Well, particularly the ability to hold on to more of the taxes it | :03:13. | :03:16. | |
raises and it says these could be used to build more homes and on | :03:17. | :03:21. | |
infrastructure projects. At the moment, 93% of the money London | :03:22. | :03:26. | |
raises in taxes is handed over to the Government. Compare that to | :03:27. | :03:29. | |
another capital city, New York. Which is awe lod to keep -- allowed | :03:30. | :03:36. | |
to keep half. Could the layers of Government mean it diss not ready | :03:37. | :03:41. | |
for devolution. The trouble is the Assembly and the areas are not the | :03:42. | :03:47. | |
same. There are different layers of bureaucracy. This may not be | :03:48. | :03:51. | |
