Good evening. Latest figures from Heathrow show the airport is

:00:17.:00:20.

operating at 98% capacity ` after record passenger numbers in 2013. It

:00:21.:00:23.

once again raises the question of where new runways should be built in

:00:24.:00:26.

the South East ` something the Government's Airports Commission is

:00:27.:00:30.

currently looking at. Chris Rogers is at Heathrow with more details.

:00:31.:00:40.

Today alone, 191,000 passengers would have passed through this

:00:41.:00:44.

airport. Heathrow Limited has long argued the need for a third runway

:00:45.:00:48.

to meet increasing demand, saying the facts speak for themselves. Like

:00:49.:00:53.

all recommendations, politicians remain undecided, certain sectors of

:00:54.:00:57.

the public disapprove. Finding a solution that will keep everyone

:00:58.:01:03.

happy is all but impossible. It's the third biggest airport in

:01:04.:01:07.

the world and it's getting busier. So many passengers now use Heathrow

:01:08.:01:13.

it's simply running out of space. 72 million people used Heathrow last

:01:14.:01:17.

year, that is two million more than the year before. There were 470,000

:01:18.:01:23.

flights, just 10,000 short of its maximum capacity. Demand for air

:01:24.:01:28.

travel increases year on year on year. People are moving an awful lot

:01:29.:01:39.

more than they used to, moving abroad. The demand for London

:01:40.:01:44.

Heathrow has gone through the roof. So, the demand for air travel is

:01:45.:01:50.

there. The question is where should extra capacity be built. The Chief

:01:51.:01:54.

Executive of Heathrow wants expansion. He says the airport is

:01:55.:01:58.

good for business. It will create more jobs and boost the economy.

:01:59.:02:02.

Campaigners say the figures simply don't add up and the cost to the

:02:03.:02:06.

quality of life in London is just too great. There may well be some

:02:07.:02:10.

economic gain if a third runway is built at Heathrow. But the

:02:11.:02:14.

environmental and social costs are far too high. 125,000 people live

:02:15.:02:28.

under the Heathrow flight paths. That alone we believe should rule

:02:29.:02:33.

out any further expansion. The Government's advisers on air

:02:34.:02:36.

strategy have shortlisted proposals for new runways at Heathrow and

:02:37.:02:40.

Gatwick. But they haven't ruled out plans for a completely new airport

:02:41.:02:52.

on the so`called Boris Island. Gatwick is not the right answer. The

:02:53.:02:59.

right place for it to go, from a social and economic point of view,

:03:00.:03:03.

will be to the eastern side of the capital. Building an airport there

:03:04.:03:07.

would have a huge impact on this internationally protected marshland.

:03:08.:03:11.

The idea that all of this would need to be destroyed, would need to be

:03:12.:03:15.

removed to make it safe to fly aircraft, let alone to build an

:03:16.:03:20.

airport on top of all of this, it would be environmental vandalism. If

:03:21.:03:25.

the marshland is built on, developers would have to relocate

:03:26.:03:31.

the birds. A decision on whether Boris Island would be a

:03:32.:03:34.

fully`fledged contender will be made in September. In the second half of

:03:35.:03:37.

next year, after the general election, the Airports Commission is

:03:38.:03:40.

due to issue its final recommendations on where a new

:03:41.:03:47.

runway should be built. It is perhaps no coincidence that that

:03:48.:03:51.

final recommendation from the Airports Commission comes a long

:03:52.:03:55.

time after next year's general election. Whoever wins it still

:03:56.:03:59.

faces one of the most contentious issues in London today ` which

:04:00.:04:03.

environment do you potentially destroy? Which community do you

:04:04.:04:08.

flatten to make way for more planes? STUDIO: Thank you.

:04:09.:04:12.

There's criticism tonight of a mental health unit in the capital

:04:13.:04:15.

after it emerged that more than 200 patients, including a convicted

:04:16.:04:21.

killer, absconded. Figures from a hospital trust revealed they went

:04:22.:04:23.

"absent without leave" from the medium`secure unit in Homerton over

:04:24.:04:27.

a 13`year period. Jean Mackenzie has the story.

:04:28.:04:32.

This man, Lerone Boye, was jailed for life for stabbing a 17`year`old

:04:33.:04:37.

boy to death at a party three years ago. He was sent here to the John

:04:38.:04:41.

Howard Centre in Homerton. But in October last year, he escaped and

:04:42.:04:45.

was on the run for more than three months before being caught. Now,

:04:46.:04:50.

figures obtained through a Freedom of Information Request so this case

:04:51.:04:55.

doesn't stand`alone. Over 13 years, 211 prisoners have gone absent

:04:56.:05:01.

without leave. Broken down, between 2001 and 2004, so over a three`year

:05:02.:05:07.

period, 48 patients absconded. In the five years between 2004 and

:05:08.:05:13.

2009, it was 68. In the last five years, 95 patients have gone absent

:05:14.:05:19.

without leave. A big part of the care is focussed on reintegrating

:05:20.:05:23.

them back into their communities, and that includes sending them on

:05:24.:05:26.

unaccompanied days out. If a prisoner is 30 minutes late back

:05:27.:05:30.

from one of these trips, they are recorded as an absconder. The Trust

:05:31.:05:34.

which runs this unit is keen to point out that not all these cases

:05:35.:05:37.

are of people who have chosen not to return. It says it is very careful

:05:38.:05:41.

about who is granted leave. The decision to release the patient out

:05:42.:05:46.

for the day is made after very careful consideration of risk

:05:47.:05:50.

assessment by the treating clinical teams. That is also discussed with

:05:51.:05:54.

the Ministry of Justice to make sure they agree to it and they grant the

:05:55.:05:58.

patient a number of leaves and we assess it carefully. But a leading

:05:59.:06:02.

mental health charity says it's concerned about the increasing

:06:03.:06:05.

pressure on mental health services and the impact that's having. This

:06:06.:06:09.

is the result of what has been happening over the years. The

:06:10.:06:14.

relentless closure of hospitals, the idea that people don't need to be in

:06:15.:06:19.

hospital. Some of that is right. The end result is that there are people

:06:20.:06:23.

who may not be able to live in the community or go out into the

:06:24.:06:27.

community unescorted quite as quickly as is being demanded. The

:06:28.:06:31.

concern is that these patients may not only be a risk to themselves,

:06:32.:06:37.

but also to others. That's all from me, so I'll wish you

:06:38.:06:41.

a very goodnight and hand you over to Wendy for a look at the weather.

:06:42.:06:45.

We have a mild and sometimes quite unsettled week ahead of us. There

:06:46.:06:53.

will be some decent weather. Today was a good example. We have some

:06:54.:06:57.

more rain to come tonight. A couple of hours of heavy stuff in the early

:06:58.:07:02.

hours of the morning. All of that meaning a mild night. If you wake up

:07:03.:07:06.

in the east tomorrow, you might still see a bit of cloud. Some

:07:07.:07:10.

showers dotted around elsewhere that could be a bit on the heavy side.

:07:11.:07:14.

Largely dry through the afternoon, with some sunshine, just the risk of

:07:15.:07:18.

a shower. A little bit on the breezy side, too. So mild again. Here is

:07:19.:07:24.

the outlook for you. A bit of a chilly start on Wednesday and there

:07:25.:07:30.

will be more rain overnight into Thursday.

:07:31.:07:31.

will be more rain overnight into Thursday.

:07:32.:07:35.

Good evening. We have a spell of wet and windy weather working across the

:07:36.:07:42.

British Isles. Today brought many of us some decent spells of sunshine

:07:43.:07:48.

and it brought us some decent temperatures. In fact, our warmest

:07:49.:07:53.

day of the year so far. At the moment,

:07:54.:07:55.
