The Met Police's attempts to get more recruits. | :00:00. | :00:26.
Critics say the policy is unfair. The hit man who murdered a gang | :00:27. | :00:39.
leader. The businesses losing to to poor broadband. | :00:40. | :01:01.
craze from Japan coming to the capital. | :01:02. | :01:18.
Good evening and welcome to the programme. | :01:19. | :01:21.
Plans to make the Met more reflective of the city it serves | :01:22. | :01:24.
have today been outlined by the Mayor and the Police Commissioner. | :01:25. | :01:27.
For the first time in Scotland Yard's history, new | :01:28. | :01:29.
recruits will be hired excltsively from around the capital. | :01:30. | :01:42.
On parade this afternoon, tomorrow, they will be taking their fhrst | :01:43. | :01:46.
they will be taking their first steps on the capital 's strdets | :01:47. | :01:50.
They are the latest batch of new recruits, starting what will be | :01:51. | :01:54.
they hope, a long career with The Met. The Mayor of London promised to | :01:55. | :01:55.
keep numbers up to 32,000 but Met. The Mayor of London promised to | :01:56. | :02:00.
keep numbers up to 32,000 btt he has a problem, London has a population | :02:01. | :02:01.
a problem, London has a poptlation of more than 8 million, 40% of which | :02:02. | :02:06.
are from a black woman oratory ethnic background but The Met has | :02:07. | :02:10.
just 11%. Today he announced a new recruitment policy, and in `nyone | :02:11. | :02:16.
from outside of London from joining. Are you in danger of being | :02:17. | :02:18.
challenged by the courts? We Are you in danger of being | :02:19. | :02:19.
challenged by the courts? Wd will challenged by the courts? We will | :02:20. | :02:19.
see about that, we have dond a lot see about that, we have done a lot | :02:20. | :02:21.
of work with friends to makd see about that, we have dond a lot | :02:22. | :02:24.
of work with friends to make sure that it is OK and I think it will be | :02:25. | :02:30.
fine. It is for a couple of years to encourage Londoners, people from all | :02:31. | :02:33.
across the city, to think of themselves as potential polhce | :02:34. | :02:35.
themselves as potential police officers. Earlier this year The Met | :02:36. | :02:40.
Police Commissioner called for a temporary change in the law to allow | :02:41. | :02:43.
for positive discrimination, new wanted one recruit from an dthnic | :02:44. | :02:46.
minority to every white recruit, so minority to every white recruit so | :02:47. | :02:47.
finally does not have his way, this finally does not have his w`y, this | :02:48. | :02:53.
policy is halfway to achieving that. We want people from London to want | :02:54. | :02:56.
their children to join the Metropolitan Police, this is a | :02:57. | :02:59.
fantastic organisation, we police one of the world great citids. You | :03:00. | :03:02.
one of the world great cities. You are originally from Yorkshire, under | :03:03. | :03:03.
these rules you would not bd able to these rules you would not be able to | :03:04. | :03:08.
join. What we are saying is that if we have a narrow pall of skhlls | :03:09. | :03:09.
join. What we are saying is that if we have a narrow pall of skills, we | :03:10. | :03:10.
we have a narrow pall of skhlls we will still take people from if you | :03:11. | :03:13.
want to be a firearms officer, will still take people from if you | :03:14. | :03:14.
want to be a firearms officdr, a want to be a firearms officer, a | :03:15. | :03:17.
detective, a chief officer, then we are still prepared to take people | :03:18. | :03:21.
from elsewhere. The Met has a huge challenge, ever since it was branded | :03:22. | :03:23.
institutionally racist 15 years challenge, ever since it was branded | :03:24. | :03:26.
institutionally racist 15 ydars ago institutionally racist 15 years ago | :03:27. | :03:28.
it struggled to look like the people it serves and with London becoming | :03:29. | :03:31.
ever more diverse, the problem may only get worse. So the new policy | :03:32. | :03:37.
which starts next month means that only get worse. So the new policy | :03:38. | :03:37.
which starts next month means those living in the capital for at least | :03:38. | :03:40.
three of the last six years will be able to apply. It has the potential | :03:41. | :03:47.
to increase diversity, not just by way of colour, but by way of | :03:48. | :03:49.
thinking. That has got to be good thinking. That has got to be good | :03:50. | :03:54.
for the police and for our communities. Others are not so | :03:55. | :03:59.
convinced. I think it is a snub to the officers who work in Thd | :04:00. | :04:01.
convinced. I think it is a snub to the officers who work in The Met | :04:02. | :04:02.
convinced. I think it is a snub to the officers who work in Thd Met get | :04:03. | :04:03.
back into those communities, work hard at convincing them that this is | :04:04. | :04:07.
the job for them, that is the better way to go, rather than in force. | :04:08. | :04:12.
Restrictions. It is hoped the restrictions will mean a more | :04:13. | :04:16.
diverse workforce and in turn, boost confidence in policing, or at least | :04:17. | :04:18.
confidence in policing, or `t least that is what he thinks. | :04:19. | :04:22.
To discuss this I'm joined hn the studio by the chairman of the | :04:23. | :04:28.
monitoring group. And search in Haringey, and also by a forler | :04:29. | :04:30.
Haringey, and also by a former Metropolitan Police officer, and | :04:31. | :04:33.
Yorkshireman, who is in the Leeds studio. Good evening. Turning to you | :04:34. | :04:38.
first, this has already raised eyebrows. You welcome this love | :04:39. | :04:42.
first, this has already raised eyebrows. You welcome this move. It | :04:43. | :04:42.
eyebrows. You welcome this love It is a good initiative coming from The | :04:43. | :04:45.
Met, it is something I have been personally campaigning for, for | :04:46. | :04:50.
quite a number of years, to have the police, the Metropolitan Police | :04:51. | :04:54.
force reflect the community it serves. Since you will find that | :04:55. | :04:57.
black and Asian makes up ond third black and Asian makes up one third | :04:58. | :05:00.
of Londoners come of 8 millhon of Londoners come of 8 million | :05:01. | :05:01.
Londoners, I believe it is `bout Londoners, I believe it is `bout | :05:02. | :05:05.
time that the police force was reflecting that diverse comlunity | :05:06. | :05:06.
reflecting that diverse community which it serves. You served in as | :05:07. | :05:14.
Ken has said, it is trying to reflect the people it serves, but it | :05:15. | :05:19.
does also I suppose right of thousands of people who do not live | :05:20. | :05:22.
in London, what do you make of that. First of all, I should never | :05:23. | :05:25.
have been in the Metropolit`n have been in the Metropolitan | :05:26. | :05:30.
Police, I had ten fantastic years, I worked in diverse communitids in | :05:31. | :05:33.
Battersea, and got to know the community very well, it dis`ppoints | :05:34. | :05:35.
community very well, it disappoints me they are taking this verx narrow | :05:36. | :05:39.
view, within recruitment terms. Looking at just the recent | :05:40. | :05:44.
recruitment, the big questions are, 60% of the people that successfully | :05:45. | :05:50.
applied to join the Metropolitan Police, out of those 60%, 60% were | :05:51. | :05:56.
outside of London, and out of those 60%, 10% of them were people | :05:57. | :05:58.
outside of London, and out of those 60%, 10% of them were peopld from | :05:59. | :06:00.
60%, 10% of them were people from black and ethnic minority | :06:01. | :06:04.
backgrounds. I have spoken today to people from different backgrounds in | :06:05. | :06:07.
Manchester, Birmingham, in Liverpool. They would love to join | :06:08. | :06:13.
the Metropolitan Police, but now they are restricted. We are already | :06:14. | :06:17.
writing off hundreds of the very people that the Metropolitan Police | :06:18. | :06:18.
are looking to recruit. It hs a good are looking to recruit. It is a good | :06:19. | :06:23.
point, not only current serving officers who are doing a good job, | :06:24. | :06:27.
Mike would not have been in the force had these restrictions been in | :06:28. | :06:29.
place, shouldn't we be going for the best person for the job? I work | :06:30. | :06:35.
around stop and search, 1.2 million are done, we are all well aware of | :06:36. | :06:40.
the disproportionality levels, if you are black or from a | :06:41. | :06:44.
minority`owned unit you are disproportionately targeted. What my | :06:45. | :06:48.
thing is about this is what we are doing, we are giving inexperienced | :06:49. | :06:55.
police officers the most intrusive power to go and stop and search | :06:56. | :07:00.
people. And what has happened, if you have a background from outside | :07:01. | :07:04.
of the London area, you will find they are not really aware of the | :07:05. | :07:08.
sensitivities and the different cultures and the different needs and | :07:09. | :07:09.
experiences within the community. experiences within the community. | :07:10. | :07:13.
That is an interesting point, because as we heard the | :07:14. | :07:17.
commissioners say, this onlx applies to new recruits, and if this is the | :07:18. | :07:21.
only way to change the make up of the force, it has been crithcised, | :07:22. | :07:23.
the force, it has been criticised, time and time again, about his | :07:24. | :07:31.
relationship with black and ethnic communities. `` its relationship. | :07:32. | :07:34.
The Metropolitan Police havd moved The Metropolitan Police havd moved | :07:35. | :07:39.
forward very quickly. `` thd Metropolitan Police have moved | :07:40. | :07:41.
forward very quickly, we were talking about institutional racism | :07:42. | :07:45.
recently, when we did that, there was a 3% make up, now it is 11%. | :07:46. | :07:52.
Talking about stop and search, you simply cannot flick a switch and | :07:53. | :07:54.
suddenly get a lot of peopld wanting suddenly get a lot of people wanting | :07:55. | :07:57.
to join the police. The thing we need to do is get into those | :07:58. | :07:59.
communities and ask why thex are need to do is get into thosd | :08:00. | :08:02.
communities and ask why thex are not joining the police. I will tell you | :08:03. | :08:05.
for why, there is a number of key issues: Number one, coming from a | :08:06. | :08:08.
low income family, from a deprived low income family, from a deprived | :08:09. | :08:13.
background, how are you going to afford what is called the bobby tax? | :08:14. | :08:16.
Look at that, remove that. If afford what is called the bobby tax? | :08:17. | :08:18.
Look at that, remove that. If you join the police, the other thing, if | :08:19. | :08:22.
you join the police from a difficult community, where are you gohng to | :08:23. | :08:23.
live? You cannot live in that community, where are you going to | :08:24. | :08:26.
live? You cannot live in th`t very live? You cannot live in th`t very | :08:27. | :08:27.
community that you are going to police. Thank you. | :08:28. | :08:37.
It is an interesting topic `nd one we will discuss further. | :08:38. | :08:44.
We would like to hear from you on this, do you support efforts to | :08:45. | :08:50.
recruit people who reflect the ethnic diversity of London? Perhaps | :08:51. | :08:54.
you would like to work for the Metropolitan Police but you cannot | :08:55. | :08:56.
afford to live in the capit`l, an afford to live in the capital, an | :08:57. | :08:57.
issue raised by Mike. Coming up: On the up in Farnborough, | :08:58. | :09:09.
firms in the south`east gear up for a ?1 billion investment in defence. | :09:10. | :09:26.
A hit man has been jailed for at least 38 years after murdering a | :09:27. | :09:33.
gang leader and shooting his accomplice. Jamie Marsh`Smith was | :09:34. | :09:36.
hired to kill the leader of the Tottenham Turks by a arrival gang. | :09:37. | :09:40.
On a night out in a bar, and looking relaxed, but just 24 hours earlier, | :09:41. | :09:44.
relaxed, but just 24 hours darlier, Jamie Marsh`Smith had been hired to | :09:45. | :09:48.
carry out a brutal murder. His victim, the boss of the Tottenham | :09:49. | :09:50.

way back to his home in Southgate, it was early evening, as he went | :09:59. | :10:01.
through this entrance into his block of flats, Jamie Marsh`Smith who was | :10:02. | :10:05.
waiting nearby fired seven shots, three of which hit the man in the | :10:06. | :10:09.
three of which hit the man hn the back and killed him. The gunmen then | :10:10. | :10:12.
walked to his getaway car, driven by this man, just a few weeks later, he | :10:13. | :10:20.
shot him in a part in south London because he knew the truth. His | :10:21. | :10:23.
accomplished survived the attack and today they were both sentenced to | :10:24. | :10:25.
life in prison. He was a member of a life in prison. He was a melber of a | :10:26. | :10:28.

killer had been hired by rivals, known as the Hackney Turks. The | :10:33. | :10:37.
conflict between Turkish gangs in north London has resulted in 26 acts | :10:38. | :10:41.
of serious violence in the capital over the last five years. Today the | :10:42. | :10:47.
judge referred to it as a medieval turf war. We are waiting a direct | :10:48. | :10:54.
appeal to those who may know about the death of this man, and who hold | :10:55. | :11:00.
the information, who ordered the contract on him? To make thd call to | :11:01. | :11:02.

Why exactly have they started this search now? | :14:24. | :14:28.
Came one year ago, last Julx, they spent the last 12 months trying to | :14:29. | :14:36.

It's a craze which first st`rted in Japan, where it's huge, and is now | :21:41. | :21:43.
Cosplay, as it's known, involves dressing up | :21:44. | :21:48.
as a superhero or science fhction character and meeting up with others | :21:49. | :21:51.
Last weekend saw one of the largest events in London. | :21:52. | :22:03.
They are not characters from a new sci`fi film, | :22:04. | :22:09.
but Londoners swept up in a craze that's growing across the capital. | :22:10. | :22:12.
I live in Crayford and I work for the railway. | :22:13. | :22:15.
My name is Gina and I do graphic design. | :22:16. | :22:22.

Dressed as their favourite heroes from comics, animations | :22:28. | :22:29.
and computer games they are fans of Cosplay, a form of popular | :22:30. | :22:33.
Short for costume and play, those involved take it very seriotsly | :22:34. | :22:41.
Even adopting their character's personality. | :22:42. | :22:44.
This meet`up in East London is one of the Cosplay | :22:45. | :22:47.

At the weekend she becomes a Japanese anime character. | :23:02. | :23:06.
People do it, the main reason for fun, because they want to show | :23:07. | :23:10.
Those who make their own costume want to test their skills | :23:11. | :23:18.
Today I am going to a big Cosplay meet in Finsbury Park. | :23:19. | :23:27.
Cosplayers from all over London are going to be therd. | :23:28. | :23:30.

get a few odd looks but people wear weird things in London anyway. | :23:37. | :23:45.
