Good evening and welcome. The Mayor has been heavily criticised for | :00:13. | :00:18.
failing to spend more than ?100 million allocated for housing. City | :00:19. | :00:23.
Hall had committed nearly ?300 million to building affordable homes | :00:24. | :00:26.
over the past year but has spent little more than half of it. Critics | :00:27. | :00:31.
say Boris Johnson is neglecting the pressing need for housing in London. | :00:32. | :00:38.
But his office says its on target for a record number of new homes. | :00:39. | :00:41.
Here's our political correspondent Karl Mercer. Here it comes. Here's | :00:42. | :00:46.
the concrete squirter. Building the homes that Londoners need has long | :00:47. | :00:53.
been a priority for the Mayor. What can possibly go wrong? At an east | :00:54. | :00:56.
London development back in November the Mayor admitted the issue hadn't | :00:57. | :00:59.
been properly addressed by politicians in the past. We have | :01:00. | :01:02.
probably built about half, or perhaps less than half, of the homes | :01:03. | :01:05.
that London needs. And the problem is now a crisis. But these documents | :01:06. | :01:08.
suggest the problems may not have gone away and reveal City Hall | :01:09. | :01:12.
hasn't spent the money it planned to this year on finishing new homes. | :01:13. | :01:16.
Under the National Affordable Housing Programme, City Hall had a | :01:17. | :01:19.
budget of ?207.7 million for the year but it says it will spend 138 | :01:20. | :01:25.
million. An underspend of nearly ?70 million. It's a similar story for | :01:26. | :01:30.
the Affordable Homes Programme. Of the original budget of 76.1 million, | :01:31. | :01:33.
City Hall thinks it will spend just 25 million, a shortfall of ?51 | :01:34. | :01:40.
million. That makes a total under spend on these two programmes of | :01:41. | :01:47.
?120 million this year. The Mayor says delivering affordable housing | :01:48. | :01:49.
is the most important priority for London but when it comes to actual | :01:50. | :01:53.
delivery, his record is abysmal. It's no good the Mayor's office | :01:54. | :01:56.
saying oh, we will reprofile this and we'll do it in the future. The | :01:57. | :02:01.
Mayor's own targets with the housing crisis faced in London now, demands | :02:02. | :02:06.
urgent action. This year, City Hall says it expects to finish 7,086 | :02:07. | :02:10.
affordable homes for Londoners. That's the lowest level for the past | :02:11. | :02:14.
four years. I see this year as another example of the Mayor | :02:15. | :02:17.
striving to deliver more homes for Londoners. We've got the commitments | :02:18. | :02:23.
from developers to build homes. We're getting more commitments from | :02:24. | :02:27.
developers to build homes. We will pay them when they have built those | :02:28. | :02:32.
homes. Can you see why people would find it hard to say, we are striving | :02:33. | :02:36.
forward, it's been a good year, when the number of completed affordable | :02:37. | :02:39.
homes you built this year will be lower than for the last four years? | :02:40. | :02:44.
I can't... Over the two mayoral terms, the Mayor will deliver more | :02:45. | :02:48.
affordable homes in any point in the GLA's history. | :02:49. | :02:53.
It's a promise City Hall officials admit will be tough to meet. The | :02:54. | :02:59.
Mayor's office when confident they will get there. And say money not | :03:00. | :03:02.
spent this year will be spent in coming years. It's been a stressful | :03:03. | :03:09.
few weeks for people who live and work in the parts of Surrey and | :03:10. | :03:14.
Berkshire affected by the floods. But some are beginning to go back | :03:15. | :03:18.
into their properties. And for a number of firms, it's back to | :03:19. | :03:21.
business as usual. Nick Beake reports from Datchet. Datchet under | :03:22. | :03:32.
Thames ten days ago. Today a village that is still slowly drying out. At | :03:33. | :03:36.
Little Venice, it was a case of life imitating art. The family business | :03:37. | :03:41.
surrounded by water. But now, finally, they are ready to reopen. | :03:42. | :03:50.
The water, it came over and above skirting levels into the restaurant | :03:51. | :03:53.
and contaminated the fridges, so we had to wait for the health and | :03:54. | :03:56.
safety to give us the all clear. They came out early on Wednesday, so | :03:57. | :04:00.
we spent the last couple of days preparing everything which means | :04:01. | :04:03.
tonight we are back ready to rock 'n' roll and hopefully bring some | :04:04. | :04:09.
smiles back to the village. The extent of the damage occurred here, | :04:10. | :04:14.
on the floor. The repairs had been on hold here for the past two weeks. | :04:15. | :04:19.
Now, though, with a workshop open again, there's light at the end of | :04:20. | :04:22.
the tunnel. But the floods have cost them dear. We are doing between ten | :04:23. | :04:28.
and 12 cars a day, not a massive place, this. But if you average ?400 | :04:29. | :04:39.
car, something like that, you can imagine how much money we've lost. | :04:40. | :04:42.
Other businesses are also getting back on their feet. But some are | :04:43. | :04:45.
finding the damage done is much worse than they first thought. Over | :04:46. | :04:48.
the road, this beauty salon is welcoming customers again. But | :04:49. | :04:51.
there's more disruption ahead. We've got a lot of work to do. We are open | :04:52. | :04:55.
at the moment but the electrics are quite damaged underneath. | :04:56. | :05:08.
Eventually, next week we have to lift the floor board and doing the | :05:09. | :05:11.
electrics and the salon will have to close maybe for about a month or so. | :05:12. | :05:16.
Last month this place was deluged but today it's more of a trickle. | :05:17. | :05:20.
And despite all this, businesses are once again up and running. Well, our | :05:21. | :05:23.
reporter Sonja Jessup is in Datchet and joins us now. This is the | :05:24. | :05:28.
restaurant you saw there in the report. It is reopened to light | :05:29. | :05:32.
after being closed for ten days and there have been quite a few | :05:33. | :05:35.
customers who've come in the door this evening. One said to me he just | :05:36. | :05:39.
wanted to support a local business. Let's speak to the manager. Good | :05:40. | :05:44.
evening. You are pleased with how it's going this evening but it | :05:45. | :05:47.
couldn't have come at a worse time for you. Exactly, this evening we | :05:48. | :05:51.
can to be more pleased with the turnout we have had, support from | :05:52. | :05:57.
the locals. It's been fantastic. But it did come at a horrendous time. | :05:58. | :06:04.
It's Valentine's Day, so you lost a lot of trade. Are you ensured for | :06:05. | :06:10.
that? We were closed all over Valentines, we lost out on one of | :06:11. | :06:15.
the biggest nights of the year. As far as insurance is concerned, we | :06:16. | :06:19.
have cover in some aspects, we're hoping no to get in touch with | :06:20. | :06:22.
insurance companies to get support because we needed. The Environment | :06:23. | :06:28.
Agency says there are still 27 flood warnings in place across the | :06:29. | :06:33.
south`east and businesses here are hoping things will start to get | :06:34. | :06:37.
better. Sonia, thanks very much. Well that's all from me. Have a | :06:38. | :06:41.
lovely weekend. Now the weather with Sara. | :06:42. | :06:46.
The good news for flood affected areas is the next few days will be | :06:47. | :06:51.
largely dry. A weekend of two halves. Bright for tomorrow. It will | :06:52. | :06:57.
be dull on Sunday with some drizzle around, too. A beautiful start of | :06:58. | :07:01.
the weekend tomorrow. Quite chilly in the morning. The wind picks up, | :07:02. | :07:07.
plenty of sunshine, and staying dry tomorrow. Temperatures above where | :07:08. | :07:10.
they should be for the time of year. Tomorrow night, it won't be as cold | :07:11. | :07:14.
as this coming night. That's because we have got more cloud moving | :07:15. | :07:18.
towards us. The rain is quite patchy drizzle and it is with us on and off | :07:19. | :07:23.
through much of Sunday. By Sunday afternoon things start to get a bit | :07:24. | :07:26.
brighter. I will leave you with the Outlook. Tom Shuffle knacker has the | :07:27. | :07:29.
National forecast in National forecast in a few seconds. | :07:30. | :07:31.
Some rain around on Monday. If you remember, this time last | :07:32. | :07:42.
week, we had some very vicious weather costing the country, the | :07:43. | :07:48.
storm on Friday night. Much quieter this Friday night and a much quieter | :07:49. | :07:55.
week. Come the weekend, the Atlantic is still a little fierce. We will | :07:56. | :07:59.
have some wind and rain in the forecast, too, but not all of us. In | :08:00. | :08:04.
fact, for some of us, the weekend will be fairly decent so let's see | :08:05. | :08:09.
what happens. This is the recent satellite picture. We have a window | :08:10. | :08:12.
of reasonably good weather. The cloud and low-pressure is heading in | :08:13. | :08:17.
our direction and this area of low-pressure unfortunately will | :08:18. | :08:20.
upset the weather across western areas of the UK over the next 24 and | :08:21. | :08:27.
48 hours. Now it's relatively quiet. A bit of a breeze and quite breezy | :08:28. | :08:31.
in the North of Scotland. Some showers around the country but the | :08:32. | :08:34.
vast majority, dry | :08:35. | :08:35. |
