Good afternoon. Welcome to the BBC News at One. Thousands are still | :01:18. | :01:22.
stranded in New Jersey, three days after Superstorm Sandy brought | :01:22. | :01:26.
devastation to the east coast of America. In Hoboken, on the New | :01:26. | :01:31.
Jersey side of the Hudson River, 20,000 people in flooded homes are | :01:31. | :01:36.
still waiting for help. The death toll has risen to 82. Six million | :01:36. | :01:40.
homes and businesses still have no power. Our correspondent is in New | :01:40. | :01:45.
York now. Well, there are attempts here in New York to try and return | :01:45. | :01:49.
to some semblance of normality. The subway system is operating a | :01:49. | :01:54.
limited service. The main three airports here are all open, and | :01:54. | :01:58.
preparations are under way for the New York marathon. But, we are | :01:58. | :02:01.
seeing also that petrol stations are running short of supplies. Many, | :02:01. | :02:06.
in fact, have closed down completely. Some of the many | :02:06. | :02:12.
hindrances facing those who try to keep going with the recovery | :02:12. | :02:18.
efforts. Breezy Point in Queen's New York, where 80-100 homes were | :02:18. | :02:22.
destroyed. For residents there is little to come back to. A fire | :02:22. | :02:26.
wiped out what the superstorm had not. My house is gone. That is it | :02:26. | :02:31.
with the flag. It used to be up here, but the water took it back to | :02:31. | :02:36.
the next corner. 50 miles away, on a narrow stretch between the | :02:36. | :02:40.
Atlantic and a canal, there are more scenes of destruction. | :02:40. | :02:45.
Residents have started to pick up the pieces. This woman returned to | :02:45. | :02:49.
her home for the first time. Her pride and joy - her brand new | :02:49. | :02:55.
kitchen - is gone. This part of the house upsets me the most right now. | :02:55. | :03:00.
We put a lot of work and time and money and effort into it and it is | :03:00. | :03:06.
destroyed. Unlike his neighbours, James made the controversial | :03:06. | :03:11.
decision not to evacuate. The water was up to here on me in the street. | :03:11. | :03:14.
Then the house was on fire. When that started burning, all the | :03:15. | :03:18.
embers from the house were being blown directly to our houses. We | :03:18. | :03:25.
were concerned we were also going to go on fire. New Jersey, the | :03:25. | :03:29.
state in the eye of Superstorm Sandy suffered most damage. This | :03:29. | :03:35.
rollercoaster was reduced to a pile of twisted metal. Sewerage- | :03:35. | :03:41.
contaminated water has left 20,000 people trapped in their homes. | :03:42. | :03:46.
President Obama, who is resuming campaigning, offered comfort. His | :03:46. | :03:54.
response may help his standing in an election five days ago. It has | :03:54. | :04:01.
won him praise from Chris Christie. He used to make this face where he | :04:01. | :04:05.
would... For some, life after Sandy will not be the same again. Marcia | :04:05. | :04:11.
Sikowitz's son is among 76 who lost their lives. Jason and a friend | :04:11. | :04:17.
were crushed to death by a fallen tree while walking a tree in a | :04:17. | :04:23.
Brooklyn park. I kept calling every five minutes. A man answered his | :04:23. | :04:32.
phone. I said, where is my son? He said, "I am Detective Jason. Tell | :04:32. | :04:38.
me your address, I want to come to your apartment." Along the US | :04:38. | :04:42.
North-East some six million people are still without power. More than | :04:42. | :04:51.
200 patients at Belle Vue hospital had to be evacuated after the | :04:51. | :04:56.
generator failed. We will be unable to adequately power this building, | :04:56. | :05:01.
even with additional generators for quite some time. Some New York | :05:01. | :05:06.
subways are still damaged by water, but a limited service is running. | :05:06. | :05:09.
Airports too are open. Supplies at petrol stations are running low. | :05:10. | :05:15.
The big apple, which has faced tough times before, is once again | :05:16. | :05:20.
being tested. Well, an American concert is being organised to | :05:20. | :05:26.
benefit the victims. It will air on an American TV network this Friday | :05:26. | :05:33.
and will feature artists from the worst-affected areas. | :05:33. | :05:38.
The proceeds from all of that will be given to the American Red Cross. | :05:38. | :05:43.
Thank you very much. President Obama will return to the campaign | :05:43. | :05:47.
trail today, which was suspended in the aftermath of the superstorm. | :05:47. | :05:52.
Yesterday, he visited some of the worst-affected areas and promised | :05:52. | :05:57.
he would be with the victims for the long-haul. His opponent, Mitt | :05:57. | :06:00.
Romney, cancelled some rallies W the election five days ago, let's | :06:00. | :06:04.
speak to our correspondent. What impact has the storm had on their | :06:04. | :06:09.
campaign trails? Well, it's had a deeply unsettling affect on the | :06:09. | :06:13.
campaign. It has up-ended this Presidential campaign. We don't | :06:13. | :06:18.
tkpho which way it will fall. What we -- know which way it will fall. | :06:18. | :06:23.
What we know is it has forced Mitt Romney off the air waves. His | :06:23. | :06:29.
campaign says all it has done is put the race in place where it was | :06:29. | :06:37.
at the weekend, saying it is not a negative either. President Obama | :06:37. | :06:40.
had to be the Commander-in-Chief. It is what Americans expect in a | :06:40. | :06:45.
crisis and the main job of a President. He could not afford to | :06:45. | :06:53.
fail the way George W Bush did with his response to Hurricane Katrina | :06:53. | :06:57.
in 2005. 80% of Americans believe that he did a good job, or an | :06:57. | :07:01.
excellent job in his handling of the crisis. So, that is good news | :07:01. | :07:04.
for him. In terms of the biggest political October surprise, it had | :07:05. | :07:09.
to be the sight of the Republican governor of New Jersey, Chris | :07:09. | :07:15.
Christie, showing President Obama the devastation in his State. Chris | :07:15. | :07:20.
Christie is a fierce foe of President Obama normally. Here he | :07:20. | :07:24.
was heaping praise on the President for his handling of the crisis. | :07:24. | :07:28.
Really lavish praise for the President. That surprised many. I | :07:28. | :07:32.
think it suggests a certain bipartisanship that Americans like. | :07:32. | :07:37.
In terms of how it would have affected the race, however, it was | :07:38. | :07:42.
worth 1,000 political ads. We don't know if it was enough to turn a | :07:42. | :07:46.
tight race President Obama's way. Thank you. You can find out more | :07:46. | :07:50.
information on the campaigning ahead of the US election and get | :07:50. | :07:55.
live updates of Superstorm Sandy's progress and the devastation caused | :07:55. | :08:01.
all online. A prison officer who has been named | :08:02. | :08:06.
as David Black, has died after a gunman opened fire on his car on | :08:06. | :08:10.
the M1 in County Armagh this morning. Police say the vehicle was | :08:10. | :08:13.
ambushed between Lurgan and Portadown. Our correspondent is | :08:13. | :08:19.
there now. What more can you tell us? Well, he was 52-year-olds, a | :08:19. | :08:23.
prison officer for about 30 years. He had a career which went back as | :08:23. | :08:28.
far back as 1981, we are told, when of course the IRA staged their | :08:28. | :08:32.
hunger strike in the high security Maze Prison. He was on his way from | :08:32. | :08:37.
his home along this motorway, that you can see behind me, to the new | :08:37. | :08:39.
high-security prison in Maghaberry, Northern Ireland, where he had | :08:39. | :08:46.
worked for some years. And his car was ambushed by a gunman or gunmen | :08:46. | :08:55.
in what has been called a meticulously-planned attack. A car, | :08:55. | :08:59.
which may be connected, was found in Lurgan, it was burnt out. The | :08:59. | :09:06.
finger will be pointed as dissident Republicans. This is called Craig | :09:06. | :09:12.
aven. It has been simnom nous with Republicanism. Particularly the | :09:12. | :09:16.
Continuity IRA, which three years ago shot dead the first police | :09:16. | :09:22.
officer from the police service to be murdered in Northern Ireland. | :09:22. | :09:27.
That was Constable Carroll. This is a surprise in many ways. Some | :09:27. | :09:31.
people thought an attack by dissident republicans was, in some | :09:31. | :09:37.
ways overdue. We had been told recently that the ability of | :09:37. | :09:40.
dissidents had been downgraded. The Secretary of State for Northern | :09:40. | :09:45.
Ireland said their capability had diminished somewhat. Today, we know | :09:45. | :09:49.
they still have the ability to mount attacks and prison officers | :09:49. | :09:54.
targeted for the first time since 1993. Thank you very much. The | :09:54. | :09:57.
Deputy Prime Minister, Nick Clegg, says there is absolutely no | :09:57. | :10:01.
prospect of Britain securing a cut in the European Union budget. More | :10:01. | :10:06.
than 50 Conservative backbenchers, supported by Labour, voted against | :10:06. | :10:08.
the Government, challenging David Cameron's calls for only a freeze | :10:08. | :10:14.
in spending. Parliament last night defied the | :10:14. | :10:19.
Prime Minister and said the EU must spend less on its farmers, | :10:19. | :10:23.
fishermen and infrastructure. Will the Government heed that message? | :10:23. | :10:27.
The British Government, David Cameron, are going to fight for the | :10:27. | :10:31.
toughest position in this EU budget negotiation. In other words we'll | :10:31. | :10:34.
get the best possible view for Britain. Better than any Prime | :10:34. | :10:38.
Minister has got before us. Last night 53 Conservatives voted with | :10:38. | :10:45.
Labour to defeat the Government and demand a cut in the EU budget. | :10:45. | :10:51.
307. The knows to the left, 294. Tory rebels say the Government must | :10:51. | :10:56.
toughen up its approach to the negotiations in Brussels. I think a | :10:56. | :11:02.
cut is the only sensible option. It is not mandatory, it is a strong | :11:02. | :11:05.
recommendation. Of course, the Government would have to get any | :11:05. | :11:08.
budget through that it did negotiate. This Parliament has so | :11:08. | :11:13.
far shown it wants to spend less and spend more wisely. At stake is | :11:13. | :11:17.
the EU's long-term budget from 2014 to 2020. The European Commission | :11:17. | :11:23.
and some countries want it to rise by 5%. David Cameron wants a freeze, | :11:23. | :11:27.
with no rise above inflation. The Commons voted for a cut. The Deputy | :11:27. | :11:34.
Prime Minister dismissed that as completely unrealistic. Of course I | :11:34. | :11:39.
would... It is what do you think is the best possible deal, rather than | :11:39. | :11:43.
insist on an impossible deal. And David Cameron, with my full support, | :11:43. | :11:49.
will go into the negotiations later this month and say, we want a real- | :11:49. | :11:53.
terms freeze. Nick Clegg says he and David Cameron are united in | :11:53. | :11:58.
their stance on the EU budget. He has made it clear he's prepared to | :11:58. | :12:01.
confront his coalition partners when it comes to reclaiming powers | :12:01. | :12:05.
from Brussels. This, he says, is a false promise, which will take | :12:05. | :12:10.
Britain closer to exit from the EU. So, for David Cameron, the | :12:10. | :12:13.
negotiations over Europe's budget are now more difficult than ever. | :12:13. | :12:20.
He knows that any deal will have to be approved by the Commons. | :12:20. | :12:23.
Our correspondent is in Brussels. So, a headache for the Prime | :12:23. | :12:27.
Minister, but what has the response been in Brussels? Well, I think | :12:27. | :12:32.
first of all, it is important to point out that Nick Clegg is on the | :12:32. | :12:38.
real terms is probably the best Britain could expect. There are | :12:38. | :12:42.
other countries who support cutting the budget to a certain extent, | :12:42. | :12:44.
certainly keeping it tightly controlled. That's not going to | :12:44. | :12:49.
happen because of those other countries that Vicky talked about | :12:49. | :12:53.
in her report there, who want an increase far and above what Britain | :12:53. | :12:58.
is talking about. Far and above inflation. Now, look, for those who | :12:58. | :13:02.
already see Britain as a problem child in the European Union, this | :13:02. | :13:06.
will reinforce their suspicions thaifplt are angry Britain has | :13:06. | :13:09.
vetoed things. They are angry the British Government is trying to | :13:09. | :13:13.
withdraw from certain aspects of EU policy. They will see it as another | :13:13. | :13:16.
indication of Britain getting side- lined in terms of the European | :13:16. | :13:21.
Union, I think. As Vicky pointed out, there's a great diversity of | :13:21. | :13:25.
opinion here. We are not just heading for a massive row in | :13:25. | :13:28.
British politics, we are heading for a massive row in the European | :13:29. | :13:37.
Union. November 22nd, it is then all 27 member cuntries in the EU, | :13:37. | :13:41.
including Britain, have to agree unanimously on this budget. Britain | :13:41. | :13:47.
is not the only one suggests it might use its veto. People are | :13:47. | :13:51.
wondering, is Europe really asking for more money? It is. I suppose | :13:51. | :13:55.
one of the answers which will be given here is, remember the UK is | :13:55. | :13:59.
part of Europe. It is part of the EU. It is part of Europe. It is | :13:59. | :14:04.
part of the club, as the European commission would say, that has | :14:04. | :14:07.
voted to bring more member countries in. It is part of the | :14:07. | :14:11.
club who has decided to give it more power in terms of foreign | :14:11. | :14:14.
policy, for instance. The commission says that costs more | :14:14. | :14:18.
money. They also point out that actually the EU comes relatively | :14:18. | :14:22.
cheaply. If you look at the size of its budget, compared to the size of | :14:22. | :14:27.
the EU's economy, it is a fraction of the size of what the Treasury | :14:27. | :14:31.
spends every year, in relation to the size of the British economy. | :14:31. | :14:34.
Those are arguments the Euro- scepticss don't like. They are the | :14:34. | :14:39.
arguments put forward here in Brussels to say why in Britain, in | :14:39. | :14:42.
the British parliamentary stance last night, why they believe that | :14:42. | :14:46.
stance was wrong. Thank you very much. | :14:46. | :14:51.
Jimmy Savile's assets of arounds 4 million have been frozen because of | :14:51. | :14:55.
potential claims from people who say they were abused by the late | :14:55. | :14:58.
presenter. Police are investigating claims for around 300 alleged | :14:58. | :15:04.
victims. Back in July, the auction of Jimmy | :15:04. | :15:07.
Savile's belongings raised hundreds of thousands of pounds. He was a | :15:07. | :15:12.
wealthy man. He owned flats around Britain and with police now talking | :15:12. | :15:21.
of perhaps 300 victims and the possibility of compensation claims, | :15:21. | :15:27.
from natwes, -- the natwes, has frozen those assets. None have | :15:27. | :15:30.
asked how much money they will get. Principally for them, the inquiry | :15:30. | :15:34.
and the police investigation is a very important process for them as | :15:34. | :15:39.
well. They don't want to be hushed up by just receiving quick | :15:39. | :15:45.
compensation. They want to be heard and they want to know why their | :15:45. | :15:48.
original complaints were not listened to. Once they've had a | :15:48. | :15:53.
voice at the inquiry, then the civil courts will consider each | :15:53. | :15:56.
case. Jimmy Savile had two charitable trusts. Both have said | :15:56. | :16:00.
they will close following the revelations of recent weeks. | :16:00. | :16:03.
Originally one of the beneficiaries was going to be Leeds general | :16:03. | :16:07.
infirmary. His relationship with the hospital went back years. It | :16:07. | :16:12.
was announced at his funeral that money was earmarked to fund a unit | :16:12. | :16:17.
to look into heart disease. The future of Jimmy Savile's millions | :16:17. | :16:27.

The electrical chain, it is going into administration next week. It | :16:33. | :16:43.

runs 240 stores across the UK. What has gone wrong? | :16:43. | :16:49.
, it has been struggling for quite some time. -- come at. In recent | :16:49. | :16:54.
years sales have collapsed, more and more of us are going to sales | :16:54. | :17:01.
online. Increased competition from the supermarkets and the downturn | :17:01. | :17:06.
income see the spending. The consumer electricals market is a | :17:06. | :17:10.
cut-throat business and it has struggled to stay relevant. As to | :17:10. | :17:15.
why administration is on the cards now, it turns out, it was being | :17:15. | :17:21.
forced to pay up front for all its Christmas stock, a very own | :17:21. | :17:26.
arresting for a retailer to do. All the credit insurance that provides | :17:26. | :17:32.
the cover for suppliers, that was withdrawn. When that happens the | :17:33. | :17:36.
game really is up. It goes into administration next | :17:36. | :17:41.
week causing an awful lot of uncertainty for thousands. | :17:41. | :17:46.
That is right. It must be a very worrying time for 6,500 workers. We | :17:46. | :17:51.
are talking about one of the biggest retail collapses since well | :17:51. | :17:54.
worth us when the administrators are called in they will be trying | :17:54. | :17:59.
to sell the business as a going concern. That question must be who | :17:59. | :18:04.
would want to buy it? The current owners were paid 50 million just | :18:04. | :18:08.
to take the business off the previous owner's hands, that is how | :18:08. | :18:14.
complicated the sale this business is likely to prove. | :18:14. | :18:21.

rural poor. In China's poorest province, it | :19:29. | :19:34.
deep in its rural heart, life still ambles by. The economic boom in the | :19:34. | :19:39.

they must tackle. The gap between the rich and the rest getting ever | :20:30. | :20:37.

Lloyds Banking Group has set aside an extra 1 billion to cover claims | :23:08. | :23:12.
from customers who were mis-sold Payment Protection Insurance. It | :23:12. | :23:16.
brings his total compensation bill to more than 5 billion and pursues | :23:16. | :23:24.
its losses for the third quarter to 144 million. | :23:24. | :23:31.
You could reclaim the premiums if it was an assault. It is the | :23:31. | :23:36.
biggest mis-selling payouts ever in the financial world, encouraged by | :23:36. | :23:40.
claims companies and consumer groups, there has been a growing | :23:40. | :23:45.
flood of customers saying they were wrongly sold Payment Protection | :23:45. | :23:49.
Insurance or PPI when they took out a loan. Lloyd's was by far the | :23:49. | :23:53.
biggest player in the PPI business, hence the staggering figure that | :23:53. | :23:59.
with today's top up it has set aside 5.3 billion for compensation, | :23:59. | :24:05.
and even that may not be enough. The banks are in denial about how | :24:05. | :24:09.
big this is going to get. They keep increasing the amount of money they | :24:09. | :24:12.
are setting aside, they need to be much more open about how many | :24:12. | :24:16.
customers they think they will have to compensate, and be realistic | :24:16. | :24:21.
about what this will cost them. The PPI tally so far shows 3 | :24:21. | :24:25.
million customers have complained, at the table paid out until the end | :24:25. | :24:34.
of August was 6.5 billion -- the total payout. Each customer | :24:34. | :24:38.
receiving 2,750 on average. If your claim is turned down you can | :24:38. | :24:43.
send it here to the financial ombudsman service for an appeal and | :24:43. | :24:47.
the Ombudsman is finding in favour of customers most of the time. That | :24:47. | :24:52.
has fuelled accusations banks are spooked by the size of the Bill and | :24:52. | :24:57.
using delaying tactics. Lloyd's chief executive admitted today a | :24:57. | :25:01.
number of uncertainties remain as to the eventual cost to the group | :25:01. | :25:07.
of PPI complaints. There is a potential boost to the economy if | :25:07. | :25:09.
millions start spending their compensation when fall in the shops | :25:09. | :25:12.
but the huge bill could delay the bank's recovery from a financial | :25:12. | :25:18.
crisis. Lloyd's and the other banks have clearly underestimated the | :25:18. | :25:22.
compensation bill by a wide margin. That is partly because there has | :25:22. | :25:26.
been so much publicity but because they are being forced to go through | :25:26. | :25:30.
their files and conduct people directly who might have lost out. | :25:30. | :25:40.
Some forecasters say the total PPI bill will exceed 15 billion. | :25:40. | :25:44.

Her book takes in her son's life and the battles she fought with the | :27:08. | :27:13.

of a mother's love and a mother's loss. When one travels to a new | :27:19. | :27:24.
world one wants to tell about it, and to pay my respects to a young | :27:24. | :27:30.

compassion, fare well. -- fare well. More on our top story. In the | :27:47. | :27:51.

Jersey, let's go to an area just over the Hudson River. | :28:03. | :28:10.
It is quite staggering, this is a very densely packed town, about 50 | :28:10. | :28:15.
does and people in really quite a small area across from Manhattan. - | :28:15. | :28:19.
- about 50,000 people. The mayor is estimating 20,000 of those are | :28:19. | :28:24.
still trapped. Really, the focus is very much on New Jersey. A big | :28:24. | :28:29.
operation. The National Guard is out. We have seen a number of | :28:29. | :28:34.
national guard vans around today trying to rescue people, and it is | :28:34. | :28:38.
buildings such as this, a regular at middle school, which are being | :28:39. | :28:42.
requisitioned as shelters so hundreds of people have a roof over | :28:42. | :28:47.
their heads, they are warm, they are fed by volunteers from the | :28:47. | :28:51.
American Red Cross, and that is the situation that will be facing | :28:51. | :28:56.
residents of this town for a very long time. It could even be at | :28:56. | :29:02.
least a week before some of them even have power. There will be | :29:02. | :29:05.
extraordinary stories coming out of this town here across from | :29:06. | :29:09.
Manhattan. Let's have a look at the latest | :29:09. | :29:17.
We have seen some autumnal sunshine but that is interrupted by some | :29:17. | :29:22.
sharp showers. The rest of the afternoon, it sunny spells, | :29:22. | :29:29.
scattered showers. We Kent seek the radar image where we have seen | :29:29. | :29:36.
those heavy showers -- we can see. You can see some sunshine returning | :29:36. | :29:41.
later on. Not every work seeing those heavy showers. By about 6pm | :29:41. | :29:45.
some of the showers across Devon and Cornwall could be quite heavy, | :29:45. | :29:50.
the odd rumble of thunder, and quite persistent piling in around | :29:50. | :29:53.
the Bristol Channel. Across parts of Wales we will see snow on higher | :29:53. | :29:57.
ground. A similar story for the Pennines. At low level it will be | :29:57. | :30:01.
rain showers for the Isle of Man, and for much of Northern Ireland it | :30:01. | :30:06.
will be turning the drier. The breeze will pick up. That will blow | :30:06. | :30:10.
in some heavy showers to the west of Scotland with some snow on | :30:10. | :30:14.
higher ground. East of Scotland, clearer skies and the temperatures | :30:14. | :30:19.
will dip quickly. Some showers for the north-west of England. Anywhere | :30:19. | :30:24.
to the east of the Pennines it will be a little drier. We will keep | :30:24. | :30:28.
that risk of heavy showers piling in around the southern coasts of | :30:28. | :30:32.
England. This evening and every night we will stay with the showery | :30:33. | :30:37.
theme of but the wind picks up. You can see it blowing in from a | :30:37. | :30:46.
westerly direction. Tunbridge is holding up -- temperatures holding | :30:46. | :30:54.
up. We could see some frost in the east of Scotland. A cold start to | :30:54. | :31:00.
Friday, a similar sort of day. A brisk breeze blowing tomorrow. | :31:00. | :31:06.
Showers in Northern Ireland, southern Scotland, north of England. | :31:06. | :31:09.
The temperatures are not great for the time of year, below what we | :31:09. | :31:14.
would expect. The unsettled theme sticks around into the weekend. | :31:14. | :31:24.
:31:24. | :31:30. | ||
Low-pressure dominates, heavy downpours at times. For the weekend | :31:30. | :31:37.
it will be fairly cold, sunshine and showers. It will generally be a | :31:37. | :31:43.
mix of sunglasses and umbrellas. At least 82 people are now known to | :31:43. | :31:47.
have died after Superstorm Sandy hit the East Coast of America. | :31:47. | :31:50.
Northern Ireland Chief Constable has condemned the murder of a | :31:50. | :31:56. |
