Rolf Harris arrives in court to face 12 counts of indecent assault | :00:00. | :00:24.
against four young girls. Will be live at the court as the trial | :00:25. | :00:30.
begins. Also this lunchtime... Worldwide demonstrations call for | :00:31. | :00:33.
the immediate release of the 200 schoolgirls abducted in Nigeria. | :00:34. | :01:19.
Here in the East. RAF Marham could become a pan-European engineering | :01:20. | :01:24.
hub to service a new generation of fighter jets. And a donation of ?8 | :01:25. | :01:27.
million to Cambridge University for a brand new technology centre. | :01:28. | :08:17.
The bank is where your money is. That is why tax officers want the | :08:18. | :08:24.
power to get their hands on it without getting a court order. It is | :08:25. | :08:28.
a big change of principle being consulted on after the Chancellor | :08:29. | :08:37.
said that is what he wanted. HMR SeaWorld get powers to retrieve | :08:38. | :08:44.
debts from people 's bank accounts. -- HMRC. They could freeze your | :08:45. | :08:52.
accounts for a fortnight to give you another chance to pay. Surplus funds | :08:53. | :08:57.
in your accounts would have to exceed ?5,000. There is serious | :08:58. | :09:01.
concern from an influential committee of MPs. HMRC must have the | :09:02. | :09:07.
powers they need to get the money in all we will all pay more tax. That | :09:08. | :09:12.
does not mean their powers will be limitless. Tax offices are targeting | :09:13. | :09:21.
a hard-core of 17,000 non-payers. Accountants worry they already get | :09:22. | :09:27.
it wrong too frequently. Berry is always the danger that a power like | :09:28. | :09:32.
that might be abused. If it is abuse just once, it is once too often. It | :09:33. | :09:38.
might not necessarily be abused, it may just be wrongly targeted by | :09:39. | :09:43.
mistake. Normally, you are the only person who has the right to remove | :09:44. | :09:48.
money from your account unless it is all child maintenance. It means tax | :09:49. | :09:53.
officers will be able to take out cash which they say you owe and they | :09:54. | :09:57.
will want access to joint accounts as well, which means your partner | :09:58. | :10:03.
could be affected as well. Revenue and Customs said most people pay on | :10:04. | :10:11.
time but a minority do not and some refutes -- refused to engage at | :10:12. | :10:16.
all. MPs want extra safeguards, controlled by an independent body | :10:17. | :10:20.
and damages for taxpayers if revenue and Customs takes many in error. A | :10:21. | :10:29.
second alleged rape victim in the trial against Stuart Hall has denied | :10:30. | :10:38.
coming forward will stop she has said she never considered asking for | :10:39. | :10:46.
money. Our correspondent is at Preston Crown Court with more. In | :10:47. | :10:53.
this case, there are two women who both claim they were raped by Stuart | :10:54. | :10:58.
Hall when they were teenagers in the late 1970s, early 1980s. Yesterday, | :10:59. | :11:03.
the first of those women told the jury they had sought compensation | :11:04. | :11:06.
from the broadcaster. She was also asked about how she had | :11:07. | :11:32.
been made to feel by Stuart Hall during the alleged rapes, which she | :11:33. | :11:39.
said happened at the BBC. She asked if she was frightened and she said, | :11:40. | :11:44.
no, quite the contrary. She was asked if she liked that and she | :11:45. | :11:51.
said, no. It was hideous. The case continues. Our main story this | :11:52. | :11:59.
lunchtime: The jury has heard that the TV presenter, Rolf Harris, is a | :12:00. | :12:03.
Jekyll Hyde character who groomed and molested the friend of his own | :12:04. | :12:11.
daughter. Still to come, the search of a medical breakthrough in a | :12:12. | :12:16.
rather unusual place. The Neath the ways lies an incredibly rich and | :12:17. | :12:22.
diverse way of life. It is here where scientists hope to find the | :12:23. | :12:24.
next generation of life-saving drugs. After a 15 year break, David | :12:25. | :12:34.
the bit -- David Baddiel tells us about the highs and lows of failing. | :12:35. | :12:50.
Vladimir Putin has arrived in Crimea, which Russia annexed two | :12:51. | :12:59.
months ago, Worldwide demonstrations call for the immediate release of | :13:00. | :13:02.
the 200 schoolgirls abducted in Nigeria. 11,000 servicemen took | :13:03. | :13:16.
part, projecting an image of Russia as a military heavyweight. Our | :13:17. | :13:19.
correspondent Steve Rosenberg was there. On Red Square today, there | :13:20. | :13:31.
was pomp and pat treaties. Russia marked victory Day with a massive | :13:32. | :13:39.
military parade. Victory day is a sacred date in this country. More | :13:40. | :13:44.
than a million Soviet citizens were killed in World War II. The guests | :13:45. | :13:49.
of honour were those who had fought Nazi Germany and survived. They've | :13:50. | :13:52.
brought their families along to share their glory. Addressing the | :13:53. | :13:58.
veterans, President Putin said it had been the Soviet people 's iron | :13:59. | :14:01.
Will which had saved Europe from slavery. It was our country, he | :14:02. | :14:08.
said, that had chased the Nazis to their lair. After the troops rolled | :14:09. | :14:17.
the tanks, Moscow parading some of its most modern military hardware, a | :14:18. | :14:22.
warning to the West to take Russia seriously and to avoid | :14:23. | :14:26.
confrontation. This display of military might and patriotic fervour | :14:27. | :14:30.
is not just about honouring their heroes of the past, it sends a very | :14:31. | :14:35.
clear message about today 's Russia, which sees itself once again as a | :14:36. | :14:41.
superpower. There were victory Day parades away from Moscow as well. | :14:42. | :14:47.
This is Crimea, the Ukrainian peninsular which Russia annexed | :14:48. | :14:51.
early this year. President Putin has learned there this afternoon. A | :14:52. | :14:57.
visit was likely to spark an angry reaction to the West. In eastern | :14:58. | :15:03.
Ukraine, instead of celebration, confrontation. There were reports of | :15:04. | :15:08.
clashes between Ukrainian security forces and pro-Russia activists. | :15:09. | :15:23.
A criticism is not denting Russian pride. There is a way that Patrick | :15:24. | :15:28.
is sweeping this country, making President Putin more popular than | :15:29. | :15:33.
ever before. -- a wave of patriotism. Let's return to the | :15:34. | :15:41.
issue of the visit to Crimea with Daniel Sandford. How is that there | :15:42. | :15:47.
is it being viewed? For those people out on the streets, there are tens | :15:48. | :15:56.
of thousands of them, the visit is greatly welcomed. He is regarded as | :15:57. | :16:05.
the man who has reunified them. They have seen 70 warplanes flying | :16:06. | :16:13.
overhead. It has been part of the celebrations of years ago. More | :16:14. | :16:17.
bomber jets have been flying overhead. There is a boat in the | :16:18. | :16:26.
harbour which is overlooking the ships. Tens of thousands of people | :16:27. | :16:39.
are here Russian flags. The interim government in Kiev will be utterly | :16:40. | :16:43.
horrified to see him landing in Sevastopol in a city that he now | :16:44. | :16:49.
regards as Russia, and which the rest of the world regards as this | :16:50. | :16:53.
part of Ukraine. It is very controversial. Thank you very much. | :16:54. | :17:04.
Apologies for the slight technology issue on the line. You can find out | :17:05. | :17:08.
more if you visit the website, including an in depth investigation | :17:09. | :17:12.
of the crisis. There are a series of maps as well. The music and movie | :17:13. | :17:20.
industries have reached a deal with internet service providers to tackle | :17:21. | :17:23.
the problem of illegal downloading of music and films. A letter will be | :17:24. | :17:27.
sent to customers accused of not paying for their downloads, which | :17:28. | :17:30.
will suggest legal ways of buying material online. Our Techonology | :17:31. | :17:35.
Correspondent Rory Cellan-Jones is with me. How will this work? Way | :17:36. | :17:51.
back in 2010, the Digital Economy Act said that warning letters would | :17:52. | :17:54.
be sent out. The act has never been put into action for years later. The | :17:55. | :17:59.
Government has negotiated these long and tortuous talks between the | :18:00. | :18:02.
internets server is provided on the one hand and the music and movie | :18:03. | :18:12.
industries on the other. There will be millions of letters sent to | :18:13. | :18:15.
people accused of illegally downloading. They will be quite soft | :18:16. | :18:22.
intent. They will be educational. As far as one can see, at the end of | :18:23. | :18:27.
the process, there is no sanction. It appears the internets servicemen | :18:28. | :18:31.
riders, who have been very dubious about sending threatening letters to | :18:32. | :18:35.
customers anyway, have really come out with a better deal than the | :18:36. | :18:39.
music and movie industries who, at the end of it, have no sanctions. | :18:40. | :18:46.
They will hope that this kind of message, you may tell your children | :18:47. | :18:51.
to stop. Not quite a heavy sanctions they were hoping for. The Trade | :18:52. | :18:57.
Unionist and Socialist Coalition has launched its local election | :18:58. | :18:59.
campaign. The party is fielding 560 local election candidates around the | :19:00. | :19:02.
country and is contesting three mayoral elections. They oppose all | :19:03. | :19:06.
cuts to council jobs and services and the Government's austerity | :19:07. | :19:10.
programme. Not enough is being done to ensure public money is being used | :19:11. | :19:15.
appropriately by free schools. That is according to a group of MPs who | :19:16. | :19:19.
say the Government is too reliant on whistle-blowers to reveal financial | :19:20. | :19:22.
mismanagement at the schools. Our education correspondent, Gillian | :19:23. | :19:31.
Hargreaves, reports. There has been a proliferation of free schools in | :19:32. | :19:34.
England. MPs say the Government does not have proper oversight of how | :19:35. | :19:39.
they are run. The department focused on speed. They wanted to open the | :19:40. | :19:46.
schools and open them quickly. They fail to think about putting in place | :19:47. | :19:50.
due processes and systems that make sure that money is properly spent. | :19:51. | :19:55.
This free school in Derby is one of two schools being investigated | :19:56. | :20:00.
following allegations of financial irregularities. MPs warned this | :20:01. | :20:04.
management of public money should be covered by the Department of | :20:05. | :20:08.
Education 's own monitoring process. How did you measure the distance? | :20:09. | :20:15.
There are two free schools in Birmingham which are hugely popular. | :20:16. | :20:20.
The head thinks the MPs warnings were misplaced. The report refers to | :20:21. | :20:26.
2011 and 2012. Those systems were early and beginning to embed a whole | :20:27. | :20:32.
new school system. It is completely different now in 2014. Those systems | :20:33. | :20:36.
are in place and I absolutely believe we are grossly monitored. | :20:37. | :20:42.
MPs have said the location of free schools also need a rethink. Larger | :20:43. | :20:46.
schools are being built in expensive areas in the arm meeting demand for | :20:47. | :20:57.
extra places. There are not enough good school places and not enough | :20:58. | :21:02.
places. In areas of particularly acute need, they are being set up | :21:03. | :21:10.
where there are not enough places. They are in the main part in men see | :21:11. | :21:18.
popular with parents. -- immensely. The search for new and much needed | :21:19. | :21:21.
life saving medicines has moved to unchartered waters. Scientists are | :21:22. | :21:24.
looking deep beneath the ocean in the hope that a closer study of | :21:25. | :21:27.
marine life will help them develop the next generation of drugs to | :21:28. | :21:30.
treat anything from common infections to cancer. But there's a | :21:31. | :21:33.
warning that their research could be hampered by a lack of international | :21:34. | :21:40.
regulation. Our science correspondent, Rebecca Morelle, has | :21:41. | :21:44.
been to Oban to find out more. Around the beautiful coastline of | :21:45. | :21:47.
Scotland, a hunt is under way. This scenic spot might not look like it | :21:48. | :21:50.
is at the centre of cutting-edge medical research but beneath the | :21:51. | :21:53.
waves lies an incredibly rich and diverse array of life. It is here | :21:54. | :21:58.
where scientists are pinning their hopes on finding the next generation | :21:59. | :22:02.
of life-saving drugs. By studying creatures like this starfish, | :22:03. | :22:05.
scientists hope to identify new chemicals and gene sequences which | :22:06. | :22:07.
could lead to treatments for anything from infections to cancer. | :22:08. | :22:11.
Researchers say we are in desperate need of new drugs and the potential | :22:12. | :22:14.
of the ocean could spark a medical gold rush. Historically, this isn't | :22:15. | :22:32.
a place that people have looked. So, they haven't exploited it. There is | :22:33. | :22:35.
a whole raft of new technologies that are allowing one to screen more | :22:36. | :22:38.
methodically, more scientifically, and of course a political will. We | :22:39. | :22:44.
are looking... How can we exploit other parts of the planet? How can | :22:45. | :22:48.
we produce new industries, new technologies? There is a lot of | :22:49. | :22:51.
energy and resources going into this new area and that is partly because | :22:52. | :22:55.
in coastal areas like this there are clearly defined laws about how | :22:56. | :22:58.
scientists can exploit the riches of the sea. Out there in deeper waters | :22:59. | :23:02.
it is a different story. Home to an extraordinary array of creatures and | :23:03. | :23:05.
plants, international waters are governed by the UN's law of the sea. | :23:06. | :23:08.
This regulates activities such as mineral extraction but it does not | :23:09. | :23:13.
cover the hunt for new medicines. The worry is that without regulation | :23:14. | :23:16.
these fragile habitats could be damaged beyond repair. Experts say | :23:17. | :23:22.
the lack of clear laws could cause other problems too. It is | :23:23. | :23:27.
particularly important for companies to have legal clarity when they are | :23:28. | :23:30.
working in open waters because they are making a huge investment. If | :23:31. | :23:34.
they don't have legal certainty, then they will potentially lose the | :23:35. | :23:37.
right to produce that drug and that just is not acceptable to them. In | :23:38. | :23:46.
my opinion, it would potentially put a lot of companies off investing. | :23:47. | :23:51.
For now at least, back on the shore, the research continues, harvesting | :23:52. | :23:53.
seaweed for its wound-healing properties. However, it is early | :23:54. | :23:58.
days. Bringing a new drug to market can take 15 years and cost more than | :23:59. | :24:03.
?1 billion. This though would be a drop in the ocean if this new | :24:04. | :24:06.
frontier in medical research lives up to its promise. | :24:07. | :24:13.
Belfast is awash with bicycles and the colour pink today as it plays | :24:14. | :24:18.
host to one of cycling's biggest sporting events. It's an Italian | :24:19. | :24:24.
event but Belfast beat off a rival bid from Venice to host the start | :24:25. | :24:27.
and, after 14 months' preparation, it is certainly in celebration mood | :24:28. | :24:30.
today. Chris Buckler has been watching the action. Italy 's | :24:31. | :24:40.
biggest cycling race has taken a detour and ended up on the streets | :24:41. | :24:46.
of Belfast. The roads around the city have been closed the practice | :24:47. | :24:51.
and tonight they become a race track for the Giro d'Italia. It is a | :24:52. | :24:54.
fierce competition with riders battling against each other. The | :24:55. | :25:06.
clock... And the elements. Stephen Roach knows just how demanding the | :25:07. | :25:11.
race can be. He won the event in 1987. It goes from hard to harder. | :25:12. | :25:19.
After the three weeks, you have to take a week, ten days. The race will | :25:20. | :25:32.
snake around the coastline and the tourist board says that will show | :25:33. | :25:36.
off the spectacular scenery to hundreds of millions of television | :25:37. | :25:41.
viewers around the world. You see the landscape. It is a bit like | :25:42. | :25:46.
golf. That will showcase Northern Ireland. Pink is the colour of the | :25:47. | :25:50.
competition and towns on the bridges have been specially decorated to | :25:51. | :25:54.
welcome the riders. The Lord Mayor of Belfast has even dyed his hair | :25:55. | :26:02.
the colour of the Gyro. For the sports fans, what is important is | :26:03. | :26:06.
their chance to see some cycling superstar. To be the equivalent of a | :26:07. | :26:10.
Madrid football is coming to Belfast. Over the next few days the | :26:11. | :26:16.
riders will race across Ireland. That is only the beginning. Then it | :26:17. | :26:21.
is on to Italy. The race itself lasts a gruelling three weeks and | :26:22. | :26:28.
the Long Road begins here. Cricket, and rain has delayed the start of | :26:29. | :26:31.
head coach Peter Moore's first match in charge of England. They are due | :26:32. | :26:38.
to play Scotland in a one day international in Aberdeen but | :26:39. | :26:40.
persistent rain has meant no play has taken place. Joe Wilson reports. | :26:41. | :26:48.
International cricket does not come further north than theirs. The | :26:49. | :26:51.
Aberdeen coast on Friday with the kind of gloomy beauty. Nobody minds | :26:52. | :26:59.
water here. Spectators arrived with nothing but rain to see. You can | :27:00. | :27:05.
just make out the Scotland captain. Hugely frustrating. It is nice to | :27:06. | :27:09.
see the crowds coming in. You can also see the support up here. It | :27:10. | :27:16.
will be a same if -- a shame if they missed out. From programme sellers | :27:17. | :27:21.
to caterers, there has been a huge effort to get the ground ready for | :27:22. | :27:25.
the match. There have been temporary structures around the ground. They | :27:26. | :27:28.
were hoping for a crowd of 2000 but what is the biggest cricketing | :27:29. | :27:39.
occasion in years. They came to watch Sir Don Bradman play his last | :27:40. | :27:44.
innings on British soil. He made a century. The Australian spent some | :27:45. | :27:51.
time at Balmoral, he being Australian royalty. For English | :27:52. | :27:55.
cricket right now reputations must be rebuilt. The new coach and | :27:56. | :27:59.
captain are trying to prove they can beat, welcome anybody. From the | :28:00. | :28:04.
winter we have had and there are a lot of new faces in the side, it | :28:05. | :28:09.
gives the opportunity to stake their claim for places. We have a big | :28:10. | :28:14.
series in India and Sri Lanka. It is a game in its own right... The | :28:15. | :28:20.
longer that covers remain the more distant the prospect of play remains | :28:21. | :28:28.
-- varies. The TV presenter, Cilla Black, is to be honoured with an | :28:29. | :28:32.
award at the TV Baftas in recognition of her outstanding | :28:33. | :28:36.
contribution to entertainment. In over 50 years in the industry, she | :28:37. | :28:39.
has hosted a series of hugely popular shows including Surprise | :28:40. | :28:42.
Surprise and Blind Date, and was the first woman to have her own chat | :28:43. | :28:47.
show on BBC One as well as of course enjoying a pop career. She says she | :28:48. | :28:51.
is thrilled, and has been very fortunate to have a long and full | :28:52. | :28:57.
career in television. Time for a look at the weather. | :28:58. | :29:04.
A few surprises with the weather this weekend in fact. Last weekend | :29:05. | :29:10.
we were gearing up for the bank holiday weekend at high pressure was | :29:11. | :29:14.
in control. In Aberdeen we saw 18 Celsius in all the sunshine at the | :29:15. | :29:19.
weekend. This weekend, low pressure is taking control and a different | :29:20. | :29:22.
feel to things. There will be outbreaks of rain at times followed | :29:23. | :29:26.
by showers. It will be windy and no showers will be blustery. A few | :29:27. | :29:29.
blustery showers as well as we have headed through this morning, | :29:30. | :29:33.
particularly in the northern half of the UK. Some of them will be fairly | :29:34. | :29:38.
heavy. In the south, more in the way of sunshine and we have seen of | :29:39. | :29:42.
showers. A better day than yesterday. Into the afternoon, some | :29:43. | :29:45.
of the heaviest of the showers will be in Scotland. Some of the heavy, | :29:46. | :29:52.
thundery and slow-moving as well. -- some of them. Also a few showers and | :29:53. | :29:57.
sunny spells for Northern Ireland, central and southern Scotland and | :29:58. | :30:00.
into northern England. For most of England and Wales, as we head into | :30:01. | :30:04.
the afternoon, it will turn drier and more places will see sunshine | :30:05. | :30:09.
rather than showers. Still quite a brief but top temperatures 18 | :30:10. | :30:13.
degrees. It is quiet for a while as we head towards the evening. In the | :30:14. | :30:17.
south-west, this area of low pressure will bring in heavy and | :30:18. | :30:21.
persistent rain with strong winds to all parts by the end of the night. | :30:22. | :30:25.
With all the winds, the cloud and the rain, it will be a mild night to | :30:26. | :30:31.
come nationwide. Temperatures ten, 11 in the south. Saturday morning | :30:32. | :30:36.
will start off on a very cold note. It will be bright by the afternoon | :30:37. | :30:41.
with sunshine and blustery showers. The showers will be slow-moving in | :30:42. | :30:46.
the north. In the south-west corner of England, we could see gusts up to | :30:47. | :30:54.
50, 60 miles an hour. There will be sunshine in the south. Temperatures | :30:55. | :30:58.
17, 18 and a bit cooler in Scotland. The area of low pressure will move | :30:59. | :31:03.
eastwards. By Sunday it will be out across the North Sea and that will | :31:04. | :31:09.
be doing. -- that will feed in northerly winds. The northern half | :31:10. | :31:12.
of the country will see more frequent showers at times and it | :31:13. | :31:16.
will feel cooler. Still brisk, westerly winds with sunshine and | :31:17. | :31:21.
showers on the cards. Into the weekend, the rain on Saturday | :31:22. | :31:25.
morning will clear away, followed by blustery showers, some of them | :31:26. | :31:29.
heavy, particularly in the South. Now a reminder of our top story this | :31:30. | :31:35.
lunchtime. A jury has heard that Rolf Harris is a Jekyll and Hyde | :31:36. | :31:38.
character who groomed and molested a friend of his own jewelled -- | :31:39. | :31:40.
daughter. That's all from us. | :31:41. | :31:42. |
