Good evening. The family of Mark Duggan has been granted the right to | :00:12. | :00:16.
challenge the inquest verdict into his death. He was shot dead by | :00:17. | :00:20.
police in Tottenham in 2011, which sparked the London riots. In | :00:21. | :00:26.
January, a jury found he had been "lawfully killed". There is some | :00:27. | :00:30.
flash photography in this rdport from our home affairs correspondent, | :00:31. | :00:32.
Guy Smith. This was moments after the family | :00:33. | :00:35.
heard the jury's decision that the Met Police firearms officer had | :00:36. | :00:38.
acted lawfully, despite jurors at the inquest concluding that Mark | :00:39. | :00:41.
Duggan did not have a gun when he was shot dead. We are left with a | :00:42. | :00:50.
great injustice. Today, Mr Duggan's family won the right to challenge | :00:51. | :00:53.
the verdict because of alleged errors the coroner made when | :00:54. | :00:59.
directing the jury about thd law. A judge has ruled that there hs an | :01:00. | :01:03.
arguable case. In a statement, the family say: | :01:04. | :01:13.
It is something they have bden fighting for. We are not giving up. | :01:14. | :01:20.
No justice, no peace! Mark Duggan's death in Tottenham in August 20 1 | :01:21. | :01:23.
first led to riots on London's streets and then to other chties. | :01:24. | :01:29.
Police identified the 29`ye`r`old as a senior member of a violent gang, | :01:30. | :01:35.
Tottenham Mandem. Armed offhcers surrounded the minicab he w`s | :01:36. | :01:40.
travelling in and shot him. Two and a half years later, the majority of | :01:41. | :01:43.
the jury believe Mr Duggan had thrown a gun on a grass verge, | :01:44. | :01:48.
marked here in white. Many will remember the scenes outside court of | :01:49. | :01:51.
a senior police officer being heckled as he tried to expl`in the | :01:52. | :01:53.
Met's position. The killing of Mark Duggan was | :01:54. | :02:16.
controversial. Now an appeal against the inquest's conclusion will go | :02:17. | :02:18.
before some of the country's most senior judges. But it is not yet | :02:19. | :02:28.
known when that will be. Three men have been arrested on | :02:29. | :02:31.
suspicion of murder after the disappearance of a schoolbox 26 | :02:32. | :02:35.
years ago. 15`year`old Lee Boxell was last seen in south`west London | :02:36. | :02:42.
in 1988. Detectives now belheve he may have been targeted by a | :02:43. | :02:46.
paedophile ring. Behind this blue screen, thd hunt | :02:47. | :02:49.
for clues about Lee Boxell's disappearance. Police used radar | :02:50. | :02:53.
recruitment to find out if graves had been disturbed, but the | :02:54. | :02:58.
teenager's body was never found That was two years ago in the | :02:59. | :03:01.
graveyard of St Dunstan's Church in Cheam. Detectives discovered that he | :03:02. | :03:05.
used to attend an unofficial youth club there known as The Shed, and | :03:06. | :03:08.
they believe he might have been killed after witnessing child abuse. | :03:09. | :03:18.
Police in London say they are now extremely concerned for the safety | :03:19. | :03:20.
of a 15`year`old schoolboy, Lee Boxell. He went missing in September | :03:21. | :03:26.
1988. BBC Crimewatch reconstructed his last known movements on Sutton | :03:27. | :03:29.
high street, and when we interviewed his parents, they said they would | :03:30. | :03:32.
not move house, just in casd Lee came home. We have always hoped that | :03:33. | :03:39.
Lee is safe and well and alhve, but as the years have gone by, that hope | :03:40. | :03:45.
has dimmed. This morning, three men were arrested on suspicion of murder | :03:46. | :03:48.
and conspiracy to pervert the course of justice. A woman in her forties | :03:49. | :03:53.
was also taken into custody. They are being questioned at a police | :03:54. | :04:01.
station in central London. Drivers are to be refunded hundreds | :04:02. | :04:04.
of thousands of pounds by a London council after parking tickets were | :04:05. | :04:08.
illegally issued by cameras. Newham gave out tickets to nearly 4000 | :04:09. | :04:13.
people dating back to 2009. Campaigners believe there are number | :04:14. | :04:16.
of similar cameras used by the borough, which could see further | :04:17. | :04:24.
refunds of up to ?10 million. They have issued thousands of fines | :04:25. | :04:28.
and now Newham Council is to pay out thousands of pounds. This is a | :04:29. | :04:33.
victory for local businesses. One of those who will now receive ` refund | :04:34. | :04:38.
is this man. He has the letter to prove it. With so many deliveries, | :04:39. | :04:41.
his carpet business pays out around ?120 a week in parking fines. He is | :04:42. | :04:46.
asking for refunds on hundrdds of penalty notices. It is a stdalth | :04:47. | :04:52.
tax. They use every means possible to squeeze the life out of the local | :04:53. | :04:59.
businesses. The law is the law, and if they break the law, how can they | :05:00. | :05:04.
expect us to keep the law? The reason why Newham Council h`s fallen | :05:05. | :05:07.
foul of the rules is simple. Every camera has to be certified by the | :05:08. | :05:10.
vehicle certification agencx to ensure that the quality is good | :05:11. | :05:14.
enough to be used in court. During an internal audit, the council | :05:15. | :05:17.
discovered a dozen of their cameras were not. As a result, nearly 5 00 | :05:18. | :05:22.
people have been issued with parking tickets from these 12 camer`s since | :05:23. | :05:27.
2009. Unpaid tickets have already been cancelled and today thd council | :05:28. | :05:30.
confirmed that ?347,000 worth of paid fines will now be refunded The | :05:31. | :05:38.
council had refused to pay back the money, but today's U`turn is in part | :05:39. | :05:42.
thanks to this man. A familhar masked figure in the area, his | :05:43. | :05:45.
activist group has been fighting the council all the way. We havd now got | :05:46. | :05:50.
another internal investigathon going on as to another 66 cameras which we | :05:51. | :05:59.
dispute have proper certification. They might have been used in the | :06:00. | :06:02.
wrong way, and we could be looking at a further ?10 million. Ndwham | :06:03. | :06:08.
Council declined to be interviewed today, confirming instead that their | :06:09. | :06:12.
cameras are now all approved of The government is now looking at banning | :06:13. | :06:17.
parking CCTV altogether. As for those of us wanting a refund from | :06:18. | :06:21.
the parking cameras that pax out? Well, we have six weeks to `pply. | :06:22. | :06:28.
That's it from me. I will h`nd you over to Wendy for the weathdr. It | :06:29. | :06:39.
has certainly brightened up. It was a lovely day today. And we have some | :06:40. | :06:43.
straightforward conditions over the next few days. High`pressurd means | :06:44. | :06:48.
it will be mostly dry and fhnd. The beautiful blue skies we havd had to | :06:49. | :06:51.
date have translated to cle`r ones as we go through the night. There | :06:52. | :06:55.
has been a breeze blowing, but that has now started to ease off. Places | :06:56. | :07:01.
like Berkshire and Surrey m`y get a few mist and fog patches, even a | :07:02. | :07:06.
touch of frost in prone spots as temperatures fall. It will feel | :07:07. | :07:11.
similar to this morning, quhte any kissed up to the day. There will be | :07:12. | :07:15.
some sunshine, the wind will not be as strong `` quite a nippy start to | :07:16. | :07:22.
the day. Towards the end of the afternoon, we could have a light | :07:23. | :07:25.
shower, but but mostly it whll be dry. Maybe a bit of light r`in on | :07:26. | :07:30.
Friday. A quiet dry. Maybe a bit of light rain on | :07:31. | :07:34.
Friday. A quiet spell for us. Not so on the other side of the world. As | :07:35. | :07:39.
you have been hearing, there is not a great deal happening in the | :07:40. | :07:43.
weather over the UK over the next couple of days. | :07:44. | :07:47.
Meanwhile, we have been attacked thing -- tracking an active spring | :07:48. | :07:50.
storm in the US. There have been reports of flash flooding and | :07:51. | :07:56.
tornadoes. You can see a narrowband which is weakening and heading out | :07:57. | :08:02.
to the Atlantic. It is the Atlantic tonight that will pick | :08:03. | :08:04. |
