On Newsnight, a personal tribute to Robin Williams.

Good evening and welcome to the programme with

me, Alice Bhandhukravi. The mother

of a man found burned to death has accused the police of a cover up

because he was a police informant. Kester David's body was found under

a railway arch in Palmers Green in 2010.

Scotland Yard say they are still investigating.

It's now emerged that a report by the police watchdog is demanding

the Commissioner, Sir Bernard Hogan`Howe,

apologise to Kester David's family for the way Scotland Yard handled

the original investigation. Alex Bushill has this

exclusive report. Kester David was a 53`year`old bus

driver and a DJ in his spare time. His family believe he was killed by

a criminal gang or acting as a police informant, using his DJing as

a cover. His charred body was found here, decide the tracks at Pammers

Green station in 200010. He had been burned alive. His mother doesn't

want her face shown for fear of reprisals and believes the Met has

conspired to rob her of any chance of justice for her son. Very broken,

very, very broken. Very broken. Yes, it's been like a living hell for the

past four years. Looking at his picture. Every time I look at t I

would cry and it is the same for everybody. `` I look at it, I would

cry. Some of of the boys can't read or talk about it. The fist police

investigation into Kester David's murder said he took his own life. A

year later, an internal report, Said that investigation amounted to a

catalogue of otherors, a failure of duty. `` catalogue of errors and the

Commissioner ordered a new investigation then last year an

employment tribunal said Inspector Casson had been treated unfairly

after police failed to check CCTV footage, mobile phone evidence and

speak to witnesses. Now be IPCC report is calling on the Commission

to apologise for those original failings and this was the response

of the Commissioner yesterday I have not yet seen the report. I was only

told about that report this morning. Once I have had a look at the

report, if we need to apologise, I will. I don't know what the report

says and for what parts we are to apologise. The Met has refused to

comment on whether Kester David was an informant or not, why CCTV was

everlooked, showing Kester the night he died at a service station. Why it

took so long to speak to witness, one of whom said they heard a man

screaming "no" and sounding scared. Not the action, the family say of a

suicidal man. S it was all about covering up the fact that he was a

police informant and he was working for the police. `` it was all about.

And that, I think, all through, they have been covering up. Zblet have

tonight said the investigation into The Met have said the investigation

into Kester's death is ongoing and anyone with information should come

forward. That's of little comfort to his family.

Well Tarah Welsh is at New Scotland Yard tonight. You have seen a copy

of this report. That's right. It is here. It details some of the most

basic police work that wasn't done or wasn't done properly. Like

passing inaccurate information on to the coroner, like the time of death

and the fct that DNA results had been lost. According to the IPCC the

failings weren't racially motivated but what they are calling for is the

Met to make standard practice, to make it known if an officer, subject

to a complaint, intends to retire. In this case the two detectives, the

pi. CC says are responsible for the above failings are now retired and

therefore couldn't face disciplinary proceedings this. Report said there

would have been a case to answer for gross mis`Connaught D and for the

family that's incredibly frustrating. `` gross misconduct.

exclusive report. A technology firm which claims it's

going to revolutionise parking in the capital has just won backing

from a major investment firm. Justpark connects drivers looking

for a space with homeowners and others looking to make a bit

of cash. The BBC's technology correspondent,

Rory Cellan`Jones, reports. We've all been there, scouring

the streets for a parking space, getting increasingly desperate but

Anthony says he has the answer ` an app that links drivers looking to

park, to anyone who'd like to make money by renting out their space.

When I had the original idea, I spotted a driveway close to

a sports stadium. It would have been so convenient

if I could have just parked in that driveway rather than

in the commercial car park. We just want to make every single

parking space available to be reserved in advance and just save `

it'll help reduce the stress of parking.

It's eight years since Justpark was launched but now

with new backing from investors and a deal to put the app in every

Mini, it's really taking off. With a couple of taps we are soon

on the way to someone's driveway. As well as private homes,

all sorts of organisations are profiting from the site.

This church across from Euston Station made nearly ?40,000

in the past year, offering eight spaces to all sorts of people.

Obviously tourists but also people coming to their children's gradation

ceremonies for the university, or visiting people in hospital.

And the profit we are making is able to be used to be benefit

of maintaining the building. Justpark is probably

the most successful British example of a new trend, the sharing economy,

which involves taking under`used resources, in this case parking

spaces, and sharing them with those who need them.

The best`known is America's air B which allows you to take

your spare room and share it with holiday`makers, but is this new

trend quite as caring and sharing as it is cracked up to be?

One technology pundit says firms like Justpark run up against one

big problem, regulation. Take the example of someone that

has a driveway in their house. They have spare capacity.

They are looking to make some more money, but how does that affect

their neighbours, the council and the regulation

and the rules around them? Because this is a new business

world, those rules aren't there yet. Justpark's founder believes he can

transform the way parking works. But if that means more cars heading

for central London, not everyone will share his enthusiasm.
