of widespread use of nitrous oxide, at a festival in South London | :01:19. | :01:21. | |
at the weekend. We saw security guards turnhng | :01:22. | :01:26. | |
a blind eye to its use, with one saying | :01:27. | :01:29. | |
it wasn't his problem. The festival insisted security staff | :01:30. | :01:31. | |
refused entry to, or removed, more than 400 people for | :01:32. | :01:34. | |
arriving with drugs of some sort. But that's not the only thing | :01:35. | :01:38. | |
being done out in broad daylight. Drug users tend to be more discreet, | :01:39. | :01:50. | |
but it's difficult to hide a balloon filled | :01:51. | :01:53. | |
with nitrous oxide, and it didn't take us long | :01:54. | :01:55. | |
to find out where to get them. But very few people seem | :01:56. | :02:10. | |
to be bothered by this. Now, earlier this year | :02:11. | :02:28. | |
the Government asked festivals Now, the organisers of the | :02:29. | :02:34. | |
South West Four weekender told us that it treated laughing gas as | :02:35. | :02:40. | |
on a par with illegal drugs, and therefore it wasn't allowed, anyone | :02:41. | :02:43. | |
using them would be thrown out. But take a look at this, | :02:44. | :02:48. | |
these girls are lying on the floor. They've clearly got balloons | :02:49. | :02:51. | |
in their mouths, told us it didn't condone | :02:52. | :02:54. | |
any drug`taking and that all of the securitx staff | :02:55. | :03:11. | |
were notified of its policy. It said it had drug dogs, | :03:12. | :03:16. | |
CCTV cameras, and a number | :03:17. | :03:19. | |
of other anti`drug measures. 439 people were either refused entry | :03:20. | :03:22. | |
or removed from the event. Now, we did see the security | :03:23. | :03:30. | |
guard confiscate a balloon. the person would have been | :03:31. | :03:33. | |
thrown out. But we did find some evidence | :03:34. | :03:39. | |
of illegal drug`taking, too. While the law is clear | :03:40. | :03:47. | |
about Class A drugs, rules about legal highs like | :03:48. | :03:49. | |
laughing gas are still blurred. But this isn't a new craze, and | :03:50. | :03:52. | |
in fact people have been inhaling the gas for hundreds of years as | :03:53. | :03:55. | |
a high, and it's back in fashion. In fact, warnings about it | :03:56. | :04:00. | |
have been issued by councils because of the sheer volume | :04:01. | :04:02. | |
of these canisters being fotnd. And in the last six years, 17 people | :04:03. | :04:06. | |
have died from taking the drug. Your body doesn't get enough oxygen, | :04:07. | :04:11. | |
and that leads to you feeling dizzy, Now, as well as those effects | :04:12. | :04:15. | |
that people look for, it also comes | :04:16. | :04:22. | |
with some negative effects, occasionally | :04:23. | :04:25. | |
people have convulsions. People have even died | :04:26. | :04:31. | |
from using nitrous oxide. Despite this, | :04:32. | :04:34. | |
the authorities have very few powers I'm conscious that the law | :04:35. | :04:37. | |
is not powerful in this regard, and I'm conscious that we | :04:38. | :04:43. | |
are continually chasing the chemist That is why I started a revhew | :04:44. | :04:46. | |
last year to look at the whole question | :04:47. | :04:50. | |
of these particular chemical highs. That review has now reported to me, | :04:51. | :04:53. | |
I've made my conclusions from that report, and it is now | :04:54. | :04:58. | |
