06:03.
down at the bell. The Duchess of Cornwall scores well with the locals | :06:04. | :06:13.
in Essex. Boris Johnson has urged the Government to back European | :06:14. | :06:17.
parliament calls for improved lorry safety, in an effort to cut the | :06:18. | :06:22.
number of cyclist deaths. The Mayor said he was "deeply concerned" that | :06:23. | :06:26.
the Government plans to reject moves to enlarge windscreens and windows | :06:27. | :06:31.
to prevent blind spots. Here's our transport correspondent, Tom | :06:32. | :06:40.
Edwards. Three cyclists have died at Bow roundabout in collisions with | :06:41. | :06:45.
lorries. By law not HGVs have to have equipment that can improve | :06:46. | :06:49.
safety, like the latest mirrors and side guards. Construction vehicles | :06:50. | :06:55.
are exempt. This morning, we counted 100 lorries, 14 didn't have side | :06:56. | :07:01.
guards. In in the three cases of the cyclists who died here, the drivers | :07:02. | :07:05.
of the HGVs said they didn't see them. Now the Mayor wants tougher | :07:06. | :07:11.
legislation from Europe to reduce those blind spots, in particular cab | :07:12. | :07:17.
design. It's all glass. The windscreen is huge. Brussels a | :07:18. | :07:20.
delegation from London has been pushing to make these kind of cab | :07:21. | :07:26.
designs with better visibility mandatory. In k City Hall, they | :07:27. | :07:32.
wouldn't back changes. The Mayor of London is pressing hard. British | :07:33. | :07:36.
Government appears to be a lot less keen. They are saying they oppose | :07:37. | :07:40.
any requirement to make this cab mandatory. We are extremely | :07:41. | :07:44.
disappointed. The Mayor is extremely disappointed by that. I'm, you know, | :07:45. | :07:49.
faintly bemused by, it to be honest. In London yas year of the 16 cycling | :07:50. | :07:56.
deaths, nine involved HGVs, the UK Government say changes to European | :07:57. | :08:01.
regulations will just mean additional bureaucracy. Campaigners | :08:02. | :08:05.
though say it could save lives. We kind of accept the fact that, you | :08:06. | :08:09.
know, people will just say, oh, well the driver couldn't see them, shrug | :08:10. | :08:13.
their shoulders, walk away. No, that is not acceptable. These things are | :08:14. | :08:17.
preventible and avoidable and we should expect everybody to do what | :08:18. | :08:22.
they need to do. The amendments proposed will help emissions. We | :08:23. | :08:25.
have steep emissions targets to meet by 2050, it will help with that. The | :08:26. | :08:29.
lorries will be efficient for hauliers, they are happy. The | :08:30. | :08:33.
lorries can be safer to reduce the amount of deaths, particularly on | :08:34. | :08:37.
London's roads. Are many factors that contribute to cycling safety. | :08:38. | :08:42.
Many campaigners believe something agree gaited routes are the best | :08:43. | :08:46.
solution. The debate is now reaching beyond the capital `` segregated. | :08:47. | :08:52.
Police officers from the counter`terrorism unit have spent | :08:53. | :08:56.
three days searching a house in Stratford. A 36`year`old woman, who | :08:57. | :09:00.
was arrested on Sunday, remains in custody on suspicion of an offence | :09:01. | :09:07.
under the Anti`, Crime and Security Act. Two properties in Steatham were | :09:08. | :09:16.
also searched on Saturday. A 19`year`old man has been on bail | :09:17. | :09:22.
with no further action. It's housed some of the most iminfamous names in | :09:23. | :09:28.
British criminal history. Broadmoor Hospital is preparing to close tos | :09:29. | :09:32.
doors and move to a new purpose`built facility. The | :09:33. | :09:36.
Victorian building will be sold off and the money used to pay for new | :09:37. | :09:44.
hospital in to be completed in 2017. Ben Moore has been granted rare | :09:45. | :09:48.
access to the psychiatric hospital. Still a working ward it reflects the | :09:49. | :09:53.
Victorian attitude that patients here will were more like prisoners. | :09:54. | :09:58.
The wards are designed as a T. So there is a long, long corridor. The | :09:59. | :10:02.
corridor can be 75 yards long. At the end of that is a shorter | :10:03. | :10:06.
corridor. Very difficult for nurses working on the ward to monitor the | :10:07. | :10:10.
patients on the ward and ensure their safety and ensure the safety | :10:11. | :10:15.
of our staff. Patients here suffer severe pent mental illness. Some | :10:16. | :10:18.
have been responsible for the most notorious crimes in British history. | :10:19. | :10:23.
The Peter Sutcliffe, the Yorkshire Ripper who killed 13 women, has | :10:24. | :10:27.
called this home for 32 years. Gangster, Ronald Kray have also past | :10:28. | :10:33.
through the wards. Now Broadmoor is home to 196 patients, all men. This | :10:34. | :10:42.
is a typical patient's room. As you can see, it's small, it's secure, in | :10:43. | :10:48.
the past, has provided opportunity for patients to self harm. When you | :10:49. | :10:51.
consider that the average stay of a patient, in the hospital was six | :10:52. | :10:59.
years, it really isn't suitable. So the first sod of earth on the new | :11:00. | :11:04.
site has been cut. The state`of`the`art, high`security | :11:05. | :11:07.
institution, will stand in the shadow of the vast, Grade II listed | :11:08. | :11:12.
buildings that will now be sold off to help pay the ?242 million bill. | :11:13. | :11:20.
It's a variety of different things, housing, communal facilities for the | :11:21. | :11:24.
community. Possibly some flats. Something that the community will be | :11:25. | :11:27.
involved in, nursing home, that kind of thing. Are they going to sit well | :11:28. | :11:32.
next to Broadmoor Hospital? I think they will sit well. We need to break | :11:33. | :11:36.
down the stigma. Patients will move into the new hospital in 2017. At | :11:37. | :11:41.
least one thing will remain a constant, they will still be able to | :11:42. | :11:49.
enjoy this view. London's labour market is facing a "ticking time | :11:50. | :11:54.
bomb" because of proposed cuts to funding for 18`year`old students who | :11:55. | :11:57.
have taken an extra year to study. That's the claim from London | :11:58. | :12:01.
councils which warns that is proposed cuts discriminate against | :12:02. | :12:04.
students who drop out and change courses. Ministers maintain they're | :12:05. | :12:08.
creating a fairer system to help all students. Marc Ashdown has more. | :12:09. | :12:14.
These four college students are on vastly different courses, but have | :12:15. | :12:19.
one thing in common, they were all study A`levels at their old schools, | :12:20. | :12:23.
for various reasons dropped out. They gave me a second chance. I was | :12:24. | :12:27.
waitressing full`time. I thought that was it. Then the college really | :12:28. | :12:32.
has opened my eyes to a lot more. If you have to get it right first time, | :12:33. | :12:36.
no guarantee can you do that. You can't possibly know what you want to | :12:37. | :12:41.
do straightaway. In future, students in similar positions might not have | :12:42. | :12:45.
the choice. Colleges like here in barking say 17.5% cut in funding for | :12:46. | :12:53.
18`year`old learn mean second chances will be impossible to come | :12:54. | :12:57.
by. It's not been thought through. A reduction in public funding that is | :12:58. | :13:00.
targeting 18`year`olds. The majority of whom in London. These young | :13:01. | :13:04.
people are the people closest to the workplace. They are forensic science | :13:05. | :13:11.
technicians, master plumbers, electrical engineers. With the | :13:12. | :13:14.
skills that the London employers are calling out for. The Government says | :13:15. | :13:22.
the changes will affect less than a fifth of 16`18`year`old students and | :13:23. | :13:27.
amounts to an average reduction of 2% across all institutions. London | :13:28. | :13:32.
has some of the highest numbers of young people not in education, | :13:33. | :13:36.
employment or training, some say it threatens to create a ticking time | :13:37. | :13:42.
bomb. In London we have a dis disproportionate number of | :13:43. | :13:44.
18`year`olds from lower income backgrounds at college studying. | :13:45. | :13:48.
Anything that deters them from staying in education or funding | :13:49. | :13:52.
their education at 18 is bad news for London and for London's jobs. If | :13:53. | :13:56.
I hadn't come to this college, I probably would not have got very | :13:57. | :14:00.
good grades in my A`levels because I wasn't very motivated. Education | :14:01. | :14:07.
should 100% be free, everyone should be entitled to it. The changes come | :14:08. | :14:11.
into effect in September. Pressure is growing on the Government to have | :14:12. | :14:15.
a rethink. If not, a quarter of the students at this college alone face | :14:16. | :14:26.
an uncertain future. Still to come: It's an interpretation of my face, | :14:27. | :14:38.
not a photographic portrayal of it. Sir Dereck Jacobi on his latest | :14:39. | :14:44.
role, being sculpted in front of a live audience. | :14:45. | :14:55.
back in football now and two big Premier League games which could | :14:56. | :15:01.
affect the top of the table. Warren Nettleford is that White Hart Lane | :15:02. | :15:04.
where Tottenham take on Manchester City. | :15:05. | :15:11.
Already they have scored more than 100 gold this year so far and two of | :15:12. | :15:18.
their strikers have scored more than 20 goals. Last time Manchester City | :15:19. | :15:27.
beat Tottenham by 6`0. However, Tim Sherwood has changed things around | :15:28. | :15:31.
and out of six games he has won five. He won away at Manchester | :15:32. | :15:39.
United. He will be hoping that players like Emmanuel Adebayor your | :15:40. | :15:43.
will step up tonight and perform at their best and he hopes that will | :15:44. | :15:47.
lead to a greater sense of belief. Huge belief, to be able to walk away | :15:48. | :15:54.
tomorrow with three points, and the players would know that we can | :15:55. | :15:59.
compete. In their minds they think they can. It is one thing thinking | :16:00. | :16:03.
you can and going out there and doing it. Meanwhile a London derby | :16:04. | :16:09.
at Stamford Bridge which could also change things? | :16:10. | :16:14.
Chelsea take on West Ham and if Chelsea win this game, and if | :16:15. | :16:18.
Manchester City failed to beat Tottenham, Chelsea could find | :16:19. | :16:21.
themselves at the top of the league. If West Ham win, they will be out of | :16:22. | :16:30.
the relegation part of the table. The Jose Mourinho was saying it was | :16:31. | :16:35.
all about building for next season, but he did say he hoped West Ham did | :16:36. | :16:40.
not get relegated. They have got good players, they have got good | :16:41. | :16:45.
experience and being a London club, even being a rival, but being a | :16:46. | :16:51.
London club I hope they stay. The only thing standing in West Ham's | :16:52. | :16:57.
way is Jose Mourinho's formidable home record. He has never lost a | :16:58. | :17:02.
home Premier League match, so it is a big challenge for West Ham, but it | :17:03. | :17:06.
should be an interesting game at Stamford Bridge and also here at | :17:07. | :17:11.
White Hart Lane. It is not how you normally see them, | :17:12. | :17:15.
but the Prince of Wales and that that is of Cornwall saw a slice of | :17:16. | :17:21.
life in Essex. They enjoyed a pint in a pub, but also had a taste of | :17:22. | :17:26.
high culture with workers from the Royal Opera house. This report | :17:27. | :17:31.
contains flash photography. It is perhaps not the most glamorous of | :17:32. | :17:35.
settings, but in the shadow of the bridge bearing his mother's name, | :17:36. | :17:40.
Prince Charles came to see how the artistic men and women of the future | :17:41. | :17:47.
are learning their trade. High house production Park has been | :17:48. | :17:51.
open for four years and a couple met producers and directors who will be | :17:52. | :17:54.
building the stages and lighting the light in our theatres to come. | :17:55. | :17:59.
Anyone who trains here takes their skills into the wider area and it is | :18:00. | :18:06.
not just Essex. We are on the border of a world city. London is the | :18:07. | :18:10.
pre`eminent centre for the creative industries. They are only less than | :18:11. | :18:15.
half an hour from central London. The jewel in the crown is the set | :18:16. | :18:20.
building area for the Royal Opera house. Everyone was shipshape for | :18:21. | :18:25.
the Royal line`up, but things were more relaxed once the royal couple | :18:26. | :18:32.
had left. They are working to a song by Frank Zappa, nonetheless many | :18:33. | :18:39.
have learnt to love opera. You build it over a few months and you go and | :18:40. | :18:43.
see it. And once you get into it in the first 20 minutes and stay away, | :18:44. | :18:49.
you listen to the end of the production. Bthere is a lot of pride | :18:50. | :18:54.
seeing your work on stage and knowing it will go on tour around | :18:55. | :19:01.
the world. We are aware that because of digital broadcasting everything | :19:02. | :19:06.
needs to be perfect. After all that perfection it was time for a | :19:07. | :19:16.
breather. If you have got two ruse, we can have one of each. And onto | :19:17. | :19:22.
Purley for a pint. If that does not work, there is always darts! | :19:23. | :19:29.
Almost 15 million people attended shows in the West End last year | :19:30. | :19:34.
according to latest figures. The Society of London Theatre says | :19:35. | :19:39.
overall attendance were up by 4%. It is believed to be down to the launch | :19:40. | :19:48.
of several new musicals and plays. She has sculpted everyone from the | :19:49. | :19:53.
Queen to Dame Edna Everage. Now Frances Segelman has just finished | :19:54. | :19:56.
her latest commission in front of a live audience. Her subject was actor | :19:57. | :20:03.
Sir Derek Jacobi. Brenda Emmanus has been to meet the artist and the | :20:04. | :20:06.
sitter. A lump of clay is being transformed | :20:07. | :20:12.
into the distinctive face of actor Sir Derek Jacobi by artist Frances | :20:13. | :20:17.
Segelman. Twice a year the London sculptor creates work live in front | :20:18. | :20:21.
of an audience to raise money for charity, this time for Islington | :20:22. | :20:27.
arts factory. This must be a rather unique experience, even for you. | :20:28. | :20:32.
Totally unique and I have never been sculpted before, certainly not in | :20:33. | :20:37.
front of 200 people. I do not like having my photograph taken, but this | :20:38. | :20:42.
kind of is different because it is an interpretation of my face, not a | :20:43. | :20:49.
photographic portrayal. For two hours the stage and screen star | :20:50. | :20:54.
posed patiently while the audience watched and France's produced her | :20:55. | :20:59.
interpretation of her sitter. What I didn't realise at the beginning is | :21:00. | :21:05.
that eventually when it is waxed and bronzed, I get to take it home. So, | :21:06. | :21:13.
yes, it will be on some mantelpiece somewhere. Almost as good as winning | :21:14. | :21:23.
a BAFTA or an Oscar. Much better. Francis at her home on Tower Bridge | :21:24. | :21:27.
works on another famous face, entertainer Bradley Walsh. I am | :21:28. | :21:33.
self`taught and I learned through anatomy books and going to the V and | :21:34. | :21:37.
day and sitting there and studying all the muscles and every single | :21:38. | :21:41.
detail in these wonderful galleries, I studied them. The house is | :21:42. | :21:47.
littered with her creations from steel furniture to busts of the | :21:48. | :21:52.
famous, Dame Edna Everage, Linford Christie, the Duke of Edinburgh and | :21:53. | :21:59.
the Queen. She is the most amazing lady and I absolutely adored her. | :22:00. | :22:04.
After the third sitting I felt close to home. Although she keeps a | :22:05. | :22:07.
distance, she chatted all the way through the sitting. The next to be | :22:08. | :22:14.
putty in her hand is Mayor Boris Johnson. | :22:15. | :22:19.
That should be interesting. It is that time of the evening to get a | :22:20. | :22:23.
check on the weather. Has it stopped raining? | :22:24. | :22:28.
No. Is it ever going to stop? | :22:29. | :22:36.
It is pretty grim out there. This afternoon there were 200 millimetres | :22:37. | :22:46.
of rain through the whole of January. Around the London area it | :22:47. | :22:53.
should be more like 54 millimetres for the entire month. There has been | :22:54. | :22:57.
an exceptional rainfall throughout this month so far. It is not going | :22:58. | :23:04.
to let up and there will be figures throughout the week and there is | :23:05. | :23:10.
going to be higher numbers. More rain over the next 24 hours and | :23:11. | :23:15.
sometimes it will be heavy as well. At the moment some heavy bursts. It | :23:16. | :23:21.
is patchy in nature and we have got weather warnings in place for parts | :23:22. | :23:26.
of Kent and Sussex. There will be some lulls in the rain, but | :23:27. | :23:30.
generally there is a damp feel and we have still got that easterly | :23:31. | :23:34.
winds and temperatures will be falling as low as two or three | :23:35. | :23:39.
degrees, which means some of the rain might produce sleet in some | :23:40. | :23:44.
places. It will not settle, but it is something you might see as we go | :23:45. | :23:48.
through the evening and overnight. That rain is still with us tomorrow | :23:49. | :23:53.
and it will be pretty gloomy. The wind is coming in from an easterly | :23:54. | :23:58.
direction, so we maintain that fairly chilly field. The showers | :23:59. | :24:03.
will become fewer and further in between. Then it will start to dry | :24:04. | :24:09.
out through the first part of Friday, but it will not be for very | :24:10. | :24:16.
long. This sweeps through on Friday night and into Saturday. It | :24:17. | :24:20.
eventually dries off over the weekend, and there is more rain on | :24:21. | :24:25.
the way, so it is not looking very good. The main headlines: The Bank | :24:26. | :24:30.

That is it for now. Assad Ahmed will be back with the late news. Plenty | :25:10. | :25:13.
more on the website. Have a lovely evening. | :25:14. | :25:34.
