have been let down. The politicians don't answer your questions. They're | :01:04. | :01:08. | |
not giving us answers, so I think the majority of people just feel | :01:09. | :01:11. | |
that the money isn't spent the way it should be spent. We know it's | :01:12. | :01:15. | |
going to happen here so if they can do something in Holland, why not | :01:16. | :01:19. | |
here? We have money spent on things it doesn't need to be. Spend it | :01:20. | :01:24. | |

developed but undefended flood plains in England, with 21,000 | :02:01. | :02:04. | |
properties and 51,000 people at risk of flooding. It's a bold plan that | :02:05. | :02:09. | |
would see three new flood channels dog, each up to 60 metres wide and | :02:10. | :02:14. | |
stretching a total of more than ten miles. It wouldn't be complete until | :02:15. | :02:20. | |
2026. But there's a bigger hurdle. At the moment, the Environment | :02:21. | :02:22. | |
Agency doesn't have the money to pay for it. At the point the study was | :02:23. | :02:28. | |
stopped, it was agreed this was needed for this particular area of | :02:29. | :02:32. | |
London and investments were to be made towards that. Unfortunately, | :02:33. | :02:36. | |
investment in the project stopped about three years ago with reduced | :02:37. | :02:42. | |
funding across a number of projects in the Environment Agency. The | :02:43. | :02:48. | |
project would cost ?256 million but the government is only stumping up | :02:49. | :02:53. | |
?136 million. The Environment Agency needs to raise ?120 million. I'm | :02:54. | :02:59. | |
hopeful that this sort of event will have focused people's mind so that | :03:00. | :03:02. | |
potential partners, local authorities, landowners along the | :03:03. | :03:07. | |
river, will want to join with us and provide funding as well, so that | :03:08. | :03:11. | |
this project can go ahead because they'll see the economic benefits | :03:12. | :03:16. | |
for themselves. So while locals are hoping for government money to help | :03:17. | :03:19. | |
them, the Environment Agency is having to cast its net a little | :03:20. | :03:22. | |

are? Well, I think the short answer is probably no because the prime | :03:41. | :03:44. | |
minister's comments have been interpreted as concerning short`term | :03:45. | :03:48. | |
clear up operation, rather than any longer term projects. The Prime | :03:49. | :03:54. | |
Minister did chair a Cabinet committee and it was announced that | :03:55. | :03:57. | |
they would be a review of compensation for the victims of | :03:58. | :04:01. | |
flooding and a review of flood defences but, in terms of this | :04:02. | :04:04. | |
particular scheme for the lower Thames, the position we find | :04:05. | :04:09. | |
ourselves in is that another ?1 0 million is needed from local | :04:10. | :04:12. | |
authorities to make it a reality. And if, indeed, that money is | :04:13. | :04:17. | |
gathered, it won't be until 202 at this scheme will be finished. So in | :04:18. | :04:23. | |
the here and now, if you've been flooded, little consolation. We ve | :04:24. | :04:28. | |
been talking to the local GP here who has set up his surgery in this | :04:29. | :04:32. | |
pub because his practice down the road has been flooded. He told us he | :04:33. | :04:37. | |
has already treated people for the psychological impact of the | :04:38. | :04:42. | |
flooding. They've had their lifetimes are ruined, really, | :04:43. | :04:45. | |
because of the emotional upset. I've seen patients with flood stress | :04:46. | :04:50. | |
They are in a state of denial, shocked and anxiety. We're treating | :04:51. | :04:53. | |
them with medication and counselling. I understand their role | :04:54. | :04:58. | |
warnings for people in Surrey and Berkshire when it comes to flood | :04:59. | :05:04. | |
tonight. `` there are warnings. Public`health officials are | :05:05. | :05:07. | |
concerned about the water, particularly the bugs that may be in | :05:08. | :05:11. | |
there. The likes of E. Coli and salmonella, which can cause fever, | :05:12. | :05:15. | |
stomach pains and diarrhoea. They're worried that sewage might escape and | :05:16. | :05:20. | |
combine with animal waste. Another concern would be that the winter | :05:21. | :05:26. | |
