Humphrys asks the question - what's gone wrong with Wales? But now on

:00:00.3:59:59

BBC One, it's time Good evening.

:00:00.:00:17.

BBC London has learned that plans to build thousands of new homes in a

:00:18.:00:21.

flood`hit area of Berkshire are to be ruled out. The Royal Borough of

:00:22.:00:25.

Windsor and Maidenhead has now promised to put a stop to developing

:00:26.:00:28.

properties on the worst hit flood plains. But there are concerns that

:00:29.:00:32.

this could mean house building targets aren't met. Tarah Welsh

:00:33.:00:40.

reports. This current crisis has temporarily

:00:41.:00:46.

taken the spotlight of another, the need for more housing. But now it

:00:47.:00:49.

seems the floods will have a big impact on where new homes can be

:00:50.:00:53.

built. These campaigners say it should never be on a flood plain. We

:00:54.:00:58.

should not really build where the river wants to go naturally when it

:00:59.:01:03.

floods. We would not build in the river so why build where the river

:01:04.:01:10.

goes when it is overflowing? This site in Wraysbury is earmarked for

:01:11.:01:13.

development but like much of the village it is still waterlogged If

:01:14.:01:20.

the evidence of flooding clearly demonstrates that regardless of how

:01:21.:01:26.

you develop the site, you cannot deal with a flooding risk. We will

:01:27.:01:30.

happily go to the Inspectorate and say this site cannot be developed.

:01:31.:01:35.

That that leaves them with a problem. The Royal Borough of

:01:36.:01:39.

Maidenhead and Windsor says it needs to build 12,000 new homes in the

:01:40.:01:43.

next 15 years. But it is an area that is nearly all green belt and

:01:44.:01:50.

much of it is flood plain is. You can see why people are opposed to

:01:51.:01:54.

more building. But a lot of these homes are dry inside because they

:01:55.:01:59.

were built on a raised platform But there is another issue. It is

:02:00.:02:02.

thought developments would bring more concrete and more homes and

:02:03.:02:06.

that would increase the chance of flooding because the water would

:02:07.:02:10.

have nowhere to go. Katherine now lives in Wraysbury that says in her

:02:11.:02:17.

native Malaysia there was regular flooding but the homes were designed

:02:18.:02:21.

with flooding in mind. The floods would go four feet deep. We would

:02:22.:02:29.

live downstairs but we have cement floor. To prevent more scenes like

:02:30.:02:35.

this, the council is considering building on the green belt. The

:02:36.:02:39.

water may be subsiding but the demand for housing just keeps

:02:40.:02:42.

growing. So as we've heard, the Government's

:02:43.:02:44.

been meeting with the insurance industry to call on them to help

:02:45.:02:47.

residents and businesses affected by the floods more quickly. Alice

:02:48.:02:51.

Bhandhukravi is in Datchet for us tonight, where I imagine that's

:02:52.:03:02.

welcome news? Well, in a word, yes. That chip is one of the worst

:03:03.:03:08.

affected towns by the flooding. `` Datchet is one of the worst affected

:03:09.:03:12.

towns. Business owners will be relieved to hear that news. It is a

:03:13.:03:17.

complex picture for people who run businesses which have been affected

:03:18.:03:21.

by flooding. We can speak to the owner of this hotel. How badly has

:03:22.:03:29.

the flooding affected this hotel? It has been the loss of business. We

:03:30.:03:33.

have had to turn away a lot of business. Valentine's Day, wedding,

:03:34.:03:40.

banqueting, we have lost. It is not just last week but this week.

:03:41.:03:43.

Hopefully it is coming to an end but it is a big loss for us. Could this

:03:44.:03:49.

make the difference between staying afloat and going under? We are paid.

:03:50.:03:54.

I think a lot of small businesses will be affected even more so. It is

:03:55.:04:00.

important for us to get on our feet. Are you going to be able to claim

:04:01.:04:07.

against your insurance policy? We are starting the process tomorrow.

:04:08.:04:13.

For us, it is a question of it being quick and fast so we can get on with

:04:14.:04:18.

it rather than waiting so long. But hopefully business as usual here?

:04:19.:04:25.

Yes. Definitely a defiant tone here but a lot of uncertainty. Thank you.

:04:26.:04:29.

The future of Pentonville Prison has been put in doubt after a highly

:04:30.:04:33.

critical report. The Chief Inspector of Prisons found it was seriously

:04:34.:04:36.

overcrowded with staff shortages, and inmates left feeling unsafe Our

:04:37.:04:40.

special correspondent Kurt Barling has more.

:04:41.:04:52.

A prison built in 1854, conditions described as likely to embarrass the

:04:53.:04:57.

Victorians. Such is the state of the overcrowding and vermin infestation

:04:58.:05:01.

at Pentonville prison along the Caledonian Road. There will need to

:05:02.:05:05.

be a pot of gold at the end of this rainbow if the government is to

:05:06.:05:10.

recover a jail the chief inspector believes is currently not fit for

:05:11.:05:14.

purpose. We all want prisoners to come out of prison less likely to

:05:15.:05:19.

offend that they went in. The level of chaos and need in the prison the

:05:20.:05:24.

lack of staffing, the poor environment, made that really

:05:25.:05:29.

difficult to do. At Pentonville the report says there was a high

:05:30.:05:33.

incidence of drug use, chronic overcrowding, 12,000 inmates in a

:05:34.:05:41.

jail designed for 913, living with rats and cockroaches, an unusually

:05:42.:05:49.

high sickness and absent rates. This is a policy which is allowing more

:05:50.:05:53.

and more people to go into prison who do not need to be there. We have

:05:54.:06:00.

a suicide every three days. We will have a riot. There are serious

:06:01.:06:05.

problems in the prisons. The National offender management service

:06:06.:06:09.

told us that at the time of the inspection, the prison was

:06:10.:06:12.

transitioning to new staffing profiles and working arrangements

:06:13.:06:18.

which will provide a decent, stable and consistent regime for prisoners.

:06:19.:06:26.

Her Majesty's Inspector of prisons lays the gauntlet down to the

:06:27.:06:30.

government saying invest or shut up shop.

:06:31.:06:35.

That's it from me. So I'll wish you a very goodnight, and hand you over

:06:36.:06:37.

to Wendy for a look at the weather. Hello, good evening to you. Apart

:06:38.:06:49.

from the heavy showers today which you might have caught, we have a

:06:50.:06:54.

quiet spell of weather. It will be mostly dried, cloudy and calm and

:06:55.:06:59.

quite mild as well. This evening, we have had clear skies to begin with.

:07:00.:07:03.

The temperatures dropped quite quickly. The showers have moved

:07:04.:07:11.

away. It may be misty and murky by the start of tomorrow. There could

:07:12.:07:18.

be some drizzle first thing. It is gradually improving picture. It will

:07:19.:07:28.

feel quite pleasant tomorrow. It will turn more unsettled on Thursday

:07:29.:07:31.

with some rain around. Nothing too heavy. More international weather

:07:32.:07:34.

next. Good evening. Whilst today did bring

:07:35.:07:45.

some heavy showers, they moved through quite quickly. For much of

:07:46.:07:51.

tomorrow, it will stay dry if a bit cloudy and relatively mild. Patchy

:07:52.:07:56.

cloud at the moment. There will be some rain later in the day on

:07:57.:07:59.

Wednesday. Any rain through the night tonight will be patchy and

:08:00.:08:03.

light. We will see some occasional breaks in the cloud. Foremost, it is

:08:04.:08:08.

a touch cooler it was last

:08:09.:08:10.
