fallen. New figures show that nearly 50,000 fewer offences were reported | :01:10. | :01:12. | |
last year than in the previous 12 months. There were fewer burglaries, | :01:13. | :01:21. | |
robberies, and mobile phone tlefts. The Metropolitan `` mobile phone | :01:22. | :01:26. | |
thefts. The Metropolitan Police say they have a strategy against crime. | :01:27. | :01:32. | |
Critics say the figures are misleading and they've accused | :01:33. | :01:36. | |
Scotland Yard of massaging figures for certain types of crime. | :01:37. | :01:40. | |
These are been the #k458ence facing the Met. Robbery, burglary, violence | :01:41. | :01:46. | |
and even murder. And this has been part of the | :01:47. | :01:49. | |
answer, according to the Met. Three years of highly`visible police | :01:50. | :01:54. | |
operations across London, targeting speing civic problems. It seems to | :01:55. | :01:58. | |
be working. `` specific problems. Total crime is down. In the past | :01:59. | :02:02. | |
year, by more than 6%. Robberies have fallen by almost one`fifth. | :02:03. | :02:08. | |
Burglaries, by 8%. And other high`volume crime, motor vehicle | :02:09. | :02:13. | |
theft, by nearly 6%. If we look at gun crime, it's dropped by 17%. | :02:14. | :02:19. | |
Knife crime, also has decreased. Youth violence, which was such an | :02:20. | :02:24. | |
issue a few years ago s down by 4%. And if we look at the worse crime of | :02:25. | :02:29. | |
all, murder, then compared to other capital cities, London is relatively | :02:30. | :02:35. | |
safe. In particular, Ealing. Crime falling here by more than 14%. The | :02:36. | :02:40. | |
biggest drop in the capital. There are a lot of police around here. I | :02:41. | :02:45. | |
see a lot around. I'm safe here. I feel safe in Ealing. We do feel | :02:46. | :02:50. | |
safe. I think we have had more police on patrol about the place. | :02:51. | :02:55. | |
It's welcome that crime seems to be falling in London but the pattern | :02:56. | :02:58. | |
differs across each of the London Boroughs. The real issue for me is | :02:59. | :03:02. | |
how we are actually tackling crime and whether we are actually solving | :03:03. | :03:06. | |
crime in London. When you look at those figures, only one in six | :03:07. | :03:10. | |
crimes is solved in London. The bigger problem is trust in how the | :03:11. | :03:14. | |
police record crime. This officer has accused the Met of routinely | :03:15. | :03:18. | |
fiddling the figures, telling MPs in one borough, 300 burglaries | :03:19. | :03:22. | |
disappeared over a couple of weeks. Things would clearly be being | :03:23. | :03:26. | |
reported as burglaries. You then re`run the same report, there had | :03:27. | :03:30. | |
been a human intervention, ie a management intervention and they had | :03:31. | :03:34. | |
disappeared in a puff of smoke. Earlier this year the Met | :03:35. | :03:36. | |
Commissioner admitted he was concerned. I have accepted from the | :03:37. | :03:39. | |
start that in fact there are more things to do. This month a | :03:40. | :03:42. | |
parliamentary Select Committee report, titledIng caught Red Handed, | :03:43. | :03:51. | |
criticised the police for being less than honest. Ultimately inaccurate | :03:52. | :03:58. | |
figures gives an inaccurate figure of where crime is taking place. | :03:59. | :04:05. | |
Joining me now is Metropolitan police Assistant Commissioner, Simon | :04:06. | :04:08. | |
Byrne. Scotland Yard must have been a happy place to be today We are | :04:09. | :04:12. | |
pleased with what the figures show. At the end of the day, the amount of | :04:13. | :04:16. | |
people that haven't been victims is effectively the size of a small | :04:17. | :04:20. | |
town. Nearly 50,000 people haven't had the experience of having their | :04:21. | :04:23. | |
home burgled and being attacked in the street and so on and so forth. | :04:24. | :04:28. | |
It is important. But when we talk about crime figures we qualify it | :04:29. | :04:31. | |
that there is always more to do to make the capital safer. How | :04:32. | :04:35. | |
confident can Londoners be that the falling crime you point, to and I | :04:36. | :04:39. | |
don't know how to put it subtley so you will say it ` is the case. | :04:40. | :04:44. | |
That's the elephant in the room conversation at the moment. Can you | :04:45. | :04:47. | |
trust the figures? I encourage people to think about ` if I'm | :04:48. | :04:49. | |
running a business, this is the nearest thing to my bottom line I | :04:50. | :04:53. | |
can offer the public. I have to be confident what is reported is | :04:54. | :04:56. | |
accurate. There has been a lot of debate recently about that whole | :04:57. | :04:59. | |
issue. From the Met's point of view, we are one of the most regulated | :05:00. | :05:02. | |
police forces in the country. We have had an independent inspection | :05:03. | :05:08. | |
by a body called HMIC. The mayor's office have also looked at our crime | :05:09. | :05:14. | |
figures. We have detailed internal checks and balances. Let me bring | :05:15. | :05:19. | |
viewers up to date. If you run a business, you say you have to be | :05:20. | :05:23. | |
accurate. If you were running it, it would be out of business. Crime | :05:24. | :05:29. | |
figures have been stripped of approval because of questions about | :05:30. | :05:33. | |
be a radioscy. And your crime Commissioner said figures have been | :05:34. | :05:36. | |
fiddled and it is ongoing. MPs have said there is strong evidence that | :05:37. | :05:39. | |
the police under`record crime. That's really not good? It is not | :05:40. | :05:43. | |
reliable for you to come on and say crime is going down and for us to | :05:44. | :05:47. | |
say ` that's great, Sir. I think you have to accept these are damning | :05:48. | :05:51. | |
allegations from a broad church of opinion. Which the Commissioner | :05:52. | :05:56. | |
accepts. He does. Your clip showed he recognised we need to assure | :05:57. | :06:00. | |
ourselves that all we are doing is robust in terms of the checks and | :06:01. | :06:03. | |
balances my officers make every day to make sure, if you are saying your | :06:04. | :06:07. | |
home is burgled we record it accurately. If we cannot trust the | :06:08. | :06:10. | |
figures that the police give, how can we as Londoners, trust the | :06:11. | :06:14. | |
police? There are a few issues when you look at the to tal it why of | :06:15. | :06:18. | |
what we are talking B firstly, recorded crime is falling | :06:19. | :06:22. | |
dramatically in some instances. You can't make nearly 7,000 robberies | :06:23. | :06:27. | |
disappear. You can't make nearly 8,000 burglaries disappear. If you | :06:28. | :06:31. | |
took burglary as one example, even if you don't trust our figures, most | :06:32. | :06:34. | |
people have to report through their insurance company to get that next | :06:35. | :06:38. | |
bit, which is getting your property replaced. There are certain types of | :06:39. | :06:42. | |
crime you can be more confident or accurate. There are others, based on | :06:43. | :06:45. | |
personal experience, whether they are being assaulted or not, where | :06:46. | :06:49. | |
there can sometimes be room or error and where we know and are frustrated | :06:50. | :06:53. | |
that people don't report enough of it to us. We could talk about this | :06:54. | :06:57. | |
for a long time yet, but thank you for coming on. | :06:58. | :07:01. | |

the proposed closure of ticket offices with London Underground | :07:28. | :07:30. | |
saying their plans will radically improve customer service. Not | :07:31. | :07:35. | |
surprisingly, the RMT union strongly disagrees. | :07:36. | :07:40. | |
This dispute disrupted the Tube back in February. Now the same thing | :07:41. | :07:45. | |
could happen again. This afternoon, unions and transport bosses met to | :07:46. | :07:49. | |
try to avert another strike. This is about modernising the Tube. | :07:50. | :07:55. | |
This is about really providing increased benefits to our customers, | :07:56. | :07:59. | |
getting more face`to`face contact with our customers. Instead of | :08:00. | :08:02. | |
people being behind pieces of glass in ticket offices, we want our staff | :08:03. | :08:06. | |
out on frontline helping our customers. London Underground wants | :08:07. | :08:10. | |
to close all ticket offices and cut 950 jobs. In talks over the last | :08:11. | :08:16. | |
eight weeks, it claims it's made the changes for staff fairer. The RMT | :08:17. | :08:21. | |
union disputes that, though, and says cutting jobs will affect | :08:22. | :08:25. | |
safety. A strike is planned for next Monday, for two days and the | :08:26. | :08:30. | |
following week, for three. Today there has also been a change | :08:31. | :08:34. | |
of language from London Underground. In an open letter to Londoners, it | :08:35. | :08:41. | |
says, "Stations will become personalise #d, customer service | :08:42. | :08:45. | |
strss. We cannot stand by and force customers to pay for ticket offices | :08:46. | :08:52. | |
through their fares. What." What is interesting, is with the RMT | :08:53. | :08:56. | |
leadership up for grabs, are saying that election could play a part in | :08:57. | :09:00. | |
these negotiations. Do you think had it will have an impact, the RMT | :09:01. | :09:05. | |

A petition against a cut in funding at Kew Gardens has been signed by | :10:26. | :10:31. | |
almost ?70,000 people. The Government has told Kew it faces a | :10:32. | :10:36. | |
total cut of ?1.5 million which will lead to job losses and a possible | :10:37. | :10:40. | |
rise in ticket prices. Our reporter, Yvonne Hall is in Kew for us now. | :10:41. | :10:46. | |

may have to increase it. If we do, we will do it modestly and | :11:36. | :11:39. | |

slimming down drastically but thinking of new, clever, more | :13:36. | :13:39. | |
go`ahead ways to deliver frontline services. Labour councils have built | :13:40. | :13:45. | |
twice as many affordable housing as Conservative councils. Labour | :13:46. | :13:48. | |
councils are having free school means in school. They pay a living | :13:49. | :13:54. | |
wage. Labour councils are trying to protect police officers on the | :13:55. | :13:59. | |
street. Good examples in tough Financial Times. You won't waste | :14:00. | :14:02. | |
money in hard times and spend it on the priorities. We have kept | :14:03. | :14:06. | |
swimming pools and libraries oe. We have built affordable housing when | :14:07. | :14:11. | |
we are in power. Other councils have use used reductions of government | :14:12. | :14:15. | |
finances as an excuse for not doing what they should. Back in 2010, | :14:16. | :14:22. | |
Labour won the most seats with 876 council councillors, the | :14:23. | :14:27. | |
Conservatives 717. Liberal Democrats 246 and the Green 11. But UKIP have | :14:28. | :14:32. | |
made their mark since 2010, maybe as a result of several defests from | :14:33. | :14:36. | |
other parties which mean they had 19 councillors going into these | :14:37. | :14:39. | |
elections while the Greens had dropped to 2. We are looking to | :14:40. | :14:43. | |
protect public services, fight against the privatisation and | :14:44. | :14:47. | |
reverse it where we can and we are looking at the fact we knead a much | :14:48. | :14:51. | |
better environment on a local scale, air quality, air pollution has to be | :14:52. | :14:55. | |
tackled but also, we have to deal with climate change. All All three | :14:56. | :15:02. | |
parties are losing votes national by to the United Kingdom Independence | :15:03. | :15:04. | |
Party. We would like to kneel London, we will, in these elections | :15:05. | :15:09. | |
in May, pick up somewhere between 20 to 50 seats. London will also be | :15:10. | :15:12. | |
voting to elect members of the European Parliament. London elects | :15:13. | :15:16. | |
eight MEPs at the moment. Labour currently have two. The | :15:17. | :15:18. | |
Conservatives three and the Liberal Democrats, UKIP and the Greens one | :15:19. | :15:22. | |
