that it's called for a clear link with the level of unemployment. It | :02:01. | :02:04. | |
is designed to reassure borrowers that the interest rate won't rise | :02:04. | :02:09. | |
above 0.5% before 2016, so long as inflation remains under control. The | :02:09. | :02:12. | |
announcement was made by the new governor of the Bank of England, | :02:12. | :02:22. | |

wheels of the economy term. They influence how much we borrow and | :02:27. | :02:31. | |
spend, affecting mortgages and savings, but until now we have had | :02:31. | :02:37. | |
to guess if they are heading up or down. Not any more. Enter Mark | :02:37. | :02:41. | |
Carney, in charge of the Bank of England. He confirmed today that | :02:41. | :02:46. | |
with the economy still performing well below par, it was time to | :02:46. | :02:53. | |

in Burnley. It creates industrial parts and signs using lasers but the | :03:45. | :03:49. | |
equipment is expensive, making investment decisions tough. Knowing | :03:49. | :03:54. | |
that interest rates would be low for a period of time would be great for | :03:54. | :03:59. | |
business generally. It is not just about us investing, it is about our | :03:59. | :04:05. | |
customers and their customers being able to invest. It is not just | :04:05. | :04:11. | |
businesses. Some economists believe forward guidance could also help | :04:11. | :04:15. | |
give consumers confidence. If the consumer and small business thinks | :04:15. | :04:20. | |
that interest rates will remain very low at 0.5% for the next two or | :04:20. | :04:25. | |
three years, then potentially they may go out and buy that car, the | :04:25. | :04:29. | |
small business may invest, and that will create jobs down the line which | :04:29. | :04:35. | |
would help the economy. The bank believes a renewed recovery is | :04:35. | :04:41. | |
underway. According to its quarterly inflation report, it expects annual | :04:41. | :04:45. | |
growth of 2.4% and inflation falling to its target in two years time, but | :04:45. | :04:51. | |
while the Chancellor sought to take credit for this new forward guidance | :04:51. | :04:56. | |
policy, critics warned the government should be doing more. | :04:56. | :04:59. | |
asked the Bank of England earlier this year to think about whether | :04:59. | :05:03. | |
they should give more information about the future rates of interest | :05:03. | :05:07. | |
and I very much support the decision that Mark Carney has announced. | :05:07. | :05:12. | |
Spelling out how long this era of low interest rates will remain has | :05:12. | :05:17. | |
been tried elsewhere in the world. What is not known is whether it will | :05:17. | :05:20. | |

this morning and he has gone for the version of forward guidance on | :06:02. | :06:10. | |
interest rates, which many analysts were least expecting, linked | :06:10. | :06:14. | |
specifically to unemployment going down. He has gone for that. I know | :06:14. | :06:18. | |
people in the Bank of England thought that was tying the Bank of | :06:18. | :06:24. | |
England's hands and going too far, but if there are worries about | :06:24. | :06:29. | |
inflation that cropped up, they can withdraw that forward guidance. Mark | :06:29. | :06:33. | |
Carney said he was not tying the hands of the Monetary Policy | :06:33. | :06:39. | |
Committee. The big problem is is it so complicated, with all these | :06:39. | :06:43. | |
conditions, that consumers and businesses, who the message is meant | :06:43. | :06:49. | |
to get to, will wonder that they are not any the wiser. The other worry | :06:49. | :06:54. | |
is if it could potentially stoke up inflation and results at the end of | :06:54. | :06:58. | |
the forward guidance period interest rates happened to be pushed up | :06:58. | :07:01. | |
rather faster. But there is a view that this is a clear new departure | :07:02. | :07:09. | |
for the Bank of England and an interesting one. | :07:09. | :07:16. | |
Let's look at the political aspects of this. What is George Osborne's | :07:17. | :07:24. | |
response overall likely to be? Not surprisingly he has welcomed it | :07:24. | :07:28. | |
this morning. The Chancellor hopes this will engender more confident in | :07:28. | :07:34. | |
the recovery so people will not just look at statistics, they will say, | :07:34. | :07:37. | |
the Bank of England has said interest rates will not rise and | :07:37. | :07:42. | |
therefore we can maybe get out a mortgage and invest a bit more. That | :07:42. | :07:46. | |
is what George Osborne hopes. Labours say while they welcome what | :07:46. | :07:51. | |
Mark Carney has done, they say he has shown leadership, they say he is | :07:51. | :07:56. | |
only doing this because of the weakness of the economy. They are | :07:56. | :08:00. | |
pointing to Mark Carney saying this is the slowest recovery on record | :08:00. | :08:04. | |
and the recovery has not reached what he calls escape velocity. They | :08:05. | :08:10. | |
say you have to do more to stimulate growth and get jobs. The most | :08:10. | :08:15. | |
significant politics behind this though is that it changes the | :08:15. | :08:19. | |
question for the next election. Labour are desperately trying to | :08:19. | :08:24. | |
say, the question for voters should be, which party will do most to deal | :08:24. | :08:29. | |
with the cost of living, the standard of living? The Conservative | :08:29. | :08:35. | |
Party say no, the test should be which party is most likely to grow | :08:35. | :08:40. | |
the economy? Today the Bank of England has said the test for growth | :08:41. | :08:45. | |
will be unemployment. In other words it has shifted the question away | :08:45. | :08:50. | |
from standards of living and I think in the long run that will help the | :08:50. | :09:00. | |

the comments as inappropriate but the judge had agreed with Robert | :10:46. | :10:49. | |
Colover QC, telling the defendant, the girl was predatory and was | :10:50. | :10:57. | |
egging you on. That suspended sentence is now under review and the | :10:57. | :11:02. | |
Prime Minister has joined the debate. The CPS are absolutely right | :11:02. | :11:08. | |
to say that what one of the lawyers said was not appropriate. We need a | :11:08. | :11:12. | |
criminal justice system that stands up properly for victims. The victims | :11:12. | :11:17. | |
of crime should always be at the centre of our thinking. I am pleased | :11:17. | :11:21. | |
the CPS has made the statement and that the Attorney General has said | :11:21. | :11:25. | |
he will personally look into this case. After the focus on how victims | :11:25. | :11:30. | |
have been treated in the past, this case raises questions about | :11:30. | :11:35. | |
modern-day attitudes and how child victims are viewed in the current | :11:35. | :11:41. | |
